Keith & Schnars (K &S) has had the pleasure of providing many Municipal entities with our professional services since the 1990s and we would be honored to assist the City on this project.We therefore appreciate this opportunity to submit our proposal for Utility Undergrounding Consultant Services. Pursuant to the City's requirements, we have not colluded with any other person or entity submitting a proposal for this contract. The K &S team will be comprised of over 100 K &S professionals and our strategic teaming partner — Douglass Consulting. Our sub - consultant brings extensive FP &L design experience and relationships that will allow us to meet and exceed the City's goals for this contract. As a multidisciplinary team, with expertise in civil, surveying, drainage, geotechnical, permitting, public involvement, and construction management, we can provide the City with the necessary services and work with City Staff to facilitate federal, state, and local regulatory agency interactions /approvals /permits. As the Principal -in- Charge, I will actively oversee the project and take responsibility for its successful completion. Our Project Manager, Tim Hall, P.E., will join with me to ensure effective client communication and timely, efficient project implementation. RFO #12 -04 -05 PAGE 3 FLORIDAS�jrktocALFiiwt PROJECT SUMMARY QUALIFICATIONS With more that 3 line -miles of underground services in place, the City has done an exceptional job of undergrounding overhead services. The remaining overhead utilities consist of transmission mains, services within AIA right - of -way (Collins Ave.), Golden Shores neighborhood, and miscellaneous streets around Atlantic Boulevard. FP &L is currently working with the City to address the Atlantic Boulevard area and has engaged in preliminary discussions regarding Golden Shores. With respect to physical and permitting issues, these two areas are fairly straightforward and present few difficulties in comparison to the issues associated with the transmission lines and Collins Avenue. Collins Avenue and the transmission lines will require more in -depth discussion with FP &L and FDOT to better define opportunities and restrictions. Relocating utilities within the FDOT right -of -way will be challenging in overcoming both physical and logistical issues. The physical constraints of FDOT requirements, existing utilities, and potential for easements on private properties, overlaid with logistical constraints of FDOT and Utility approvals, coordinated phasing among utilities, and necessity for minimal disruption to residents requires a firm understanding of the process and ability to interact with all of the stakeholders. The Keith and Schnars (K &S) team has established relationships with both FP &L and FDOT and a firm understanding of their approval process, departments, and structure. Through our past association we are able to reach _key personnel within FP &L and FDOT and are confident in our ability to move projects forward effectively and efficiently. Since the majority of issues within Collins will be resolved through these two agencies, this is a significant asset to the project. Relocation of transmission lines will elevate the level of approval within FP &L as well as require greater involvement with FDOT. Work within Collins Avenue will bring challenges in permitting, minimizing disruption of traffic, phasing required by FDOT and FP &L, and coordination of all of these issues with other utilities within the corridor. Depending upon acceptance from FDOT and physical limitations, the conventional method of relocating services within the right -of -way may not be available throughout Collins Avenue. In this scenario additional easements within private properties will be necessary introducing further physical and public constraints. We acknowledge the challenges and are confident in our ability to make this a successful project for City. We are well suited to the task and excited to be given this opportunity to present our qualifications. The K &S team has the right tools and relevant experience to spearhead and implement the remaining undergrounding projects within the City. Our team has the ability effectively identify issues and facilitate solutions. We have provided similar services extensively to local municipalities and government agencies and understand the importance of quality service and clear communications in presenting project information and addressing public concerns. TEAM OVERVIEW As a full service firm with a comprehensive list of services, K &S is able to provide all of the services required for this project in- house. To enhance the firm's abilities, we have teamed with Douglass Consulting Services. As a company made up of ex -FP &L personnel, Douglass Consulting offers additional design expertise and established relationships with FP &L staff. Access to all services is provided through a single point of contact; for these projects, we have committed Tim Hall, P.E.,Vice President of Civil Engineering as the point of contact for the City. K &S has a long and extensive resume of utility relocation within public right -of -ways and coordination