Schedule of Proposed Services
Manuel Synalovski Associates, LLC (MSA) plans on providing a progressive and integrated approach
that will meet all the City's needs, today and for the future, by providing design and permitting services
in the construction phase of the Sunny Isles Beach Intracoastal Parks Project. We will work together with
all the Project Stakeholders as one and be involved in the process from the first to the last day of the
project.
The MSA Team clearly understands what needs to be done in order to accomplish the Servicing of
the Intracoastal Parks for the City of Sunny Isles Beach, The value of your input and a comprehensive
understanding of your needs is all we need to get going,
While awaiting the wisdom of your input, we have preliminarily identified the following goals for the
project.
· Prepare preliminary design reports, feasibility analyses, surveys, site plans and/or design alternative
recommendations and preliminary cost estimates,
· Conduct presentations to elected officials, staff, and the public.
· Prepare all required permitting and construction documents for the projects. Including, preparing
surveys, conceptual drawings, design & construction plans, supplementary contract requirements,
technical drawing specifications and cost estimates, All of which will be encompassed within a
Schedule of Values.
· Attendance at City Commission, pre-design, design, bidding and possible bid award meetings,
· Coordinate processing the projects through all required governmental and quasi governmental
agencies, City Departments and other appropriate review boards.
· Prepare and process all required permit applications and submittal packages as required for
permit issuance of all agency permits,
· Attend pre-bid meetings, respond to bidder questions and prepare possible bid addendum for
project revisions,
· Assist the City in making bid award recommendations for contracting/ construction services.
· Provide construction engineering/ management services for the projects. Services during
construction may include periodic or routine inspections, threshold inspections, shop drawing/
contractor submittal reviews and approvals, responding to contractor requests for information,
and reviewing contractor payment applications.
· Provide project close-out services. This may include preliminary and final acceptance of projects,
preparation and approval of punch list items and project certification as required to all permitting
agencies.
· Provide all "add on" services for Arlen House to complete the Scope of Services for the City of
Sunny Isles Beach.

Cost Control
MSA has successfully led the completion of fifty-eight (58) park and recreation projects on budget. We
commit to do so for your proposed Intercoastal construction project. In Order to do so, we propose the
following:

Schedule Control
With an understanding of the project budget, aggressive project management is essential to the success of
the project. Initial meetings will present the normal process of project delivery and what is to be expected
of each of the participants - Our Team, and the City of Sunny Isles Beach Staff. The proposed project schedule
will be developed jointly and key deadlines will be assigned to each of the participants, This will ensure
consistently knowledgeable and timely response, and help to keep the project on schedule.
The design process will consist of a milestone schedule organized by phase- Preliminary Design Development
and Construction Documents. Each phase will contain a series of target dates that establish specific
responsibility for each party. The schedule will also designate Team meetings for coordination of design and
technical issues as well as a review of the target dates we will also include monthly meetings with the City of
Sunny Isles Beach designated representative, reviewing all aspects of the project for further dissemination to
Council Members and Administrators,
Our approach will be focused and precise in order to meet the City of Sunny Isles Beach's timeline, Upon
award, MSA will visit both of your existing facilities in order to gain an understanding of the functional, spatial,
and experiential needs of the District staff. With your leadership, key stakeholders will be interviewed by MSA
immediately thereafter in order to gain tangible program parameters for the MSA Team to proceed into the
design phase. Sketches, ideas, and comments will be shared amongst the team and consensus on the base
floor plan will be reached within a two week time frame Further during the Design Phase, weekly meetings, as
required with all team members, are important to the success of the project in order to confirm appropriate
coordination and detailing of each element into the documentation.

monitored closely, Concurrently, plans will be bid,
MSA is committed to maintain the project schedule set in tandem with the City of Sunny Isles Beach, In

MSA is anticipating that the entire project may take up to six (6) months from commitment to substantial
completion and receiving a certificate of occupancy, We are scheduling eight (8) weeks to perform
the design, programming, schematic, and construction document phase and twelve (12) weeks for the
permitting and construction phase of the project. The final step is substantial completion and a certificate
of occupancy. MSA will perform a walk-through with the City of Sunny Isles Beach representative to create
a punch list, address all concerns, and fix any deficiencies that are identified within a timely and expedited
manner. MSA will monitor a one year warranty on all work performed, and promptly address any warranty
work.

