CES Consultants, Inc. (CES) is a minority-owned and -operated firm established in 2001 to provide
professional engineering services to private and municipal sector clients like the City of Sunny
Isles Beach. CES's experienced professionals offer years of expertise in Construction
Management. Our team is a certified Small Business Enterprise (SBE) for Miami-Dade County and
has DBE certification with Florida Department of Transportation (FOOT). CES's Construction
Management team provides exceptional quality service to all of its clients.
I will be your main point of contact as the Project Manager. I am a licensed general contractor
and have over 25 years of experience of design and management experience in a variety of
civil engineering areas, specializing in the design and construction management of
neighborhood improvement projects, and water/wastewater facilities. A full list of our
professional expertise and details on qualifications, experience, and responsibilities are included
in the Staffing section and illustrated on our Organization Chart.
In conjunction with the contracted Program Management Team, the CES team will become
intimately familiar with the project sites and effectively administer the construction program to
achieve the County's priorities.

The CES team has experience providing Miscellaneous Engineering and Construction
Management and Inspection Services for other Florida municipalities and has the expertise
needed to perform the projects on an as needed basis.
The firm's professional staff has over 100 years of combined design and construction
management experience in a variety of professional engineering areas including: Program
Management; Project Control/Cost Control; Primavera (P3e) Scheduling; Civil
Engineering; Water & Wastewater; structural Engineering; Construction Engineering &
Inspection; Permitting Services; and Owner Representation.
CES understands that as Construction Managers, we are the owner's representative in the
field and should act as an extension of your staff and strive for our client's best interests. As
Construction Managers, first, we look at a project from our client's eyes forming a clear
picture of their particular vision and expectations. We develop an understanding of their
business, mission, budget goals, schedule and decision-making processes. Finally, knowing
our client allows us to think outside of the box, we offer creative solutions to design and
construction challenges.
CES approaches Owner/Client coordination and communication by understanding that
every project has a number of stakeholders with different needs and opinions regarding
the purpose of the project and the means to accomplish it. This means frequent meeting
with interested parties, and continual contact bye-mail, telephone and periodic reports as
information develops.
Our Management Techniques Include:
· Manage the uncertainty of the early stages of a project or task assignment by meeting
with the Owner early on order to better understand the scope of work. This will be done
by kick-off meetings, pre-construction meetings and/or brainstorming sessions with all
stakeholders.
· At all time, maintain one single point of contact to streamline communication amongst
team members, contractors and staff.
· Document Control and Management of staff productivity by systematically following
guidelines and procedures for the inspection team, that take into account
constructability issues, financial, legal and technical constraints.
· Ensure optimization of the design solution chosen by participating in the Value
Engineering and Life Cycle costing studies as needed.
· Manage the construction activities of the project by implementing a very tight QA/QC
strategy.
· Manage changes during construction to minimize budget impacts to the project. All the
necessary steps will be taken in order to avoid late changes that usually have a potential
to disrupt a project's schedule and budget.

