Dear Ms. Hines:
On behalf of Savino & Miller Design Studio, I am pleased to submit the response to your Request for
Qualifications to provide Professional Design & Permitting Services of the Intracoastal Parks Request for
Qualifications No. 12-04-04.
After carefully reviewing your Request for Proposal's Scope of Services / Specifications and visiting the
Sites, we have assembled an expert team of professional consultants in order to design and implement the
City's vision for these park sites (which is essentially one waterway park separated by the Poinciana Island
Entry Drive), as well as the streetscape by the Arlen House, if required. .
Savino & Miller Design Studio is a minority-owned design firm that specializes in a multidisciplinary
approach to landscape architecture. My fellow partner, Adriana Savino, and I have extensive experience in
master planning, streetscape design, open space design, and landscape architecture for many institutional,
public facilities, commercial and residential projects, including your own Sunny Isles Beach City Hall
Complex Plan.
We have designed from conception to implementation many urban parks and plazas. Our park experience
includes:
· South Pointe Park (20 acres), which was awarded the 2010 FNGA Award of Excellence in
Landscape Architecture:
· Belle Isle Park, (4 acres), along the Venetian Causeway in Miami Beach
· Homestead Bayfront Park Master Plan, awarded the 2007 APA Gold Section Award of
Excellence.
· Greynolds Park Master Plan,
· Matheson Plantation Village in Crandon Park (1.5 acres),
· Museum Park (22 acres), (formerly Bicentennial Park). This is one of the most exciting Park
projects in the region, adjacent to Biscayne Bay and the new Miami Art Museum and Museum of
Science.
Additionally, we are proud to say that we are part of the team that recently prepared the approved Master
Plan for the Garage/Park project on Sunny Isles Beach Boulevard and 163rd Street, at one of the City's
major entries. This park project is part of the new wave of conversions from underutilized commercial
centers to green space, and the City seems to be moving forward in this direction with the upcoming park
project advertised in the RFQ.
Our streetscape experience is also extensive:
· Brickell Avenue Median from 5th to 15th St. in downtown Miami;
· Arthur Godfrey Roadway (41st Street) and Bridges in Miami Beach;

. Washington Avenue (5th to 16th St) in Miami Beach;
. 12ih Streetscape Improvements, in North Miami.
. 125th Street Central Business District Streetscape Master Plan, which included sidewalk paving
improvements in Phase 1;
are a few examples of our creative work in FDOT right-of-ways. This project experience would be applicable
to both the Parks and Arlen House streetscape projects.
Savino & Miller Design Studio is teaming up with Langan Engineering, which has proven permitting
experience as well as an excellent track record in regards to their Civil, Environmental, Geotechnical,
Surveying and Traffic engineering professional services, especially in open space public sector work.
Lisa Hammer who will provide practical knowledge and experience in horticulture and as an arborist and in
creating maintenance guidelines for the projects.
Finally Ken DiDonato, PE will provide Irrigation Design. He has more than 20 years of experience and we
work closely in many of our projects. We are excited by the conversion of these commercial or
underutilized lots into viable public Parks. We will be honored with the opportunity to be part of this great
effort with the City of Sunny Isles Beach by designing , permitting and implementing these as beautiful
Parks, ones that will make the City of Sunny Isles Beach proud..

General Instructions
Section references are to the Internal Revenue Code unless

Purpose of Form
A person who is required to file an information return with the
IRS must obtain your correct taxpayer identification number (TIN)

SAVINO MILLER DESIGN STUDIO (SMDS) provides professional consulting
services in the fields of Landscape Architecture, Architecture, Urban Design,
and Planning. The studio's strength lies in its multi-disciplinary experience and
collaborative approach to open space design. Our work includes projects in urban
design, streetscape design, site and community planning, residential, commercial,
hotel/resort, and park design.
SMDS began in 1988 and incorporated in 1993 under the partnership of Adriana
Savino & Barry Miller. Our initial work focused on gardens, open space improvements,
color schemes for Deco buildings and gate designs throughout Miami Beach's Art
Deco District. Since 1993, Savino & Miller Design Studio has expanded its scope
of work to include public sector projects such as Streetscape Master plans, Urban
Design Guidelines, Master Plans, City Hall/Community Centers, Schools, Libraries,
Parks, and private sector work including Hotels, Condominiums, Resorts and small
scale Architecture/Interior Space Planning.
Today, the firm is well established in South Florida where it continues to work on
a diverse range of projects, varied in scale and theme. The firm's collaboration
with multidisciplinary teams is exemplified in the successful completion of South
Point Park and Belle Isle Park; 41st Street Bridge and Streetscape Master
Planning, Espanola Way, Washington Avenue Streetscape, and Alton Road Golf
Course Streetscape; Royal Palm Crowne Plaza Hotel, Costa D'Este; Aventura City
Hall, Sunny Isles Beach City Hall, North Miami Beach Police Facility; Johnson &
Wales University, HHH Cypress Bay School, Christopher Columbus High School,
and Miami-Dade County High School Prototypes; Marquard Residence, Korge
Residence, Sanchez Residence, Subotnick Residence; and affordable housing
projects.
Our award-winning projects are a reflection of our firm's dedication to provide design
services for a diverse clients scale and type. These include the 1999 FLASLAAward
of Merit for the Marquard Residence, the 2007 APA Gold Coast Chapter Award of
Excellence for the Homestead Bayfront Park Master Plan, the 2010 FNGAAward of
Excellence for South Pointe Park, and the 2007 FLASLA Award of Excellence and
the 2007 Frederic B. Stresau Award for the Korge Residence.
Current projects include Museum Park, the SLS/Ritz Plaza Hotel, Surfside
Community Center, Matheson Plantation Village (Crandon Park), Aventura
Professional Tower, Biscayne Pointe Neighborhood Streetscape Master Plan,
Venetian Islands Streetscape Master Plan and various condominium/residential
projects.

