2. Qualifications
Firm Experience and Qualifications
Edward Dugger + Associates, ED+A, provides comprehensive, fully integrated design
and management services including Architectural Acoustics, Mechanical Noise
Control, and AudioNideo Design and Construction Documents. We specialize in
innovative approaches to the acoustical environment as it relates to Architecture. We
are licensed architects, members of the American Institute of Architects (AlA),
Acoustical Society of America (ASA) and the National Council of Acoustical
Consultants (NCAC).
ED+A has reviewed the Kimley-Horn & Associates, Inc Noise Assessment Report,
dated April 1 , 2011 and has found it to be an adequate starting point for a thorough
acoustic investigation of the site and the potential noise reduction strategies.
ED+A has extensive experience in conducting community noise studies, with projects
in Miami-Dade, Broward and Palm Beach Counties. We have also been instrumental
in reviewing and rewriting the noise ordinances for Broward County, Miami Beach,
and Palm Beach Gardens and fully understand the requirements of such a code and
what measures need to be taken to achieve compliance.
ED+A owns several sound level meters including a Bruel and Kjaer Model 2250 Type
I Sound level meter with annual calibration certificates (the type of equipment
required to meet ANSI standards) and the appropriate environmental noise software.
We excel in not only measuring, but visually depicting and identifying instantaneous
noise sources in relation to the overall acoustic environment levels over time.
We have proven experience in handling noise situations similar to that of the Town
Center Skate Park. We are able to find creative solutions that stem noise
transmission to neighboring sites and reduce noise levels and exceed the limits set
forth in the city noise ordinance. Since we have many years experience (20+)
specifically in the field of architectural acoustics we are uniquely qualified to help with
the project both as architects and consultants in acoustics.

Services
If selected as acoustical consultant for this project, ED+A will be able to provide
thorough and quantifiable acoustical analysis of the site, the noise sources present,
and several noise abatement solutions varying in scope and cost for the city to
review.
ED+A will provide the following:
. Review of the existing noise ordinance for the City of Sunny Isles to ascertain
minimum compliance levels.
. Initial measurement of the existing acoustic environment (both quantitative
and qualitative) to ascertain baseline ambient measurements.

. Supplemental acoustic measurements with and without skate-induced noise
present at several locations including at the source, at the property line, and
at the adjacent condominiums.
. Thorough acoustic analysis of the noise present, including graphic
representation of sound levels, frequency profile, and paths.
. Provide several potential design approaches for the site to resolve the noise
issue. Solutions will range in size, scope and cost to give the city several
options to reconcile with their budget and expectations.
. Once a solution has been decided upon, in Phase II we are also able to
prepare construction drawings and assist the city in presenting the project,
negotiate with contractors and successfully administer the solution.
3. Staffing
Principal, Edward Dugger
Edward Dugger received his degree in Architecture from Virginia Tech in 1982 and
was licensed in 1984. His architectural education, combined with twenty years of
hands-on design experience in sound critical projects, provides Edward with the
ability to bring a working knowledge of acoustical design to any project.
As an acoustical consultant, he has participated in the design of over 250 performing
arts spaces including: professional theatres, music schools, university theatres,

broadcast facilities, amphitheatres, and places of worship throughout the United
States and abroad.
He has worked with Architects, Musicians, Faculty Members, Executive Directors,
Technical Directors, and Project Managers to develop criteria narratives, architectural
programs, specialized drawings and specifications. He has designed acoustic,
mechanical noise control devices, and audio/video systems.
Prior to establishing his own consulting firm, Edward Dugger + Associates PA,
(ED+A) he was a Senior Consultant with the international acoustical consulting firm of
Kirkegaard Associates.
Additionally, Mr. Dugger was a staff architect for the Zeidler Roberts Partnership in
Toronto, Ontario, Canada. He served as the design team Project Director on the
2,200-seat Raymond F. Kravis Center in Palm Beach County, Florida, from project
inception to project completion with a full-time presence on site during construction.
Consultant, Emily Garber
Ms. Garber received her Bachelor of Design in Architecture from the University of
Florida in 2009 and her Master of Architecture degree with a focus in Acoustics from
Virginia Polytechnic Institute and State University in 2011. While at Virginia Tech she
received a Student Initiated Research Grant to participate in the 2010 Concert Hall
Research Group in Santa Fe, NM. She also received the Robert Bradford Newman
Medal for Excellence in the Study of Acoustics and its Application to Architecture for
her thesis "Chamber Hall Threshold Design and Acoustic Surface Shaping with
Parametric Modeling", exploring 3D architectural modeling techniques as applied to
acoustic predictions.
While at Edward Dugger + Associates she has prepared acoustical calculations,
CAD/REVIT working drawings, and sketches on a wide variety of acoustic projects.
4. Approach / Methodology
Measurement
We measure and analyze the acoustical properties within and outside the built
environment. Loud, excessive noise has a not-so-subtle way of invading our daily
lives. As can be expected the sources vary, but we can ensure that unwanted sounds
are minimized and appropriate levels of noise are maintained within their

equipment which results in significant savings for our clients. We measure the
acoustic environment with industry-standard metrics including Leq, Lmax and Lmin with
factory calibrated equipment. We can also measure and model the acoustic sound
levels and propagation characteristics for architectural designs and adjust those
designs to minimize noise transmission.
Analysis
We use proprietary software to collect and analyze acoustic data. Advanced
modeling programs such as Revit, AutoCAD, EASE, and EASERA allow us to
interface readily with architects, interior designers, engineers and other design
professionals. The complex geometry and unique surfaces of the Town Center Skate
Park require a unique approach to the noise analysis process. Utilizing the
architectural modeling program Rhinoceros 3D and its programming component
Grasshopper; we have developed an acoustic predication model that allows us to
easily and instantaneously visualize sound reflections off of complex surfaces.
Traditional acoustic prediction software doesn't afford this real-time visualization. Our
process allows us to change input parameters such as source locations and reflecting
surface geometry to gain immediate understanding of the acoustic ramifications of
those changes.

We continually enjoy a full workload in a variety of disciplines ranging from room acoustics in
performance venues to vibration control in hospitals, and we are experienced in meeting
multiple deadlines on time while providing clear and thorough analysis. We work in Miami-
Dade County frequently including recent completion of the nearby Aventura Arts and Cultural
Center and look forward to working on the City of Sunny Isles Town Center Skate Park. We
have always provided timely responses to our clients.
We do have several projects currently in our office but see no reason to be able to handle
the Skate Park Project.
