SRS Engineering, Inc. has provided engineering design and construction management services
for over 16 years. We have extensive experience providing services to municipalities.
Currently, we are under contract to provide continuous miscellaneous services to the City of
Coral Gables, City of Hialeah, Naranja Lakes CRA, and the State of Florida Department of
Military Affairs. Recent projects include new roadways, drainage improvements, water and
sewer pipelines and pumps stations, environmental studies, master planning, municipal
buildings and parking areas, parks and recreational facilities, and construction administration
services and construction inspections.

Proposed Approach
& Methodology
SRS Engineering, Inc. shall be the responsible for the overall coordination and management of
the project. SRS will coordinate the work of our subconsultants and oversee and review their
work products. SRS will be the design firm, responsible for the project management and design
of project and the preparation of all the construction documents and support services. SRS will
also be providing construction phase services including periodic site inspections and document
control.
Our Team will be led by Mr. Ignacio Serralta, P.E., who will serve as Principal -In- Charge. Mr.
Serralta will be personally overseeing the management of the project and coordinating between
the City and the SRS Team. Mr. Serralta will be your key point of contact and seeing that City's
requirements are met is his main responsibility.
Our Senior Project Manager will be Mr. Oliverio Sanchez, P.E. He will be in charge of the day
to day management of the project including overseeing all design and construction phase
services, reviewing quality control and quality assurance, project scheduling and costs, and
preparation of all work products. Mr. Sanchez will be assisted and supported by Mr. Jean -
Claude Fontaneau, our Senior Project Engineer. Mr. Fontaneau is primarily responsible for the
engineering design and preparation of all construction documents.
F.R. Aleman and Associates will provide all surveying and mapping services including all
topographical survey and preparation of easements, as required. Mr. Fernando Gatell, PSM will
be in charge of all surveying services.
PSI will provide all geotechnical engineering and testing services including percolation tests and
soil boring as required for design. PSI is headed by Mr. Juan Villegas, P.E. who will be
responsible for overseeing all work products prepared the firm.
SRS is very familiar with the design of drainage systems in Miami -Dade County. We have
design improvement projects for several local municipalities, Miami -Dade County, and over 550 -
acres of private developments. We have design large gravity storm drains, drainage pump
stations, canals, lakes, exfiltration trench systems, drainage wells, and retention /detention
basins and wetlands.
Among our most recent drainage systems design experience includes Friedland Manor
Drainage Systems Improvements and Retention Area, NW 138`h Street Roadway Improvement
project including the new canal, and the reconstruction of over 26 miles of existing roadways,
including the preparation of designs for the construction of drainage improvements associated
with the roadway reconstruction.
Additionally, as part of the DORM project SRS served as a Master Consultant. The
FEMA/DORM project was a jointly funded effort supported by the Federal Government, State of
Florida, and Miami -Dade County intended to mitigate problems that arose as a result of
Hurricane Irene (October 1999) and the "No Name Storm" (October 2000). As a Master

Consultant the responsibilities included the coordination of approximately twelve (12)
engineering design consultants, eight (8) geotechnical firms and nine (9) land surveying firms
involved in the design of approximately four hundred ninety (490) mitigation projects. These
projects ranged from drainage improvements to total roadway reconstruction, canal dredging,
culvert cleaning, and canal bank restoration. Additionally, our firm oversaw the construction
efforts of nine (9) contractors performing work with an estimated construction value of
$35,000,000.00. SRS was responsible for all document control related to these projects,
approval of payment for design, survey, geotechnical reports, and construction in accordance
with FEMA required guidelines.
SRS has analyzed and designed many force main systems for our development projects, the
City of Hialeah and MDWASD. Our most recent relevant project experience includes the master
planning and design of the water and sewer systems for the newly annexed area to the City of
Hialeah; the design of the City of Hialeah 36 -inch transmission water and sewer force mains,
and Section 26 Sewer Improvement project which includes the design of over 23,700LF of 8-
inch to 48 -inch force mains. All in All, SRS Engineers have designed over 77,000 linear feet of
36 -inch or larger pipeline water and sewer force mains within Miami -Dade County in the past 3
years.
SRS has analysis many sewer systems for design and is very familiar with the use of software
to evaluation and analyze sewer systems including SewerCAD, WaterCAD and AutoCAD Civil
3D.
SRS has extensive experience in the evaluation and design of pump stations including sanitary
sewer and drainage pump stations. SRS has designed 4 large drainage pump stations for
DERM and the City of Hialeah. These stations include Arch Creek, Biscayne Gardens, NE 26th
Avenue, and E. 19th Street. Our experience with sewer pump stations includes several stations
for large private developments, the City of Hialeah, and Miami -Dade County Water and Sewer
Department.
Among, our recent pump station experience includes the design of Hialeah's Reginal Pump
Station 200 which included the preparing the water and sewer master plan for the newly annex
area, and MDWASD's Pump Stations Nos. 7, 108, 140, 427, 430, 502, and 1018. SRS is
currently under contract with the City of Hialeah which includes providing services to their Water
and Sewers Department, and MDWASD in which SRS has a continuing contract for design of
upgrades to pump stations.
Currently, we are designing a large area wide sewer improvement project for the City of Hialeah
known as Section 26. This project consists of the design of a 12.8 MDG regional pump station,
upgrades 12 existing pump station, and design of over 23,700 linear feet of 8 -inch to 48 -inch
force mains. The estimated construction cost for the project is $14,000,000.