As a result of receiving a Broward County SWIM Central Grant, the City of lauderhill
reinvented its previous City Hall site by creating a community-based swim facility in
the midst of a multifamily neighborhood, The site offers a newly landscaped corridor
that signals a rebirth of the area, The swim complex includes a 25-meter competition
pool, fun pool and "Fun-Brella," 18,000 SF pool deck, 4,000 SF community building,
concession stand, and restrooms, The architectural vocabulary is that of the Caribbean
islands and is intended to provide visitors with a "resort-like feeL" The pool provides
recreation as well swimming lessons and water safety training, Interiors and exterior
were planned to include public art pieces that celebrate the aquatic nature of the
facility, Wave patterns and other seashore themes are evident throughout.

The City of Aventura is a vibrant and growing community and their recreational
needs are enhanced by the addition of Waterways Park, Opening to the public in
May of 2008, the 7-acre site at the northern edge of the City provides a lit multi-
purpose athletic field and baseball field, an exercise path with 2 fitness stations,
an outdoor picnic pavilion, an NCAA outdoor basketball court, a covered ADA
compliant playground and the park office restrooms and welcome center for the
entire community,

This 16,000 square foot community center has spacious meeting rooms, banquet
seating for two hundred, and features a small kitchen, The banquet and meeting
rooms are available to rent. Other facility features include a tech center complete
with ten computer terminals, which is available to the public and used by area
middle schools to enhance students FCAT scores, A game room featuring table
tennis, pool, air-hockey, foosball, and more is also available to the public. The
fitness center offers Life Fitness equipment to those 18 years and older and is
available during regular facility hours,
Outside, visitors can enjoy a tot-lot, open play area, walking trail, and a zero depth
water play area, Also available are three basketball courts, two tennis courts, a
baseball field and an exercise trial, all in a beautifully landscaped setting, A pavilion
and grills are available to rent for picnics,

MSA assisted the City of Sunrise with upgrades to their existing 29 acre Sunrise
Athletic Complex, The park features five baseball fields with dugouts and scorer's
towers, as well as lighted tennis courts, a basketball court, two racquetball courts,
two soccer fields and football field, Sunrise Athletic Complex also includes a tot
lot, playground equipment, restrooms and a community building, The $883,600
project included drainage improvements, the existing softball and soccer fields,
constructing a new multipurpose football field, improving pedestrian sidewalks
and pathway lighting, replacement of the two (2) existing pedestrian bridges over
water body on site and construction of new vehicular barriers and landscape
improvements along the perimeter of the site,

Weston Regional Park was conceived as a central recreation site for this family-
oriented community located west of Fort Lauderdale and equidistant from
Miami and Palm Beach counties, The county park consists of field facilities in
multiples of eight, forecast to satisfy the demographics of the city and its
anticipated population increase, The park encompasses eight each: baseball
fields, soccer fields, hockey rinks, basketball courts, restroom/concession areas,
plus a camping ground, maintenance building, Weston Community Center, and
firm-designed West Broward YMCA. Great care was taken in regard to low-
maintenance landscaping and other environmental and aesthetic elements due
to its proximity to the edge of the Everglades,

Alfred A. Ring Park is a popular wilderness park in Gainesville preserving the native species
and natural beauty of northern Florida, To explore the wonders of this unique 1.4,mile-long,
22-acre preserve, visitors enter a broad bridge supported by heavy steel girders, Across
the bridge, 13 new pressure-treated lumber boardwalks lead to footpaths and hiking
trails deep into a surprisingly dark, dense forest. The final cost to replace the boardwalk
was $400,000, four percent under project budget. Continuing into the park, visitors may
enjoy an overlook onto Hogtown Creek, where a nearby clearing and benches offer a
resting place and scenic view, Hogtown Creek snakes through hills and valleys, until one
comes upon the lovely Emily S, Ring Wildflower Garden tucked amid the oaks, Here, two
pergolas present another delightful spot for rest and meditation.