· Assist with obtaining RFI's managing and tracking documents, claims avoidance and
management strategies.
The CES team understands, is experienced with, and is fully capable of providing all of the
construction management tasks that will comprise this project. We have extensive
experience with suck projects having planned, designed, permitted and provided
construction management and administration services of similar systems for other Florida
municipalities
In more detail, CES was selected by Miami-Dade Public Works Department to provide
Engineering Design Services and Construction Management and Inspection Services as
part of the Department's Capital Improvement Program. CES staff was responsible for the
design of ADA compliant bus stops and sidewalks; drainage design; roadway design; street
lighting; bridge design and inspections. CES personnel have overseeing the construction of
over $150 million in capital improvement for the Department. CES has been providing
professional services under this contract since 2003.
CES has been contracted to design approximately 72,000 L.F. of 6-inch water main and
services for the City of Mira mar, including a directionally drilled 8-inch Ductile Iron Pipe
section of 120 L.F. The functionality of the design is for improved fire protection throughout
the neighborhoods, which currently has 2-inch and 4-inch water mains. CES is also tasked
with locating required fire hydrants to be connected to existing 6-inch and greater water
mains. The final product will provide residents with essential fire protection, and it will also
increase the water flow and provide better water pressure to the residents. The project is
bound by: Pembroke Rd. to the Florida Turnpike and from University Drive to SW 68th
Avenue.
As part of a Block Grant Program, the City of Homestead selected CES to provide
Engineering Design for a new Flagship Cinemas theater. CES provided civil engineering
design and construction oversight associated with the access road into the movie theater
- water and sewer; pumping station; parking lot; storm water drainage; landscaping;
striping and lighting. The project had an estimated construction value of over $12 million
and it was completed on time and under budget.
CES also provided Construction Inspections Services to the City of Fort Lauderdale as part
of the City's Waterworks 2011 Infrastructure Improvement project. The project involved the
installation of new storm water drainage, new water and sewer pipeline construction and
pumping stations; and overseeing the reconstruction of roadways and sidewalks.
CES has a highly experienced staff with extensive knowledge in all areas of Engineering
and Construction Management including; Civil Engineering; Structural Engineering;
Environmental Engineering; Estimating, Scheduling, and Inspection Services. We can assure

CES Consultants provided miscellaneous Project Management, Contract Administration, and
Construction Engineering and Inspection services for the Miami-Dade County Public Works
Department under a $4,000,000 Master Consulting Contract. Under this master service agreement,
CES staff performed a wide range of services for major infrastructure improvements throughout Miami-
Dade. The following projects were performed under this contract:
./ NW 87th Avenue overpass from NW 138th street to NW 154th street, which included a new 400
foot segment of bridge along NW 87th Avenue over 1-75
./ Reconstruction of SW 127th Avenue from SW 187th street to SW 200th Street
./ Reconstruction of SW 92nd Avenue from SW 80th Street to SW 84th Street
./ Reconstruction of SW 127th Avenue and SW 132nd Avenue from SW 72nd Street to SW 75th Street
./ County-wide ADA compliance sidewalk improvement project for over 350,000 feet of sidewalk
Construction Inspection services included the following:

As part of the City of Homestead's Block Grant program, the City hired a consultant team to design
and provide construction management and inspection services for the construction of its new Flagship
Cinema and associated infrastructure improvements. CES provided Design, Construction
Management, and Inspection services. CES was also responsible for certifying the work performed to
ensure compliance with City of Homestead construction standards. The new cinema is located on the
southwest corner of Campbell Drive and the Florida Turnpike. The following is a list of the services

DESCRIPTION
The City of Miramar is ranked among the top ten fastest growing cities in the United States. This growth
necessitated the implementation of major infrastructure improvements in the eastern section of the
City, which is over 50 years old. The project area was bounded by Miramar Parkway on the north,
State Road 7 on the east, County Line Road on the south, and SW 64th Avenue on the west, all of
which encompassed a total of 52 roadway segments.
The area was operating on individual septic tanks, so approximately 5 miles of water main were
upgraded to 6- and 8-inch DIP water main and approximately 5 miles of gravity sewer were
constructed throughout the area. This commensurate increase in flow warranted the upgrade of a
local pump station. The pump station received new pumps, a new wet well, and an updated
electrical panel.
CES provided engineering design services and construction engineering and inspection services
during the construction and installation of the following:
./ Coordination of construction activities
./ Contract administration support
./ Progress payment review and approval
./ Participation in progress meetings
./ Responses to all requests for information
./ Interfacing with the design consultant to address field changes
./ Coordination between the contractor, engineers, and city staff
CES field personnel also oversaw the implementation of Maintenance of Traffic plans, supervised the
contractor's surveyors, notified residents of upcoming construction activities, and coordinated work
with City staff as needed.