BARRY R. MILLER Landscape Architect Barry R. Miller was born in
Miami, Florida and attended the University of Florida, where he received
his Bachelor's Degree in Landscape Architecture in 1979, and Master
of Urban & Regional Planning in 1984. In 1982, he became a licensed
Landscape Architect in the State of Florida and served as Miami Section
Chairman of the American Society of Landscape Architects. His graduate
thesis work focused on regional development in Jamaica, and has since
worked on a various private and public setor projects. These include
the Aventura City Hall, Sunny Isles Beach City Hall, Loews Convention
Center Hotel, 41st Street Beautification Project, Coconut Grove Planning
Study, Washington Avenue Master Plan & Streetscape Improvements,
and the North Miami Beach City Hall/Police Station. He has also worked
extensively in the historic preservation of many buildings in the Miami
Beach Art Deco District. In addition to these projects, he was also
involved in the Bond Projects for the beautification of four Miami Beach
Neighborhoods: La Gorce, North Shore, Nautilus, and Venetian Islands.
ABOUT
PRINCIPALS
ADRIANA SAVINO Architect Adriana Savino was born in Caracas,
Venezuela where she received her Bachelor's Degree in Architecture in
1979. In 1980, she obtained an academic scholarship to study at the
University of Pennsylvania Graduate School of Fine Arts, where she
received a Master's Degree in Architetcure, with a specialty in Urban
Design. Since moving to Miami in 1983, Adriana has worked on a diverse
portfolio of urban design, master plan and streetscape projects, including
Coral Gables Master Plan, the Hollywood Streetscape Improvements
/ Design Guidelines and the Puerto Careyes Resort Deevelopment in
Mexico. She was project designer for the University of Miami Campus
Plan International Competition Grand Prize Winner, while at WRT. Since
forming Savino & Miller Design Studio in 1993, her projects include the
North Miami Beach City Hall Complex & Police Facility Master Plan, Kuta
Beach Hotel and Club Master Plan in Bali, Indonesia, the Royal Palm
Hotel in Miami Beach, the Washington Avenue Streets cape Master Plan,
the 41 st Street Beautification and the Loews Convention Center Hotel
Master Plan. In addition to these projects, she was also involved in the
Bond Projects for the beautification of four Miami Beach Neighborhoods:
La Gorce, North Shore, Nautilus and Venetian Islands.

QUALIFICATIONS, RELEVANT EXPERIENCE AND PAST PERFORMANCE
Savino & Miller Design Studio, is a minority-owned design firm that specializes in landscape architecture,
with a multidisciplinary approach that includes urban design and architecture. Savino & Miller Design Studio
has extensive experience in design and master planning for parks.
Our background and experience in landscape architecture, urban design, architecture and planning give us a
unique insight into the various elements and forces which shape our built environment. Our method includes an
analysis of factors such as climate, physical and sociocultural context, aesthetics, and long term maintenance.
We practice to create beautiful and meaningful places, which invite people to interact, enhance their sense of
community, and which are beneficial to the local ecology. In so doing, these places can become a source of
pride to our neighborhoods and communities.
In our Landscape Architecture approach, we are especially interested in reflecting the rich, biodiversity of South
Florida native plant life, as well as our unique cultural traditions. At the same time, we believe in being respon-
sive to, and instructive of, present and future issues of ecological sustainability, in terms of water use, resource
consumption and use of local materials.
Having practiced in many public and private projects, we are also keenly adept at creative design in a range of
budgets.
Our demonstrated Project Experience in the areas requested by this RFQ includes:
. Intracoastal Parks Design & Permitting:
Our Open Space Parks' scope of work includes a general understanding of a city park system
as exemplified in our analysis for the Coconut Grove Planning Study, to site master planning
analysis and design shown in our award-winning master plan for the Homestead Bayfront Park; to
the specific design and implementation of successful parks. These include Belle Isle Park and South
Pointe Park in Miami Beach, the Pinecrest Gardens lighting plan in Pinecrest and the Town Center
Plaza in Fisher Island.
Presently we are re-designing Museum Park in the City of Miami. We completed 100% Construction
Documents for the Bay Walk and are currently working towards the completion of the Construction
Documents for the Entry Promenade and terraces connecting the Museums to the Park. In addition
to this park, we are currently working on the Matheson Plantation Village, an interpretive park within
Crandon Park in Key Biscayne for the Miami Dade County Parks Department.
The Miami Beach Multimodal Facility and the Surfside Community Center also offer open space design
examples that our firm is proud of having successfully completed.
Our firm has master planned the open space for many projects ranging from Institutional to Private
Hotels and Condominiums. These include: Sunny Isles City Hall Complex, Aventura City Hall, Johnson
& Wales University, Miami Beach Convention Hotel and Ritz Plaza Hotel among others.
All these projects were permitted through different municipal, county, state and federal agencies as
required. These ranged from historical, design and local planning boards to more complex regulatory
agencies such as DERM and FDOT. We understand the process involved in permitting by impacting the
natural ecology. We have dealt with issues such as decking, lighting, sea walls, mangroves, dunes and
seaturtles in many of our projects. We are confident that with our experienced sub consultants we will
be successful in addressing and resolving the permitting issues regarding these parks.

