The project includes a new walkway connecting the park to the beachwalk at 72nd Street; the widening of the south sidewalk at 73rd Street which will require either the removal or reconfiguration of on-street parking; the demolition of the bus shelter; landscaping, outdoor accent and security lighting; reconfiguration and/or addition of walkways; installation of an electronic marquee; installation of the "Beatles Mandala", a mosaic tile artwork; and new urban elements such as drinking fountains, trash containers and bike racks. Working with Carty Architecture, Chen Moore and Associates is providing services including civil engineering, landscape architecture and irrigation design work that includes conceptual drawings forthe 72nd Street walkway and 73rd Street sidewalk; design development/final design submittals; estimates of probable construction cost; government permitting (including Miami Beach, PERA - formerly DERM, FDOT, FDEP, and Fish & Wildlife); bidding assistance; and construction administration services. Deerfield Beach Main Beach Parking Area Improvements, Deerfield Beach, FL Chen Moore and Associates provided conceptual planning to address traffic circulation, landscaping, lighting, parking layout, drainage and existing facility conditions. The conceptual plan has incorporated additional areas for pedestrian use including seating areas and multi-use areas for special events. The project is located in a coastal zone requiring coordination and permitting through the Florida Department of Environmental Protection for work east of the Coastal Construction Control Line (CCCL). The existing park boardwalk and amenities needed to be updated due to the general degradation of the property. The project required permitting through the Town of Ocean Ridge Building Department, City of Boynton Beach Utilities Department, Florida Fish and Wildlife Commission, Palm Beach County Department of Environmental Resource Management, and the Florida Department of Environmental Protection for work east of the Coastal Construction Control Line (CCCL). The resulting design of the park incorporated 1,000 feet of new boardwalk with dune crossovers, tension membrane shade structures, landscaping, dune plantings, rope and bollard beach access points, and site furnishings. The site was brought fully to compliance with the Americans with Disabilities Act. Mr. Betancourt, the proposed Project Manager for this RFQ, served as the project manager for the project and was responsible for surveying, site planning, permitting, hardscape, la ndscape, irrigation, a nd construction admin istration while employed with another firm. ) 1 , South Beach Park, Ft. Pierce, FL South Beach Park was destroyed during the Treasure Coast Hurricane events of 2004-2005. The approximately lO-acre park was restored using FEMA funds provided to the City of Ft. Pierce for redevelopment of the park. The design and layout of the park were reconfigured in order to improve service to the public. The program included recycled lumber deck, parking lot redesign, picnic pavilions, bathrooms, entry signage, public open spaces, sea turtle friendly lighting, rope and bollard beach access points, landscaping, dune plantings, and JI sand dune fencing. The project required permitting through the City of Ft. SE 15th St Boat Launch & Marine Complex, Fort Lauderdale, FL As part of its general civil engineering contract, Chen Moore and Associates was asked to design and permit upgrades to the parking lot located at 1784 SE 15th Street. The property covers approximately 29,000 SF and has two boat ramps, a marina and the police water unit building. The parking lot currently provides 58 parking spaces for vehicles with attached boat trailers only, one of the spaces being handicap accessible. The scope of services includes removing the existing fixed docks and replacing them with new floating concrete docks for City use and proposing drainage and lighting upgrades to bring the lot up to City Code compliance. Moore Park was the site of the first Orange Bowl game 75 years ago. The design includes a new synthetic turf field, running track and field event facilities, 1,500 bleachers, press box, coach boxes, restrooms, clubroom and concession facilities for both home and away teams, an electronic score board and competition field lighting. I River Park Aquatic Center, Naples, FL The River Park Aquatic facility is due to be completed in June of 2012. The project is a replacement aquatic facility for the River Park neighborhood. It is located adjacent to an existing Community Center. The new pool consists of a six-lane lap pool, a learn-to-swim area and a zero entry portion with a large play feature. There are restroom and shower facilities as well as a lifeguard office, a ticket booth and a covered entry. YMCA of South Dade, FL The new YMCA of South Dade is due to be complete in December 2012. Judy Carty was the Principal in charge of the project while she was a principal at Borrelli + Partners. She is the Architect of record for the project. The facility sits on a five-acre site and includes a fitness center, a two-court gymnasium, a splash pad, a pool with play features, multipurpose meeting rooms, a child watch center, locker rooms, family locker rooms, fitness studios, outdoor playground, outdoor basketball courts, a multipurpose field, and parking for 300 cars. We provided several remedial options such as the modifying the slope, the use of gabion walls, riprap and sheet piles for this project along with a study on the cost implications of each alternative 5197 Structure Replacement, U.S. 1 in Proximity to Manatee Bay, Miami Dade County, FL The project site is located near the mouth of Canal C-l11 and is less than 1,000 feet east of U.S. 1 and approximately 3 miles from the shore of Manatee Bay in the Southeastern part of Miami-Dade County, Florida (Homestead Field Station service area). The SFWMD is planning to replace the existing S-197 water control structure from corrugated metal pipe (CMP) culverts to reinforced