Permitting Services for the Intracoastal Parks.
Our 54 years of combined experience with complex projects and the long-term relationships

"Landscape Architects of the Year" in 2001 and in 2009 by the Miami Chapter of the AlA.

Curtis + Rogers Design Studio, is a minority owned company licensed in the State of Florida to provide landscape
architectural services, The firm formed in 1991, by Aida M. Curtis and Richard H, Rogers, is well known throughout
South Florida for providing, award - winning landscape architectural services. In 2006, Jean C. Lee, also a registered
landscape architect, became a firm principal. The firm is a Hispanic-Female owned company, certified by numerous
municipalities throughout the state.

Miami-Dade, City of Miami, City of South Miami, Coral Gables, Village of Pinecrest, Aventura, and City of Doral among
other individual municipalities.
Curtis + Rogers has nurtured successful relationships with various agencies that may have jurisdiction on Coral Gables

Our firm has been involved in various aspects of coastal recreational projects, from the master planning, design, docu-
mentation and final implementation of desired improvements, Our projects range in size and scope from the 432-acre
Deering Estate at Cutler, for which we did the General Plan, and have continued to provide services related to design
and permitting of a canoe launch, natural entrance trail, parking facilities, pavilions and restrooms, We have also pro-
vided Master Planning for Bayfront Park in downtown Miami, and design and permitting for the Baywalk improvements.
In addition our firm has served as general consultants for Parks and Recreation Departments for Miami Dade County,

The Baywalk project is the first phase of new construction implementing the Capital Im-
provements Plan done by Curtis + Rogers. The Baywalk portion was first priority due
to the fact that there was so much pavement, no shade and no place for people to sit
along the bay. The improvements included cutting out some of the pavement to make
room for a row of large oak trees along the baywalk which now provides much needed
shade. In addition to the trees, benches were installed along the baywalk facing Bis-
cayne Baywhere people can now enjoy the view and the shade provided by the oak trees,
Another asset along the baywalk is the sandy beach where movable Adirondack chairs
have been placed under coconut palms. This area was also enhanced with the addition
of more coconut palms along the beach and at the fountain, in newly created cutouts,

The Canoe Drop Off project is one of many construction projects to be complet-
ed at the Deering Estate, a 436-acre bayfront park located at adjacent to Biscayne
National Park and the Biscayne Bay Aquatic Preserve, The site is considered by
many to be one of the most important public properties in South Florida, and is
valued for its rich natural, historical, architectural and archaeological significance,
The property contains unique natural areas including one of the largest ecosys-
tems of endangered pine rockland habitat, as well as rockland hammocks, tropi-
col hardwood hammocks, mangroves and salt marshes, Approximately 430
species of rare' and native plants and animals can be found on the site. The
Estate contains archaeological sites dating human presence to 10,000 years
that include a Tequesta burial mound and prehistoric midden, considered to
be one of the best-preserved prehistoric coastal sites in Miami-Dade County,
The Canoe Drop Off area was designed and constructed while minimizing impact of the
natural environment, Curtis + Rogers worked closely with the contractoron site to layout

Gerald Marston and his design team were part of a larger consulting team charged
with the development of a renovation/restoration program for Collins Park in Miami
Beach, Collins Park is now widely recognized as the cultural epicenter of Miami Beach.
It sits on the north end of the South Beach Historic District and is the town square /
civic gathering space for the Miami City Ballet, the City Library, the Bass Museum, and
Miami Beach. The plan reflects the historic forms of the original public garden and
provides the grand promenade lined with Coconut Palms which link the Bass museum
with the Atlantic Ocean.
Renovations of the existing park included landscaping, irrigation, lighting, hardscape
improvements, street furniture; and restoration of the 'Rotunda' building, a 1960's
vintage building clad in sand cast concrete panels designed by artist Albert Vrana,
Renovations of the existing parking lot on the east end of the park included new
landscaping, irrigation, lighting, and proposed hardscape improvements. Renovations
of existing streetscape included replacement of existing sidewalks, lighting, irrigation,
landscaping, street paving, street furniture, drainage and waterline improvement.