. Streetscape Design:
Our streetscape experience, in particular dealing with FOOT right of ways, is likewise extensive:
Arthur Godfrey Road, Brickell Avenue Median (from 5th St. to 15th St.), and recently in the design and
installation of new sidewalk patterns and design guidelines for 125th Street in North Miami are few
Collins Avenue in Miami Beach where the project interfaces with the right of way, just as the Arlen
House in Sunny Isles Beach.
Our experience allows us to take any project from conception to implementation. We pride ourselves in the
ability to resolve our clients' pragmatic needs with creative design solutions. We are a small design firm,
which allows the principals to give direct attention to the project, start to finish.
Savino & Miller Design Studio is located in North Miami in close proximity to the City of Sunny Isles Beach
where we have worked on successful projects such as the Site Planning and Landscape Architecture Mas-
ter Plan for the Sunny Isles City Hall and recently conceptualized a plan for an entry park in the City's

Site:
North Site (16100-16200 Collins Avenue) Is a linear site that currently has a building (scheduled to be
demolished, located on the South Side of the property. On the north side of the property, a raised wall is
offset from the sea wall several feet, creating a visual barrier to the water. The north part of the park site
is directly adjacent to the rock bridge accessing Atlantic Isle. There is a significant grade difference in an
area adjacent to the west wall.
South site: Already cleared, It is also a linear site between Collins Avenue (East) and the Bay (west). A
private condominium dominates the view to the south; the north side is adjacent to the Poinciana Island
Entry Bridge.
On the water side, there are some pylons below the remnants of a wood deck.

.Coordination: Meetings with City Staff, Commission, Sub-Consultants:
We believe that communication is one of the keys for successful projects. We are accustomed to
presenting our design ideas to different clients and clients' review committees, such as historic
boards, design review boards, staff meetings, etc., and working with various stakeholders to
achieve consensus. These meetings have been particularly important in our work with residential
communities such as The Venetian Islands, Biscayne Pointe, Orchard Park, etc. in Miami Beach
and other projects requiring approval such as Pinecrest Gardens Lighting, South Pointe Park, and
Museum Park. The goal is to understand the City's goals in regards to the potential user and
park program, long-term maintenance and material selection.
.Conceptual Drawings/Renderings:
After meeting with all the parties involved to establish possible programmatic requirements, and
conducting a thorough site analysis. Savino & Miller will create illustrative site plans, site render
ings or models with "alternative" programs as appropriate to the project: ( using Sketch-up, Rhino
for 3D Photoshop, and physical models) for better client visualization and understanding of the
project and to get City approval prior to commencing the Design Process.
.Surveys:
Under our direction and as requested by the City, our team members: Langan Engineering and
JALRW Engineers, will be in charge of preparing accurate surveys that will include all underground
and aboveground utilities, boundaries, and all other site elements which impact project design.

.Drawings & Specifications:
Since 1993, Savino & Miller Design Studio has been preparing drawings (from schematic through
Construction Documents) and specifications for a wide range of landscape architectural projects
in the South Florida area. We are proficient in the understanding of many codes that affect this
project such as: Florida Building Code, City of Sunny Isles Zoning Ordinance, FOOT regulations,
DERM, etc.

Documents are prepared in Auto Cad, latest version and complimentary documents are submitted
in Xcel, Sketch up, Photoshop, in-design, pdf, etc. as required. Documents can be placed in an
FTP site, e-transmitted, saved in flash drives or cd's as requested by our clients.
.Cost Estimates & Feasibility Analysis:
Opinions of construction cost are performed regularly by our firm. They are done in an itemized
spreadsheet that corresponds to the Plans. Some projects require a cost benefit analysis in terms
of resource allocation. These studies will help sometimes in phasing the projects as a requested
possibility in this RFQ.
.Permits:
Our team members are committed to obtaining all permits necessary to build the parks. Langan
Engineering will be primarily responsible for permit acquisition.
.Sustainability:
With our projects we like to promote sustainable practices with the following items:
Plant Palette: Identify other plants/plantings that promote a unique identity to Sunny Isles Beach

We are well versed in the design and implementation of "Xeriscape" landscapes. Various methods
are available to effectively conserve water and other resources, such as grouping plants by water
requirements, irrigation "zoning", the design of porous pipe underground irrigation, use of gravels
and native drought-tolerant plants, and mulching. Just as importantly, is the need to minimize

