Dear Ms. Hines and Members of the Selection Committee:
On behalf of URS Corporation ( "URS "), I am pleased to submit our qualifications to provide Construction
Management Services to the City of Sunny Isles Beach. Our construction program /project management
(CM /PM) group specializes in representing the interest of public agencies in the management of design
and construction of capital improvement projects and programs. Our construction management
professionals have completed numerous assignments for Florida parks and parking structures; our
experience includes similar projects for the cities of Miami Beach and Miami, the counties of Miami -Dade
and Broward, and the U.S. National Parks Service.
Our proposed team consists of a lead Construction Manager with extensive experience with similar
projects in South Florida. Mr. Steve Baumal is currently URS' program manager for the Marlin's Ballpark,
now in the completion stages (URS is Miami -Dade County's Owner's Representative for this project).
The Ballpark has four five -story parking garages and six surface parking lots. Mr. Baumal also served as
URS' construction project manager for the City of Miami Beach's $33M Multi- purpose Municipal Parking
Facility, which is a seven -story structure with 650 parking spaces.

submitted this Statement of Qualifications, specializes in the services you are seeking. Our other specific
construction services expertise includes cost estimating, scheduling, value engineering, claims
avoidance, and dispute resolution.
We are Florida Construction Management experts. URS has worked successfully and repeatedly for
many municipalities in Florida, completing projects aggregately valued in the billions of dollars. Within our
Florida offices, we will have more than adequate resources to address any of the City's needs. Our
construction services staff has successfully completed high - profile Florida programs such as the Orange
- County Convention Center Phase V Expansion, the Adrienne Arsht Center for the Performing Arts of
Miami -Dade County, and the Palm Beach County School District Capital Improvement Program. Today

we are the City of Orlando's Owner's Representative for their Community Venues Program, and we are
also providing Program Management/Owner's Representative Services for the Orange County Public
School District for their Capital Improvement Program.
Our philosophy is geared toward helping you meet your project's goals. We take the following
approach to this type of assignment: Our Team's objective is to completely understand, execute and
protect the interests of the owner /client. Our Team organization is cost - effective, and will consist of a
small, but highly capable group of professionals. Additional expertise can be called upon from nearby
URS offices from time to time if needed. This approach will assist the City in meeting or exceeding goals
for cost, schedule and quality of construction.
Davin Ruohomaki will be the Principal -in- Charge on this project, and will be available as- needed as an
additional liaison between URS and the City of Sunny Isles Beach. The headquarters office for this
project will be our Miami office.

was founded in 1904. URS was established in
1951 and incorporated in 1957 as Broadview
Research. In 1968, Broadview Research acquired
United Research Services, and later shortened the
name to URS.

Litigation
URS staff works proactively to avoid litigation by
requiring frequent, effective communication with all
stakeholders through regular discussions and
meetings. This process is established through
early identification of problems and resolution of
issues at the lowest possible level. The Florida
CMPM Operation which is submitting this
Statement of Qualifications has no current or
pending claims, litigation or disputes relative to its
performance of work for clients.
Because of the nature of the professional services
provided by URS and the size and nature of many
of the projects upon which such services are
performed, the potential for claims always
exists. Certain subsidiaries of the Company have,
from time to time, been named as defendants in
legal proceedings wherein damages are
claimed. Such proceedings are not uncommon in
the industry and usually involve claims against
multiple defendants who were involved in the
project, which is the subject of the
proceedings. Historically, the Company's
subsidiaries have been successful in defending
such actions or have settled them within insured
limits. The company's management does not
believe that any pending proceedings will have a
material adverse effect on URS' consolidated
financial position and operation.
Time Required to Implement Services
Following Authorization
The URS Team can begin work immediately upon
receiving the Notice to Proceed from the City of
Sunny Isles Beach.