years, designing large storm water management projects. Mr. Serralta has also designed three
large area -wide drainage systems that included interconnected drainage systems and pump

designed a storm system for the City of Florida City consisting of a 10 -acre retention basin, inlet
structure with energy dissipation features, a water level control devise with wireless remote
pump controls and solar /battery capabilities, and seepage trenches for storm water relief. In
addition to 1,200 LF of 30" diameter storm sewer pipe connected to drainage pump station in
the Friedland Manor Area.

Qualifications
SRS Engineering, Inc. has designed many recreational projects for local parks and for private developments.
Our experience includes a multi -year consulting contract with Miami -Dade Parks and Recreation Department
providing engineering design and construction management services. The following is a list of parks and
recreational projects we have completed. These projects include several walkways /trails and bike paths, trail
bridge, access roads, site development including clubhouses, restrooms, park facility buildings, picnic areas, an
equestrian center with equestrian trails, canoe ramps, playgrounds, parking areas, water and sewer
improvements, drainage improvements and marinas. All together, we have designed over 22 park and
recreational projects.
On most of these projects our task included the planning of site improvements including laying out of park
facilities such as park administration and maintenance buildings, parking lots, access roads, field drainage
improvements, water and sewer systems, sewer pump stations, and various walkways and bike paths. Our
scope of work included the project management, coordinating the work with all the subconsultants, design and
preparation of construction documents, specifications, preparation of construction cost estimates, permitting
through the various regulatory agencies and departments, bid phase services including conducting pre -bid
meeting and review of bids; and construction phase services which included conducting site inspections,
responding to RFI's and review of shop drawing, and final close out.