MUSEUM PARK
Savino Miller Design Studio is part of a multidisciplinary team of world class
professionals whose main task was to create a Master Plan for a new waterfront
park in the City of Miami. This park will include the location of the new Miami Art
Museum (by Herzog & de Meuron) and the new Science Museum (Grimshaw
Architects). The intent is to create a new destination park with museums, publie
gardens, water features, lawns, and a new bayfront promenade. Savino & Miller

Sunny Isles Beach Park/Garage is a park designed as a new community green
space, ideally located at one of the major gateways to the City. Established as
a joint venture between developer (who has significant condominium holdings
adjacent to the park) and the City, the park provides diverse recreational activities

CIVIC CENTER PARK
Civic Center Park is located at the key arrival point for the Village 01 Key Biscayne,
and will function as the central park/plaza space surrounded by the Community
Center, Village Hall and Fire Station. The design concept is to welcome residents
and visitors to the Village cultural area with a eontemporary open space which
reflects the island's tropical atmosphere, while encouraging its use as a place to
meet and come together as a community. In keeping with the island's geography
and historic stewardship of its ecology, CCP will incorporate the use of extensive
water features, native and naturalized Palms and other flowering plants, and a
balanee between paving and green areas. To further encourage day and nighttime
use, programming for concerts and lectures are planned, as well as a splash
fountain and small ice cream vendor stand.

PINECREST GARDENS
Pinecrest Gardens, formerly the home of Parrot Jungle, is one 01 the best
examples of South Florida gardens and ecology. Located on a oolitic limestone
ridge, through which a natural creek still flows, the flora is a showcase of our
tropical hammock environment, and diversity of vegetation. Primarily a daytime
destination, the Village of Pinecrest sought to add lighting to the Gardens, to allow
for the planning of evening events. The challenge was to sensitively design site
lighting to enhance the garden's vegetation and open spaces, without imposing on
the surrounding neighborhood residents.

SOUTH POINT
South Point Park is designed as a dramatie, ecologically sensitive park at the
south end of Miami Beaeh. The design is programmed to aecomodate both active
and passive recreation, with play fields, dune and hammock zones, a playground,
and a 20 ft. wide baywalk. An important goal in the Master Plan process was
to integrate the park into the urban fabric of the city by strengthening and
improving the two major street axes which penetrate the park space. SMDS
provided consultation for Master Site Planning, paving materials and site furniture
seleetion, and was the primary landscape architect for the park's planting and
irrigation improvements. The fast-track design process began with Master
Planning in April 2005, and was completed in March, 2009.

BELLE ISLE PARK
Belle Isle Park, located on the only natural island of the Venetian Islands between
Miami and Miami Beach, is a major open spaee surrounded on three sides by
high-density condominium buildings, and Venetian Causeway to the north. The
space offered no walkways or large open spaces for play, but was mostly used
by residents to walk the dogs. SMDS was asked to create a plan to aUract more
residents to use the park, and responded with a plan whieh provided for a range
of recreational opportunities. A large elliptical open space formed by a walkway,
eoupled with a "Bark Park" and numerous small paved seating areas - located by
each of the park entry/street erosswalks - allows for both passive and active play
activities. Numerous existing trees and palms were preserved or transplanted to
create and define the park's spaces.

Our open space design eoncept integrates the City Hall site and adjacent restau-
rant into a cohesive urban setting. A large fountain embraces the eouneil cham-
bers, providing a eontinuous seating area for passersby and employees alike,
terminating at a small courtyard adjacent to the library. The plaza was designed
to expand north as part of a future City Hall expansion project. The interplay of
the shimmering water and lights on the blue mosaic wall creates a civic nighttime
display.

FISHER ISLAND TOWN CENTER
Town Center Plaza is the main community open space on Fisher Island. Bounded
on three sides by the town marketplaee and two restaurants and to the south by
the island marina, it is the perfect opportunity to create a plaza which does what
great plazas do: provide a place for residents and visitors alike to eat, congregate,
converse, people watch, attend concerts and other events, and experience a
beautiful open spaee. The plaza's design is simple and elegant, laid out in a
symmetry which reflects the surrounding architectural geometry. Large Live Oak
trees are plaeed to provide an extensive shade canopy flanking the plaza, which
is paved in native keystone and limestone pavers. A central lountain activates
the space while providing seating, along with site furniture to encourage day and
nighttime use.

PARKING FACILITY
The Miami Beaeh Multi-Purpose Parking Facility is an urban infill project located
next to the City Hall along Meridian Avenue. Our Landscape Master Plan links
the City Hall with the new facility and an existing ancillary office building along
17th Street. These buildings form a corner open space at Meridian and 17th
Street. The space, now a new plaza, was re-designed as an urban shady oasis
that acts as an entry courtyard to the existing office building and the new multi-
purpose parking facility.

