Our engineers understand that at any moment we may receive an urgent phone call asking us to immediately visit a job site and troubleshoot a problem which might result in the closure of a critical facility unless we respond with solutions immediately. We also understand that we need to be readily available at all times during the construction phase of one of our projects to address problems as they arise. SGM understands that this contract deals with existing buildings spread throughout the City. Therefore, safety and advanced planning are the most important factors associated with this contract. Project Scope The Continuing Contract for Mechanical and Electrical Engineering Services provides the City of Sunny Isles Beach with a flexible, convenient means of receiving professional engineering services, including design, engineering, analysis and inspection professional services, on a various City projects. Project Types Various types of projects will be administered under this contract including, but not limited to: existing buildings such as offices, conference rooms, libraries, Auditorium / Theatres, utility plant/ facilities, police and fire departments, parks and recreation facilities, parking lots, community centers, and the upgrade and modification to existing exterior and interior lighting of City facilities. Specialized Skills Available SGM is all aware of the City’s design standards, purchasing procedures, contractor selection process, permitting process and close-out documents. Our staff has completed MEP designs for various existing facilities including chiller plants, government facilities, and administration buildings facilities. Our staff has managed numerous addition and renovation projects through modernization, upgrades, and continuing service contracts. We understand that work on occupied buildings requires careful planning in the design process and throughout construction. Coordination and communication among the designer, owner, users, and local agencies are imperative to the success of any phased construction process. Mechanical designs included life cycle cost analysis, energy calculations, of existing chiller plant with added capacity for future new classroom buildings, new chilled water piping and controls to feed existing campus, building AHU’s, VAV’s, electric heat, EMS controls, outside air intake and ductwork. All discipline designs were in accordance with Florida Building code, Florida Mechanical code, Florida fire prevention code and standards set by the associated Counties. Our team will ensure that there will be documented and constant communication with the City of Sunny Isles Beach and SGM’s engineers. We will involve the facility end users and the City’s personnel throughout the entire design process. City of Sunny Isles Beach RFP No. 12-04-02 Continuing Professional Architectural & Engineering Services Firms Only (CCNA) Section 2 - Qualifications SGM's staff has a wealth of direct experience with governmental facilities throughout the State of Florida. Throughout the 21 years of the company‟s existence, our engineers and staff have demonstrated extensive experience and compatibility with design f or new construction and retrofitting existing buildings. SGM is equally comfortable serving as Prime or sub-consultant and has participated in jobs as small as a single home design to large scale jobs at the Orange County Convention Center, the nation‟s s econd largest convention center. SGM‟s Mechanical Engineers have experience in the design of mechanical systems including, but not limited to, fire protection systems, all types and sizes of HVAC systems, high temperature hot water boilers, piping, fluid systems, chilled water, compressed gas systems, elevators, hoists and cranes, specialized mechanical equipment and controls (including direct digital control (DDC), and programmable logic controllers (PLC), as well as facilities to house the mechanical equipment. SGM‟s Electrical Engineers are skilled in the design of electrical systems including, but not limited to, fire alarm and detection systems, medium and low voltage AC power systems, Electronic Security Systems (ESS), uninterruptible power systems, computer power conditioning, grounding, lightning protection, lighting, emergency power, hazardous area electrical installations, control and monitoring systems, cable tray systems, communications raceway systems, and communications premise wiring. Fire Protection/Fire Alarm In addition, SGM has been responsible for the mechanical and electrical renovation of numerous buildings. Completed the replacement of existing voice and fire alarm systems, and mad conversions to conventional horn/strobe system (allowed as a result of changes in applicable codes). SGM has conducted site investigations, which identified the ADA, HVAC, fire alarm, lighting, space planning and FF&E needs. Provide smoke detectors as required and upgraded building fire alarm and interco m systems. SGM has provided Mechanical / Fire Protection Engineering services the required staff in all disciplines to perform job assignments expected for this contract. The staff committed to this project will be immediately available for this assignment