Qualifications
SRS Engineering is a FDOT pre- qualified firm to perform ,, e
engineering services. We are very familiar with FDOT LAP
(ARRA) requirements. SRS has recently completed the design
of W. 53`d Street Roadway Improvement Project for the City of
Hialeah in accordance with the ARRA/LAP guidelines. In addition, SRS is currently providing CEI services for
several new LAP /ARRA proOcts for the City of Hialeah and Coral Gables. These projects include the 1 -75
Ramp /NW 138th Street, W. 4' Avenue, and Ponce de Leon Boulevard.
SRS has recently completed work on two bridge projects, Black Creek Bridge and the Access Road and Bike
Path Bridge for Chapman Field Park. The Chapman Field Park Bridge consisted of a 21 -ft wide bridge over a
water crossing for canoes.
In addition, our senior project manager and structural engineer have extensive experience in design of port and
marine structures including docks, fender systems, harbor crane supports, wharf extensions, mega cruise ship
terminals. Among the projects they worked on include the following:
Berth 24 Extension, Port Everglades, Florida — Design and construction document preparation of 500 feet
length of HZ combined wall system to extend the effective length of an existing pier in order to accommodate a
new cruise ship. The project included the addition of four 150 ton bollards and fender systems.
Berth 28 and 29, Port Everglades, Florida - Structural analysis for HMK -260E mobile container crane
operation. Structural analysis to determine the feasibility of operating mobile harbor cranes HMK -260E at Berths
28 and 29.
Disney Cruise Line Resort Island, Bahamas — Part of the team responsible for the structural calculations,
construction document preparation and shop drawing review for this project which included a marginal wharf, the
creation of an artificial berth island, a protective breakwater, a steel bridge and several fixed timber docks and
platforms for recreational activities.
Onyx Seawall Replacement, Miami, Florida — Replacement of more than 200 feet of existing seawall with a
new sheetpiling wall for a new high rise building. Responsibilities included design, and construction document
preparation.
Cypress Club, Ft Meyers, Florida — Private marina for two high rise residential buildings, with 520 feet of
sheetpiling seawall and walkways, including breakwaters and piers to accommodate 70 boats from 30 to 56 feet
length. Responsibilities included structural calculation, design, construction document preparation and dredging
evaluation.
Miami Circle Seawall Replacement, Miami, Florida —
Replacement of more than 540 feet of a partially collapsed seawall
with a new sheetpiling wall at Archeological Tequesta Circle in
Miami River. Responsibilities included design and construction
document preparation.
NW 138th Street Roadway Improvement, Hialeah, Florida —
Design of over 700 linear feet of concrete pile and panel canal wall.
Qualifications
DESIGN EXPERIENCE WITH ROADWAY AND DRAINAGE1
PROJECTS
SRS has extensive experience in the design and construction
management of roadway projects. SRS has designed roadways of several municipalities, Miami -Dade County
and many private land development projects. Our most recent relevant project experience encompass several
roadway and drainage improvement projects for the City of Hialeah totaling over 26 -miles of roadways including
E. 9th Avenue, S.E. 7th Avenue, W. 23rd Street and W. 36th Avenue (NW 97th Avenue). Other roadway
projects include the design of the Miller Drive (SW 56th Street) widening, the extension of SW 120th Street, the
widening of NW 138th Street and adjacent canal, and the entrance to Florida Memorial University.
NW 138'h Street, in particular, is currently under construction with a construction cost of over $12,450,000. This
roadway project consisted a of 6 -lane divided roadway including continuous drainage system and street lighting
(1.4 Miles); signalized intersections at NW 97th Avenue, NW 102nd Avenue, and NW 107th Avenue with double
left turns and deceleration lanes; new 50' wide drainage canal including culverts and a canal wall along the north
side of NW 138th Street between NW 97th Avenue and 1 -75. This project also required an extensive permitting
including City permits with Hialeah, Hialeah Gardens, Miami -Dade County, DERM, FDOT, SFWMD, COE, and
DEP. An Environmental Resources Permit (ERP) was required, cut and fill calculations, and wetland mitigation.
In addition to our municipal roadway design experience, SRS has planned and designed over 550 -acres land
developments projects within Miami -Dade County which included the design of all roadways and storm water
management systems.
Furthermore, an example our ability of manage large and complex project, SRS was the program manager
(Master Consultant) for the DERM FEMA/DORM Program. The FEMA/DORM project is a jointly funded effort
supported by the Federal Government, State of Florida, and Miami -Dade County intended to mitigate problems
that arose as a result of Hurricane Irene (October 1999) and the "No Name Storm" (October 2000). As a Master
Consultant we were responsible for the coordination of twelve (12) engineering design consultants and seven (7)
+., land surveying firms involved in the design of approximately four

from drainage improvements to total roadway reconstruction,

large land development projects within Miami -Dade, Broward, and St. Lucie Counties. Our firm provides full land
development services from initial due diligence and feasibility studies to complete design all site improvement
including roadways, drainage systems, stormwater management, lakes, canal, water and sewer systems, pump
station, cut and fill studies, and all associated permitting. Among our recent projects include the following:
Kendall Commons - SRS prepared all civil engineering design
plans and specifications for the construction of an approximately
160 -acre traditional neighborhood district development comprised
of 1,256 residential units, including townhouses, single family
homes, live /work units, lofts, and flats; as well as over 132,000 sq.
ft. of commercial retail, 15 -ac lake, and a 9 -acre school. SRS

Bluewaters - 80 -acre mix -use Single Family/Townhouse
development located south of SW 240th Street between the
Florida Turnpike and SW 112th Avenue in southwest Miami -
Dade
Hialeah Palms - 114 -acre multi -use urban design neighborhood
comprised of 933 residential units, including multifamily,
townhouses, and single family homes; as well as 9.5 -ac wetland
and a 5.8 -acres of parks and green areas in Hialeah Annex Area.
Coral Keys Homes - 44 -acre Multi- family /townhome development
comprised of 614 townhouse units. The project is locate north of E. Palm
Drive (SW 344th St.) and SW 172nd Avenue in Florida City. SRS services
included the civil design of all on -site roadways, paving and grading,
drainage and storm water management systems, on -site lake and
wetlands, on -site water and sewer systems, design of off -site water and
sewer systems and design of SW 172 "d Avenue roadway between Palm
Drive and NW 7t' Street. Other services included contracting and