41 ST STREET MIDDLE BEACH
BEAUTIFICATION PROJECT
The design concept is based on the importance of 41 st Street as a diverse
eommunity eenter and major gateway into the heart of Miami Beach. The goal
was to transform the street into a tropical eosmopolitan "boulevard," based on
41 st Street's unique geographic location and partieular functions. The design
called for a sequence of spatial experiences, or "events," which were linked
together by Royal Palms, flowering shrubs, and groundcovers. A landscape
median was proposed for the length of the street, with new decorative paving for
all sidewalks. A major element of the plan was the redesign of the Indian Creek
Bridge, calling for wider sidewalks, benches, planters, and a pavilion lighthouse,
acting as a gateway to the street.

Mr. Rodriguez has over 20 years of Civil Engineering experience of which
approximately seven years have been as project manager. He has been
the primary point of contact for public and private sector clients for projects
ranging from Municipal utility improvements, roadway resurfacing and
reeonstruction, as well as County local and area wide drainage
improvements. Mr. Rodriguez has spearheaded the Environmental
Resource Permit (ERP) and Corp of Engineer Dredge and Fill permitting
efforts on numerous projects. He is intimately familiar with the Miami-Dade
Water and Sewer Department (MDWASD) standards and specifications as
well as with the permit process through the Miami-Dade County Department
of Planning, Environmental and Regulatory Affairs (PERA), the City of Doral
Works Department, the South Florida Water Management District, the
Florida Department of Environmental Protection and US Army Corp of
Engineers.

Langan is providing Traffic and Parking due diligence services
to The Related Companies to assist in the preliminary through
schematic design planning phases of the Dolphins Water Park
project. The waterpark will be located in one of the existing
Sun Life Stadium parking lots. Our transportation scope was
developed to provide planning and engineering support
services with respect to Access Management, Vehicular and
Pedestrian Circulation, as \Nell as Parking Allocation and
Management.
To date for this project, Langan has:
. Designed a revamped Stadium parking layout of
approximately 20,000 spaces in order to absorb the1,500
spaces to be lost by the development of the water park.
. Evaluated zone specific parking for tailgating, redistributed
ADA compliant spaces to attain improved access to the
stadium, and relocated the bus drop-off and pick-up sites
to provide better circulation.
. Examined impacts of game day travel patterns as a result
of new development in the vicinity of the Stadium.
. ReviellVed the current operations plan with the Stadium
Management team and developed suggestions for
improvement.
. ReviellVed the site access configuration and made
recommendations for roadway improvements, inclUding
identification of areas that may require signalization.

It is one of the most historically significant locations in Tallahassee, not to mention the entire state of Florida, and the process to return
it to its citizens as a beautiful urban recreation site is now undelway. The City of Tallahassee's Cascades Park Cleanup project has been
completed. This is a critically impOt1ant step that will help transition the site into a multi-use downtown park.
Langan was a sub-contractor to WRS Infrastructure & Environment, Inc. for design, engineering and oversight services for the $8M
Cascades Park Remediation Project, a coal gasification plant and landfill Superfund site that has been remediated by the City of
Tallahassee under an Administration Order of Consent with USEPA.
Langan prepared the Removal Action Work Plan which received USEPA approval in a one month time period. Design specifications
and drawings were developed for the removal of in excess of 80,000 cubic yards of contaminated soil, and the construction of a low
permeability liner within the excavated area for future use as a stormwater management facility at the fortner plant site.
At the landfill site, Langan conducted geotechnical investigations and developed engineering specifications and drawings for the removal
action which involves sediment removal from an adjacent creek, installation of a 400 linear foot box culvert within the creek, installation
of a geosynthetie clay liner (GCL) cap on the landfill surface, and installation of a GCL along the landfill embankment, totaling 5,720
square yards. The box culvert was designed to buttress the steep landfill slope adjacent to the creek.
Langan also provided engineering oversight during the earthwork and liner installation at the former plant site, and provided oversight
during the box culvert and GCL installation at the landfill site.

EXPERIENCE
Mr. Perez has twelve years of experience providing structural engineering in South
Florida. In his time at Douglas Wood Associates, Mr. Perez has worked on numerous
complex projects, including the award winning Soundscape and Exostage Park in
Miami Beach, the proposed sculpture-pavilion for Downtown Doral Park, and the Miami
Art Museum.
Mr. Perez has provided structural engineering services for numerous municipal, park
and recreation projects. These projects include Soundscape and Exostage Park in
Miami Beach, the proposed sculpture-pavilion in Downtown Doral Park, Lifeguard
Facility at Haulover Beach Park, Miami Art Museum, South Side School and Hardy
Park in Fort Lauderdale, Miami-Dade Fire Rescue Training Facility, Wynwood
Community Center and Historic Hampton House.
In his time at Douglas Wood Associates, Inc., Mr. Perez has worked on numerous
museum and cultural arts projects, including the foundation design for the proposed
Miami Art Museum, structural rehabilitation and flood proofing of portions of Vizcaya
Museum and Gardens, structural design and inspection of Colony Theater in Miami
Beach, and renovation to the Lehman Theater at Miami-Dade College.
Mr. Perez also excels in computer applications for structural engineering, and he is
expertly adept in the use of complex finite element analysis programs, such as
ET ABS and SAFE. He has even written a number of structural design programs
which have proved to be accurate, reliable and efficient design tools for the firm.
Mr. Perez's project experience includes commercial, residential, municipal and
aeronautical buildings.
Mr. Perez has successfully worked with the full spectrum of structural systems, such