Similar Project Experience
URS has worked successfully and repeatedly for
many municipalities in Florida, completing projects
aggregately valued in the billions of dollars. Our
Construction Program /Project Management
(CM /PM) team has completed Florida programs
such as the City of Miami Beach Parks and
Facilities CIP, the Adrienne Arsht Center for the
Performing Arts of Miami -Dade County, and the
Miami Dade County Public Schools Capital
Improvement Program. We are currently
Miami -Dade County's Owner's Representative
for the new Marlins Ballpark and Parking
Facilities.

and parking facility projects similar in scope and
complexity to the City of Sunny Isles Beach
projects. For the last three years, URS Team's
proposed Construction Manager, Steve Baumal,
has been serving as Miami -Dade County's

now in the completion stages. The Ballpark
program includes four parking structures. Prior
to that assignment, Steve was a project manager
for URS' City of Miami Beach Parks and Facility

School District's Program Manager, and we have
completed over 100 schools on -time.
We have also included two letters of reference/
commendation regarding the specific performance
of URS Construction Manager Steve Baumal.

Schedule of Proposed Services
Without a precise schedule, we provide the
following general plan for our proposed services, to
be carried out by our Construction Manager:
• Meeting with the City project manager to
introduce the members of our Team and discuss
the City's overall objectives and any specific
issues it may have.
• Determine a clear scope of work with the City
and relay it to our project Team
• Assign the various duties in the scope of work to
the corresponding professional on our Team.
• Clearly communicate to all members of the
Team their assigned scope and responsibilities.
• Identify clear channels of communication both
within our Team and as it applies to the City and
the design /build contractor.
• Review the design /build contract and project
documents along with City of Sunny Isles Public
Works drawings of the existing site and
surrounding area, and list any errors and /or
concerns. Concerns will then be relayed to the
Construction Manager and a meeting convened
to discuss and provide resolutions of the issues.
• Review the design /build contractor's schedule,
listing any concerns that would then be
discussed in a meeting with the design /build
contractor and the City's project manager.
Identify solutions to any problems, the action
required, the responsible party and the date for
completion. This information will be transferred
to a project action item list to be maintained by
the Construction Manager.
• Perform a detailed inspection of the site, taking
photographs of the existing conditions in
conjunction with the materials consultant.
• Meet with the design /build contractor:
1) Pre - notice -to- proceed meeting: Introduce our
Team, relay our approach as the construction
management firm, review their schedule and
their risk analysis for the project, relay the list of
deliverable and their timetable required for the
project, and discuss any concerns that they may
have.
2) Pre - notice -to- proceed meeting: Discuss the
items forwarded on the list of deliverables and
identify missing information that will be required
prior to an NTP being issued.
• Establish a working schedule covering the
design, permitting, procurement and
construction phases.
• Ensure that all necessary construction permits
have been obtained before starting construction.
• Have the design /build contractor provide a
detailed site plan identifying any phasing that is
required, location of contractor's field office,
construction management/URS field office,
equipment and materials lay -down areas.

URS provided program, project and construction management services for the City of Miami Beach Parks
and Facilities Improvements Program. This program provided approximately $70 million in physical
improvements and new construction for the City's parks and new capital projects. It provided for new
construction, renovation, replacement and expansion of 22 parks and other facilities throughout the City
of Miami Beach. Projects included the $7M North Shore Youth Center, the $3M Scott Rakow Community
Center, and the $2M Flamingo Park and Aquatic Center (pictured below).
Pre - construction services provided include assessing quality and status of all design projects,
constructability reviews, cost evaluations, bidding assistance, and contract negotiation
assistance. Construction phase services included serving as the owner's representative in the
management of the construction and design contracts. URS coordinated the efforts of the City's contract
architects, engineers, and general contractors, monitored progress, provided on -site observation and
reports, conducted progress meetings, evaluated and recommended change orders, processed payment
applications, coordinated project documentation and closeouts.
URS also managed the relocation of a historic firehouse to make room for a new state -of- the -art fire
station. The firehouse was preserved for adaptive use in the future.
Projects also included administrative offices, a convention center, a library, and parking facilities.