and the depth of staff will provide support when necessary to handle multiple projects concurrently. Fire Flow Test A two hydrant water flow test will be conducted within six months prior to permitting. The information will include date and time of test, who conducted the test, static gauge pressure at no flow, flow rate with residual gauge pressure, hydrant butt coefficient, and location of test in relation to the hydraulic point of service. Previous projects varied from maximum security installation to mass public densities, where CCTV, CATV, Voice Evacuation/Intercom along with Fire Alarm Panels were designed and installed per National & Local Codes. SGM provided full service design and construction administration. SGM also has previous project exp erience associated with the “Anti- Terrorist Force Protection Act” which we have successfully applied to new and existing buildings. MEP Design for Hurricane Regions When Hurricane Andrew arrived in 1992, it destroyed over 80,000 buildings resulting in pro perty damage exceeding $30 billion. SGM understands that the City of Sunny Isles Beach is in a “Hurricane Region” and is aware of the potential hazards. SGM performs a cost benefit analysis that first studies the uplift pressure on rooftop equipment, the potential use of wind screens, and makes recommendations regarding the potential use of damping equipment to prevent wind load effects. In existing facilities often times the existing rooftop equipment does not meet today‟s Florida building wind load co de requirements. SGM understands that rooftop equipment is subjected to high wind loads during Florida‟s hurricane season. SGM carefully makes design recommendations to prevent equipment failure during Florida‟s hurricane season. The result of equipment failure during Florida‟s hurricane season not only effects mechanical equipment it also may result in openings within the roof of the facility creating water infiltration. Detached mechanical equipment may also result in threats surrounding the equipment under high wind load conditions. SGM ensures that our design will meet Florida building code wind load design requirements for all equipment specified. SGM Engineering, Inc. In addition, personnel training will be verified and final project O&M documents will be reviewed for completeness. SGM has 7 Certified Commissioning Agents and 2 LEED Accredited Professionals on staff. They are committed to providing quality Commissioning Services from early in the design phase, through construction and into the warranty period. They have the ability to oversee commissioning activities for your facilities, while meeting the highest level of LEED building certification feasible. SGM will work with the campus site facilities maintenance. The following systems, including all components and controls, will be commissioned:  Central building automation systems [Energy Management & Control System (EM&CS)], including linkages to remote monitoring and control sites (this excludes any security-related control systems or interlocks).  All equipment of the heating, ventilating and air conditioning systems  Refrigeration systems  Life safety systems (fire alarm, smoke control systems, fire protection)  Domestic and process water pumping systems  Emergency power and uninterruptible power supply (UPS) systems  Lighting control systems  Electrical systems  Various special equipment systems, such as pneumatic tube systems  Special Construction Sustainable Design SGM is a proud member of the US Green Building Council and is committed to environmental stewardship and social responsibility. Attention has been given in the past to energy conservation and efficiency, water conservation, recycling, reduced use of ozone depleting substances, and avoidance of the use of certain harmful substances such as asbestos, lead based paints, and PCB‟s. City of Sunny Isles Beach RFP No. 12-04-02 Continuing Professional Architectural & Engineering Services Firms Only (CCNA) Section 2 - Qualifications The critical key to accomplishing the listed initiatives is an integral design approach, where the evaluation of any building element, material or system is not viewed solely on the basis of its own isolated merit and cost, but is designed and then appraised as an integrated part of the entire building, facility or infrastructure system. SGM‟s dedication to LEED is exemplified in our new headquarters which will achieve LEED Silver c ertification in the summer of 2012. SGM‟s LEED MEP engineering design was utilized for Orange County Public Schools - Colonial 9th Grade Center, an educational facility that obtained LEED certification and the Skanska Orlando Headquarters which obtained LEED Gold certification. SGM‟s LEED certified projects total more than 9,000,000 square feet. Energy/Daylight Modeling SGM promotes integrated design analyzing multiple options for building features, including the building envelope, HVAC equipment and lighting systems to identify the most effective energy saving strategies. SGM has extensive experience with 3D energy modeling software packages to demonstrate the value of energy saving strategies. Additionally, we utilize daylight modeling to evaluate fenestration, types of glazing and architectural features. Assisting the City of Sunny Isles Beach to meet or exceed the 50% energy savings target for “The 2030 Challenge” Opportunities exist to determine 30 and 50% savings, SGM takes steps by first: 1. Define the architectural-program characteristics for a typical municipal facility by defining a single prototype model. 