In 2007, the City of Miami commissioned a "Capital Improvement Plan" for Bayfront
Park. This plan was preceded by work done for the City in 2003 by the BNV Cor-
poration. The Capital Improvement Plan built on the recommendations of BNV who
suggested the following improvements: 1) address the park's "empty heart"; 2) make
the Baywalk a "pleasurable walk" by decreasing the scale and adding much needed
shade; 3) investigate the feasibility of creating a restaurant/retail space at the base
of the nonfunctioning "laser light tower"; 4) connect the amphitheater to Bayside
Marketplace, the Baywalk and the hotel to the south; 5) enhance the good features
like the Rock Garden and the lawns; 6) address the need for shade by planting shade
trees; 7) address the existing paths which "frustrate" the desire for direct functional
access, particularly between the downtown area and the bay; 8) improve the horticul-
ture; 9) address the perimeters of the park which tend to be "parched and dull" and/
or "complicated and ugly"; and 10) provide informational and wayfinding signage,
Curtis + Rogers along with their sub consultants produced three documents for the
"Capital Improvements Plan," The first was an in-depth analysis of the park includ-
ing functional environmental and aesthetic issues, the second was a series of pro-
posed improvements which could be staged and the third was an estimate of cost.
The initial phase of new construction, which includes improvements to the Baywalk,
was completed in April 2010.

The design team was retained by Miami-Dade County to prepare a Master Plan for
Haulover Park, one of the County's most important regional parks, Haulover has
served for decades as a prime beach attraction for residents and visitors, as well as
offering a variety of recreation including golf, tennis, boating and fishing. In recent
years the park has suffered from deterioration of some facilities and a decline in
popularity,
In developing the Master Plan, the team examined a number of options for the
golf program (including both traditional course and teaching facilities), beach
revitalization and other park elements. The team worked closely with County staff,
municipal representatives and other stakeholders, as well as special consultants the
National Golf Foundation, in developing and evaluating concepts, The Master Plan
concept includes a relocated and expanded, special waterfront par-3 golf course;
an enhanced and diversified beach experience improved parking and circulation,
an extensive waterfront promenade an expanded marina and concession area; a
conservation education facility, and aI/great lawnl/ civic space for community events.

Gerald Marston and his Design team were selected to prepare a master plan for the last
undeveloped parcel of land along the Intracoastal Waterway in Boynton Beach. The
main focus in developing this prime waterfront property was the scenic enhancement
and environmental restoration of the site. In particular, the park would allow the
interpretation of Intracoastal marine life, salt tolerant/seaside plantings, and a native
hardwood hammock which would enhance the educational value of the park.
Following completion of the Boynton Intracoastal Park Master Plan, the team was
retained to provide design and construction document services for the physical
development of the site. The park development program was modified to substitute a
two story community center for the picnic pavilion, and a large picnic shelter replaced
the education center of the Master Plan. The final program also included three smaller
picnic shelters, a tot lot and another restroom facility. The Veterans Memorial Shelter
and event lawn were developed overlooking the storm water retention pond and floating
fountain, A trail for walking and jogging, a conservation zone and on site parking
complete the facility,

Bayfront Street Ends, Miami Beach, Florida
The City of Miami Beach secured funding from the Florida Inland
Navigation District (FIND) to improve waterfront areas at South Shore
Drive (NOlmandy Shores), 10dl Street, 14th Street, Lincoln Road and
Island View Park. Coastal Systems International, Inc. designed and
pennitted the bulkheads at all five locations, Steel sheet piling was
specified to be installed directly in front of the existing bulkheads to meet
federal and state exemption criteria. The cantilever design also avoided
excavation behind the bulkhead alignment.
Environmental resource permits and storm water drainage permits were
processed with the U.S. Army Corps of Engineers, Florida Department
of Environmental Protection and Miami-Dade County DERM. In
addition, street end improvements were designed for South Shore Drive,
lOth Street and Lincoln Road to improve upland access to the waterfront.
Paving, grading, drainage lighting and landscape/hardscape
improvements were also incorporated into the bulkhead improvements.
Island View Park was constructed in 2008 and Lincoln Road
construction was completed in 2010. 10th Street will be constructed in
2012,