PROJECT DESCRIPTION:
The purpose of this project was to provide storm
water retention for the drainage relief system of
the Friedland Manor neighborhood in Florida City.
The proposed retention area is connected to an
existing pumping system inside the Friedland
Manor area via a 30" diameter storm sewer pipe.
SRS conducted the storm water conveyance and
retention basin modeling, prepare construction
documents and assisted the City in obtaining
environmental permits for the Project.
The project included the design of a 10 -acre dry
retention basin, inlet structure with energy
dissipation features, a water level control devise
with wireless remote pump controls and
solar /battery capabilities, and seepage trenches
for storm water relief. In addition 1,200 LF of 30"
diameter storm sewer pipe and 2,180 LF of
unpaved access road were designed for this
project.
The Project was permitted through South Florida
Water Management District and Miami -Dade
County D.E.R.M. in conjunction with the City of
Florida City.

PROJECT DESCRIPTION:
SRS provided the engineering design, permitting
and construction phase services of a
pedestrian /bike path, access road, parking area,
and canoe ramp. The project is located within
Chapman Field Park from Old Cutler Road to
approximately 3/a mile east into the park. The
work included the geometric design of the
pedestrian /bike paths and parking lot, design site
paving, grading, and drainage plans.
Coordinating the work with other subconsultants
including Surveyors, Geotechnical, Structural
Engineers and environmental consultants. Our
scope of work also included preparing and
submitting permit applications and construction
plans for "dry -run" and `final" review by local
regulatory agencies including Miami -Dade County
Building Department, Miami -Dade Public Works
Dept., and DERM; as well as, Environment
Resources Permit (ERP) for costal construction
and impacts to wetlands and mangroves .

This project consisted of the engineering design
of water and sewer infrastructure required to
serve the newly annexed area to the City of
Hialeah. This work included the preparation of
construction documents and permitting assistance
to the City. Our work included the preparation of
a water and sewer master plan for the area in
order to determine the current and future service
needs and the size and location /alignment of
water and sewer main lines needed along the
major arterial roadways. It also included the
design of a regional sewer pump station with
backup generator with sufficient capacity to serve
the entire annexed and adjacent areas.

SRS conducted a hydraulic analysis of the
proposed force main to determine size of line and
to verify compliance with previously prepared
Annex Area Water and Sewer Master Plan.
Prepared construction documents for the
construction of a 8.43 MGD regional /booster
sewer pump station consisting of a two -story
wet /dry well building with four 470 -HP pumps,
electrical control systems, telemetry, odor control
system, and backup generator. The Pump Station
has capacity to serve the entire annexed area
bounded by NW 138th Street (south), I -75 (east),
NW 107th Avenue (west), and NW 170th Street to
the north, and flows from Pump Stations 150,
152, 153, 154, 155, and 156; tributary portions
of the gravity sewer system at point of connect.
The pump station is located at Casas Park at W.
80th Street and W. 32nd Avenue.
The project also included a meter station to
measure flow out of station and the design of
approximately 3,060 LF of force main pipeline (24
to 36 inch diameter) from pump station to point
of connection with existing MDWASD force main
at NW 87th Avenue and W. 80th Street. We also
designed approximately 1,600 linear feet of 24-
inch force main and 12 -inch gravity sewer mains
from point of connection with existing City's force
main and gravity system at W. 32 "d Avenue and
W. 76th Street to new pump station.

SRS prepared construction drawings for a new
regional pump station consisting of a submersible
pump station with 4 submersible pumping units
(215 HP) with a peak capacity of 8,880 GPM (12.8
MGD) and valve chamber. The pump station site
included a building housing the electrical control
room and a storage area; an odor control unit;
MDWASD flow meter, emergency generator, and
other improvements. The project also included
the design of upgrade improvements to 11
existing pump stations. Upgrades included
replacement of existing pumping units, new
electrical control panels, new electrical services,
replacement of PS piping, new valve vaults and
fittings, demolition of existing wet well tops and
reconstruction with new hatches, wet well
refurbishment, new telemetry systems, and

construction schedule and related issues, conducting
regular site visits of the construction site to observe on-

