A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,
REAPPOINTING RAFAEL E.SUAREZ-RIVAS,ESQ.,ELLEN
LAVIN, ESQ., AND CRAIG H. COLLER, ESQ. AS SPECIAL
MAGISTRATES, FOR A PERIOD OF ONE YEAR, IN
ACCORDANCE WITH SECTION 14-3 OF THE CODE OF
ORDINANCES OF THE CITY OF SUNNY ISLES BEACH;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 14-3 of the Code of Ordinances of the City of Sunny Isles Beach
provides that appointments of Special Magistrates shall be made by the City Manager,as needed,on
the basis of experience for a term of one year; and
WHEREAS, said Section 14-3 of the City Code provides that appointments shall be
submitted to the City Commission for ratification; and
WHEREAS,Rafael E. Suarez-Rivas,Esq.,Ellen Lavin,Esq.and Craig H.Coller,Esq.were
. appointed/re-appointed last year as Special Magistrates (resumes attached); and the City being
satisfied with their excellent work as Special Masters desires to reappoint them; and
WHEREAS,the City Manager desires to reappoint Rafael E. Suarez-Rivas,Ellen Lavin,and
Craig H. Coller as Special Magistrates for the City of Sunny Isles Beach.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Reappointments of Special Magistrates. The City Manager's reappointments of
Rafael E. Suarez-Rivas,Esq.,Ellen Lavin,Esq.,and Craig H. Coller,Esq. as Special Magistrates for
a period of one year,are hereby approved by the City Commission,in accordance with Section 14-3
of the City Code.
Section 2. Effective Date. This Resolution shall become effective upon passage.
PASSED AND ADOPTED this 16th day of February 2017.

RE: 2017 Special Master Appointments
RECOMMENDATION:
The City Manager recommends the reappointment of Rafael E. Suarez-
Rivas, Esq. and Ellen Lavin, Esq., and the appointment of Craig H.
Coller, Esq. as Special Masters.
REASONS:
Special Masters preside over cases involving code violations and are
appointed on an annual basis.