Multiple buildings with a total area of 22,000 square feet, at different phases of completion, under construction and bidding, our
recent work at Miami-Dade County's Haulover Park consists of the Beach & Marine Safety Facility (currently in bidding and a joint
project of the Park & Recreation Department and the Fire Rescue Department), the Marina Dock Master Building (under
construction) and four comfort stations (completed). The Beach & Marine Safety Facility features a nearly 80 ft. tall observation

consists of a large wood-framed platform to accommodate a large number of people for the viewing and feeding of giraffe and
other animals. The facility also includes a wood-framed approach ramp, pedestrian bridge over the moat, shade trellis and
vending area. This project is completed and in use.

fields and the Aquatic Complex with an interactive water playground and beach
area. The water playground resembles Castaway Island currently located at TY
Park and the pool offers swimming lanes and a dive well. These athletic fields
are used to host regional baseball/softball tournaments along with adult and
youth leagues. Victor was the Mechanical Engineer for this project.
Robert King High Park Community Center and Soccer field
Miami, Florida
JALRW provided the Mechanical and Electrical Engineering and the Lighting
Design for this new 6,500 square foot Community Center building including
covered basketball court, new tennis court, lighting, parking, and playground &
picnic area. A second phase of this project is currently in construction and
consists of an illuminated soccer filed with adjoining restrooms. Victor is the
Mechanical Engineer for this project.
South Regional / Broward College Library
Pembroke Pines, Florida
JALRW provided HVAC and Electrical Engineering Design Services for this new
70,000 square foot regional library project on Broward Community College's
south campus. The library is provided with daylight controls and energy efficient
dimmable lighting, CO2 sensors, demand control ventilation, dedicated outside

the latest trends in the visual arts.

APPROACH/METHODOLOGY
SAVINO & MILLER DESIGN STUDIO has been significantly involved in many public and private sector
preservation projects in the South Florida area. Many of these include open space improvements in both
park and community center settings. The creative, sensitive design of these human scaled spaces, within
a sustainable framework, forms the essence of our firm's design philosophy.
We practice Landscape Architecture to create beautiful and meaningful places, which provide a space for
social interaction and communication, and enhance their sense of being, relationship to nature, and their
fellow citizens. In so doing, these places can become a source of pride to our neighborhoods and communi-
ties, while improving our quality of life.
Design Approach
Savino & Miller Design Studio is committed to a collaborative approach to planning and design. We under-
stand and believe in the importance of teamwork and effective communication in delivering a successful
project.
Our background and experience in landscape architecture, urban design, architecture and planning give
us a unique insight into the various elements and forces which shape our built environment. Our method
begins with:
1. A thorough understanding of community/City goals as articulated in the design program.
Discussion with the client in regard to how the space is to be used - or "programmed" - is essential
in determining our design responses, such as the ratio between paved and green space, building/
shade structures vs. open space, utility/mechanical requirements, park hours, and so on.
2. An analysis of site factors such as proposed user analysis (Le. adults, elderly, children, pets),
local climate, physical factors including soils, surrounding land use, and socio-cultural context and
historical overlay.
3. Analysis of anticipated park management models and maintenance resources.
The well-designed and programmed Urban Park provides the fundamental community function of bringing
people together, helping to create a sense of "community". It provides a forum for knowing your fellow
citizens, and a welcome mat for visitors. It fosters communication, forges community bonds, and promotes
social interaction, all essential elements in building a democratic society. It forms the heart of any Com-
munity; the City of Sunny Isles Beach is now engaged in an exciting process of converting tired, old, com-
mercial strip centers into viable green space, which so happens to be rising trend in current urban design
strategies.
Some of the important issues to be addressed during the pre-design and design process include traffic
noise, improvement of the land-water interface, pedestrian connectivity and safety, the creation of shade
canopy, and user program.
Sustainability
We believe that the Parks' Master Plan must be responsive to, and instructive of, present and future issues
of ecological sustainability. Our design will incorporate a systems approach in integrating the Park's infra-
structural needs with long-term goals, such as reducing the parks' power demand/carbon footprint, water
conservation, stormwater runoff mitigation and waste recycling.