Description of Services: Since 2007, URS has served as the City's Owner's Representative for the
management of the design and construction of these highly visible Orlando venues: the Amway Events
Center, the Dr. P. Phillips Performing Arts Center, and the renovation of the Citrus Bowl stadium. This is
the largest public building program in Central Florida history.
Our owner's representative services include representation of the City pertaining to: design management,
construction management, contract reviews and negotiation assistance, design reviews, master
scheduling, cost verifications, design issue research and resolution, utility project coordination,
coordination of other related infrastructure and parking projects, QA/QC inspections, construction
observation, change order /claim reviews, and project close -out.
Completed in 2010, Amway Center is a $480 million
public /private redevelopment project including a new
20,000 -seat, 875,000- sq. -ft. sports and entertainment
arena with supporting office, retail, parking, public plaza,
infrastructure and surrounding streetscape improvements
encompassing 20 acres. Located on historic Church
Street in downtown's entertainment district, Amway
Center opened in October 2010 on time and within
budget, as the new home of the NBA's Orlando Magic.
The Dr. P. Phillips Performing Arts Center project is
nearing design completion. The full project scope features a
new four - story, 400,000 -Sq. Ft. performing arts center with
three venues: a 2,700 -seat hall for large -scale productions
and concerts, a 1,800 -seat hall for local performing arts
groups, and a 300 -seat hall for small performing arts groups.
The Center is being designed to achieve a LEED
certification.

Orange County Public Schools Capital Improvement Program

The Orange County Public School District (OCPS) Master Plan consists of 138 school facilities to be
renovated, replaced or constructed through 2015. Schools range in size from the average high school
(324,725 square feet) to the average elementary school (91,405 square feet). Our role as the District's
Program Manager begins with site acquisition through design, construction, and final audit. In addition to
classroom and other educational aspects, projects include performing arts centers and
auditoriums /cafeterias, libraries and associated access roadways and parking lots.
The URS construction program management team provides in -house School District project management
staff to help manage the District's Capital Improvement Program; each project manager is responsible for
executing the project from design to completion, and turnover to OCPS maintenance staff. Since 1999,
when URS was initially selected to provide program management services, the URS team has
managed the successful completion of more than 100 school construction projects. Our team
includes four subconsultant firms, and our professionals have also provided planning and scheduling
services.
In our role as an extension of this owner's staff, URS also monitors the master project schedule, which
plans and tracks the progress of all construction associated with the replacement and renovation of
schools. Our project managers have also participated in community outreach meetings to assist in
providing information to citizens of Orange County.

3. STAFFING
Relevant Experience of Key Personnel
URS will bring to the Gateway Park Project a
seasoned set of professionals with specific
experience in the construction of parking garages
and parks. Steve Baumal, who will manage the
project, has extensive experience working as a
construction manager /owners representative for
various levels of government entities, on a variety
of projects such as small parks and surface
parking lots, multi -level garages, and major
complex facilities. He brings an understanding of
the small details that go into making a project a
success, and has the ability to maintain a view of
the big picture.
All proposed Team members have excellent
communication skills and work well with other
professionals, which will help to avoid disputes and
which will also bring a non - confrontational
approach. This will result in a productive
environment conducive to a successful project
completion.

4. APPROACH/ METHODOLOGY Design Review
URS will review the 30 %/60 % /l00% design /build
PRECONSTRUCTION PHASE SERVICES product for incorporation of the City of Sunny Isles
Beach's standards.
Needs Assessment
One of the most critical functions of our Team will
be an initial needs assessment of the required
services, tasks, and agencies. Additional service
providers may be necessary, and required tasks
may include constructability reviews, value
engineering, and estimating services.
A list of regulatory agencies and review boards will
also be developed while incorporating their tasks
into the overall project schedule. URS can assist in
the selection process or can provide required
services on an as- needed basis.
Project Budget/Cost Control
URS will assist in establishing project budgets
integrating all of the estimated soft costs along with
the estimated hard construction costs. The budget
will serve as the financial benchmark while
forecasting anticipated costs -to- completion and
current reserves. The URS Team will manage and
report on all aspects of the budget. This budget will
provide the flexibility to ascertain the financial
impacts of desired "what -if' scenarios in order to
provide a solid decision - making tool if changes are
requested and /or desired.
It is our professional duty to manage the
activities of the groups involved with any aspect
of the project, to push the schedule of every
activity, and to keep our eye on the "big picture"
while scrutinizing every detail. It is our proposed
Construction Manager's practice to become closely
involved with our clients' organizations and develop
a fully vested stake in the success of the project.
Logistics /Phasing Plans
Establishing a logistics /phasing plan for each
element of the work is crucial. This will allow for
the sequential delineation of activities which can be
performed in each designated area.
Pre - Construction Meetings
The URS Team will assist the City and the
design /build team with pre- construction meetings.
The primary focus of these meeting is to review
the roles, responsibilities and procedural
processes per the terms and conditions of the
construction agreement. The CM will also
confirm the work start date, total construction
time, construction staging and any interim
milestone completion dates stipulated by
contract.

