Approach /Methodolo gY Willingness to Meet Time and Budget Requirements Target Engineering Group has a process driven approach to complete projects on time and under budget. Our r] commitment starts before the construction phase and it will continue throughout the construction phase. The key tasks below summarize our proven approach: • Perform independent bidability & constructability reviews, • Review permit documents for special conditions, • Perform additional utility soft digs if needed to verify conflicts, • Run a quantity check on major work items prior to construction, • Develop a baseline schedule and check the contract time against baseline schedule, • Review procurement time to make sure that it is adequate, • Check the job site for staging and site access, • Review MOT phases to make sure the number of lanes configuration is achievable, • Coordinate with on -going projects in the area, 1 • Take lead in arranging utility preconstruction and weekly meetings, • Stress the cost and time overrun goals in the preconstruction conference, • Make use of the Contractor's two week look ahead schedule to anticipate issues, t 1 • Review the Contractor's base line schedule and monthly updates, • Follow the partnering in principle and actions, • Answer RFIs in a timely fashion, • Before adding any extra work, do an independent estimate to arrive at a fair price, l • Process monthly pay applications in a timely fashion, )j • Conduct a pre- activity meeting to discuss the Contractor's work method, and • Close out pay items as and when they are completed. Some of the most common causes of disputes on construction projects are plan and contract documents deficiencies, utility conflicts and unknown site conditions. The Target Team strongly believes that these problems are not beyond the ability of construction engineering and observation team to prevent, minimize L or resolve. Our approach will promote an avoidance of claims and disputes by instituting mechanisms to facilitate open communications and early identification of contentious issues. Our methods will be fair and r 1 professional. Project Controls and Contracts Administration Target's implementation strategy as it relates to this RFQ involves the timely selection of CM staff, which depending on the specific assignment will be presented to the County's Project Manager for his approval. Once the CM staff has been selected, Target will put into action the strategies that we have developed and implement on each of our CM projects we manage. During the life of a project, we pair construction managment strategies with maior proiect activities to ensure the proiect budget is kept on track Here are a few: Target Engineering Group, Inc. Page 10 of 20 M n 'I J Notice to Proceed (NTP): Target Engineering Group, in conjunction with the Project Manager, shall issue a NTP only after there is an executed contract and the Contractor's insurance certificates, bank and performance bonds, permits and necessary licenses have been verified and approved. Preconstruction Orientation Meeting: After the NTP is issued and prior to the start of fieldwork, an orientation meeting shall be held with the Contractor to introduce personnel, review contract administration procedures, evaluate site conditions and examine the Request for Information (RFI's) process with the Contractor. Summary of Public Information Officer Services Primary significance of a detailed Public Information plan is to initially identify the key stakeholders which include but are not limited to City representatives, property owners; residents affected by the proposed activities. Once identified, it is crucial to effectively coordinate and communicate stakeholders regarding project activities, right -of -entry coordination and prior notification of any construction related activities. Key assessments that will require close coordination and notification prior to and during construction include advanced warning to pedestrians with regard to access, alternate routes and street crossing throughout the corridor, as well as close coordination with local merchants and residents of upcoming activities prior to and during construction. The importance of notifying all key stakeholders and community leaders is also of high importance for executing an effective public information plan. Process to Implement PIO Plan The process for successfully executing the required public information initiatives in preconstruction, as well and during and post are as follows: Target Engineering Group, Inc. Page 13 of 20 t. Pre - Construction Public Information Initiatives Timeframe • Develop a Public Information / Liaison Program and Initial Plan, also known as also known as a Community Awareness Plan (CAP): The PIO will conduct extensive research on the municipality and local community throughout the project limits, review project plans and generate a detailed outreach plan based on the potential impacts that were determined during the initial project research. Additional project details will be identified such as, adjacent project /developments, key stakeholder contact information, special events Approx. 1 to calendar, past community outreach activities, mass transit impacts, traffic flow 3 months 3 mths impacts, residential and commercial access, vehicular movement and before start pedestrian access, and solutions to these potential impacts to the community. date This plan will be used as a guide to notify and coordinate any required meetings or outreach with the affected stakeholders prior to and throughout the duration of the project. Project personnel will also use this plan as a tool to foresee potential impacts, therefore providing the PIO with advanced warning on any project activities for immediate public /stakeholder notification. • Produce written collaterals and project web site development: Collaterals such as the project fact sheet, press releases, official letter and routine construction alerts will all be drafted at least three weeks prior to the construction start date and as deemed necessary throughout the project. These materials will be used to distribute to the public and media via door -to -door hand out, mass emails, mailers, community meetings and web sites while Approx. 1 construction is underway. month prior to start date In addition, a project web site can be created and maintained by the PIO with detailed project information, lane closures, anticipated work schedules, contact information and additional pertinent details regarding the project. This web site will be a resource for residents and stakeholders to obtain up -to -date project information 24 hour / 7 days a week. • Plan and Attend Pre - Construction Meeting: The PIO along with the Construction team will plan and execute a community Approx. 1 Pre - Construction Kickoff Public meeting prior to the project commencing. A month prior project presentation will be presented to attendees outlining the proposed to start date improvements, phases of construction, potential impacts, contact information, etc. Target Engineering Group, Inc. Page 14 of 20 r It l LJ LJ L J During Construction Public Information Initiatives Timeframe • Maintain Direct Communication with Project Management and Community: The PIO will maintain daily correspondence via phone and e -mail with the Project Manager to determine any project updates, issues and /or changes to the project schedule. In addition, attend weekly progress meetings to report any recent issues and receive up to date project information. Two week look ahead if possible. Submit Weekly Project Updates: Weekly The PIO will distribute weekly updates to affected area during each phase of construction via email, door to door distribution, phone calls and web site updates. Maintain routine correspondence with all stakeholders: The PIO is required to be on call 24 hours a day / 7 days a week to respond immediately to any inquiries from the public. Routine project updates and construction alerts will be distributed via door -to -door, mass mailers, phone calls and media releases. • Respond and resolve all public inquiries in a timely manner: The PIO will strictly implement the 24/72 rule; where he must respond to a PIO inquiry or issue within 24 hours. Thereafter, the PIO has to resolve and Throughout closeout the issue within 72 hours. The PIO will also schedule and attend field the project meetings with stakeholders as deemed necessary. • Reduce public inquiries and complaint calls and e- mails: This will be achieved by the initial public infonnation outreach and routine notification during construction via door -to -door distribution, phone calls, mass e -mail, web updates, mailers and conducting one -on -one meetings with stakeholders as deemed necessary. The PIO will conduct routine field reviews to ensure project personnel is executing proper Maintenance of Traffic (MOT), Weekly, maintaining pedestrian resident access, reducing the amount of dust and Throughout debris, and staging equipment safely. In addition, maintain a close working the project relationship with the Project Manager to determine any new changes to the project schedule and sequentially notify the stakeholders. Post Construction Approx. 1 to • Close out pending issues and notify public about project completion: 2 months The PIO will be responsible for filtering in and responding to all incoming post calls, emails and complaints post completion of the project. completion Target Engineering Group, Inc.