Key to the success of any project is the establishment of the duties at hand and identifying whom will
be responsible for each activity, Our experience has proven that uncompromised communication and
a clear decision making process will assure an amazing project is completed for the City of Sunny Isles
Beach,
MSA looks forward to adding another City of Sunny Isles Beach project to our municipal client list of
over thirty Florida municipalities. We understand the needs and priorities of the municipal client
extremely well.
From day one it will be established that all communication between the City of Sunny Isles Beach
through Merrill Romanik, AlA, LEED AP, Project Manager from MSA. Merrill has been with the firm for
over twenty (20) years and has focused her attention on the public sector. She will be responsible
of all communication to the architectural staff and the design team of consultants, This proven system
insures that communication and accountability is always maintained,
GATHER. Our services begin with data collection. It is important that all stake holders are part of
the process so that any existing drawings, code compliance issues, relevant building maintenance
information, pre-existing conditions, historical requirements, structural reports, systems and
infrastructure evaluation, asbestos reports, project budget, time constraints, eta!. are identified and
shared with the team at the beginning of the project. The existing facility analysis will playa role in
the building programming phase, since the facilities opportunities and limitations will be understood
as early as possible.
PROGRAM. Our services continue with consultations with the City of Sunny Isles Beach staff to brain-
storm regarding the programmatic needs, priorities and essential adjacencies. The information shared
will be documented in a written matrix that includes the space typology necessary, area requirements,
equipment requirements, technology needs, finish and material evaluations, mechanical, electrical
and plumbing needs and identifying significant relationships and hierarchy of the spaces.
SKETCH. Next MSA will assimilate the information on the existing structure and the desired
programmatic needs into floor plan sketches that will be shared with the team for review and
evaluation, Commentary will be addressed and adjustments will be made to the plans so that all
stakeholders will be satisfied with the approach prior to proceeding with the construction documents
process. In addition, an opinion of probable cost will be provided so that we all may confirm that the
project is achievable within the budget. Should the project be out of alignment in relationship to the
budget, now would be the time to have the discussions with the entire team, including our team of
design consultants, about modifying the approach, evaluating the proposed systems, reducing scope,
and evaluating alternate materials, equipment and systems.

DEVELOP. Once the initial program and project requirements have been established and funding
has been confirmed, the team will continue to develop the design and will insure that the most cost
effective sustainable project is emerging, Throughout this effort, bi-weekly meeting will take place,
and all key personnel will remain involved in the process. And initiate the agency review processes
which may include a site plan approval process, a historical board review, engineering permitting, etc.
MSA will furnish all necessary documents to apply for and secure regulatory permits, Although LEED
certification is not specific criteria identified for the project, MSA will at a minimum introduce
sustainable strategies at this time. Introducing low in initial investment that provide responsible,
appropriate and money wise benefit to the City of Sunny Isles Beach and the community will be easily
accomplished. Should the City require LEED certification, MSA is capable and proven with the USGBC
process and has four completed projects that are LEED certified (Lauderhill Municipal Complex - LEED
NC Silver, Children's Services Council - LEED NC Silver, Dania Beach Paul DeMaio Branch Library - LEED
NC Gold and Toyota Lexus Service Training Facility - LEED Gold).
At the end of design development, a progress set of plans and an updated opinion of probable cost
will be issued to the City of Sunny Isles Beach for review and evaluation.
DOCUMENT. Upon receipt of the City's review of the design development plans, MSA will
commence with the completion of the construction documents. Architectural, Civil Engineering,
Landscape Architecture, Structural Engineering, Mechanical Engineering, Electrical Engineering,
Plumbing Engineering and Fire Protection Engineering plans (where applicable) will be created and
Code compliant detailed plans, sections, details, schedules, and specifications will be provided.
Where applicable, Interior Designers on staff at MSA, color selections and material finishes options will
be reviewed with the City of Sunny Isles Beach and final choices will be incorporated into the plans so
that the permit/bid documents are comprehensive and inclusive.
PERMIT. MSA will prepare the permit documentation for submission to the relevant Building
Department. In advance of official submission to the Building Department, MSA would request that
during the development of the project we schedule an appointment with the Building Officials to
review the project scope and walk through the Code requirements with them, so that they too are part
of the process and there are no surprise interpretations from the authorities having jurisdiction late in the
game.
Once submitted, MSA will monitor the progress of the reviews and upon receipt of any commentary for
the plan reviewers MSA and the design team will address the questions promptly and thoroughly. We
will recommend scheduling a meeting with the Building Officials when we are ready to resubmit so that
we may review in person our responses and any remaining questions may be identified and solved on
the spot.

