HomeMy WebLinkAboutReso 2012-1919RESOLUTION NO.2012- �Lt A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE FLORIDA DIVISION OF CULTURAL AFFAIRS CULTURAL FACILITIES PROGRAM REQUESTING FIVE HUNDRED THOUSAND DOLLARS ($500,000.00) FOR THE PELICAN COMMUNITY PARK EXPANSION PROJECT, AND FURTHER AUTHORIZING AN AMOUNT OF ONE MILLION DOLLARS ($1,000,000.00) AS THE CITY'S REQUIRED MATCHING FUNDS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach has the opportunity to apply for funding in the amount of Five Hundred Thousand Dollars ($500,000.00) from the Florida Division of Cultural Affairs Cultural Facilities Program for the Pelican Community Park Expansion Project, with the stipulation of 2 to 1 matching funds; and WHEREAS, funding in the amount of One Million Dollars ($1,000,000.00), necessary for the required match, will be available by July 1, 2013. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated herein by reference as if fully set forth herein. Section 2. Authorizing Submission of Grant and Matching Funds. unds. The City Commission hereby authorizes an expenditure of One Million Dollars ($1,000,000.00) to be available by July 1, 2013 for required matching funds for a grant application to the Florida Division of Cultural Affairs Cultural Facilities Program in quest for funding for the Pelican Community Park Expansion Project. Section 3. Authorization of City Manager. The City Manager is authorized to do all things necessary to effectuate this Resolution. Section 4. Effective Date. RECOMMENDATION: Staff is recommending the Commission authorize Staff to submit a $500,000 matching grant application for the purpose of the expansion of Pelican Community Park's Community Center. REASONS: The City has an opportunity to apply for a Cultural Facilities Grant funded by the Florida Department of State through the Division of Cultural Affairs for the renovation, construction and acquisition of cultural and community facilities. The maximum grant award is $500,000 and requires a 2 to 1 match. Therefore, the City would be committing to $1,000,000 of its own funds for matching purposes. However, the granting agency allows for a "look back" period, where the matching can come from City expenses that occurred in the recent 5 years from the application date. In this case, the City did expend more than a $1 million in the construction of the Pelican Community Center. As such, no additional monies are required for the City's matching funds requirement. If awarded, the grant expenditures must occur between July 1, 2013 and April 1, 2015 and the funds must be encumbered by June 30, 2014. The City will be notified by July 2013 on award status. Based on the project scope and the timing of expenditures, Staff deems that the expansion of Pelican Community Park's Community Center would be the best suited project for this grant.