2. Create baseline energy models for the particular climate zone that are elaborations of the prototype model and are compliant with Standard 90.1-2004 3. Create low-energy models for the particular climate zone by applying a list of energy design measures to the prototype model. SGM utilizes industry feedback to strengthen the energy design measures chosen for application. 4. Simulate the baseline and low-energy models for the particular climate zone to show that 50% (or greater) energy savings are achieved when the energy design measures are applied to the prototype model. For example the following energy design measures were used to attain 50 % energy savings on a municipal facility:  Reduced lighting power densities.  Day lighting sensors in applicable perimeter zones.  Occupancy sensors in applicable zones.  More insulative envelope (opaque exterior and fenestration).  Overhangs on south-facing fenestrations.  A multi-zone variable air volume dedicated outdoor air system with zone-level water-to-air heat pumps. The heat pumps shared a common condenser loop whose temperature was maintained though the use of a chiller and boiler.  High-efficiency chillers, boilers, and water heaters.  Demand controlled ventilation.  More efficient pumps.  Reduced infiltration through tighter envelope construction.  Integration of subsystems to achieve whole-building performance. Heat recover chillers also were designed to provide drama tic savings, while meeting an increased cooling load, improving comfort, and enhancing environmental friendliness. (LEED)  Designed several thermal energy storage systems in parallel of life cycle analysis and coordinating with the owner and local power companies for utility cash rebates (LEED)  Created energy models to identify and analyze peak shaving (LEED)  Designed primary and secondary chilled water pumping and condenser water pumping systems using variable speed drives (most recently the design of (10) 1500 ton centrifugal water cooled chillers for the Orange County Convention Center)  Designed high efficient water cooled chillers with capabilities of running as low as 25% and lowest possible KW/Ton of cooling (LEED)  Designed the most efficient multi-speed cooling towers with lowest possible water blow-down.  Designed stub-outs for future connections including new valve boxes.  Provided a design for emergency generators to support portions of central utility plants (in some cases allowing the owner to sell power back to the grid).  Designed Energy Management Systems that comply with 40% energy performance over ASHRAE 90.1 – 2007 Baseline and Energy policy act of 2005. SGM designed EMS systems to monitor and control the central utility plant including the actual monthly energy usage, chilled water tonnage and KW/per ton. SGM designs web based BacNet system with live graphics.  Created utility master plans identifying the existing, future buildings, building classification and potential future energy usage ensuring adequate space is allocated for future equipment. SGM understands the importance of hearing the needs of the City of Sunny Isles Beach while remaining within the contractual boundaries set by the contract. It is critical in retrofit design projects to address potential up front out-of- scope items that could impact the project scope of work. Project Schedule SGM recognizes the importance of completing engineering designs and providing design documents that are of the highest quality possible and meet all of the generally accepted engineering standards. The quality control and quality assurance reviews are completed by a senior level individual who has not been involved with the project design. This allows a new individual unfamiliar with the project the opportunity to review the plans without having prior knowledge of the project. Using this approach, SGM has consistently provided effective quality control for its projects. In cases where the qualified quality control review individual is not e mployed at SGM, SGM has contracted with independent outside consultants to provide the quality control and quality assurance reviews. Retaining these outside review services without hesitation illustrates SGM‟s commitment to implementing effective quality control. SGM was commissioned to design the new chillers at the Satellite Utility Plant. The new chillers are high efficient electrical units. We developed the specifications for the chiller equipment and its installation. The chiller was directly purchased by UCF. As a result, there was a major savings by not paying 6 ½% sales tax and the mark up generated by the general contractor. SGM notified local Power Company (Progress Energy) about the new installation. Progress Energy then conducted an audit and determined that the new chiller saved electricity for the UCF campus. In these instances, the