(B&A), is pleased to submit this proposal for Urban Planning & Design as outlined in this RFQ. Our goal is to provide the City of Sunny Isles Beach with a superior level of service on any assignment issued to our team in connection with this RFQ. We aim to provide urban design and planning solutions that meet and exceed City’s expectations. B&A has extensive experience in the area of planning and urban design, having successfully completed a number of projects throughout the U.S. and abroad for a vast array of municipal clients ranging from large cities and global port authorities to small towns and private waterfronts. In addition, B&A currently manages several continuing services contracts for for on-call planning and urban design services on projects that have been critical to the growth and expansion of various cities. B&A has assembled a team of professionals that have fi rsthand knowledge of potential project issues. This fi rsthand experience, coupled with a keen understanding of the area, the client, and the services to be rendered from conceptual designs to permitting and construction, make B&A the ideal candidate for this job. (B&A) has had an exemplary record with excellent history and quality delivery of its services. Since its founding in 1939, the Firm has had few, if any, disputes with clients. However, in the course of business, it is not uncommon for A/E fi rms to be involved in certain disputes, most of them from third parties incidental to the course of business. Currently, and specifi cally over the past 5 years, B&A has no major pending litigation, major disputes, contract defaults or claims other than those listed below. Furthermore, B&A has not been terminated or has ever failed to complete any construction job in the past fi ve years. In the condominium arena it is almost certain that architects working on condominium will end up as a party to litigation between the developer and the condominium association. Currently B&A is a party to two such actions. B&A has resolved any issues associated with their services, but these actions stay open until the developer settles the matter. In addition B&A is party to a suit where the client has sued the contractor and all design consultants to resolve construction defects. B&A is working with the client to resolve all matters. B&A performed parking and engineering studies to evaluate present and future parking demands and the potential to create open space in the area through the construction of a parking structure. (B&A) acted as the City of Homestead urban design consultant, reviewing all residential projects with a site area of 5 acres or over for compliance with the spirit of the city’s urban design guidelines. Additionally, B&A has the responsibility to recommend to the Planning and Zoning Board approval of administrative variances as deemed necessary to obtain the best residential design for the City. B&A staff sat as advisors to the Homestead Planning and Zoning Board during their meetings. B&A reviewed site plans, met with developers and architects and evaluated potential administrative variances. 20 City of Homestead Transportation & Transit Master Plan Homestead, Florida Bermello Ajamil & Partners worked on the City of Homestead Transportation and Transit Master Plan. The project goal was to provide a vision for, and adequately ensure the development of, the roadway and transit infrastructure in Homestead. The scope of the project included assisting the City in developing a comprehensive Roadway Improvements Program while providing the traffi c management services to ensure the roadway network can safely and effi ciently perform to its potential. There was also a need to improve transit services within the City, as well as Miami- Dade and Monroe Counties. The plan made the most of existing sources and identifi ed potential transportation funding. 21 New Haven Empowerment Zone Neighborhood Plan New Haven, CT Client: City of New Haven Planning Department Bermello Ajamil and Partners was commissioned by the City of New Haven Planning Department to conduct a neighborhood analysis and development plan for two of the city’s largest communities, Hill and Fair Haven. Both Hill and Fair Haven are historic districts that had served as gateways for arriving immigrants who often went to work in the prolifi c oyster beds found just off shore. As the oyster industry deteriorated, so did the area. B&A assisted in identifying the needs and opportunities that existed within the area, conducting analyses of the current conditions and presenting recommendations for potential redevelopment and land use opportunities. 