Program, completed on -tinge and within budget.
Assistance with Project Permits
The CM will assist the City and the design /build
team with pre- construction meetings. The URS
Team will review the permits required and
develop a permit plan spreadsheet which
identifies the required permit and the person
responsible for submitting the permit application
and obtaining the permit. The permits required to
be submitted on the City's behalf will be
identified, and we will assist the City in
processing them. Permits required for the
individual projects will require the City's
design /build team to submit the necessary design
documents required for permit reviews by
agencies having jurisdiction over the project.

Project Controls
The CM will assist the City and the design /build
team with pre- construction meetings.
CONSTRUCTION PHASE SERVICES
Review and Approval of Required Documents
from Design /Build Team
Preliminary Construction Schedule
The design /build team shall prepare and submit,
in accordance to the terms and conditions of the
construction agreement, a preliminary
construction schedule. The schedule shall be
planned and recorded with a Critical Path Method
and be printed in a Gantt chart format. It will
show early start, late start, early finish, late finish,
and float time columns. All schedules shall
include the activity identification, activity
description, and the types of relationship between
activities, including any lead or lag time. All
activities should, at a minimum, be man -hour-
loaded. The CM will ensure that the design /build
team submits a revised monthly progress
schedule with each month's application for
payment.
Contractor's Schedule of Values
The URS Team will check to determine that the
r breakdown of the contract price is reasonable
( ) and not "front -end loaded." Unless the contract
specifically allows for "mobilization" as a line item
in the schedule of values (SOV) the design /build
team is to submit their SOV with general
conditions costs as a line item with a breakdown
of specific cost items.
Shop Drawings and Submittal Schedule
1I The design /build team shall be required to submit
a schedule of shop drawing submittals to the
j URS Team and Engineer for review and
acceptance as well as other required material
submittals in accordance with the terms and
conditions of the contract.
Quality Assurance Plan
The design /build team shall submit a quality
control plan that will ensure that the project's
quality standards are maintained during the
construction phase. We will review and comment
on this plan and monitor the design /build team's
adherence to it.
Design /Build Team's Safety Plan
The design /build team shall prepare, submit, and
adhere to a safety plan that describes the
contractor's on -site safety program and how it will
be maintained during the construction phase.
Design /Build Team's List of Subcontractors and
Maior Suppliers
The design /build team shall submit a preliminary
list of all their subcontractors and major suppliers
to the URS Team for their review and comment.
Desian /Build Team's Update of the Construction
Schedule
Prior to the submittal of each application for
payment, the design /build team shall prepare an
updated construction progress schedule based
on the approved baseline construction schedule.
Review and Acceptance of Required
Submittals
Based on the design /build team's approved
submittal schedule the URS CM will check with
the City for any additional requirements.
Project Status Meetings with Design /Build
Team
The CM will coordinate and facilitate regular
project review meetings with the design /build
team and the City in order to monitor project
schedule progress and address any issues
regarding the development of the bid documents.
This meeting will also be used to review current
project construction cost estimates and to
address issues related to:
• Value Engineering and alternative designs
• Alternate materials
• Project construction staging and bid package
development
• Evaluation of available construction methods
• Status of addressing comments related to
design review comments
• Review of permitting plan
• Required information from City and other
consultants