concrete box structures. I The 5-197 structure maintains optimum upstream water level in Canal C-l11 and prevents saline . intrusion during high tides. Most of the time, 5-197 . diverts discharge from the S-18C overland to the panhandle of the Everglades National Park and releases water during major floods as established by the structure's operational plan. Performance of field work included a full-time manatee observation and turbidity monitoring. In land, the geotechnical field investigation revealed surficial fill material comprising Iimerock, fine sand and silt. In water, a soft compressible silt stratum was disclosed. Keeping in mind, the potential settlement to be induced by the proposed structure, PSI provided cost-effective foundation alternatives. The weir consisted of cast-in-place retaining wall with interchangeable wood panels to allow the owner to vary the amount of water impounded behind the structure. The weir was designed to aesthetically blend in with its surrounding environment. Consideration of construction methods and equipment was required due to the lack of access to the weir location and to minimize the damage to the environment from construction activities. Pierce Park, Coral Gables, FL Project Manager for the renovation of existing park that included new playground, perimeter wall, and covered shelter. The covered shelter is an open structure with exposed wood rafters, concrete beams, and masonry columns. Project required innovative hidden connections due to Coral Gables zoning requirements. Project Caine (MEP) Sunny Isles Pier, Sunny Isles, FL The project consisted of the lighting design and plumbing design for the renovation of the Sunny Isles Fishing Pier which is about 635' long. A new white vanilla box restaurant was added to the pier as well as a fish cleaning area. City of Miami Continuing Services Contract, Miami, FL Services provided for this contract included Mechanical, Electrical and Plumbing Engineering services. Parks related projects completed under this contract include: . Gibson Park Pool Upgrades, Miami, FL. The project will consisted of: \ - Replacement of the existing pool DEP filtration system with a sand filtration system. I - Installation of an electric pool heater system - Modified the pool piping and electrical systems - Provided the required code improvements (ventilation, ADA, life safety) to the pump room for the completion of items 1 thru 3 above in 2007 for a project cost of $1 million . Miami Solid Waste Locker Room, Miami, FL. Renovations of existing Locker Rooms. Completed in 2008 for a project cost of $1,000,000 . Roberto Clemente Park Building Renovation, Miami Beach, FL. This project consisted of the renovation of the existing recreation center of approximately 10,000 SF. Renovations and updates included the bathrooms to current ADA codes and mechanical ventilation. The HVAC system of the entire facility was updated as well as the lighting. Project completed in 2007 for a project cost of $1M. Surveys were for the design and construction of new entry feature signs. City of Miami Beach - South Pointe II Performed a right-of-way and topographic of a southern portion of Miami Beach. Located aboveground improvements. Prepared storm and drainage as-builts. This survey was for the re-design of roads and drainage systems. His experience includes roadway design, stormwater design, sanitary collection improvements, pump station rehabilitation, transportation engineering enhancements, water and reclaimed water consulting along with all other phases of civil engineering design and neighborhood improvements. Cristobal Betancourt, RLA is Chen Moore and Associates' Director of Landscape Architecture and Planning. He has experience providing planning and landscape architecture design solutions for public and private sector clients. Mr. Betancourt provides a full range of services starting with due diligence and master planning culminating in detailed site design. The parking lot currently provides 58 parking spaces for vehicles with attached boat trailers only, one of the spaces being handicap accessible. The scope of services includes removing the existing fixed docks and replacing them with new floating concrete docks for City use and proposing drainage and lighting upgrades to bring the lot up to City Code compliance. This project wolved a recreational boat ramp facility laturing four boat ramps, floating dock finger piers, two staging areas, concrete seawall and cap, rip-rap revetments, parking for 75 vehicles with trailers, passenger car parking, drainage and wetlands areas, water, sewer and electrical service, lighting, information kiosks and turn lane access from State Highway with entrance feature. This particular marina endured both Hurricanes Francis and Jeanne in 2004 and Hurricane Wilma in 2005 almost unscathed. The only damage from the hurricanes in 2004 consisted of a walkway which separated and was reattached in 20 minutes, making this one of the few marinas fully functional after the hurricanes. Serving as one of the City of Oakland Park's Planning and Design consultants, Mr. houghtaling was part of a team responsible for preparing a 20-year Master Plan for its citywide Recreation Programs and Parks. This city of 44,000 residents has a system of 24 parks and recreation facilities with a staff of 45 responsible for maintenance and management. This project approach included 'evelopment of an inventory of existing Jcilities and resources, creation of a customized web site for communication with the public, inventorying existing residents and community stakeholders, development of physical plans, and establishment of budgets and schedules for implementation over a 5- 10-20-year time frame. The entire project required six workshops, interviews with all public officials and current City Commissioners in order to establish support for adoption of the plan within a 12-month time frame. Cooper City High School Landscape Master Plan. Developed a landscape master plan for the Cooper City