Capri South Beach, Miami Beach, Florida
Capri South Beach encompasses 3 distinctive buildings with 72 fully
furnished residences on nearly 500 feet of spectacular Bay frontage,
Coastal Systems was part of the design team for the redevelopment of
this waterfront area of South Beach.
Site civil engineering services were provided to design the paving,
grading stonnwater management and right-of-way streetscape for the 4-
acre site. The storm water management included the design and
permitting of three drainage injection wells. Miami-Dade DERM and
NPDES permitting services were also provided. Coastal Systems also
designed the water and sanitary sewer services for the site. Fire lines,
potable water, and sanitary sewer lines were coordinated with the MEP
consultants for the three buildings.
As part of the site development, Coastal Systems also designed and
pennitted the waterfront improvements. These improvements included
approximately 500 linear feet of sheet pile bulkhead with a concrete cap.
The design was coordinated with the Baywalk waterfront promenade.
The bulkhead also provides access to the 14-slip marina. Coastal
Systems designed fixed timber docks supported by concrete piles along
with marina utilities including shore power pedestals, fire protection, and
sewage pump-out systems.

Coastal Systems planned and designed the marine and site/civil
improvements to the redevelopment of the Haulover Park Marina in
Miami-Dade County, Florida. The redevelopment consists of a new
marina facility along with approximately 400 feet of bulkhead with a
combination of temporary wet and dry slips. The dry storage building

Museum Park, Miami, Florida
Coastal Systems was part of the design team led by the architectural
firm, Cooper Robertson and Partners, for the planning and design of
the 22-acre city park on the Biscayne Bay in downtown Miami. The
park project includes both active and passive recreation areas and a
baywalk along the waterfront. Coastal Systems worked with the
project team for the initial master planning of the Park that included
environmental permit feasibility studies and conceptual design of
waterfront improvements,
Coastal Systems was retained by Cooper Robel1son and Partners to
provide civil engineering and environmental permitting services for
the park based on the approved master plan and park program. The
storm water management system consists of a combination of
exfiltration trenches, retention area within the park, deep injection
drainage wells and outfalls to the bay, The engineering design
required close coordination with the design team of planners,
architects and landscape architects to meet the design objectives and
program for the park. The storm water system was designed to meet
the stringent guidelines for treating storm water runoff on-site for this
waterfront park that is adjacent to the environmentally sensitive
Biscayne Bay. An Environmental Resource Permit (ERP) was
processed through the Miami-Dade County Department of
Environmental Resource Management (DERM) for the storm water
management system. Coastal Systems also prepared and processed the
NPDES and FOOT Permits for the project.

Team Experience
Ardaman will provide the services using in-house resources, and we have, therefore not listed any
subconsultants. The relevant experience discussed in this section is a sampling of Ardaman's experience.
Public Sector Contracts
Specifically, we believe that there are two areas of experience which we believe are applicable to the
geotechnical services required by the City. The first is experience providing similar services to public
entities under a continuing services contract. Ardaman has worked under numerous such contracts with
public agencies throughout Florida in general and in South Florida in particular. Through these contracts
we have learned the importance of the following;
1. The necessity to do more with less as public agencies are faced with ever decreasing budgets and
demands for increasing levels of service. This requires all engineers under contract, including
geotechnical engineers, to consider the entire life cycles of projects and assure the client that the
totality of design, construction and ongoing maintenance costs are considered at all times.
2. As keepers of the public trust, public entities such as the City are under a much higher level of
scrutiny than private clients. As a consultant for the City we will advocate for the City's interests as
we provide the required technical services, always considering the welfare of both the City and the
public it serves, Further, we know that as a public entity, the City demands ethical behavior from
its consultants, and Ardaman has a reputation for upholding a very high level of professional
conduct.