design professional should be able to rely on the manufacturer's certification that the submittal meets the design criteria, standardized tests, and/or association standards. The design professional must still "review and approve" these submittals, but the signature and certification by the manufacturer's designer is not required. The manufacturer confirms to the contractor and the design professional the quantity and the quality of the product and that the contractor has the erection or installation drawings. Project Experience On-Going, Flagler County Courthouse Annex Sherriff’s Department Renovations and Energy Efficient Upgrades, Bunnell, FL – Mr. Kloes is the Construction Manager on the renovations to accommodate the needs of the sheriff’s operations. Nestor provided systems designs for the garage’s CCTV high resolution video camera surveillance system on all levels at strategic points of access. The design also included access control through the use of proximity card scanners at selected door locations. The systems design incorporated local and remote monitoring of all systems. 2010, Orange County Convention Center, Orlando, FL – Mr. Kloes was the Construction Manager for the new Variable Frequency Drives and Controls for all existing air handling units, fan, blowers and secondary chilled water pumps. SGM was the Engineer of the record and responsible for a solid commissioning plan for this 4,200,000 sq. ft. facility, the second largest convention center in the nation. SGM was commissioned to provide engineering services to identify and recommend the best and most economical and energy efficient method of correcting the HVAC equipment located at the Orlando Science Center Complex. The building is one of the first green Medical Examiner’s offices in the nation. This LEED Certified building will reduce its water consumption by 40 percent in one year with the use of low-flow fixtures and native landscaping. 2007, City of Titusville, Fire Command Center, Titusville, FL – Mr. Kloes was the Construction Manager for the building assessment report regarding the MEP conditions of the City of Titusville’s Fire Command Center. SGM determined and identified current issues for life safety, ADA, HVAC, IAQ and power/electric systems. SGM also prepared cast estimates for associated deficiencies that were outlined in the report. We know that Total Quality Management is accomplished by implementation of a Design Quality Management Plan and the continuous improvement of activity processes, involving everyone in the organization in or der to accomplish a high standard of quality in the final product. Second, the range of building types the City owns/operates is broad, spanning from simple "anyone can design that" projects to complex projects involving specialized design expertise. Third, the sophistication of some City buildings may necessitate expertise in complex HVAC and electrical system design or special skills in the areas of building automation, data/communications, or electronic security. Fourth, in order to provide timely response to the City, the Project Manager must have immediate access to all disciplines. Finally, the Project Manager must have redundant resources in each major discipline to allow concurrent delivery of Project Tasks. Approach to the Project as it related to Quality Control SGM is a quality driven organization. Quality is an integral part of the scheduling and production process. For Continuing Service Contracts; SGM Engineering has a multi-tiered approach to quality that will be is formally documented in our Continuing Services Quality Control Plan. Key components include completion of a detailed Project Management Manual and communication of that plan to the Cit y of Sunny Isles Beach, assigning qualified staff to designated design tasks; assigning qualified senior personnel as quality control approvers to review and approve design quality production, both discipline, inter-discipline, and constructability; identifying a separate Independent Technical Review (ITR) team from qualified personnel who are not otherwise working the project; regularly review LEED scorecard; use the detailed work plan that outlines the work tasks, budgets, and milestones to measure performance; use guide details, specifications and software programs to maximize efficiency; and resolve any conflicts. This will be accomplished through use of tim e proven concepts:  Interactive Conceptual Design Teams: We have worked with Project Architects to provide on-site design Charrettes (client/user participatory design/planning process). This is a proven systematic approach for achieving design excellence by working with the client to establish project goals, collect facts and to discover and examine concepts early in the design process where sound decisions have the highest return in value to the client. We have utilized this approach on numerous education and government projects in the last 20 years and have enjoyed significant success utilizing it.  