projects. As a consultant to FDOT as well as through other municipal and private projects, we have coordinated and designed right -of- way improvements within public right -of -way and designed specific utility relocation plans. We have confidence in our knowledge to identify and resolve issues related to relocating utilities. Under a general service agreement with FDOT, we have provided utility relocation services for numerous projects and understand their concerns. In September of 2009 K &S was selected by the City of Fort Lauderdale to facilitate their undergrounding efforts within several communities. Through our involvement we have gained a firm understanding of the process and requirements for undergrounding agreements with FP &L. Douglass Consulting is a firm formed by ex -FP &L personnel with multiple years of experience working on in -house design and coordination. They bring with them an understanding of FP &L design requirements as well as established relationships and access to key personnel within FP &L. Both their previous design experience and recent efforts confirm their understanding of FP &L design criteria as well as efforts to underground overhead utilities. The K &S team has is qualified to provide the full variety of services required for undergrounding projects including survey, utility locates, coordination and relocation of existing utilities, plan preparation, permitting, lighting, bid packages, ICUM and SCHNARS, P.A. Our Water Resources group offers hydrologic /hydraulic analyses for site specific flood (drainage) studies to more complex large watershed stormwater management programs. We use a variety of software including HEC -HMS (HEC -1), HEC -RAS (HEC- s),AdiCPR, SWMM, HSPE, UNET and others in our analyses; which ultimately lead to design, permitting, and production of construction documents. SURVEYING AND MAPPING SERVICES The Survey Departmentat K &S offers a full range of surveying and mapping services. They perform Boundary Surveys, Topographic Surveys, Hydrographic Surveys, Construction Surveys and Specific Purpose Surveys. In addition, they perform numerous surveying and mapping services for the FDOT, including horizontal and vertical control, cross - sectioning, right of way mapping, monumentation of right of way corridors, Bridge Data Surveys, Digital Terrain Models (DTM's), and Route Surveys. They also perform ALTA (American Land Title Association) Surveys, Wetland/ Mitigation Surveys, Environmental Surveys, Platting Services, and expert witness testimony. All of these tasks are performed utilizing the most current data collection systems and CADD software from electronic field book collection to the latest global positioning system (GPS) equipment. Our 6 full -time field crews have extensive experience in performing all of these surveys and are equipped with state of the art equipment, including EFB compatible Total Stations, GPS, digital levels and reflectorless instruments. K &S is also very proud of the fact that we are Florida's leading GPS surveying firm. Our GPS equipment includes I I modern Trimble Dual- Frequency Receivers. Additionally, our field crews have received M.O.T. (Maintenance of Traffic) Training. Thus, they can work properly and safely in and around South Florida's busy roadways. HIGHWAY ENGINEERING SERVICES The Highway Engineering Division of K &S provides transportation engineering and related services on all types of highway and road projects, from access roads in residential areas, to multi -lane divided expressways with bridges, to tolls and interchanges for the FDOT and County and municipal road departments.A typical project includes the design of signalized intersections, signing and marking plans, closed storm drainage and retention pond systems, sound barrier walls, landscape plans, new street lighting system, design survey and utility location and coordination. The Division's current service offering includes geometric design, signing and pavement marking, signal design, lighting design, drainage and scour analysis, interchange design, control plans,utility and railroad coordination, and pavement design and safety reviews. Overestimating scope due to unknowns is a detriment to both our Clients and ourselves. There are many details that require an assessment of existing conditions and input from utilities prior to defining a true scope of services for work to be performed. At this time the details and extent of services can only be identified through further definition of the project. Although not identified within the approach, Public involvement is a critical component to a successful project. TYPICAL APP ROAC H A typical undergrounding of utilities project can be broken up into three phases, 1) Assessment, 2) Design and Permitting, and 3) Bidding/Construction. If financing is involved, further steps are added but basic process is unchanged. In the interest of brevity, approvals and incidental details are excluded. - Phase -i- = Assessment: - - -- Step 1, Client Meeting: As with any other project, the first step is to meet with the Client and establish general parameters for the project. General criteria would be