Naturally, as Landscape Architects, we are especially interested in creating a Park which reflects the incred-
ibly rich biodiversity found in South Florida, but also creates a sense of place, giving the user a keen aware-
ness of Sunny Isles Beach/South Florida ecology.
Our firm has been engaged in sustainable, "green", landscape architectural practices for almost 20 years.
We incorporate state-of-the-art technology for site lighting, stormwater management planting techniques,
and irrigation. We have completed, or are presently working on, various LEED certified projects, including
the Surfside Community Center, and the nearby Aventura Optima Office building. More importantly, our
practice routinely incorporates sustainable practices and products into its design.
Paving surfaces for pedestrians can be constructed with pervious pavers, taking advantage of new SFWMD
policies which credit innovative stormwater management techniques which reduce site run-off. The material
use in paving is an important component of the park's sustainable design concept. Where possible site's
walkways surfaces will be a crushed granular/stabilized surface, which will reduce the energy/carbon foot-
print in the park's construction and operation.
Finally, our designated project designer Courtney Jennings, has LEED AP accreditation.
Site Design
The 16000 Collins and 16200 Park Sites are located in the Center of the City of Sunny Isles Beach. The
function of this space has a dual nature: it will act as the Gateway into the residential communities to the
adjacent islands and also as two linear passive parks.
These parks will be accessed by pedestrians and they will be visible from Collins but also from the surround-
ing high rise residential buildings. Proximity to the water is one of the key advantages since these sites
provide one of the few public waterfront access points in the City.
Our design concept for the park stems from the RFQ's expressed intent of building a sustainable, Park that
will work function as a Passive Park. Simple materials and ease of maintenance, as well as safety and
security, will be paramount in guiding our design decisions.
If the park program includes night use, site lighting will be utilized throughout the park, with energy-use and
economy driving the selection of light fixture/lamp types, and quantities. Recent advances on Solar and
LED technology have made it possible to utilize LED in a variety of ways, from street lighting to walkway
"markers.
Planting Design
The Planting Design will reflect the latest innovations to create a sustainable South Florida landscape. Our
design starts with creativity and vision in the site planning process, which establishes the contextual layout
for the park and relationships to the surrounding properties, waterway and Collins Avenue. Planting im-
provements will be designed with an emphasis on creating a sense of being on a sub-tropical barrier island
in South Florida, along with the project's goal of providing an expanse of lawn for recreational opportunities.
To encourage year round activity, palms and trees will be sited to provide both shade and sun. Large,
native canopy trees and Palms will form the backbone of the design if shade is desired, through which the
various program elements and walkways weave.

In regard to planting types, we are well versed in native vegetation, and usually prefer a planting regime
which reflects the site's genus loci and our sub-tropical environment. Native groundcover and shrubs will
be specified which minimize maintenance, water-consumption (xeriscape), pesticide and fertilization use.
In order to further minimize maintenance, large-leafed plants and grasses can be selected to help reduce
pruning requirements.
In fact, in some areas of the park, the plants will be designed to require temporary irrigation only for estab-
lishment, and during droughts if necessary.
However, the final planting palette will be formulated in discussions with the City's Parks Department, in
keeping with their maintenance requirements and goals.
Irrigation design will be specified for the singular purpose of conserving water. It will incorporate the latest
technology in climate and water-sensing technology, such as "Smart Controllers", which program water
needs according to a region's climate. Plants and irrigation will be zoned according to seasonal/water re-
quirements, allowing maximum flexibility in water consumption. For example, the sod areas - may be speci-
fied with plants which are zoned for higher water consumption rates, while other more natural park areas
may be zoned to turn off the water completely for most of the year. We are well versed in the design and
implementation of "Xeriscape" landscapes. Other methods are also available to effectively conserve water
and other resources, i.e. the use of slow-emitting/low-trajectory heads, alternative use of ground-plane ma-
terials such as gravels and native drought-tolerant plants, and mulching.
In addition to the traditional scope of landscape architectural services, such as planting, irrigation and pav-
ing design, Savino & Miller Design Studio also provides consultation for Site Lighting Design and Signage
Design, if requested.
Maintenance
Maintenance of any park is one of the most important considerations while in the design process. The de-
sign must call for improvements which can be maintained effectively by staff and within budget. It is key
to the project's success, as any beautiful design will be unappreciated and un-used if not well maintained.
We provide a careful consideration of product life cycle, energy cost, and ease of maintenance for all as-
pects of the Park's design and material selection.
Site Furnishings and Signage
In the spirit of sustainability, we envision using materials and furnishings which are locally available or
manufactured. All materials will be prioritized according to their cradle-to-cradle value, in terms of pre- and
post-recycling content and potential.
Simplicity, ease of maintenance, and parts/element replacement will all be key factors in the design and
selection of materials and park components.

Project Methodology
SMDS is very familiar with the project design process as described in the Intracoastal Parks RFQ, which is
very similar to some of our projects and it is generally as follows:

The following is an outline description of the Scope of Work to be provided by the Savino and Miller Design
Studio Project pursuant to the City of Sunny Isles Beach Request for Qualifications.
I. PRE- DESIGN SERVICES:

B. Prepare a certified topographic survey for each site, including all site elements that will affect the
design in Auto-cad Format
C. Provide geotechnical reports to understand subsoil characteristics such as percolation and
drainage capacity, soil bearing capacity, etc.
D. Meet with sub consultants and do a site inventory analysis to understand existing conditions,
opportunities and constraints.
E. Meet with City Staff, Commission, or any committee as required to understand goals and
objectives. Further define program, potential users, etc.
F. Develop Design Concept(s) with Site illustrations such as Site Plans, perspective sketches as
necessary to explain the ideas.

Dade County, DERM, US Coast Guard, The Army Corps of Engineers and PERA.
L. Provide the necessary services for obtaining final permit sets.
M. Provide Copies (electronic and hardcopies) as required by the City's representative.
N. Present to Commission: Conceptual, Progress and final Design.