3. Communication is paramount when working with public clients. Before any task is initiated we will
make sure that all parties have a complete understanding of the project's objectives, and agree to
the schedule, budget and all deliverables, Further, whenever cost increases or schedule

Mr. Blankenship has 20 years of experience in the civil and coastal
engineering fields. His broad range of experience includes projects
involving waterfront facility assessment and rehabilitation design,
bridge engineering projects involving structural assessment,
structural design and hydraulic analysis/design; land development
projects including drainage design and environmental permitting,
and construction phase services for several civil projects.
Mr. Blankenship has extensive experience with civil engineering

Environmental Permitting Project Manager
Ms. Cabrera provides a range of services to public and private clients in
her role as Environmental/Permitting Project Manager. Her
responsibilities include coordination with project teams and regulatory
agencies relative to code compliance requirements for securing
environmental permit approvals at local, county, state, and federal
levels. She specifically manages projects involving coastal and
environmental permit applications, marine turtle lighting permit
applications and other specialized regulatory agency requirements.
Ms. Cabrera's project management responsibilities include coordination

River. The Esplanade Park was designed as an anchor and
centerpiece to the city's Arts & Science District, a major
revitalization project, The $1.7 million project was completed in
1991 in conjunction with nearly $2 million in streetscape
improvements throughout the District.
Biscayne National Park Master Plan and Architectural
Design, Miami-Dade County, FL
Mr, Pruett was Principal-In-Charge for the master planning and
architectural design of all new facilities constructed by the
National Park Service at Biscayne National Park in southern
Miami-Dade County, Florida. The Master Planning process
included extensive interpretive planning to integrate the story of
Biscayne National Park - both its history and natural resources
into the design of planned new facilities. New facilities
constructed included a Headquarters Building, Maintenance
Building, new Visitor Center and two Ranger Housing units, The
buildings, with metal roofs and cedar siding, were specifically
designed to evoke early Florida coastal architecture of the
nineteenth century,
Everglades National Park Shark Valley Visitor Center
Miami-Dade / Collier Counties, FL
Mr, Pruett was principal-in-Charge for several planning and design
assignments at Everglades National Park. These included a new
site master plan for visitor and concessionaire facilities and
parking at the Shark Valley visitor center, and smaller
improvement projects at several locations within the park, Mr,
Pruett also provided planning input for the replacement of Visitor
facilities at Flamingo, including dock and concession facilities, as
well as lodging and camping facilities.
Terramar Park
Parkland, FL.
Mr. Pruett was Principal-In-Charge and project architect for
facility improvements associated with Terramar Park, the City of
Parkland's first major community park. The $3,6S million project
included a fully equipped Concession building, provided by the
City for local leagues' use, An octagonal Pressbox building was
developed in the center of the park's main baseball complex. In
addition a small existing structure at the park's south end was
renovated to match the new buildings, improving its durability
and appearance, and which serves as restrooms for the new
tennis complex.
Downtown Mangrove Nature Park
Boynton Beach, FL
Mr. Pruett was the Principal-In-Charge for the design of this
unique park, which consists of a 2,000 foot long elevated walkway
system stretching through a mangrove preserve, The walkway
includes a series of interpretive exhibits to educate visitors about
the important and sensitive mangrove ecosystem and its unique
flora and fauna. Perhaps most significant about the project was
the use of pre-fabricated aluminum walkway components, Use of
these units allowed the walkway to be constructed largely by
hand, with minimal impact to the Mangroves.
Ocean View Park
Norfolk, VA
Ocean View Park is a 9-acre tract along the Chesapeake Bay, just
west of the Atlantic Ocean, The program for the park included
both active and passive recreational areas, with a key feature a
3,000-person amphitheater and bandshell. Mr. Pruett was
principal-In-Charge for the design of the bandshell and restroom
buildings, which were deSigned in a traditional gabled roof,