CES has provided several services for the Homestead Air Force Base (HARB). Services have included
Construction Management, Quality Control, Estimating, and Materials Testing. The following is a list of
projects completed by CES at the Homestead Air Force Base:
K-SPAN Hangar Repairs
CES provided Construction Management services for the repair and restoration of seven hurricane-
damaged K-Spans, a project that required CES to do all of the following:
· Repair concrete bottoms of the door jambs
. Install new steel columns and beams
. Install new fire extinguishers and enclosures
· Replace chain hoist-operated galvanized slat roll up doors
· Coat bottoms of facility walls with anti-corrosion coating
· Repair damaged end walls with new metal framing studs
· Repair damaged electrical system M
. Lift booms and scissor lifts

Hangar Doors and Roll Up Doors
CES provided construction services for the HARB under two separate contracts to provide Inspection,
Maintenance, and repair services for Hangar Doors and Roll Up Doors at base. The project included
general maintenance as well as the creation of an inspection report with images and construction cost
estimates of any additional work. Comments about the condition of the hangar doors were also
included. As part of the repair work, CES replaced the safety edges, limit switches, and other electrical
components at several hangars at the base to ensure safe operations.

CES Consultants, Inc. (CES) provided engineering, construction management, and inspection services
during the reconstruction of Margaret Pace Park in the City of Miami. The project was part of the
Community Redevelopment Agency's (CRA) mandate to revitalize specifically designated areas
within the city through good planning and the implementation of sound infrastructure improvements;

. I Considered a precursor to the Water Reclamation Project, Miami-Dade County's $600 million High-
Level Disinfection (HLD) Project will produce highly treated wastewater that will subsequently go
through the water reclamation process of microfiltration, reverse osmosis, hydrogen peroxide addition,
and ultraviolet disinfection. The project will increase the peak flow capacity of the South District
Wastewater Treatment Plant by 27%, from 225 million gallons daily (mgd) to 285 mgd, an improvement
that will allow more wastewater to be pumped to the plant during rain events, reducing potential
sewer overflows.
The SDWWTP HLD Program consists of fourteen (14) separate projects. Four of them have already
been completed, nine are currently under construction, and the last one was released for bidding at
the end of 2010. The two lengthiest projects-the Filter and Clarifier contracts-have durations
exceeding five years and are presently ahead of schedule. As of early 2011, construction on the HLD
Project has reached 42% completion, and the project is expected to be completed by Quarter 1 of
2014.
Upon its completion, all treated wastewater coming from the existing secondary treatment plant will
be filtered and disinfected to ensure Miami-Dade County complies with all Florida Department of
Environmental Protection (FDEP) requirements. The project will help Miami-Dade meet specific FDEP
and U.S. Environmental Protection Agency requirements for the high-level disinfection of wastewater
prior to its disposal into deep injection wells.

Completed in 2006, the Adrienne Arsht Center for the Performing Arts is the second largest performing
arts center in the United States, behind New York City's Lincoln Center. It was designed by famed
architect Cesar Pelli, who is also known for designing the Petronas Twin Towers in Kuala Lumpur,
Malaysia.
The 570,000 square-foot structure occupies both sides of Biscayne Boulevard in Downtown Miami, and
is joined by a pedestrian bridge. Four venues make up the center, the two largest being Ziff Ballet
Opera House and Knight Concert Hall. Both of these venues seat approximately 2,000 patrons each.
The Peacock Rehearsal Studio and Studio Theater, the remaining venues, are meant for smaller, more
intimate performances and each accommodate an audience of approximately 260. The Miami-
Dade Performing Arts Trust constructed this unique center.

CES was commissioned to provide site preparation and construction services for a climate-controled
corridor/storage complex located on the east side of Building No. 1 of the Miami Veterans Affairs
Healthcare System Facility located at 1201 NW 16th Street, Miami, FL 33125. This corridor was to be an
ambulatory care addition between the emergency room's ambulance entrance canopy and the
spinal cord center's entrance canopy.
The project involves the construction of a c1imate-controled corridor attached to the existing hospital,
which incorporates five (5) MMIC Mobile Surgical Units and one (1) MMIC Mobile Staff Unit into one
complete surgical suite. CES provided all necessary utility requirements to provide power,
communication, electrical, water, sanitary, and medical gas services necessary to make the units fully
operational. CES worked from a set of design drawings produced by Mobile Medical International
Corporation (MMIC).

