(CGA) is pleased to submit our Statement of Qualifications for Traffic Engineering and Transportation Consulting to the City of Sunny Isles Beach. We have carefully reviewed the scope of services to be provided for this project, and have selected a project team based on past performance to ensure that the City of Sunny Isles Beach is provided with the necessary skills to successfully complete all services outlined in this RFQ. CGA's goal is to meet and exceed the City's requirements for these contract services. We are a well - established, multi - disciplinary firm with offices located in Fort Lauderdale, West Palm Beach, Port St. Lucie, Homestead, Clearwater, Jacksonville and Atlanta, Georgia. For 75 years, our firm has been providing municipal consulting services — mostly to the South Florida area. Our experience, gained through long- standing relationships with local governments and our diverse personnel, makes us uniquely qualified to deliver the required quality services stipulated in the RFQ's Scope of Services. If selected, CGA's Fort Lauderdale office located at 1800 Eller Drive, Suite 600, Fort Lauderdale, FL will be the responsible office for this contract. EXPERIENCE THAT COUNTS Mr. Maxwell has been a leader in the Traffic Engineering industry for over 16 years representing the interests of municipal and state agencies. He currently leads the CGA Traffic Engineering department in providing Traffic Engineering services to numerous municipalities such as Palmetto Bay, Pinecrest, Greenacres, Parkland, Loxahatchee Groves, Surfside, Weston, Homestead, West Park, and Medley to name just a few. The CGA Traffic Engineering team has also been providing ongoing transportation planning services to the Florida Department of Transportation since 2004 and was recently awarded a contract extension through Year 2012. This is a typical condominium construction defect suit involving the developer, contractor, numerous subcontractors and all the design team. Walnut Creek Community Development District vs. Standard Pacific of South Florida, GP, Inc., Et Al, Case No. CACE10019353. Suit was filed May 4, 2010. The case concerns the failure of an HDPE drainage system and is in the early stages of discovery. The other parties include the developer, the pipe manufacturer and the contractor which is defunct but which may have insurance coverage. Our understanding is that the problems are primarily the result of defective manufacture of the HDPE pipe although design and construction deficiencies also are alleged. 5. Armando Alvarez vs. Keith and Schnars, PA, Calvin, Giordano & Associates, Inc., Community Asphalt Corp., Arazoza Brothers Corporation, Arazoza Brothers Corporation f /k /a Aqualawn, Inc., Vila and Son Landscaping Corp., a Florida Corporation, Edward R. This case is pending. 6. Calvin, Giordano & Associates and Franklin County, Florida filed lawsuit N0. 4:2012cv00001 in the Florida Northern District Court against B.P. Exploration and Production Inc. in January 2012. The suit was filed in an attempt to collect payment from B.P. E% C E P T 1 0 N A L S 0 L U T 1 0 N S a Indication of How Long It Would Take to Implement Service After Authorized to Begin: Calvin, Giordano & Associates, Inc. can commence work on any project immediately upon receiving the Notice to Proceed from the City of Sunny Isles Beach. The engineering staff assigned to this project has the capacity to begin immediately working on the project gathering as- builts and permits. Our survey department staff can place a crew in the field within 48 hours of receiving the Notice to Proceed to begin the design survey. From that point, all other services would follow uninterrupted. Based on our experience with these types of projects and more specifically our permitting experience with FDOT and Miami -Dade County on these types of projects, CGA would expect that our team would have an advantage with shorter length of time permitting and fewer RAIs than most other firms would. CGA team personnel have been involved in multiple traffic operations safety studies and possess the knowledge and tools to provide sound solutions. CGA's team is highly experienced at developing constructible and cost - feasible improvement alternatives and performing the benefit /cost analysis to identify the preferred alternative. Benefit -cost analysis is one of the key components of a traffic operations /safety study because this step quantifies the benefits (operational and /or crash reduction) versus the annualized costs of the proposed alternative. We are cognizant of what it takes to be fully responsive to the City of Sunny Isles Beach, and believe we can bring a fresh perspective to the city. Ability to Meet Desired Timelines and Deadlines The typical CGA internal reviews take place at 30 %, 60 %, 90 %, and 100% complete documents. After incorporation of the City's 30% comments, CGA will proceed to completion of 60% construction documents. As with the 30% documents, the 60% construction documents would then be provided to the City staff for review and comment. We will proceed to 90% construction documents upon incorporation of the City's 60% comments. CGA will prepare the construction permit applications and supporting documentation at the 90% construction document stage to assist the City of Sunny Isles Beach with obtaining the construction permits for the improvements. In addition, CGA will review the project from a "Constructability" of design perspective in order to meet the City's goals and objectives and to maintain a firm grasp on the costs associated with each project. The "Constructability" of a design is an important facet to consider during each phase of a design's development, however, when a preliminary design is nearing substantial completion (90% plans), it undergoes an in -house constructability review by our CEI and Construction Management Departments. This review specifically ensures that the plans make sense from a construction perspective, and is intended to minimize potential problems in the field during construction. We will meet with City staff to receive their comments on the 90% design submittal. Following the meeting our team will incorporate the City's comments and in addition identify any changes required due to agency comment and comments from the CGA constructability review, and make appropriate revisions to the 90% design documents. We will then proceed to complete preparation of the contract documents, technical specifications and bidding documents for the solicitation of competitive bids for the construction of the project. The CGA attendees present at the meetings will be dependent on the phase of the project and the issues to be addressed. These meetings will be focused on adherence to the project timeline, quality control, budget, and also on the resolution of any outstanding issues. Close attention to the budgetary constraints of available funding will be a primary focus of the CGA team. In addition, value- engineering analysis will play a critical role in insuring the most efficient design possible. No work will be added to the project without review and agreement by both the City staff and the CGA project manager; such review will include cost and time impacts in order to identify alternative solutions, which can maintain the project's budget. An initial review of the long -range estimate will be conducted as one of the first work items under this contract. Verifying the estimated work against the agreed upon project scope will establish the baseline cost for construction.