Fairchild Tropical Garden Facilities Development Concept
Plan, Miami, FI
As part of the overall master plan for the future development and
enhancement of Fairchild Tropical Garden, Mr. Pruett led the
effort to program and re-configure the existing visitor,
administrative and educational facilities of the garden to improve
overall functions and provide additional space, A major
component of the plan was the proposed relocation and
expansion of the book/gift shop, which is to be accomplished with
relocation of the main visitor entrance,
McKee Botanical Garden Master Plan and Architectural
Design, Vera Beach, FI
Mr, Pruett was Principal-In-Charge for the preparation of the
concept plan for garden restoration and the master plan for
future site development. In this effort, Mr. Pruett assisted in
evaluating alternative site locations for new visitor and
administration facilities, pedestrian circulation and parking
facilities, Mr. Pruett also led the preparation of the architectural
design of all new garden facilities proposed to be constructed on
the site including a visitor reception area, book/gift shop, garden
cafe, meeting/classroom building and maintenance structures
The Naples Botanical Garden Master Plan
Naples, FL
The master plan for the Naples Botanical Garden was developed
to take advantage of the site's range of vegetation - including
endangered coastal scrub, typical southwest Florida pine
flatwoods, mangrove swamp and freshwater wetlands,
interwoven with plants from around the world, The plan was
developed to provide diverse sensory experiences ranging from
educational garden strolls, tram and boat rides to interactive
exhibits and cultural display pavilions that highlight the many
cultural uses of plants, A broad message of the benefits of
sustainable design, cultural- and bio-diversity was also
incorporated in the physical design, Mr. Pruett led the planning
and design team for the preparation of the Master Plan,
Heritage Monument Trail Master Plan

Mr, Pruett participated as one of several subconsultants on a
team that developed an interpretive trail as well as site-specific
improvements for the Hurricane Monument, a memorial to
victims of the 1937 labor Day Storm, and nearby sites throughout

John and Mable Ringling Museum of Art Master Plan,
Sarasata, Florida
Mr, Pruett was Project Director for the preparation of the master
plan for the Ringling Museum, the state art museum of Florida,
The plan called for a complete restructuring of the then-existing
automobile and pedestrian circulation on the grounds of the
historic Ringling estate, Automobiles were proposed to be
removed from the core area of the grounds, allowing pedestrians
to better circulate among the various buildings that comprise the
overall museum campus.
Charles Hosmer Morse Museum of American Art Master
Plan, Winter Park, Florida
Mr. Pruett was principal-in-charge for the preparation of the
master plan for the expansion of the Morse Museum facilities,
Located on an urban site in downtown Winter Park, the Morse
Museum needed a plan to expand gallery space to allow the
display of the Daffodil Terrace. This open air garden pavilion was
saved from the wreckage of Laurelton Hall, the estate of Louis
Comfort Tiffany, after it was destroyed by fire in 1957. The
expansion reorganizes the compact site to allow construction of a
+1- 12,000 square foot addition and the expansion of the
Museum's garden courtyard, The Museum is proceeding with the
construction of the new addition,
Romberg- Tiburon Research Center Vision Plan
Marin County, CA
Mr. Pruett served as consulting principal on the preparation of a
"vision plan" for this San Francisco State University marine-
focused research center located on a spectacular waterfront site
along the northern edge of San Francisco Bay, The mission of this
institution is to advance the understanding of the world's complex
marine and estuarine environments through research, education,
and outreach, The Vision Plan focused on identifying potential
program elements for development on the site as well as on
responding to community issues related to intensified site
utilization,

Mr. Pruett has led community planning / urban design
processes that involved community analyses, evaluation
of land use and zoning plans, extensive community

Charlottesville Redevelopment and Housing Authority
Master Plan, Charlottesville, Virginia
Mr. Pruett was principal-in-charge for the preparation of the
Master Plan for all twelve of the Authority's properties, The
purpose of the plan was to create a comprehensive framework for
rehabilitation and lor redevelopment of the properties in a way
that would provide a financially sustainable future for the
Authority, provide a minimum one-for-one replacement of
existing public housing units, minimize relocation time, and,
where appropriate, develop mixed-income I mixed-use
communities, The preparation of the plan included extensive
participation by residents of the sites and other community
constituents through interviews, workshop/charettes, and open
house sessions, The outcome of the plan identified several key
sites as redevelopment opportunities, along with others that were
better suited to renovation.