established such as identifying the limits of the project, identify Client expectations/ desires, identify stakeholders (those with direct influence or interest in the project), and review process and requirements for undergrounding. Initial discussions would include rough schedule, critical timelines, funding source, an any other issue with potential impact to the project. Step 2, Meeting with FP &L and Utilities: Typically FP &L is the lead in undergrounding services. Although there is no collaboration between them, the other utilities will generally follow the decisions of FP &L as relates to undergrounding. Undergrounding is usually handled through one specific department within FP &L. Where transmission lines are included within the project, other departments get pulled into the process and the degree of approvals increases. Meetings with each of the utilities are critical to understanding their specific concerns and requirements for approval and moving the project forward. Step 3, Existing Conditions: Information in the form of atlases, right -of -way maps, survey, plat, and as- builts are used to create a base file of information for the undergrounding corridor. Once compiled, information is analyzed for sufficiency. Deficient information is further analyzed to determine absolute necessity for project. Where determined necessary but unavailable, additional information shall be obtained. The end result is the creation of a base -file depicting existing conditions used for the purpose of designs. Phase 2 — Design and Permitting: Step 4, FP &L Tariff Agreement: FP &L has a program in place for municipal undergrounding projects. Under the conditions of the program the City would enter into an agreement with FP &L. The agreement would require a non- refundable deposit to FP &L for design services resulting in the following • 85% design with sufficient detail for permit submittal (FP &L services only). • A firm cost for installation (assumes turn -key project from FP &L). • An outline for credit and conditions (up to 25% credit available). • 180 -day window for acceptance. Extensions likely but with potential for additional cost. Obviously the ability of FP &L to respond will depend upon the complexity of the request, but the generally response for design projects is 16 weeks upon receipt of 10% design deposit. It is important to note that FP &L design will only address FP &L services. Plans will need to be coordinated with other utilities to further define project requirements. Step 5, Utility Coordination: Once completed, the FP &L design requires coordinated with other utilities. Pole -line agreements need to be severed and new easement and /or right -of -way agreements prepared. Street Lighting needs to be designed to replace the Cobra -heads removed with existing power poles. General coordination with existing utilities needs to include location of traffic signalization boxes, pull boxes, transformers, switchgear, and water /sewer services. Service connections across private properties need to be addressed. As a condition of the Tariff Agreement, FP &L will obligate the City to see that service connections are made within agreed upon timeframe. With the elimination of overhead poles, private services and transformers will be dropped. Discussions need to include potential phasing of work as related to the specific utility. It may be that a component that defines the phase limits for one utility does not coincide with component defining phasing for another. Step 6, Prepare Construction Documents: Once all of the design issues and requirements have been identified, j �;� KETTH and SCHNARS, P.A. These plans are used for circulation among stakeholders for confirmation of improvements and submittal to appropriate permit agencies. Final Plans will be used in bid documents. At this stage, in addition to firm estimates from FP &L, an estimated cost of other utility relocation will be compared against project budget. Phase 3 — Bidding/Construction: Step 7, Bidding: The agreement with FP &L will result in a binding estimate as a turn -key project for FP &L improvements only. To bid a complete scope of services, the City would bid the Construction Documents as submitted for permit. Upon selection of Contractor demonstrating certification from FP &L, the tariff will need to be modified to account for the decrease in services provided by FP &L. Step 8, Construction: The key to a successful construction process is adherence to schedule without cost increases and minimal disruption to the public. Public involvement, although a necessary component throughout the process, will be critical during the construction phase to provide public awareness and addressing concerns /questions. Depending upon the type and extent of improvement, certification for compliance with permits may be required. If desired, City could elect to have a full time project representative associated with the projects to act as a liaison between the City and public or handle through staff. Finally, upon completion, as- builts are collected, reviewed and distributed, permits and contracts are closed out, bonds and final payments released.