In-House Design Quality Control/Quality Assurance Reviews : Quality Control/Assurance is viewed as the responsibility of every individual involved with a project. We have established a Design Quality Assurance Program designed to address the issues we believe are paramount to quality control. The following six points define the Quality Assurance Program:  Office Standards: As part of the Quality Assurance Program, Office Standards have been developed for the use of all staff members to maintain a consistent level of quality documentation. The goal is to produce complete and consistent technically accurate documents.  Quality Assurance Reviews: Responsibility for quality is delegated to each member of the project team. The goal of the Quality Assurance review is to insure that the Project has successfully completed all procedures and phases in an accurate manner to yield a quality product.  Interdisciplinary Review: An interdisciplinary review utilizing our Interdisciplinary design Review Program is conducted at the office of SGM with all design consultants in attendance. Checklists are compiled at the end of the review and a formal out-briefing is conducted with each project team to discuss general findings and comments relative to the project. All corrective measures are then implemented for the 100% Design Submittal. The time necessary to perform the interdisciplinary review usually takes from ½ hour to 1 hour per sheet of drawings, plus additional time necessary to perform the corrective work listed in the interdisciplinary review checklists. Average time is usually 1 ½ to 2 days for this type of review, depending on the project complexity & total drawings required.  Project Organization and Team Communications: Effective team management is dependent on all staff members having a clear understanding of their respective roles and responsibilities on a project. The primary goal of this process is to instill in all team members the concept that responsibility for the accuracy and completeness of the documents is the professional responsibility of each individual team member.  Training and Intern Development: As part of our professional obligation, we devote considerable time and resources to coach and develop the design and technical skills of our staff members.  Technical Reviews: A technical review occurs at the In-Progress Design Submittal Stage and continues up to the 100% Design Submittal. The review includes the use of component checklists, which include items of technical nature relative to a projects usage of construction materials and methods; identified by graphic means (drawings) or written specifications. A Project Engineer is responsible fo r checklist implementation.  Thirdly, we will quickly establish routine and frequent (bi-weekly) coordination meetings. These take on a decidedly design oriented tone during design development, but serve as the basis for the more frequent (weekly) Quality Control Coordination meetings as the construction documents are completed. After the completion of the construction of a particular project, the design team meets with the applicable construction representative for a Reflection Meeting. It is here that t he team discusses ways to improve and refine the design. This could include revisions to details, discussions on the merits of particular materials, systems, or products, or even the shortcomings of benefits of particular contractors or sub contractors. T his QC checkpoint serves as a very important sounding board for continued professional staff development as well as assurance that SGM is continually refining the project production process. SGM has a Quality Assurance Board (QAB). Once a week, select senior staff members meet to discuss the status of design and construction projects and pending problem areas. The process begins with a complete review of the project scope before design efforts begin, and reviewing project cost estimates during design. This process allows the PM to manage and focus design efforts to achieve the budgeted estimated cost of construction and eliminate late project deadlines. During project execution, he will monitor all project execution costs including sub-consultants on a weekly basis. We negotiate a reasonable schedule up front, then subject to review period fluctuations, works with the Task Order Manager to manage the team and resources to get the project completed when the client needs it. If at any point in the design process, we estimate of the construction cost exceeds the construction cost set forth by the government, or if the team “feels” that the project cost is escalating, the PM will immediately advise the City’s Project Manager.  Modify the scope, materials, or construction method, as required, to reduce the estimated construction cost to an amount within the available project funds, or;  Proceed with preparing the plans and specifications with one or more options as approved by the PM. Evaluation: Consultant designed and prepared construction documents related to the above scope of work. When original bids came in above City budget the project was broken into two construction phases. Both phases were subsequently awarded, are under construction and near completion. No problems were encountered with the design and change orders were minor and within expectations. The Consultant performed all the tasks required in his contract.