22 Fischer Homes Hope VI New Orleans, Louisiana Client: New Orleans Housing Authority Completion: 2002 Bermello, Ajamil & Partners, as part of the National Housing Group Team, developed the urban design plan and preliminary architectural schematics for the HOPE VI application for the Fischer Housing project which is located on the West Bank of the Mississippi River in New Orleans, Louisiana. B&A was responsible for the planning and architectural analysis required to establish need for revitalization. Our effort involved extensive site analysis, neighborhood analysis, context area analysis, and building conditions evaluation. The thrust of the design addresses the relocation of the previously mentioned uses and the bending of the Pompano Beach Boulevard to create an expanded beach front restaurant and pier access site, new park open space and a proposed parking structure to accommodate 500 vehicles and maintain public access to the beach. The project addressed numerous issues of waterfront development including engineering, sea turtle protection and beach dune restoration. City-Wide Master Plan, Hollywood, Florida - Carried out all the urban design analysis and is responsible for the development of the Urban Design Element of the Master Plan. Directed the urban design component of the city-wide master plan. Analysis of the different sectors that comprise Hollywood assessed the problems and opportunities in each area. Town Center Master Plan, Coconut Creek, Florida - Project Manager for the Master Plan for 148 strategically located green fi eld acres. The project addressed incorporating environmental analyses, roadway infrastructure requirements, identifi cation of regulatory constraints, and the identifi cation of market and economic trends that would infl uence the future development of the site. A market analysis was carried out by Lambert Advisory to defi ne general demand for different uses, residential, commercial, offi ce and civic uses. Altos de Cuervo Master Plan, Tequila, Jalisco, Mexico – Project Manager for the master plan of Altos de Cuervo, an 850-acre Greenfi eld site overlooking the town of Tequila in the province of Jalisco, Mexico. B&A was charged with not only preparing the design master plan, but also defi ning the general program and theme for the project. The project is being developed in phases. The changes in vehicular movement and landscaping help create a sense of community. Reconstruction of 800 homes, including single-family and townhouses, is planned. Marina Point Residential Community, MiamI, Florida - Project Manager, land planning for 95-acre residential subdivision for 530 single-family, zero-lot-line residences on 5,000-sf (average) lots. The community plan featured a main boulevard culminating in a circle and park at the community’s lake. Neighborhoods are organized on each side of the main boulevard around a community park, and each has its own smaller park. Quartier de Port Plan, Nice, France - A market study and master plans for one of the Mediterranean’s leading cruise and ferry ports. Comprehensive waterside, terminal and upland improvements. A market analysis for the region included market potential for maritime passenger traffi c and cargo growth between French mainland ports and Corsica. Key West Naval Base Reuse, Key West, Florida - Project planner for master planning of two of the affected properties in the Naval Base Reuse project, focusing on master planning and designing to fi t the urban context. Projects included adaptive reuse of the 36-acre Poinciana residential area as affordable housing, and conversion of the 40-acre Truman Annex submarine base as mixed-use affordable housing, plus commercial uses, public marina and two-berth cruise seaport. Grenada Waterfront Master Plan, St. George’s, Grenada - The Grenada Cruise Port Village master plan is conceived as an extension to the water’s edge of St. George’s the Downtown. Its execution provides for additional retail activities, pedestrian access and view corridors to the water’s edge. Coca-Cola Properties Reuse Study, Plaza Soyapango, San Salvador, El Salvador - Project Manager for the highest and best use study to defi ne the potential reuse of the land area that contained the spring for water supply and the bottling plant. The project process addressed establishing an understanding of site conditions, the site’s context infl uences regarding access, area, character of surrounding neighborhoods and retail areas. B&A worked closely with Lambert Advisory, who carried out the market and economic feasibility element of the study. Addressed various scale of development from a large multi modal station in the capital, Hamilton, to smaller stations in the outlying communities. Baylink Light Rail Connection, Miami, Florida - Development of all station area designs for over 15 stations for the light rail to serve Miami and Miami Beach. The project included the station design, the analysis of the surrounding context, the location of the station and an extensive public involvement process. The “New” Pompano Beach Boulevard and extension to Atlantic Boulevard will create dramatic gateways to the City’s beach area. The City has subsequently retained B&A to further develop the landscape plans and construction drawings for the streetscape design of Atlantic Boulevard between Pompano Beach Boulevard and A1A. The project entails a heavy public participation aspect regarding design concepts and