APPROACH AND METHODOLOGY We are experienced in working simultaneously on multiple projects and multiple locations. We understand how to complete projects within an occupied facility maintaining existing operations. The nature of the miscellaneous assignments dictates the management approach necessary to direct the successful completion of the assignments. The Principal in Charge of the miscellaneous assignments will, along with the project manager of the assignment, be available to respond to the individual needs of each project by assigning the appropriate staff and consultants to the project, which may be a small single discipline one or a large multi-disciplinary one. There will be direct Principal involvement in this process so that the requirements of the assignment can be readily assessed and that by working closely with the client the correct scope of work and necessary coordination with on going operations can be established. We understand that these miscellaneous assignments can include occupied spaces and we would engage the tenant and client in participatory meetings to determine scope needs, schedules and phasing requirements. We would approach our assignments individually without preconceived ideas or solutions, preferring instead to let the project location, program, existing operations and budget constraints guide us in ) participatory meeting with the client and users to assist them in realizing their vision, appropriate strategy and agile solution for each individual project and above all we commit to meeting and exceeding all project schedules. WORK PLAN AND QUALITY CONTROL The basis for quality design and construction documents is an established work plan, open communication, experienced personnel and adequate staffing. There will be direct Principal involvement throughout the project and we expect to be in close communication with the client, consultants, governmental agencies, user and contractor. We will establish and/or confirm the client's needs, project scope, schedule and budget through participatory meetings and will conduct design review meetings as required. Since miscellaneous projects can vary in size/complexity and can have expedited deadlines we have developed a Design Philosophy & Process that consists of5 basic goals: . Design that meets owners requirements . Project that meets the Budget . Quality of Project Documentation in order to reduce Change Orders . Strong Construction Administration . Timely Project Delivery LAURA M. PEREZ AND ASSOCIATES, INC RFQ #12-04-02 PAGE 63 Approach and methodology (cont.) ) We have developed a Work and Quality Control Plan with 4 basic tasks in order to meet the 5 goals above: Task 1 - Program, Project Inventory, Preliminary Services During this task we will establish or verify the project program, which will be used to continue and complete the design. Some of the critical criteria include: 1. Client and User needs/scope 2. Budget/Cost Control with CM Contractor 3. Existing Building As-built Information 4. Surveys and Utility Detection 5. Design Guidelines 6. Delivery schedule for each design phase and construction 7. Phasing 8. Operational Analysis 9. Material Analysis based on type of project 10. LEED "Green Design ) All of the available criteria and guidelines, which have been established by the client will be the basis of the Team's initial approach to the project. Task I will establish data, controls, conditions, preliminary procedures and information to support further development in design. Task 1 efforts will begin immediately upon Notice to Proceed and may overlap other phases of work as required to complete individual tasks. Task 2 Design and Construction Documents The LMP Design Team will closely coordinate the Design and Construction Documents with client, users, Contractor and other specialty consultants as required. The Design Team will have scheduled coordination meetings to ensure that the following criteria are always addressed and properly implemented on the Design and Construction Documents: 1. Incorporate established program requirements 2. Incorporate any previous comments from client or other agencies 3. Consultant coordination meetings 4. Develop quality specification 5. Develop quality details 6. TenantlUser coordination 7. Phasing of Project 8. Coordination with other public/governmental agencies 9. Confirm Budget/Cost Control with Contractor 10. Confirm schedules for Design and Construction with Contractor 11. Pre-Permitting (dry runs) and final permitting LAURA M. PEREZ AND ASSOCIATES, INC RFQ #]2-04-02 PAGE 64 Approach and methodology (cont.) r) Task 3 Construction A very important aspect of a high quality project is the Construction Administration Phase. We believe that a quality set of documents is only as good as the quality of the construction administration. For that reason we always take a proactive approach in the Construction Phase and routinely provide the following services during construction. 1. Construction Coordination meetings and meeting minutes 2. Site Visits and reports for Architect and Engineers 3. Thorough review of Submittals 4. Quick responses to RFI's 5. Pro-active in resolving construction issues 6. Thorough review of pay requests 7. Adherence to Schedule ) Task 4 Close Out 1. Through Substantial Completion inspection with all parties. 2. Award Substantial Completion when it has been achieved not before. 3. Provide detailed punchlist and deadline to complete the items. 4. Thorough review of Close out Documents (ie Warranties, As-builts etc.) 5. Release of Retainage upon final completion of Project Quality Control One of our firms most important achievements during our 22 years in business is high quality performance as demonstrated by our repeat work. Quality Control is key component to performance. Quality Control has to start at the time the project is awarded and has to continue until the project obtains final completion. Our procedures to minimize errors/omissions consist of a very detail checklist and establish work plan to confirm that all requirements of the Program, Professional Industry Standards, Project and Code requirements are met throughout all phases of the project. We have scheduled design coordination meetings with our consultants at each phase of the design. We also have a peer review/ coordination process with the other design principals of the firm in order to produce a coordinated set of documents and to minimize any errors/omissions. Quality control is also a key during the construction phase and our strong team of Project Managers are trained to make sure that the standards, codes and project requirements are met during the final Construction phase. We believe in a very hands on approach to the Construction Administration Phase. Weare very thorough in our review of shop drawings, RFI Pay reqs, schedules and correspondences. We establish a schedule for construction meetings and site visits and prepare both meeting minutes and site visit reports to document all activities. Any successful project starts with an experience and committed professional staff, consultants, work LAURA M.