Principal, East Miramar Redevelopment Transmission & Distribution
Water Main Improvements, Phase III, Miramar, Florida - Project Mr. Ortiz
as Project Manager, was responsible to provide engineering design
services for the upgrade of approximately 72,000 L.F. of water mains.
The project consists of upgrading existing undersized 2-inch and 4-inch
residential water mains to a 6-inch PVC water main. This effort will
improve pressure and provide fire protection within the area. Mr. Ortiz
worked closely with the client to produce the most technically sound
and cost effective design that incorporates all of the client's
requirements and needs.
Principal, City of Opa-Locka Canal Improvements, City of Opa-Locka,
Florida - Mr. Ortiz was project Principal In Charge during construction
oversight services for new canal segments for the City of Opa-Locka.

Miramar Roadway Infrastructure Project, City of Mlramar, Florida - As

District 4, Broward County, Florida - Designer
Mr. Bieler worked on a project involving the analysis of different
alternatives to make 1-75 a transportation corridor that included the
widening and reconstruction of the existing roadway surface and
inclusion of a mass transportation element such as a light Rail Transit
(LRT) or Bus Rapid Transit [BRT) within its Right of Way (ROW). The
proposal included a preliminary analysis of the existing drainage
conditions and a study of the improvements required. Hydraulic
modeling using AdlCPR was performed to analyze the potential need
for ROW acquisition.

Mr. Davidson is a 27-year veteran of the engineering world, a
professional offering extensive experience in Project and Construction
Management from conception through design development,
construction, and certification. He is technically-oriented, with the

major strengths include: administration, supervision, planning,
organization, financial controls, negotiations, and problem resolution.
He has proven ability to manage multi-discipline projects and
coordinate with in-house and outside department managers and
consultants.

South Florida Water Management District (SFWMD) Everglades
Restoration, Hendry County, Florida - Resident Engineer
Mr. Davidson provided Engineering services during construction for a
SFWMD $47.5M Everglades Restoration project in Hendry County. This is
an 8,000 acre project with extensive earthwork, 20 gated flow control
structures, one pump station and 18 miles of underground electric
distribution. He is responsible for the review of all shop drawings and
RFI's, design clarifications, and construction observation. He
coordinates with SFWMD staff, construction management consultant,
site inspectors, and contractors.
Project Management for Land Development, Various Locations, Florida
Mr. Davidson provided overall project management for various land
development projects throughout the state of Florida from client
coordination through preparation of construction documents for
permitting and project completion. He developed proposals for and
executed site design services from master planning through
construction completion. He also monitored and administered project
budgets.
Miscellaneous Site Development Projects, Broward County, Florida -
Mr. Davidson performed civil engineering for site development,
interfaced and maintained open channels of communication with
clients during project planning, permitting, design, and construction of
various projects in Broward County, Florida. He ensured quality control
and performed construct ability review for site development projects
prior to submittal to permitting agencies and advertisement for
bidding. Mr. Davidson also provided the coordination with contractors
during construction.
National Park Service Historic Preservation Project, Various Locations -
Construction Supervisor
Mr. Davidson supervised construction as the resident engineer for two
historic preservation projects administered by the National Park
Service. The projects consisted of an extension of a historic trolley car
rail line, including an 80 foot bridge over a canal and historic
preservation of a 20 acre canal-side landscaped park.

Kick-Off Meeting

In addition to a kick-off meeting, weekly project review meetings are an integral facet
of our team's project management system. At a fixed time each week, meetings are
held to specifically discuss pertinent developments, deadlines, technical or
administrative concerns, and resource coordination for each on-going project. These
weekly project review meetings have proven to be a very valuable tool in the cost
effective and timely completion of individual projects.
Agency Partnering and Pre-Construction Meeting
Our Staff is very familiar dealing with Utility Companies and local Agencies involved in
this project. A coordination meeting will be set up between Utility Companies,
stakeholders and the selected Contractor to establish communication lines and
commit to a conflict solving protocol that will expedite the resolution of the problem.