High School Campus for the Broward County School Board. The master plan evolved as part of the School Board's desire to introduce native plants and low-maintenance landscapes onto their campuses. The plan identified underutilized areas suitable for planting and the creation of outdoor gathering spaces to enhance the learning experience at the high school. Broward County School Board - Deerfield Beach Innovation Zone. This project required analysis, landscape and irrigation concept design and construction documents to update the landscape and irrigation systems to accommodate new construction and update and rehabilitate the campus-wide landscapes for the existing Deerfield Beach Middle School and each of its feeder schools. Approach / Methodology '\ , The RFQ clearly states the objectives of the project and the Chen Moore and Associates (CMA) team is ready to provide the requested improvements. Project Analysis The successful design of any project hinges on a thorough understanding of the client's needs. If selected to develop the design for the parks, the team will immediately set up site visits and a meeting with the City's project manager to analyze the existing conditions of the site and establish goals and time frames for the successful completion of the project. After conducting a preliminary analysis of the project sites, we believe there are three additional factors, in addition to the requirements stated in the RFQ, that need to be addressed for successful completion of the project. . Because of their location on the bay across from low rise and high rise residential properties, the park designs needs to consider that users will experience the parks at ground level and residents will also view the parks from above. We will strive to develop a design that is pleasing when viewed from adjacent properties, and to make the park user's experience feel intimate and not feel they are on display. . While beautiful, Florida's coastal environment can be brutal for the durability of man-made goods and on inappropriate vegetation that is not suitable for the coastal environment. Having completed four coastal parks, with an additional two under design, and miles of streetscapes in Florida's coastal environment, the CMA team knows how to select the appropriate paving, site furnishings, lighting, signage, construction, and plant materials to ensure that capital expenditures are used wisely and long-term maintenance is kept to a minimum, . The third item is related to user safety. CMA uses Crime Prevention Through Environmental Design ; (CPTED) principles in all of its site designs. This includes incorporating clear zones through perimeter elements in order for police to easily view the park from their patrol cars; incorporating adequate lighting; and not incorporating areas or design features where potential criminals can easily hide. Pedestrian safety is also of concern. Collins Avenue experiences a high volume of traffic at relatively high speeds. Clear indication of points for pedestrian access to the parks along Collins Avenue need to be incorporated into the design to avoid conflicts with automobiles. Project Approach Kick-off Meeting Upon receiving Notice to Proceed (NTP), CMA will schedule a project kick-off meeting with the City's management team. The purpose of the meeting will be to develop the goals for the project, agree on a schedule, and to review the team's site analysis. The CMA project team will have visited the site prior to meeting in order to have a set of fresh eyes on the site and bring additional ideas to the table prior to possibly being influenced by the City's experience with the project. This can often lead to project enhancements or additional issues that may need to be addressed in the design and permitting process. The team will also have performed due diligence from a planning and zoning perspective to ensure that we understand the entitlement and approval process for the project. After the meeting, CMA will provide the City with Meeting Minutes and a Project Schedule, and will order necessary geotechnical, structural, and topographic surveys. We will also begin to move foward with 30% Design Documents. CMA has advanced in-house Geographic Information Systems (GIS) capabilities, including accurate UDAR (Light Detection and Ranging) data for a significant portion of South Florida, including the City of Sunny Isles Beach. This allows us to begin design work while the traditional survey is being performed. We will begin design within days of meeting with the City for the kick-off meeting. Later in the design ) process we will make necessary adjustments based on the traditional survey. 30% Design Documents Our landscape architecture staff will generate one or multiple concepts, depending on the Client's needs, for consideration at the 30% design stage. Our team will provide either hand sketches or fully rendered 3D models using Sketch-up and Maxwell Render software depending on what is appropriate forthe Client. The 30% design documents will include a site layout, preliminary routing of utilities and drainage, conceptual locations for all site elements, and conceptual landscape and hardscape design, as well as a materials palette with preliminary pricing for the project. All renderings generated at this stage of the project will be suitable for use by the City for presentation to the public or other government staff as necessary. CMA will submit the 30% Design Documents for comment to the City and arrange a follow-up meeting with City staff to review project goals and schedule at this stage of the design. Our team will again provide Meeting Minutes to make certain that major points of conversation have been recorded and the design team is moving forward with a common purpose for the 60% Design Documents. 