input from residents of the area with several community workshops held to this effect. East Atlantic Boulevard Streetscape -Project Manager responsible for the conceptual planning and detail design for a one block redevelopment of the streetscape on Atlantic Boulevard. Serving as the gateway to Pompano Beach, this most eastern block of the Boulevard was designed to provide a more pedestrian friendly environment and encourage outdoor cafes and sidewalk retail activities. On street parking along both the north and south sides of the block were incorporated into the plan to assist in calming the vehicular traffi c while providing easy access to the Beach. A multi-phase, multi-year Community Outreach Plan has been prepared and built upon in order to address a very challenging implementation from a public perspective. The preparatory phases have included Key Opinion Leaders Surveys, one-on-one briefi ngs with elected offi cials and presentations to governmental, civic and grassroots groups. Open Road Tolling will be implemented on a corridor-by-corridor basis. Each corridor receives unique attention and a strategic plan to fi t the needs and the community profi le of the customers using the MDX system. MDX Long Range Master Transportation Plan (2025 and 2035 Update) - Every fi ve years MDX updates their Long Range Transportation Plan and identifi es new projects through a visioning process with its Board of Directors, transportation partners and the public. This update included the use of a new innovative preference survey technology (Turning Point) with the Board Members to gather and present live results of priorities for all presented projects. This award-winning facility is located on an existing expressway and includes two AVI lanes, six toll lanes, a canopy, a service tunnel and a catwalk. Stainless steel and aluminum cladding provided MDX with the advantages of off-site prefabrication, rapid construction and installation and minimum disruption for the public during this construction process. This award- winning 14,000 SF building was designed to house a state-of-the-art traffi c center, a boardroom and general offi ce space. Marriott Vacation Club International Architectural Due Diligence Analysis, Miami, Florida - Prepared a due diligence analysis in an effort to attract international and domestic timeshare owners for a proposed 240-unit, 7 building complex at the Marriott Vacation Club Timeshare Resort along the Greg Norman “Great White Course,” at the Doral Golf Resort and Spa in Doral, Miami-Dade County. Analyzed regulatory process, focusing on zoning, platting, concurrence, and impact fees. Developed general architectural concept including drawings, site plans and preliminary specifi cations. Marriott Vacation Club International Villas at Doral, Miami, Florida - Prepared design and construction documents for 240 unit, 7 building multi-phase project at the Doral Golf Resort and Spa. American Airlines, Admirals Club Concourse D, Miami International Airport, Miami, Florida - Renovated an existing Admirals Club while minimizing the impact on 2,000 daily passengers. American Airlines Admirals Club Mexico City, Mexico - Project Manager responsible for all phases of this award winning project, from initial conceptual design through construction phase. Intended for business travelers and international passengers, the Admirals Club in Mexico City combines upscale fi nishes with practical amenities expected by all visitors. Salvadore Park and Tennis Center Improvements, Coral Gables, Florida - Provided programming, park master planning, schematic design and construction documentation for this tennis center and public park located in Coral Gables, Florida. The facility has 13 tennis courts including eight clay courts and fi ve hard/asphalt courts and a tennis center that houses restrooms, showers and a tennis pro-shop. In addition, the park features a picnic pavilion, playground, tot lot, picnic area and street furniture. Athalie Range Park Improvements, Miami, Florida - Provided architectural and engineering services for the development of construction documents, bid/negotiations and construction administration. The project scope included the remodeling of the existing pool facility, including offi ce, bathrooms, pool and pool equipment. Construction cost - $1.5 million. Riverside Center, Miami, Florida - B&A assisted the City of Miami in remodeling an existing 10-story, 199,000 SF offi ce building to consolidate all the city’s scattered administrative functions. It is a vehicle for analyses and design. It translates the planning framework into tangible design actions to guide the physical form of the urban development; it bridges planning and architecture. B&A’s urban design approach responds to clear planning steps that begin with understanding the problem and intent; is based on solid analysis of conditions and potential opportunities; and is creative in generating alternative solutions that are thoroughly conscientious in their evaluation and selection. Our approach encompasses