4. CIMA's Approach to Services
CIMA employs an organized and methodical approach to all of our projects. This approach begins with a
complete understanding of the client's goals and objectives on the project. In dealing with projects such
as the Gateway Park project it is critical that the consultant grasp the unique nature of the project.
As this site serves as gateways to different sections of Sunny Isles the main objective should be to
enhance the experience of arriving at this location; both from a vehicular aspect as well as from a
pedestrian perspective. The conceptual vision for this project also requires that public space be provided
and interaction be encouraged while preserving the functional aspect of vehicular circulation critical to
the success of the garage component. This will contribute to the vision of a vibrant and eclectic
community on the beach and enhance the pedestrian component while maintaining a safe environment
and a walkable streetscape. Furthermore, as central points of congregation for those arriving and parking
on the beach the project's goal should be to create a structure that embodies the activity and movement
that will be generated while reflecting the surrounding environment; both in terms of the natural
waterfront and beach as well as the surrounding architecture.
To ensure that all of the City's and community's goals are met CIMA will follow the comprehensive steps
t as outlined below. These design strategies have been implemented in past projects by CIMA and proven
to be successful.
Design Methodology: Team CIMA understands the importance of a thorough and methodical
approach to the design process. Our approach begins with an open dialogue with all key personnel at
the City staff and Design Builder to ensure that all desired characteristics will be achieved. Concurrently,
CIMA will work closely with City staff and design builder to prepare a zoning package for approval. The
design builder will present a design submittal complete with graphic representations of the building and
well - developed plans, as well as a preliminary cost estimate at this time. CIMA will attend any and all
meetings necessary including staff reviews, Planning & Zoning hearings, community groups and
associations, and City Commission meetings if applicable.
r Upon completion of Schematic Design and the approval of the revised design by the City, CIMA will
immediately insure that design builder commences Design Development and Construction Documents
phases of the work. These two phases combined should take no more than 120 days to complete per
f ] project. The Design Development phase should be completed within approximately 45 days into the
i ! production process, while the Construction Documents phase will then be completed within the
remaining 75 day time frame per project.
Design Deliverables: At the completion of the Schematic Design, Design Development and
Construction Documents phases CIMA will insure that design builder completes a set of drawings. CIMA
will provide a cost estimate and schedule of the construction phase of the project. As the design process
progresses these cost estimates and schedules will be updated and refined in greater detail to reflect the
development of the building and its systems. Additionally, at the 75% completion of the Construction
Documents phase, CIMA will issue a preliminary permit review set to the City. This set can be used for a
cursory review by the City's building department in an effort to expedite the permit process by receiving
comments prior to official submission by whichever Contractor is awarded the project.

Strategies and Attributes: CIMA prides itself on offer high - quality services to our clients at
r maximum value. The organizational model that CIMA operates under ensures that our clients are
effectively informed and communicated with on all aspects of the project. As a small business CIMA can
offer the personalized service that many of the larger and high - profile companies cannot match.
Furthermore, all CIMA projects are directly managed by one or both of the firm's owners. This ensures
that all communication with the City will be handled directly with the principals and not a Project Manager
or other subordinate. This contributes efficiency and open communication that is a philosophy for
success on all of our projects.
Project Management and Construction Administration: As a diverse firm with multiple
specialties CIMA's expertise in the Construction Management and Administration phase of the project
will further compliment the professional services offered by our design staff. An early requirement on our
design projects is a constructability review of the project documents by our construction experts. This will
minimize the potential effects of unforeseen conditions or problematic construction issues by addressing
them in the design documents and not waiting for issues to arise in the field during construction.
CIMA understands the importance of quality project coordination and communication. The breakdown of
project communication can begin with an inadequate understanding of the plans and specifications by
the Contractor or a lack of coordination and understanding of the work prior to commencing operations.
CIMA's professional services include participation in the bidding process to make sure all documents are
fully understood and the Contractor has all information necessary to bid the job correctly. CIMA will also
assist the City in negotiations with the Contractor and the permitting of the project.
CIMA continually strives to provide services in the most professional and highest possible quality to our
municipal clientele. This is achieved by the direct and continued involvement of the firm's principal
officers throughout the various stages of the project. This approach makes CIMA well equipped to
provide Architectural and Engineering Consulting Services to the City of Sunny Isles Beach project.
f Project and Construction Team Management: The CIMA team understands the
importance of high - quality project coordination and communication. A breakdown in project
communication can begin with incomplete or erroneous plans, an inadequate understanding of the plans
and specifications by the contractor or inspection staff, and /or a lack of coordination and understanding
I
of the work prior to commencing operations. Understanding and conforming to the requirements is the
key for success.
The best method to ensure success is to establish proper communication. We always perform an early
"constructability review" of the project documents to minimize the potential effects of unforeseen
conditions, errors and omissions.
The CIMA team promotes cooperation through coordinated efforts with all the project's parties. We
realize the importance of keeping the City's project manager, informed of all significant construction
activities. Before construction begins, we will establish the best possible method(s) of keeping the City
informed in a timely manner.
Initial communications with all the project's parties will be established upon receipt of the notice to
proceed and begin implementation at the Preconstruction meeting.