• The URS Team will take meeting minutes at
each meeting and distribute them to all
attendees and designated City staff.
Design Review of Construction Documents
The CM will coordinate and facilitate periodic
design reviews of the construction documents.
The general focus of these reviews will be
based on the following:
• Completeness of the documents
• Review documents for constructability
• Discussions on proposed Value Engineering,
and alternate materials
The City's design /build team will be responsible
for tasks including the following:
• Compliance with all of their contract terms and
conditions
• Coordination of their work and deliverables to
the City
• Quality control of all work produced under the
contract with the City
• All engineering and designs produced
• Compliance with all applicable governing
codes and regulations
• All required permits
• Compliance to the project schedule and budget
Processing Requests for Information (RFI)
( The URS Team will assist the design /build team
with managing the RFI log and the status of RFI
resolution. This log will be transmitted (or made
available on the project web site) to the City.
Project Progress Meetings
The CM will meet with the design /build team to
i schedule a regular project progress meeting to
fall on a consistent day of the week. The
purpose of this meeting is to review the progress
in relation to the schedule, determine if there are
any issues impacting the progress of the work
j (schedule and budget) and review status on
Iresolving action items.
Project Reporting
J In consideration with the input from the City on
the preliminary evaluation of the project, our lead
CM will request that the design /build team

provide a monthly status report regarding the
project. We will review the information each
month and compare it to the master program
schedule for compliance to individual project
schedules and milestones. We will upload the
completed and accepted monthly status reports.
The URS Team will also prepare a monthly
project status report for the City contract
coordinator which will contain the following:
• Update of the master program schedule - this
will show the current status of each portion of
the project and any changes to the project
phase durations.
• A cost -to- budget report for each sub - project
identifying the current project budget, the costs
committed against that budget, and the
balance of funds remaining as well as
contingency fund usage and remaining balance
amounts.
• A monthly project cash flow forecast
spreadsheet which tracks and forecasts costs
over project duration for both design and
construction budget line items.
• Executive summary of the current schedule
analysis and financial analysis identifying
issues and recommended resolutions, as well
as the forecasted 'health' of the project.
• A one -page spreadsheet (monthly summary) of
the status of the project.
• The CM will facilitate a monthly status meeting
with designated City staff to present the
monthly status report and review progress and
suggested improvements for the success of the
Project. City staff comments will be addressed
and the CM will manage the follow -up

addressing those comments and issues. The
URS Team will document these meetings and
distribute the meeting minutes to all attendees.
Change Order Management
In the design /build delivery method, minimal
change orders are anticipated. If new ones do
arise, we can work with the design /build team
and the City to address them.
Review, Acceptance or Rejection of D/B
Team's Work
The URS Team's field inspector will have the
responsibility to actively observe the design /build
team's work and quickly identify and notify the
design /build team of any defective work during
the execution of the project. The field inspector
will provide regular observation of the work
performed and determine that the work meets the
intent of the contract documents (drawings and
specifications).
Should the field inspector identify defective, non-
compliant or incomplete work, he /she will prepare
documentation that identifies the unacceptable
work, referencing the requirements of the
drawings, specifications and reasons for not
accepting the work, along with a photographic
record of the condition. The inspector will submit
it to the design /build team requesting information
as to when and how the design /build team will
correct the conditions, with a copy to the URS
CM.
The CM's duties relating to inspecting and
determining whether the work conforms to the
contract documents shall be performed in
accordance with that degree of care and skill
ordinarily exercised by members of the
CM /engineering profession overseeing the work
of others.
Review and Acceptance of Testing and
Inspection Reports
The field inspector shall be notified by the
design /build team of all work ready for inspection
or testing by outside agencies or consultants.
The field inspector may be required by contract

or requested by the design /build team to witness
the inspection or testing of the work.

URS served Broward County as their program
manager_ for the construction of'the Hibiscus Parking
Garage at Ft. Lauderdale - Hollywood International
Airport. This project was completed early and $1.4M
under budget.
The field inspector shall be given copies of the
inspection and test reports from the design /build
team (or directly from the testing agency) in a
timely manner so as to allow the City's D/B Team
and his designated consultants to review the
inspection and test report data in a timely
manner. The City's consultant will review these
reports and provide written comment on their
compliance to the contract documents and
acceptance by the City's consultant. Inspections
and testing that fails or does not comply with the
contract documents will be noted by the City's
consultant. A copy of the consultant's
recommendation will be given to the field
inspector, CM, and the contractor. Work that
does not comply with the required testing and
inspection shall be considered defective work
and will be resolved as per the contract general
conditions.
Determination of Substantial Completion
During the course of construction, the field
inspector shall monitor the design /build team's
progress towards completing the work required
that will lead to the contractor's request to have
the CM certify that the design /build team has met
the requirements for substantial completion.
Throughout the construction process, the field
inspector will review the work -in -place and notify
the contractor of any defective or non - compliant
work that has been observed. The field inspector