Before Construction starts, CES will identify the proposed schedule, coordinate the work
in a timely manner and verify progress of the required utility relocations that must take
place in this contract. As part of our duties, CES will verify if the Contractor and Utility
Companies can meet the proposed schedule and the resources to accomplish the
work are available.
Daily Record Log
CES will maintain on a daily basis a complete record of all activities and events related
to the Project including quantities of pay items. The record will be related to the activity
ID for approval of the City of Sunny Isles Beach Project Manager. CES will also maintain
a log of all materials entered into the Project boundaries.
Weekly Progress Meetings and Progress Report
CES will run weekly progress meetings with the Contractor and any involved Sub-
Contractor to review construction schedule, correspondence log and RFI. QA/QC will
be monitored in a weekly basis.
Based on weekly information CES will prepare Monthly Reports to the City Of Sunny Isles
Beach, as part of this Report CES will discuss the production rate verses the anticipated
schedule to determine if any remedial production effort is required. Change Orders, if
any, will also be addressed

The CES Team has been assembled to provide the
City of Sunny Isles Beach with a group of consultants
with extensive experience in a variety of construction
management projects, ranging from a small $1 million
or less, to well over $1 billion in construction cost,
providing civil engineering, geotechnical engineering,
construction management, and cost engineering
services. In a world of increasing scrutiny of
expenditure of public funds, it is of extreme
importance that first and foremost, the Consultant be
cognizant of the need to perform its services in a cost
effective and efficient manner. As client representatives in the oversight of construction
and infrastructure development, we will serve as essentially the "first line of defense" in
representing the City of Sunny Isles Beach. This responsibility extends not only to the
oversight and administrative functions of the project, but also as representatives of the
City of Sunny Isles Beach to the public, trade professionals, design consultants and
regulatory agencies.
Recognizing that the individuals assigned to this project will represent the reputation
and public image of the City of Sunny Isles Beach, we have taken great care to identify
staff with not only a high degree of technical expertise, but also with excellent
communications skills and a keen understanding of our role serving the City of Sunny
Isles Beach.
Dealing effectively with all stakeholders is crucial to a successful project. Regular
progress reporting with the City of Sunny Isles Beach, Residents and the Contractor will
ensure continuous project tracking.
Usually, in a construction site, it is the responsibility of the construction management
team to develop and tailor a project specific, systematic plan for communication,
information management and project controls. Although each unit of the team has a
role in the communication network, it must be managed as a complete system. CES's
systematic approach includes jointly developed set of communication protocols before
the work begins.
The development of the communication protocols is a collaborative process involving

Software such as MS Excel, Primavera Expedition will be used as the backbone of the
cost control reporting functions. Cost control staff is responsible for the following
essential functions:

experience in preparing, updating and tracking project schedules.
Claims Mitigation
One key area in providing construction management to the City will be emphasis on
claims mitigation. By having properly trained staff and promptly addressing issues,
having proper cost and schedule controls in place, and keeping proper
documentation during projects, we have successfully mitigated claims for our clients.
As part of the scope of services, we would propose that the Consultant be allowed to
perform constructability reviews, which may highlight document errors, omissions, and
conflicts among the work elements during the design phase to help prevent change
orders and claims during construction.
Our approach to construction delay claim mitigation during construction is as follows:
Establishing a reliable baseline schedule is of primary importance in the project
scheduling, and an in-depth review of the contractor's baseline schedule and
recommendation for approval will be the initial step. This review includes not only
technical aspects from the scheduling perspective (predecessors, successors, etc.), but
also includes the verification of the contractor's compliance with the contract
requirements, the correlation of the baseline with the scope of work and the project
schedule of values, among others. The review of the baseline schedule will be
comprehensive so as to assure the adequacy of this initial schedule.
Detailed and knowledgeable reviews of the schedule of values prior to the start of a
project will assist in ensuring that the entire scope of the project is included, there is no
"front loading", avoiding payment for work not yet performed.
As the project proceeds, it is important that the project schedule is adequately
maintained. Periodic reviews of the contractor's schedule update data for accuracy,
compliance with the contract documents and actual correlation with the field
observations will identify not only the current project status, but also highlight any
situations that may need additional attention from the project management team
(lack of progress, changes in project sequencing, time compressions, etc). Through
these reviews, the reliability of the projected forecast completion is verified, and
potential project delays are identified and documented. Schedule update reports
may be used during project meetings to assure the proper understanding and timely
action by all parties involved. If all of these proactive steps are taken, this should
alleviate the majority of potential claims that may be filed by the contractor.