the following planning steps: Identifi cation and defi nition of goals and objectives; • Analysis of Existing Conditions - As with any professional endeavor, an understanding of the vital signs • of the project must be developed. The areas of analyses will include varied elements beginning with the regulatory framework, and may include other areas such as wind assessment, visual corridors, economic and market demand conditions, building conditions, infrastructure analyses, streetscapes, and others as may be necessary to defi ne the picture of existing conditions; Summary of Issues and Opportunities – Summary of the salient conditions that create the issues • and opportunities for action. These form the basis for the creation of the project vision; Formulation of Alternative Options - May include specifi c designs, action or no action options, and • others as may be required; Alternative Evaluation Criteria and Selection of Preferred Alternative;• Final Plan Preparation.• We use of graphics and text to describe the existing conditions of the area and proposed actions. Final products include specifi c design drawings, renderings, texts and implementation plans. This report will include a summary of goals and objectives, an assessment, list of defi ciencies, a description of alternatives to be considered, a description of the recommended approach and a schedule. 1.15 Internal meetings - B&A will facilitate meetings with key City staff as needed to develop basic components and planning of building program, including the City’s standard building systems, equipment and materials. 1.16 External meetings - Attend coordination meetings with City staff and any pertinent external agencies as required to determine and gain conceptual approval from all pertinent entities as required. 1.17 Permitting Strategy - B&A will develop a comprehensive permitting strategy and initiate discussions with Building Permit Review offi cials on code issues / clarifi cations. 1.18 Submission - Prepare and submit six (6) sets and electronic format of Schematic Design Documents, including specifi cation outline, cost estimates and schedule to the City staff for review and approval. Phase 2 – Design Development 2.1 Design Development - The Team will prepare a design development submission. 2.2 Meetings - Facilitate meetings with City staff to develop Design Development Documents. If agreed, B&A will meet to obtain sign-off. 2.3 Utilities - Coordinate with private utilities and service providers. 2.4 Testing - Conduct tests and investigations to prepare geotechnical reports necessary for the Design Development. 2.5 Operation & Maintenance Plan - Update the preliminary Operation and Maintenance Plan and cost estimate for proposed improvements. 2.6 Submittal - Prepare and submit six (6) sets and electronic format of Design Development Documents to the City staff for review and approval. 2.7 Revisions - Respond in writing to all City comments. Revise/submit fi nal Design Development Documents. Phase 4 – Permitting and Bidding Phase B&A’s role will be to comply with all required procedures during the bidding portion of the project collect and respond to all RFI’s via addendums and review all submitted bids and assist the City as needed regarding the recommendation of the most qualifi ed bidder. In conjunction with this phase, the project documents will be issued for permitting to all applicable agencies. B&A will assist in responding to all permit comments. Phase 5 – Construction Administration Phase B&A will provide general oversight of the construction and reasonable assurances based on site and progress observation that the construction is being prosecuted in accordance with the prepared plans and specifi cations. Phase 6 - Public Outreach We believe that public outreach and consensus building is one of the most important elements of this assignment. We have provided community outreach for numerous major projects in South Florida including the City of Miami Beach Parks Master Plan. B&A’s community consensus building capabilities coupled with its design expertise came into play in the development of the Pompano Beach Boulevard Master Plan where a parking structure and beach side improvements including the construction of a new park was proposed. Phase 7 - General Planning Services B&A will provide general planning services as may be defi ned and required by the City of Sunny Isles beach. The necessary studies and approach to each specifi c service will be provided prior to commencement of the work. Phase 8 - Studies B&A has performed many different planning studies throughout the years. One of our most recent and successful was the writing of the TIGER II Grant for the Port of Miami in 2010; an endeavor that resulted in the federal government awarding a $22 million grant for construction of the Rail Reconnection and Intermodal Project. This project will restore cargo rail service to the Port of Miami and will lay the groundwork for the inclusion of passenger rail on the Florida East Coast Railway corridor.
