A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING
AN AMENDMENT TO THE CITY'S PERSONNEL POLICY
REGARDING THE INTRODUCTORY/PROBATIONARY
PERIOD POLICY, ATTACHED HERETO AS EXHIBIT
"A"; AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach Personnel Policy Manual provides guidance
on procedures, benefits, and the general operation of the City; and
WHEREAS, the Manual is a living document that is subject to change on an as-needed
basis; and
WHEREAS, the policy of the City is that all new employees and all present employees
transferred or promoted to a new job should be carefully monitored and evaluated for an initial
introductory/probationary period; and
WHEREAS, the City Commission now desires to amend the City's
Introductory/Probationary Period Policy to make it more relevant to current practices, attached
hereto as Exhibit "A".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section I. Approval of the Personnel Policy Manual. The City Commission hereby approves
the amended Introductory/Probationary Period Policy, attached hereto as Exhibit "A".
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate the terms of this resolution.
Section 3.
Effective Date. This Resolution will become effective upon adoption.

POLICY:
It is the policy of the City that all new employees and all present employees
transferred or promoted to a new job should be carefully monitored and
evaluated for an initial introductory/probationary period.
PROCEDURE:
1) The introductory/probationary period is six (6) months. Supervisors should
observe carefully the performance of each employee in a new job position.
Where appropriate, weaknesses in performance, behavior, or development
should be brought to the employee's attention for correction and additional
training provided, if applicable, prior to the end of the
introductory/probationary period so the employee has an opportunity to
improve.
2) Supervisors should conduct an evaluation of the employee's job performance
at the end of the first ten weeks and 20 weeks (same for sworn police
officers) on the new job using the performance evaluation form prepared by
the city. The evaluation should include a recommendation as to whether the
employee should continue in the position. Copies of the evaluation should be
forwarded to the department head and the Human Resources Department for
inclusion in the employee's personnel file.
3) Employees generally will be allowed to continue in their new positions if they
are given both a satisfactory evaluation at the end of their initial ten week and
twenty week employment periods and have received their supervisor's
endorsement to continue in the job. Employees who do not receive a
satisfactory ten week or twenty week evaluation may be terminated or given
additional time in 30-day increments to demonstrate their ability to do the job,
provided the supervisor feels additional time is warranted in order to achieve

acceptable job performance. This does not alter the at-will employment policy
of the City.
4) Department Heads may recommend the termination of a newly hired or
transferred employee at any time. A recommendation for termination should
be submitted in writing through the Director of Organizational
Development/Human Resources to the City Manager, or appointing authority
with a copy to the City Manager, for review and should include an evaluation
and a list of actions, if any, taken to assist the employee. New hires
terminated prior to completion of six months employment are not eligible for
severance pay.
5) The introductory/probationary period will be extended by the number of
workdays missed because of an approved leave of absence. The City
Manager or his/her designee may extend the introductory/probationary period
of any employee if he/she deems it appropriate to do so.
6) At the discretion of management, transferred or promoted employees who are
unable to perform satisfactorily in their new jobs may be returned to their
original jobs, if a vacancy exists, or may be terminated.
7) At all times, including after successful completion of the
introductory/probationary period, employment with the City is considered to
be "at-will," and the employment relationship may be terminated at any time
for any reason by either party.

RECOMMENDA TION:
Approve the amendment to the City's Introductory/Probationary Period Policy
REASONS:
After reviewing the current Introductory/Probationary Period Policy, it was determined
that some small changes should be made to improve the policy and make it more relevant
to current practices.
