Our proposed team includes Cousins Surveyors & Associates, Inc. to assist with surveying task work orders that the City may require. Ross Engineering has worked very closely with Cousins Surveyors on a variety of public and private sector projects. Our proven team of professionals is the best choice for this continuing contract because we will provide highly qualified assistance to the College; our firm is committed to this project. Several of Ross Engineering's municipal and private development projects have obtained their permits and are going into the construction phase. Ross Engineering is dedicated to hire additional staff should the workload dictate the need. Some of our Public Sector projects similar to the scope of work for this proposal include the City of North Miami Continuing Professional Engineering Services, the City of Hallandale Beach City Services and Comprehensive Services Agreements, Broward County Library of Professional Services, and The School District of Palm Beach County Civil Engineering Services on Continuing Contract. The Ross Engineering team is very familiar with working on a task work order basis. Ross Engineering has worked on many projects with various cities and has extensive knowledge Civil and Environmental Engineering including roadway, stormwater, water, and sanitary sewer design. Mr. Ross has worked on FDOT and MDX roadway design projects, helping to prepare the roadway construction documents, create a design and construction schedule through Microsoft Project, prepare estimated quantities and review Contractor bids. Workload _ Ross Engineering is a growing small business in Miami Dade County with a staff of 8 professionals, all of whom specialize in Drainage and Utility Design for various municipalities throughout South Florida. We have the resources and expertise to expeditiously complete the work proposed by the City of Sunny Isles Beach. The individual engineers and designers assigned to this project have extensive experience in civil and environmental engineering for public sector work. The staff assigned to this RFQ will be with the project from its inception through its completion. Additional staff will be assigned as necessary to meet the budget, schedule and objectives of the task work order assignments. One of Mr. Ross's specialties is his extensive knowledge in drainage stormwater modeling and design. Some of Mr. Ross's work includes design of stormwater masterplans for the City of North Miami Beach Basin 5 Improvements, Doral and Immokalee, and has designed storm water pump stations for the City of North Miami Basin 5 Improvements. Mr. Ross was the drainage district reviewer and planning Engineer at Central Broward Water Control District. Ms. Melissa Ross, Ross Engineering's Utilities Project Engineer has worked on many Neighborhood Improvement Projects as well as many other Municipal projects and has provided water and sanitary sewer design and analysis for many different municipalities. Currently, Ms. Ross is working as the Construction Engineering Manager with Miami Dade County's Water and Sewer Department on the rehabilitation of over 2 million feet of sanitary sewer gravity pipes throughout Miami Dade. Ms. Ross is involved in the sanitary sewer manhole inspections, pump station wet well inspections, sewer gravity main CCTV inspections, and also provides a report to the County to include the repairs of the identified defects and provide repair recommendations. Ross Engineering has a great reputation with the permitting agencies in obtaining the permits in record time. We strive to keep the client happy. Our proposed project manager for this project is Robert J. Ross, P.E., who has a total of 18 years of project management experience, 9 of which are with Ross Engineering, Inc. The role of the project manager, Robert J. Ross, P.E. is to serve as a point of contact for the engineering contract. Mr. Ross, as overall manager / facilitator, will review each task work order and coordinate closely with the appropriate task team leader to accurately define the scope, fee proposal and schedule . Throughout each task work order, Mr. Ross will routinely review the progress being performed to ensure the project is on schedule, that proper agency coordination is being done, and that the work product receives proper QA/QC before submittal. Project Manager PROJECT DESCRIPTION / SCOPE OF WORK I� Ross Engineering's scope included a detailed hydrologic analysis of the city of North Miami Basin's #5 and an extensive hydraulic analysis of existing and proposed stormwater pump station structures. This hydrologic analysis included data collection using nB -H Y DRG, U SGS and OA A databases Lfo_ rainfall, , stage and flow; basin characteristics including field visits during storm events, soil testing results, existing permits, evapotranspiration and surveys. The scope of work for the hydraulic rating analysis included analyzing two existing pump stations on NE 14th Avenue and 136th Avenue (existing FLYGHT Pumps) included developing system and pump curves to approximate deficiencies. New pump stations were proposed to accommodate much larger volumes of runoff from increased development upstream. The objectives of this project were to develop a SWMP to accomplish the following goals: 1. Analyze the City's SWMP system and identify deficiencies 2. Propose improvements and develop a Capital Improvement Plan 3. Develop a plan to address Community Rating System (CRS) items Our team developed a hydrologic and hydraulic model to simulate the existing conditions and develop improvements. We performed the following tasks to accomplish the stated goals above. This phased approach was performed on the following itemized tasks: Phase 1: Collected and Developed Existing Information 1. Coordinated with DERM to collect the existing models and information from reports currently being developed by other consultants including Earth Tech for the C -6 Basin and PBS1 for the C -4 Basin. 2. Collected available information on the existing stormwater system from the City, DERM, and FDOT. 3. Collected Hydrologic data using the SFWMD DBHYDRO Database and the USGS GIS Database. 4. Developed a 3 -D terrain model from LIDAR data and Hydrologic Information from that model. Phase 2: System Evaluation and Capital Improvement Plan 1. Constructed a Hydrologic and Hydraulic Model (Numerical Model) using XP -SWMM. 2. Simulated the existing conditions utilizing boundary conditions from the C -4 and C -6 canals (DERM models). 3. Identified Deficiencies with Existing Conditions. 4. Conceptual drainage design improvements in the problem areas were identified after evaluating the existing conditions modeling results and field verification with City Public Works staff. 5. Modeled alternative design improvements including control structure discharges to canals, culvert upgrades, proposed collection systems and exfiltration trenches. 6. This project was the first of a two step process to reduce 1 /I. In accordance with MDWASD's guidelines, the project helped identify specific repairs through the manhole, pump station, and CCTV inspections. The second portion of the project includes the repair of the identified defects. Cleaning and inspection procedures were conducted in accordance with the contract specifications while minimizing inconvenience to residents. Hydraulic links included canals, culverts, ditches and wetland flowways. • Continuous simulation modeling of long term rainfall as part of the calibration and verification of the model with simulated groundwater interaction with surface water facilities. • Event mean concentration water quality modeling using Harvey Harper method of estimating pollutant loadings for P, TN, Ecoli, TSS and NH4. Water Quality modeling was calibrated using District gauge information and was verified by field testing performed after a summer 2004 storm event. Reports that were submitted to the District: (1) water quality assessment report, (2) engineering evaluation, (3) environmental evaluation, (4) flood control improvement plan, (5) wetland flowway improvement plan and (6) water quality improvement plan. • Alternative Design Models for 6 options included both water quantity and quality comparisons to the existing conditions. Improvements included 2 impoundments, culvert upgrades, dredging and widening of a canal, proposed collection systems and exfiltration trenches.