The primary goal of every construction project is to end up with a high-quality product
while staying within budget and on schedule. The
CES team has the depth and breadth to provide
the full range of required in-house construction
consulting expertise to keep projects on track
from inception through post-construction
activities. Through all phases of a project,
communication, strategic planning, cost
estimating, scheduling, document management,
and state-of-the-art technology will be used to
effectively determine and regulate how the City
of Sunny Isles Beach's time and funding are used
and to ensure a successful build-out.
We understand the need for and are prepared to provide resources with diverse
professional backgrounds in architecture, engineering, general contracting, and
construction management and inspection as required. Our seasoned professionals
provide the broad perspective and experience to anticipate and avoid unnecessary
setbacks throughout the life of a project.
To meet the contract demands of the City of Sunny Isles Beach, we have put together
a dynamic team of technical and support staff to ensure that completion of the
projects is a success. The composition of the team is critical, particularly when
addressing the many obstacles that are likely to arise during the course of construction.
The CES Team's staff is comprised of individuals seasoned in many disciplines, sharing

first course of action will be to meet with the City of Sunny Isles Beach, to clearly identify
the short and long-term goals, and to establish an open line of communication with all

To add value to the services provided, CES requires new hires to complete a training
program that includes a course on contract specifications and inspection requirements.
These requirements include training in the following areas: Standard Specifications, daily
reports, pay estimates, testing procedures, material quantities and tracking procedures,
materials, timesheet completion, coordination procedures and as-builds. Additionally,
CES provides the following safety training for our employees and assists our staff in
keeping their certifications current.
Our team has extensive experience maintaining cost engineering and cost estimating
initiatives for projects from conceptual design to the project close out. Members of our
team all have the latest electronic copies of Means guides, and have an in depth
understanding of contracting methods and unit prices in the State of Florida.

Quality Control/Quality Assurance Plan
The objective of CES's staff will be to require the contractor to comply with the
requirements of the Quality Control Plan provided in the contract documents. Each
specification section will have a segment dedicated to quality of work and minimum
requirements to meet compliance. The preconstruction conference will specifically
address the Quality Control Plan. The contractor will be asked to provide its
implementation process, along with a specific manager to control the activities.
Quality Assurance
Overseeing Quality Assurance will be the responsibility of the CES team. CES's role in this
process will be to assure contractor compliance with the contract documents. If test
results fail, or inspections reveal inadequate work, appropriate documentation will be
prepared (non compliance reports) and issued to the contractor. It is imperative that all
non-compliance issues are addressed immediately and, if not corrected in such
fashion, they should be logged and tracked weekly with the City of Sunny Isles Beach
Construction Management Team and the contractor at weekly foremen meetings. All
testing will be documented and filed in the document control system. A status report
regarding the contractor's compliance with the quality plan will be given to the City of
Sunny Isles Beach Construction Management Team at each monthly progress meeting.
A document generated during the quality assurance process will be provided to the
City Of Sunny Isles Beach Construction Management Team at the completion of work.
CES will work cooperatively with the contractor to produce and verify the quality of
work required by the contract.
Quality Control
Quality control involves performing the specified testing requirements of the contract.
Therefore, a contractor that accepts a project agrees to build the facility according to
the plans and specifications and agrees to control the work and operation in a manner
that will produce the specified quality. The contractor's quality control system must be
geared to preventing mistakes and minimizing costs by doing the work right the first
time.
Submittal Control
Part of the quality control process is insuring that the contractors provide shop drawing
submittals for all materials and equipment indicated in the specifications provided, and
to track and review these submittals. CES knows from experience that the timely
submittal and review of this information is critical to a project schedule. Knowing what
information is to be submitted, and when is necessary for the City Of Sunny Isles Beach
Construction Management Team and Designers to plan for timely reviews and action
on these submittals. This process is initiated at the preconstruction meeting with the
contractors, with a list of necessary submittals and a review of the overall submittal
process. The submittal quality control process tracks what information is submitted,