Decision Making: The CIMA team is composed of goal- driven professionals who are focused
on providing the City with results — not excuses. CIMA's decision making will be done at the level where
it is most effective. Mr. Yeslow will delegate authority (while still retaining responsibility) as appropriate
and necessary to ensure that our goals for construction quality, project progress and budgeting are met.
The following principles will be followed to ensure quality decision making:
All issues will be addressed as soon as they are identified.
• All issues will be fully documented until they are resolved.
• Issue resolution will be sought through research, contract review or Architect recommendations.
The project manager will be notified of any issues as soon as possible, and will receive advance
notification of any and all noteworthy events.
Project Progress: CIMA aims to complete its construction projects with cost and time overruns
of less than 5 %. The CIMA team is committed to meeting and exceeding this goal. The following key
principles are followed to ensure excellent project progress:
i
• CM staff must be knowledgeable about all specifications, plans and requirements.
• CIMA will review the contractor's baseline schedule for completeness and use it as a milestone
calendar to determine monthly progress.
• CIMA will use bi- weekly progress meetings to discuss the schedule for the subsequent week and
C ask questions about why any of the previous week's activities were not completed successfully.
• CIMA will provide quick resolution of any issues that could lead to a project delay, regardless of
which party is at fault (i.e., the contractor, EOR, CIMA or City).
Submittals and Requests for Information: CIMA is aware that significant submittals will be
r required for this Project. Shop drawings will include drawings, diagrams, illustrations, schedules, catalog
% data, material certifications, fabrication procedures, storage and /or transportation procedures, test
results, manuals and design calculations submitted by the contractor to portions of the project.
CIMA will review the contract documents, derive a list of submittals which will be required for these
projects, and consult the Architect / Engineer on their completeness. Upon agreement with the on the
required submittals, a meeting will be held with the contractor and the list of submittals will be supplied
for implementation and inclusion in the contractor's schedule of submittals. The contractor will be
requested to present a schedule of submittals at the pre- construction meeting.
A submittal log will be used to track all shop drawings and submittals. This log will forecast and track
due dates for submittals to avoid any delays. CIMA will review the submittal log each week to determine
the submittals' status.
The request for information (RFI) is a process used to address construction and design issues. CIMA will