Jacob Price HOPE VI Grant Application,
Covington, Kentucky
Mr, Pruett was principal-in-charge for the preparation of the
physical planning components of the 2009 HOPE VI grant
application for the Jacob Price Homes site in Covington Kentucky,
The grant application was selected as one of only six applications
to be funded in this funding cycle. As a result the Housing
Authority received a $17 million HOPE VI grant award for the
revitalization of the site and development on several off-site
properties, Key elements of the conceptual plan included re-
integrating the site into the surrounding community; leveraging
the site's location near downtown employment opportunities,
educational and cultural institutions; including green architecture
and sustainable site elements for stormwater management; and
incorporating architectural characteristics common to the
neighborhood,
URBAN REDEVELOPMENT / REVITALIZATION PLANNING
Mr. Pruett has some 35 years of experience in planning
for urban revitalization involving land use planning,
urban design, and strategies for regulatory modifications.

Lehigh Acres Comprehensive Planning Study
Lee County, Florida
Mr, Pruett served as principal-in-charge for the preparation of a
plan to manage growth and improve development patterns and
quality of life in a massive antiquated subdivision located in
Southwest Florida, The purpose of the study is to create a
framework for retrofitting the community toward a more
sustainable future. Occupying approximately 95 square miles of
land in the northeast corner of Lee County, Lehigh Acres contains
nearly 122,000 small lots, the majority of which are vested for
single family residential use, Incomplete utilities, substandard
roads and deficiencies in retail, employment, parkland and other
public facilities the vision of the future is bleak, The planning team
proposed a staged-growth system to direct development to those
areas that either have a full complement of services, or that could
be served within a reasonable timeframe. Other
recommendations of the Plan included the establishment of a
"community structure" to rationalize capital investment and
create community identity, In this concept, neighborhoods are
framed by landscaped parkways, and activity centers for
employment, retail, civic, and higher density residential uses are
introduced,
Sanibel Town Center Planning / Architectural and Site
Design Standards and Guidelines,
Sanibellsland, Florida
Mr, Pruett led the planning and design team that prepared
conceptual plans for development of the Town Center of Sanibel
Island, The purpose of that effort was to provide guidance to the
private owners of several key properties in the district as to how
they could be redeveloped to be compatible with the City's goals
for the character and quality of the area, The result was a series of
conceptual plan alternatives that would meet development
requirements and limitations as well as fulfill City goals,

foundation recommendations for the proposed structures and for all retaining and mooring structures, In 2009
Ardaman performed more borings for this project and also for a proposed artificial reef.
. Ring Theatre/ Sherman Family Stage, University of Miami, Coral Gables, Florida
Dr. Horta served as senior project manager/engineer for this project which involved the Shell structure of the roof
was load tested to prove that the proposed additional load from modifications to the theatre could be supported.
A full scale load test was designed with the approved of the Structural Engineer (Brill, Rodriguez, and Salas) and
modifications were performed with substantial savings for the University of Miami.