land development and site planning, airport work on both landside and airside, port and marina
developments, municipal engineering, storm water management and drainage engineering,
roadway engineering, construction management, field supervision, and quality control. His
extensive municipal project experience has provided him with broad knowledge in project
coordination, dealing with governmental agencies and plan approvals and processing. Mr.
Sanchez was the project manager on several City of Sunny Isles Beach projects including Bella
Vista Park, Collins Avenue Beautification, and Arlen House Streetscape.
Our Design Project Manager will be Mr. Jean - Claude Fontaneau, who has fourteen years of
experience in civil engineering design. He has been responsible for the planning and design of a
variety of municipal and site development projects. Mr. Fontaneau is primarily responsible for
the engineering design and preparation of plans and specifications including the design of pump
stations, water and sanitary sewer pipelines, site development projects, roadway improvements,
and storm drainage systems. Mr. Fontaneau was the project manager in charge of the design
of several municipal projects including NW 138th Street Roadway and Drainage Improvemetns,
NW 97th Avenue Roadway Improvemtns, Miller Road Widening and several municipal site
improvement projects including parks, marinas and community centers.
Our Structural Engineer will be Gisela Rey, P.E. Ms. Rey has over 25 years of experience in
design, planning and management of structural engineering projects for port facilities, including
docks, fender systems, harbor crane supports, wharf extensions, mega cruise ship terminals
and canal stabilization. Among her recent experience is the seawall replacement at
Archeological Tequesta Circle in Miami River. Responsibilities included design and construction
document preparation.

PROFESSIONAL EXPERIENCE
• Master Consultant from November 2001 through December 2005 for the
FEMA/DORM Restoration Project. The project was a jointly funded effort
supported by the Federal Government, the State of Florida and Miami -Dade
County and was intended to mitigate problems that arose as a result of
Hurricane Irene (October 1999) and the "No Name Storm" (October 2000). As
Master Consultant we oversaw the construction efforts of nine (9) contractors
performing work with an estimated construction value of $35,000,000.00.
Additionally, we were responsible for the coordination of approximately twelve
(12) engineering design consultants, eight (8) geotechnical firms and nine (9)
land surveying firms involved in the design of approximately four hundred
ninety (490) mitigation projects. These projects ranged from drainage
improvements to total roadway reconstruction, canal dredging, culvert
cleaning, and canal bank restoration. Finally we were responsible for all
document control related to these projects, approval of payment for design,
survey, geotechnical reports and construction in accordance with FEMA
required guidelines.
■ Principal In- Charge for the engineering design work of Miami -Dade
County Public Works Department for the widening of Miller Drive between SW
152"d Avenue and SW 158th Avenue (3,250 LF).
■ Project Civil Engineer for the City of Hialeah reconstruction of several
existing roadways totaling over 26 miles.
• Project Engineer for the design, permitting and construction phase
services of several County Parks as part of a miscellaneous engineering
contract including Chapman Field Park, Three Lakes Park, Crandon Marina,

■ Miarni -Dade Expressway Authority, S.R. 836 Toll Plaza Expansion.
Design Engineer for the design of the relocation of existing water and sanitary
sewer mains along NW 9t' Street as part of the S.R. 836 Toll Plaza Expansion.
The project included design of 330 LF of 8" water main, 600 LF of 8" and 10"
sanitary sewer mains, abandonment of existing water mains, and extension of
existing water main encasements.
■ U.S. Department of Labor, Homestead Job Corps Center. This project
involved the design of a 15 building /40 acre site including paving, grading,
drainage, water and sewer systems, and fire protection lines. Additional work
included coordinating the video inspection and rehabilitation of the existing
sanitary sewer system and water mains.

Over the course of the contract, we have completed 88 Work Orders most of which were at
different schools, on many occasions the services were required immediately and FRA's

FRA's survey and utility crews have completed ninety -six work orders. A sampling of the
schools FRA has served is Leisure City Elementary; Nautilus Middle /Polo Park; Joella Good

The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
the City of Sunny Isles Beach to perform and furnish all Work as specified or indicated in the Contract

our main office, conveniently located at 5001 SW 74th Court, Suite 201, Miami, FL
33155. We currently employ 15 professional and administrative staff members who
work regularly out of our prime office location. Our point of contact is Ignacio Serralta
our principal at (305) 662 -8887.
Our office is located just minutes from the Palmetto Expressway (826) and Bird Road.
We are a short 40 minute drive from The City of Sunny Isles Beach.