when it comes in, who is reviewing it, what its approval status is and when it is sent back
to the contractor. Then, on a monthly basis during progress meetings or payment
reviews, the status of outstanding submittals, submittals returned for correction and
submittals in the process of review can be discussed and actions can be taken by the
appropriate parties. Timely processing of submittals keeps the project running on
schedule, avoids delay claims and assures that the appropriate materials and
equipment is provided to meet the specifications.
CES cost estimators and schedulers have been providing their expertise in some of the
largest infrastructure and capital improvement projects since the firm was established.
For this project, the CES Team will rely on in-house developed and industry-standard
project control methodologies to plan, execute and manage projects and
performance during the entire project lifecycle. Utilizing work breakdown structures
(WBS), work package agreements, and resource-loaded schedules, projects will be
planned and the plans refined to detail the scope of the project and establish the basis
of project execution. Client-specified project control requirements will then be
integrated within our industry-proven project control system, thereby providing a
transparent interface with the City of Sunny Isles Beach management systems. Project
performance will be continually assessed, analyzed and managed by the
management team. Regular management and status meetings will ensure effective
and open communication among CES team members and the City of Sunny Isles
Beach.
Realizing how critical safety is on any program,
CES will have a safety manager available to
assist with any safety issues that may arise and
who will be available to assist with any
additional safety training that might be
required.
CES has the capability to perform value
engineering, constructability review and a
comprehensive design review program focused
on quality. As in with any project, there are
unplanned circumstances that happen. To
alleviate the impact on the community and
stakeholders, CES proactively has measures in

Program works right along beside our construction management and field inspection

project area. This program serves to build and enhance the relationship between the
construction team, City of Sunny Isles Beach Public Works Departments and its
customers. Our mission is to provide customers with timely information and updates on
all of our projects, to give them opportunities for community involvement and to enable
residents to voice their concerns and to have their issues resolved in a timely manner.
Contingency fRisk Management Plan
Factors beyond the team's and the City's control (for example, permitting policy
changes, materials prices, availability or delivery time) can often influence the success
of a project. The team members will assist Mr. Ortiz with developing a Risk Management
Plan at the kick-off meeting. The Plan will include a list of potential problems specific to
the project and prevention measures that may be used to mitigate the problems.
Monthly, Mr. Ortiz will update the Risk Management Plan to reflect the status of each
area of potential concern.
Post- Construction and Project Close Out
Punch Lists
CES will prepare Substantial Completion and Completion punch lists to ensure that all
requirements have been addressed properly. Punch List will include City 0 Sunny Isles
Beach's Maintenance Rating Program activities to ensure that the work was completed
satisfactorily and will not require rework once is turn over to maintenance.
As-Built Records
CES will produce as-built plans in accordance with the City of Sunny Isles Beach
procedures. Project Personnel will use contract drawings to denote all changes to the
project and plan revisions. This data will be transferred periodically by CES to the as-built
plan record for final certification.

CES will take a pre-construction video of the entire project area prior the start of
construction. Video recordings will continue throughout construction to document
exceptional progress milestone events or prior to implementing the MOT.

and on our experience working with the City and other
municipalities on similar projects. We have been successfully
using this approach over the years and look forward to