c CIMA will receive all RFIs and forward them for disposition to the appropriate organization. All RFIs will
be answered by the CIMA project team. RFIs are time - critical items which deserve prompt and accurate
responses in order to avoid delays and claims. RFIs will be logged and tracked during the bi- weekly
progress meetings. The contractor will be instructed in the method and procedures for RFI submittals in
i order to develop a standard format for the projects.
Constructability Review: CIMA will review the plans, specifications and contract for any
deviations prior to incurring financial or temporal costs for the contractor or the City. Deviations or errors
in the plans, specifications or contract will be clarified with input from the Architect or Engineer of record,
and appropriate solutions will be developed and implemented before such construction activity
commences. This method will reduce and eliminate additional costs and time extensions due to errors.
Utility Relocations and Conflicts: All utilities on these projects will be reviewed and located
before construction commences. A preconstruction utility meeting will be held with the utilities, the
contractor and the engineer of record in order to develop a partnering method to develop lines of
communication with the involved parties and to discuss how utility conflicts will be resolved. In addition,
the contractor's work schedule and construction phases will be reviewed to develop a plan to perform
utility relocations which will coincide with construction activities and thereby eliminate additional costs
and delays.
Preconstruction Conference: Initial communications will be established with all the project's
parties upon receipt of the notice to proceed. These parties include City personnel, local and state
agencies, law enforcement agencies, utility companies, etc. The participation of these individuals and
entities is important to the success of the project. They will all be invited to a pre- construction
I conference where Mr. Yeslow will describe the team's approach to the project. This meeting will also
develop lines of communication and collect contact information to resolve any project issue quickly,
thereby avoiding delays. In addition to discussing project- specific information, all interested parties will be
welcomed to express any concerns during the construction which might affect their organization. A
solution will be discussed during the meeting to avoid delays and extra cost.
;
Conformance of Work: CIMA will immediately notify the contractor of any non - conforming
work, which will require immediate correction and will be documented thoroughly. Non - conforming work
will be tracked weekly and referred to the contractor for remediation and the avoidance of repeat
incidents. This will any eliminate contractor - caused delays and thereby keep the project on schedule.
Weekly Progress Meetings: CIMA will use weekly progress meetings to discuss the
contractor's schedule for the subsequent week and review the status of construction activities. The
contractor will be requested to explain and document any delays or extra work during the previous week.
This is done to track construction activities and identify any potential or actual delays in order to mitigate
increases in the time and cost needed to complete the project within the defined scope. This will also
allow Mr. Yeslow to avoid delays by providing solutions for future construction activities.

Change Orders: CIMA provides contract negotiation services for all types and levels of
contracts: from architectural services, to specialty consultant's services to those of a owner. Stringent
contract negotiation minimizes the Owner's risk and provides a legal foundation to pursue different
approaches or remedies in potential dispute resolutions. Performed correctly, it can literally save millions
of dollars in potential project exposure.
Community Awareness Plan: The hand -off meeting between design and construction will
discuss the community awareness plan. Specific issues to be discussed will include the following:
j An update by the design project manager on any useful community information developed during
J the design information
• Factors influencing the contracting methods
Mass mailings with information pertinent to the local area during the design phrase
• Public informational meetings at Project Sites
• News releases about improvements during the design phase
r Copies of any informational flyers distributed previously
• Any specific business issues encountered along the corridor during the design phase
• Methods used to address complaints during the design phase
All this information will lead to a better understanding of the community's concerns at the project sites
i and allow CIMA to develop means and methods to address these concerns during construction.
Special Coordination: The City hosts numerous events throughout the year. Special
coordination will facilitate traffic flow in any construction corridor. Mr. Yeslow will lead this coordination
through one -on -one communication about the project's progress and proposed impacts. The following
events will require special coordination:
• Jazz Festival
• Beach events during holidays
• Religious Holidays
• Art Festivals
Project Closeout: The projects materials certification and acceptance will be completed before
the project's final acceptance. The timely submission of the certification package will be accomplished
through the following steps:
• Review the specifications at the beginning of project for testing requirements and inspections.
• Review results for acceptance or resolution if results are not favorable.
• Insure Asbuilts are accurate.
• Assemble Warranty and Operation Packages with Contractor.
• Receive Certificate of Occupancy from Building Department and /or Public Works.

CITY OF
FORT LAUDERDALE
To Whom It May Concern:
The following is a statement of reference in regards to CIMA Engineering
Corporation (dba CIMA) as pertains to their proposal to provide Construction
Management services to the City of Sunny Isles Beach, Florida. As the
Construction Manager for the City of Fort Lauderdale, Florida, I have personally
worked with CIMA for the past three (3) years on five (5) municipal fire station
projects for which they have been awarded the Construction Management
services contract, representing the City during construction. Their work on
these fire stations include the oversight of the entire building process, including
the vertical building construction, electrical and HVAC work, interior finishes, and
civil and site work, and the review of all Payment Applications.
All of the projects that CIMA has been a part of have been successful in terms of
project costs and schedule, and CIMA's professional staff has always been
readily available, courteous and highly professional. CIMA has consistently
produced work of high quality and has exhibited the highest standards of
professionalism and care. As a result, both the City of Fort Lauderdale and I
have been greatly impressed with their performance and the Construction
Management services they provided. As such, I would highly recommend CIMA
to provide Construction Management services to the City of Sunny Isles Beach
and I hope you give their proposal careful consideration.
Should you have any questions please feel free to contact me.