We pride ourselves for our record of meeting tight deadlines without sacrificing project quality. . This is only
possible with experience and by working with qualified professionals in our team, especially when having
previous project experience together. Our firm has developed standardized procedures and methodologies
for quality control and efficiency in document delivery. We are continually updating our details and speci-
fications to reflect current thinking and technologies in regard to tree and palm planting, paver, lighting and
irrigation.
Communication is another important aspect of our practice. We meet once a week with all the project
managers and designers in order to go over each one of the projects and we meet regularly with our sub-
consultants in order to coordinate drawings and specifications and to clarify and delineate tasks. These
progress meetings with consultants and with clients, as work progresses, ensure that tasks are achieved
as expected.
We have standardized many of our construction phase procedures as well, including routine site visits and
punch lists as well, and remain committed throughout the design and construction process to ensure our
clients they get what they paid for, and the design's intent is preserved.
In order to produce quality documents our office uses Auto Cad drafting and other graphic programs that
ensures accuracy and quality.

On behalf of the Surfside Parks and Recreation Department, I am pleased to recommend Savino & Miller
Design Studio for the Sunny Isles Beach Parks Design Project. SMDS has worked with diligence and
the highest standard of professionalism over the past five years in producing a Master Plan, design/
construction documents, and construction phase services for our recently opened Surfside Community
Center, on Collins Avenue and 90th Street.
SMDS used a creative and comprehensive planning approach in providing the City with alternative
active/passive park designs for our community center's complete renovation. They worked diligently with
the City Commission, our staff and through numerous community meetings throughout the process to
build consensus, and used these inputs to develop a progressive, beautiful and creative design. The
project was designed for silver LEED certification.
The final design ingeniously incorporated the beach dune area - which was formerly separated from the
pool deck - directly to the new pool deck area, along with integrating a multi-functional pool area in a
relatively tight space, serving the needs of children, recreational swimmers and swimming classes.
The project has been a huge success for residents and visitors alike, and we are extremely satisfied with
the results. It is a beautiful design as well. Their ability to reconcile difficult site issues with creative
design solutions, and responsiveness in working with the City's various interest groups and City staff
have been crucial factors in the project's success. I believe this firm's experience and comprehensive
approach to park design within an urban setting wil! be ideal for the Sunny Isles Beach Park Project.

Dear Mark:
The City of North Miami has recently worked with Savino Miller on the N.E. 12Sth Streetscape Project, and the Pioneer
Boulevard Entry & Streetscape project both in North Miami, Florida.
For the 12Sth Streetscape Project, Savino & Miller's work involved developing streetscape design concepts for our city's
central business district. Savino Miller led the master planning effort, especially relating to the relationship between the
existing architectural aesthetic, building-to-public right-of way relationships, and site issues. The first phase, built with
ARRA funding was a million dollar sidewalk design which key elements included the paving pattern, which focused on
historic design elements. The Master Plan included as well a sustainable streetscape planting, and streetscape re-
configuration that included tree palms and planted bulb outs, and pervious paving parking spaces.
Pioneer Boulevard is the main street of a residential neighborhood in North Miami. Savino & Miller designed the
improvements and restoration to the historic fountain on NE 6th Avenue, as well as the streetscape's paving and planting
improvements from NE 6th Avenue to West Dixie Highway. Flowering trees approved by the city have recently been
installed. The project fountain improvements are going to bid and we anticipate completion this year.
Savino Miller provided landscape architectural services which included master planning, design documents and
construction administration. Working directly with several city departments as well as the installation contractors, Savino
& Miller insured that all aspects of the design were completed with great attention to detail.
In summary, Savino Miller Design Studio performed in an exemplary manner of workmanship and professionalism,
helping us to create an integrated downtown design aesthetic, and new streetscape for two of our important city
corridors.

Bid Title: DESIGN AND PERMITTING SERVICES OF THE INTRACOASTAL PARKS
The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
The City of Sunny Isles Beach to perform and furnish all Work as specified or indicated in the Documents
within the Contract Time indicated in this Bid and in accordance with the other terms and conditions of
the Contract Documents.
The Proposers accepts all of the terms and conditions of the Advertisement or Request for Qualifications
and Instructions to Proposers, including without limitation those dealing with the disposition of Bid
Security. This Bid will remain subject to acceptance for 90 days after the day of Bid opening. The
Proposers agrees to sign and submit the Agreement with the Bonds and other documents required by the
Bidding Requirements within ten days after the date of the City's Notice of Award.
In submitting this Bid, the Proposer represents, as more fully set forth in the Agreement, that:
The Proposer has familiarized himself/herself with the nature and extent of the
Contract Documents, Work, site, locality, and all local conditions and Law and
Regulations that in any manner may affect cost, progress, performance, or
furnishing of the Work.
The Proposer has given the City written notice of all conflicts, errors,
discrepancies that it has discovered in the Contract Documents and the written
resolution thereof by City is acceptable to the Proposer.
This Bid is genuine and not made in the interest of or on behalf of any
undisclosed person, firm or corporation and is not submitted in conformity with
any agreement or rules of any group, association, organization, or corporation;
the Proposer has not directly or indirectly induced or solicited any other