Dr. Horta served as project engineer for this geotechnical investigation of this 11-story building on Ft.
Lauderdale's Intercostals Waterway. He supervised the field investigation which consisted of deep standard
penetration soil borings and conducted an evaluation of foundation alternatives.
. RDPCC Building, Dade County, Florida
Dr. Horta served as project manager for the investigation of this distressed building. He supervised a field
drilling program to ascertain the cause of the apparent settlement and prepared a recommendation for
underpinning the structure to inhibit further settlement.
. YMCA Village Carver, Miami, Florida
Dr. Horta served as project engineer on this twelve-story concrete structure which was developed from 2008 to
2009, Ardaman's involvement included providing all of the construction materials testing services for this project.
. Basketball Gym Building, St. Thomas University, 16401 NW 37th Ave., Miami, Florida
Dr. Horta served as senior project manager/engineer for this project which involved geotechnical investigation for
the new basketball /gym building. A total of four standard penetration test borings were completed as well as 3
exfiltration tests for drainage design in related parking areas, The work was performed on functional sports fields
coordinating with University authorities, Spread footings were recommended for the project.
. Parking Garage No.6, Miami International Airport (MIA), Florida
Dr. Horta served as geotechnical senior project engineer for the new six (6) story parking structure. Field and
laboratory testing were performed that included deep SPT borings, foundation alternatives and protection of
adjacent structures.
· Maiden Island Development, Maiden Island, Antigua, West Indies
Dr. Horta served as geotechnical senior project engineer for this project which included a new marina, multiple
one and two-story structures, a lighthouse on this small island. A total of 17 borings were performed to 30 feet
below grade to provide foundation recommendations for the assorted structures.
. City of Marathon Wastewater System, Florida
Dr. Horta as senior geotechnical engineer for this project that completed over 40 borings to define soil
characteristics along the existing vacuum sewer mains for the City of Marathon,

Approach
Curtis + Rogers Design Studio has extensive experience working with municipalities, its businesses and residents, and
ultimately completing projects that meet the expectations of the community, In addition, Curtis + Rogers is experienced
in the complete development of projects from conceptual designs, through implementation and close-out.
The design of public spaces involves several variables: the context of the site, its physical setting, history and culture; the
desired program - anticipated visions, government regulations, and environmental constraints; and the creativity and
judgment through which the team approaches similar assignments.
In designing public spaces one concern is general safety of the users and overall security of the facility, Curtis + Rogers
has designed spaces which have required basic security such as parks; schools and streets; and more complex security
issues such as those related to civic facilities- courthouses, libraries, museums and such, Strict guidelines accompany
such programs, and these need to be measured against public comfort of the space. Vegetation is carefully positioned
to follow the "CPTED", principles of "Crime Prevention through Environmental Design", providing a clear visibility at
eye level for the facility,
Our practice is a collaborative approach which stresses the interaction between clients, other design professionals and
Curtis + Rogers. We believe creativity results from an interaction between motivated clients and professionals. The best
designs result from an interactive process between artistic creativity and experienced judgment,

is to meet the expectations of the client and provide enhancement of areas for user enjoyment. Understanding the
community objectives is a critical part of this process,
Sustainability is a given reality in all of our current projects, We at Curtis + Rogers have been on the leading front of
this movement, having created some of the first sustainable site development projects in South Florida- the first LEED
Gold school in Florida, the first LEED Gold park facility in Miami, the first LEED Gold high school in Miami-Dade, and
numerous others in various stages of completion. Our office has also participated as part of a pioneer project for the
U,S, GSA, in developing ASLA's Sustainable Sites Initiative compliance criteria for a new office building in South Florida.

implemented a Technical Quality Control Manual, which provides each employee with a comprehensive system of
checklists for every aspect of production, The responsible employee reviews the checklists and ensures that the deliver-
able complies with all items covered in the checklist. Once the deliverable is completed, it is passed to an independent
reviewer who once again will review the deliverable and ensure compliance with checklist and design and technical
standards. The deliverable is redlined for corrections and returned to the responsible employee for incorporation of
corrections prior to final delivery. Curtis + Rogers' quality control reviewers are the most experienced professionals of
the firm including Richard H. Rogers, a Fellow of the American Society of Landscape Architects, and a registered land-
scape architect for over 50 years.