will also take into consideration his /her
continuous review and acceptance of testing and
inspection reports as he /she verifies that the work
is in compliance to the contract documents. The
field inspector may provide a pre-substantial -
completion list of items that the contractor must
complete, correct or supply information in order
for the contractor to be ready to request
substantial completion. Both the field inspector
and Engineer shall report their recommendations
of the contractor's readiness for substantial
completion to the CM for his acceptance of their
recommendations. It is the responsibility of the
design /build team to complete the work and meet
the requirements of Substantial Completion
within the timeframe of the approved project
construction schedule.

Final As -Built Drawings
URS will verify the as -built drawings are complete,
accurate, and submitted by the contractor prior to
final payment. URS recommends as -built drawing
submittals are included as a billable line item in the
pay application and are not paid until submitted and
accepted.
Final Deliverables
When the D/B project has reached final completion,
URS will collect and turn over the final deliverables
including keys, guarantees /warranties,
maintenance instructions, operating manuals,
hardware schedule, special tools, and spare parts.
Based upon requirements of the contract
documents, a final deliverables checklist will be
prepared and maintained by URS.
Punch List and Final Inspection
Once the punch list work is completed, URS will
participate in a final inspection to review the
corrected items. Any remaining defective work
items will be transmitted to the contractor for
immediate action. Following completion of the
punch list Work URS will participate in the final
inspection of the Work. When the work has been
properly corrected, the notice of final completion
will be issued and properly recorded.
Warranties & Guarantees
Warranties, guarantees, affidavits, releases, bonds
and waivers will be transmitted complete within a
bound copy. A "warranty & guarantee log" will be
utilized to monitor their submissions.
Final Payments
Based upon final completion of the work, URS will
assist in reconciling and tendering final payments
to the contractor, A/E, and other providers of goods
and /or services.

your company on the largest public /private project in Miami -Dade County history, the
$461 million Carnival Center for the Performing Arts.
During the performance of your contract for Program Manager Services, Mr. Tim Ackert,
together with his team, did an excellent job controlling cost and managing the project
schedule. Due to your team's efforts the project was able to maintain budgetary controls
and meet important milestone dates. This project had very high visibility and public
scrutiny to provide this nearly 600,000 square foot complex on the promised schedule.
Mr. Tim Ackert provided quality leadership and worked closely with my staff, the A/E's
staff, and the Construction Manager's staff to ensure that project issues were effectively
and efficiently managed.

CONFLICT OF INTEREST STATEMENT
The award of any contract hereunder is subject to the provisions of Chapter 112, Florida State Statutes. Proposers must
disclose with their Bids, the name of any officer, director, partner, associate or agent who is also an officer or employee of the
City of Sunny Isles Beach or its agencies.

18.2. The above named entity is submitting a Bid for the City of Sunny Isles Beach, Bid No. described
as: Landscape Maintenance Services. The Affiant has made diligent inquiry and provides the information contained in this
Affidavit based upon his own knowledge.
18.3 The Affiant states that only one submittal for the above Bid is being submitted and that the above named entity has
no financial interest in other entities submitting Bids for the same project.
18.4 Neither the Affiant nor the above named entity has directly or indirectly entered into any agreement, participated in
any collusion, or otherwise taken any action in restraints of free competitive pricing in connection with the entity's submittal for
the above Bid. This statement restricts the discussion of pricing data until the completion of negotiations if necessary and
execution of the Contract for this project.
18.5 Neither the entity nor its affiliates, nor any one associated with them, is presently suspended or otherwise ineligible from
participation in contract letting by any local, State, or Federal Agency.
18.6 Neither the entity, nor its affiliates, nor any one associated with them have any potential conflict of interest due to any
other clients, contracts, or property interests for this project.
