HomeMy WebLinkAboutHPB Reso 2011-14HISTORIC PRESERVATION BOARD RESOLUTION NO. 2011 - 1 � A RESOLUTION OF THE HISTORIC PRESERVATION BOARD OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE APPLICATION FOR CERTIFICATION OF APPROPRIATENESS TO DEMOLISH AND RECONSTRUCT THE SUNNY ISLES BEACH PIER, ATTACHED HERETO AS EXHIBIT "A "; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, a primary function of the Historic Preservation Board of the City of Sunny Isles Beach (the "Board ") is to designate, preserve, protect and maintain historic buildings in the City of Sunny Isles Beach (the "City "); and WHEREAS, the property known as the Sunny Isles Beach Pier (a/k/a Newport Fishing Pier), located at 16701 Collins Avenue, was originally built in 1936 and quickly became a popular destination for fishing enthusiasts and sightseers from around the world; and WHEREAS, the Sunny Isles Beach Pier was designated by the Miami -Dade County Historic Preservation Board as a historic site on January 21, 1982, and later re- designated as a historic site by the City of Sunny Isles Beach Historic Preservation Board on June 6, 2005; and WHEREAS, the Sunny Isles Beach Pier sustained major structural damage during Hurricane Wilma in 2005, and has since been closed to the public due to unsafe conditions; and WHEREAS, the City desires to demolish and reconstruct the existing Sunny Isles Beach Pier structure and restaurant and replace it with a new pier and restaurant within the same footprint, as set forth in the Application for Certification of Appropriateness attached hereto as Exhibit "A "; and WHEREAS, the City of Sunny Isles Beach Historic Preservation Board is required to render decisions on applications for certificates of appropriateness seeking the demolition or reconstruction of a designated historic landmark within the City. NOW THEREFORE, BE IT RESOLVED BY THE HISTORIC PRESERVATION BOARD OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified and confirmed as being true and the same are hereby made part of this Resolution. Section 2. Approval of Application for Certification of Appropriateness. The City's Historic Preservation Board finds that the Application for Certification of Appropriateness, attached hereto as Exhibit "A ", meets the criteria for approval as a Special Certification of Appropriateness under Chapter 171 of the City Code. The City's Historic Preservation Board hereby approves the proposed demolition and reconstruction of the Sunny Isles Beach Pier with no special conditions. On July 14, 2005, the City Commission of the City of Sunny Isles Beach officially re- designated the Pier as a historic site via Resolution No. 2005 -808. III. Demolition: This project calls for the demolition of the Pier and its restaurant and its replacement with a new Pier and restaurant within the same footprint of the original Pier. B. Excavations (trenching /footers, swimming pool, etc.): Concrete piles will be driven into the ground to minimize the impact of construction in the beach area. Fence Construction: There will be a construction fence located in the beach area during construction. Walls: Not applicable. C. Overall Description of the Project (Please explain the chronology of the work involved and describe all new construction excavation, demolition, and relocation that will be required. Describe how the building or property will be used upon completion. (Use the back of this sheet or another sheet if needed.): The Pier, located at 16701 Collins Avenue, was originally built in 1936 and has long been a major attraction for local residents and tourists. The Pier is the last remaining public pier in Miami -Dade County. Millions of tourists have visited or fished from Page 3 of 7 the Pier since it was built in 1936. The Pier was a much cherished memory in the minds of many and photographs reveal the Pier was almost always crowded with visitors. However, much of the original Pier structure was constructed of wood which was no match for the devastation wrought over the past 75 years by sea, sand and hurricanes. The Pier was badly damaged during Hurricane Wilma in 2005 and has been since closed to the public due to unsafe conditions. This project calls for the demolition of the Pier and its restaurant and its replacement with a new Pier and restaurant within the same footprint of the original Pier. The new Pier addresses Americans with Disabilities ( "ADA ") accessibility issues and provides increased public amenities to accommodate local fishing enthusiasts and sightseers from around the world. The Pier will include a restaurant and will be used as a fishing pier and sightseeing attraction. The new Pier will consist of building materials such as concrete, reinforced steel and reinforced PVC to ensure its longevity. Page 4 of 7 DEFINITIONS Maintenance or Repair: The act or process of applying measures to sustain the existing form, integrity, and material of a building or structure and the existing form or vegetative cover of a site. It may include initial stabilization work, where necessary, as well as on -going maintenance and repair. Samples of material may be requested. Restoration: The process of accurately recovering the form and details of a property and its setting as it appeared at a particular time by means of the removal of later work or by the replacement of missing earlier work All applications for restoration shall include: elevations, site and landscape plans (if necessary). A 300 -word statement with bibliography justifying the work and any additional photographs or information to support the proposed work. Rehabilitation: The process of returning a property to a state of utility through repair or alteration which makes possible an efficient contemporary use while preserving those portions or features of the property which are significant to its historical, architectural, and cultural values. All applications for rehabilitation shall include: elevations, site and landscape plans (if necessary), and other supplementary information that will support the proposed project. Excavation: The process of performing an archaeological dig to recover artifacts, historical material, or other archaeological features. It is recommended that the applicant include a 300 - word statement describing the project, its methodology, and where the recovered material will be disposed- Demolition: The process of destroying or tearing down a building or structure or a part thereof or the process of removing or destroying an archeological site or a part thereof. The Applicant(s) shall include a report explaining why the proposed action should occur. If this action is to occur for financial hardships all pertinent financial data should be included pertaining to the cost (if preservation, demolition and new construction. Any other material to the application is also encouraged as supplementary information. New Construction: The process of constructing a building or structure that has never existed at that location. Applications shall include: a site plan, elevations, floor plan, and landscape plan. Relocation: The process of moving a building or structure from its current foundation to another site. Applications shall include a report justifying the relocation and indicating that efforts to preserve the building would not be feasible and justifying the proposed relocation site. Special Certificate of Appropriateness — Those certificates involving the demolition, removal, reconstruction, alteration or new construction of an individual site or in a district which requires determination by the Historic Preservation Board before such certificate can be issued. Standard Certificate of Appropriateness — Those certificates based on such guidelines and standards, as may be officially adopted by the Historic Preservation Board, and for which issuance has been authorized by such board upon findings by the Board that proposed actions are in accord with such official guidelines and standards.