60% Design Documents Once the City has offered feedback on the 30% Design Documents, our team will make any necessary adjustments to the proposed design and begin to fine tune the documents for a second round of comments from the City's team. During this stage of design, we will be focused on moving the design towards greater technical accuracy for execution and submittal to the multiple regulatory agencies that will review the project. It is at this stage that we will flush out any unanticipated regulatory hurdles and take the actions necessary to keep the project on schedule and budget without sacrifice to design quality. At the conclusion of 60% design documents, the site plan will be nearly final, all materials will have been selected, and all technical and regulatory issues will have been identified. CMA will submit the documents for review to the City's management team along with choices to be made based on preliminary meetings with pertinent regulatory agencies. CMA will meet with city staff and collaborate with the Client to continue to move the project forward. 90% Design Documents After incorporating feedback from the City on the 60% Design Documents, CMA will make their first submittal to pertinent regulatory agencies in order to get official comments from each agency involved. At this stage the construction documents will be nearly complete and while waiting for comments from regulatory agencies, CMA will begin developing the specifications package that will accompany the drawings for bidding. Once comments have been received from regulatory agencies, CMA will review the comments and the 90% drawings with the Client to coordinate any final decisions that need to made prior to final submittal to the agencies for permits. ,CH RfQ No,/HIt/-{/4 IJeslgn anti /'ermiWIIg Services afOre tlllrtlcoastal Parks &ASSOCIATtS ) Permitting Critical to the success of the project is to develop a thorough understanding of the current permitting environment and process. Required permits for the improvements requested will include, but are not necessarily limited to the following: . Miami-Dade County Permit, Environment, and Regulatory Affairs (PERA) for impacts to stormwater and any existing vegetation that may require a mitigation plan in order to receive permitting through this agency. Because the project is less than 40 acres in size, no permitting through South Florida Water Management District is anticipated. . Utilities connections for water and electric will be required through North Miami Beach Public Services and Florida Power & Light. . Plans will need to be reviewed by the City of Sunny Isles of Beach internal departments. . Unlike typical projects in Miami Dade County, the parks will also need to be reviewed by the Florida Department of Environmental Protection, Florida Fish and Wildlife Service, and the Army Corps of Engineers for coastal impacts. Our team has permitted four projects through these agencies in the last five years and is currently working on two coastal projects requiring this level of permitting, making our relationships at these agencies current. These particular agencies are the critical path item of most significance. Depending on the nature of the work, permitting through these agencies can take from 3-9 months. 100% Design Documents At the 100% Design Document stage, all comments by regulatory agencies will have been addressed, all permits will be obtained, and the City will have a full set of executable construction documents and specifications. Construction Administration The Engineering Construction and Inspection Department at Chen Moore and Associates consists of highly experienced professionals backed by years of experience and the latest technology. Preparing needed documents including record drawings and certifications for submittal to regulatory agencies Chen Moore and Associates is very familiar with dealing with regulatory agencies, so they will be able to predict and deliver what the agency needs. Methodology For Project Budget and Schedules Cost control is an important part of any project. While there are many ways to save money for our clients, we mainly divide our cost saving efforts into two specific areas: Contract Cost Control and Value Engineering of Construction Documents. Contract Cost Control Chen Moore and Associates is sensitive to our clients' budgets and needs. We spend time scoping the project and developing accurate schedules and fees. We pride ourselves on getting the job done and minimizing additional services or changes to the contract. To remain within budget, Chen Moore and Associates uses Deltek and a variety of internal spreadsheets for project tracking and cost control. The Deltek system is a computerized accounting package designed to automatically integrate data provided by the accounting system, such as timesheet entry, accounts payable, operating supplies, and subconsultant costs. All labor and other direct-cost charges for each task of each project are collected and maintained by Deltek. The project's manager receives project cost information reports weekly, detailing work performed during the previous week, as well as a monthly summary report that shows labor charges (hours and dollars) by individuals and other miscellaneous direct costs. Because this accounting system is continually updated, the project manager may review project status at any time by viewing the information on a computer terminal or on printed reports. From this information, the project manager can continually compare actual costs versus budgeted costs on a weekly basis. Value Engineering To keep project costs down, Chen Moore and Associates has become very knowledgeable with "value engineering" practices. Today's economy has forced many agencies to revisit their criteria and more construction materials are now allowed in the design and construction of projects. Chen Moore and Associates advocate material substitution while maintaining the quality of the product. Our project experience has shown us that a good consultant will work closely with maintenance and facilities managers, contractors and manufacturing companies. We believe that tracking the estimated cost of construction is a key element in the success of any project.