Budget Control
In general, our projects are brought in on budget. We prepare cost estimates from schematic design and throughout
the process we continuously update them and back check them to reflect current market conditions and trends. At the
end of each design stage- we review project budget vs. program to make sure our original assumptions and program

submit updated cost estimates with all progress submittals, as well as a final bid tabulation set, We continuously hold
a percentage of the budget as a contingency during all estimates which begins at 20% during schematic design and is
progressively reduced as elements and construction documents are developed, In addition, we generally recommend a
series of additive alternates, so that if the bids come in more favorably, more elements can be added to the project. We
involve our consultants in all aspects of the development of estimates to make sure each element is properly budgeted,
We maintain a database of projects recently bid so we can continuously compare and update our cost assumptions.
Our quality control process focuses on eliminating omissions and confusion within the construction documentation
process, thereby minimizing addendums and change orders during bidding and construction.
Design Process
The design process that we have outlined as part of this response is one that we repeatedly use for our public and private
clients, It enables early dialogue with all relevant governing agencies, analysis of codes and regulations and workshops
with the City officials and residents. In these workshops we will be discussing these regulations within the context of find-
ing the most cost effective, time effective and successful solution to the established goals,
We are proposing to follow this process for the development of the all tasks assigned to our team. We of course are
open to changes from the City's staff to tailor the process to more specific goals which we may not be aware of at this
point.
Public Participation
Our team believes in the collaborative process, in which the citizens and other affected parties can create strategic vision
plans and resolve complex land use issues. We propose a process by which we establish an effective communication
system, enable the interested parties to assess and synthesize data, and provide them with the tools to generate and
direct settlement options,
For each project task our team proposes a series of early interviews with key stakeholders to assess their interest and
understand their concerns. Depending on the scale and schedule for the task - public workshops can be conducted
to seek broader input, or the team can work within the framework of a steering committee representative of the project
stakeholders.
Our approach builds upon these steps and proposes the following Scope of Services. Depending on the nature of the
project task order - some of these steps can me modified or eliminated to fit the particular scope.
Phase 1: Pre-Design Services (6-8 weeks)
Task 1.1- Project Start-up and On-Site Kick-Off Meeting
a) Project start-up includes project manager coordination with the client to refine schedule and milestones,
develop an agenda for the kick-off meeting, identify other key stakeholders, and discuss the appropri-
ateness of establishing a steering committee for the project composed of staff representatives of the
City of Sunny Isles, business and community leaders (if appropriate) and other appropriate agencies or
groups.
b) Kick-Off Meeting: At the beginning of the project we suggest the entire Team meet on-site to walk the
project, The purpose of this meeting is to conduct a detailed briefing with the city to confirm goals and
objectives of the project, discuss issues and opportunities, and conduct a walking tour of the site to gain
specific insight into elements of the project.
c) Stakeholder Interviews: To the extent necessary, the team will conduct interviews with key individuals or
groups with historical involvement in the project area, to understand their needs, concerns and expecta-
tions,
Task 1.2- Data Collection and Analysis
Team members will review available material provided by the client. The team will need any available base information

(b) Alternative conceptual design renderings (up to three) will be developed to accommodate the program/
goals established in the previous task. Advantages and disadvantages of each concept will be identi-

and disadvantages will be presented and discussed, The consultant team will incorporate the comments

magnitude cost estimate will be developed and presented to the City Commission for review and ap-
proval.
Phase 2: Design Services (20-22 weeks, not including construction related services)
Upon directive from the City of Sunny Isles, the consultant team can provide comprehensive design and construction
services for the Intracoastal Park as discussed in the scope of services, A typical design and construction process has
been outlined below.

The Proposers accepts all of the terms and conditions of the Advertisement or Request for Qualifications
and Instructions to Proposers, including without limitation those dealing with the disposition of Bid

Pursuant to the provisions of paragraph (2) (a) of Section 287,133, Florida State Statutes - "A person or affiliate
who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a
Bid on a Contract to provide any goods or services to a public entity, may not submit a Bid on a Contract with a
public entity for the construction or repair of a public building or public Work, may not submit Bids on leases of
real property to a public entity, may not be awarded to perform Work as a Contractor, supplier, Sub-Contractor, or
Consultant under a Contract with any public entity, and may not transact business with any public entity in excess
of the threshold amount Category Two of Sec. 287.017, FS for thirty six months from the date of being placed on