PRICE. MSA will assist the City of Sunny Isles Beach during the bidding of the project. We will work with
the City on determining the best method of bidding to pursue. We will prepare the bid documents that
will be distributed, coordinate the bid process, respond to any requests for information during the
bidding, analyze the bids received and provide the City of Sunny Isles Beach with the recommendation
on the award of the construction contract.
CONSTRUCT. Finally, we arrive at the construction phase of the project and our participation and
continued communication will be critical to the success of the building process. During the
construction, the design team will remain an active participant by attending the regular construction
progress meetings and by performing the tasks identified below:
.
Advise the City of Sunny Isles Beach on all aspects of the construction project.
.
Review Shop Drawings and Submittals provided by the contractor,
.
Make periodic site visits to the project to observe the progress at
appropriate intervals in the progress of the work.
.
Assure that a high level of workmanship is maintained and achieved.
.
Issue instructions to the contractor, should any interpretations and
clarifications be required,
.
Review, evaluate and approve progress payments due based upon
the progress of the work completed,
.
Observe the initial operation of the building systems and confirm
compliance with the specifications,
.
Perform a final punch list.
.
Report and establish final project completion, including recommending
final payment at the appropriate time and retainage reduction, if appropriate,
.
Submit AutoCAD format record documents to the City of Sunny Isles Beach.
CELEBRATE. Lastly, we will celebrate with the City of Sunny Isles Beach at the opening or reopening of
the project building site. The legacy of the project will live on for current and future residents to enjoy
for years to come,

MSA is a firm, currently consisting of eight (8) design professionals, Currently we are successfully
completing all of our work in a timely manner as required by our contractual obligations to our clients,
Our continuing scheduled work will allow us to provide all those services required by this project
without adverse impact to our previous commitments or adverse impact to your proposed project
and its timeline, Our scheduled weekly project meetings to review project progress and anticipate
future project challenges keeps our Municipal projects on schedule. Our multiple progress cost
estimates keep our design in line and reinforce decisions that result with projects consistently
completed within budget. Our project management system (s) incorporate (s) a very sophisticated
scheduling/ time management module that allows us to properly deliver multiple projects in a
concurrent manner.
MSA will not be providing Landscape Architectural Services to the City of Sunny Isles Beach. However,
we will be providing exceptional Professional Architectural Services, Planning, Permitting and LEED
Services. MSA will subcontract the Civil Engineering, Landscape Architecture, Structural Engineering,
Mechanical Engineering, Electrical Engineering, Plumbing and Fire Protection to local firms whom we
have worked with previously and have a proven track record of timely project task completion.

projects for the City of Plantation, Professional services for these projects have spanned
over the past thirteen years and have Included our Fire Station #6, Fire Station #4,

I have worked closely with the firm as the City's Design & Construction Director on most of

Bid Title: DESIGN AND PERMITTING SERVICES OF THE INTRACOASTAL PARKS
The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
The City of Sunny Isles Beach to perform and furnish all Work as specified or indicated in the Documents
within the Contract Time indicated in this Bid and in accordance with the other terms and conditions of
the Contract Documents.
The Proposers accepts all of the terms and conditions of the Advertisement or Request for Qualifications
and Instructions to Proposers, including without limitation those dealing with the disposition of Bid
Security. This Bid will remain subject to acceptance for 90 days after the day of Bid opening. The
Proposers agrees to sign and submit the Agreement with the Bonds and other documents required by the
Bidding Requirements within ten days after the date of the City's Notice of Award.
In submitting this Bid, the Proposer represents, as more fully set forth in the Agreement, that:
The Proposer has familiarized himself/herself with the nature and extent of the
Contract Documents, Work, site, locality, and all local conditions and Law and
Regulations that in any manner may affect cost, progress, performance, or
furnishing of the Work.
The Proposer has given the City written notice of all conflicts, errors,
discrepancies that it has discovered in the Contract Documents and the written
resolution thereof by City is acceptable to the Proposer.
This Bid is genuine and not made in the interest of or on behalf of any
undisclosed person, firm or corporation and is not submitted in conformity with
any agreement or rules of any group, association, organization, or corporation;
the Proposer has not directly or indirectly induced or solicited any other
Proposers to submit a false or sham Bid; the Proposer has not solicited or
induced any person, firm or corporation to refrain from Bidding; and Proposer
has not sought by collusion to obtain for itself any advantage over any other
Proposers or over the City.
The City and the successful Proposer will establish completion times for each individual Work Item and
the successful Proposer agrees that the work will be completed within the time frames agreed upon and
stipulated in the individual Purchase Orders and/or Notice to Proceed.
