Iron Sky is passionate about License Plate Recognition (LPR) technology and about the positive impact that LPR solutions have on public safety and homeland security. Iron Sky has reviewed and understands the many requirements outlined within this RFP and wishes to convey that it fully complies with all of the specifications and requirements listed within. We are certain that if given the opportunity, we shall deliver the specified required ALPR solution in a way that no other supplier of the technology can demonstrate. Iron Sky was built from the ground up to provide Better Tools To Fight Crime to law enforcement agencies. We work exclusively with municipal governments and have extensive experience designing, deploying and maintaining city-wide public safety system. Highlights of the proposed solution are: • Iron Sky will install a total of twenty-four (24) LPR cameras to capture the all lanes identified in the RFP. • Iron Sky is proposing Vigilant Video as the LPR platform • Vigilant Video has been developing analytics and LPR solutions for 17 years and has deployed several thousand mobile and fixed systems across the US • Users will have the ability to access and manage all aspects of the Vigilant Video system from a web page • Field personnel can take a picture on a smartphone using the Mobile LPR app that will automatically search the hot list and trigger an alert on the phone • There is a two-year manufacturer's warranty on all hardware and software which can be extended for a total of five years • Iron Sky will build a dedicated wireless network to support all camera locations, except Locations 10 and 11 which will use cellular cards • No load will be placed on the Town's network for the capture or analysis of the LPR system • No load will be placed on the City's IT staff for the installation or support of this project. • This is a complete turn-key solution • No ongoing fees or subscription costs are required to operate this system, other than annual turn-key service and support and Vigilant's site license agreement • As additional LPR camera locations are identified in the future the City will be able to build on the Iron Sky solution with minimal additional cost Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Executive Summary Page 1 The Proposed Solution: �.► Iron Sky is proposing to install mobile and fixed-location ALPR systems from Vigilant Video. As the City of Sunny Isles Beach already knows, Vigilant Video is the provider of the National Vehicle Location Service (NVLS)which the City is already heavily relying on for investigations. Vigilant Video's status as the developer and manufacturer of both the NVLS and ALPR solutions means it is the only provider able to offer a fully integrated solution. Iron Sky adopted Vigilant Video as its ALPR partner because Vigilant Video is quickly approaching the position as the largest LPR vendor in the industry. Vigilant Video is widely recognized as the most innovative and fastest growing LPR technology provider in North America. Unlike any other LPR vendor, Vigilant Video offers a comprehensive enterprise 'Total Solution' package with some unique components including: • Hosted/Managed server solution • National data sharing vision with a focus on Law Enforcement technology • Provisions for access to 3rd party LPR data It is important to note that Vigilant Video has built the simplest hardware architecture available in the LPR industry which makes the CarDetector LPR systems very easy to install and deploy. CarDetector (both mobile and fixed units) can be fully operational in a fraction of the time required by the competitors. Vigilant Video is currently the LPR standard for numerous cities in Florida. Implementation Schedule: Under normal circumstances Iron Sky believes this project could be delivered in under 12 weeks from the date the purchase order issued. Iron Sky was built from the ground up solely to develop Better Tools to Fight Crime for local government clients. City-wide public safety projects are all we do. Since it's founding Iron Sky has been responsible for a large number of successful projects across the country of similar size and scope. A partial listing of Iron Sky client list can be found in Section 6 of this response. Experience Iron Sky provides City-Wide Public Safety solutions to local governments that: • Reduce crime and criminal activity • Reduce total operating costs across the city • Increase the identification of individuals involved in incidents • Enable the city to be more proactive in its security efforts • Facilitate more effective, ongoing collaboration between local law enforcement, fire and emergency agencies • Facilitate real-time communication with outside agencies in response to an incident Services Iron Sky offers a complete list of services necessary to successfully deliver turn-key License Plate Recognition, video surveillance and wireless systems on time and on budget with minimal impact to daily operations. These services include: Site Audit Iron Sky schedules a Site Audit with all client personnel that have a stake in the security project. This typically includes Police/Public Safety, Facilities and IT departments and is open to anyone the client deems necessary to attend. The purpose of the site audit is for Iron Sky to determine the safety and security challenges that are prompting the need for the public safety system and collaborate with the client to identify a strategy for addressing those challenges with security cameras. The site audit takes into account current safety and security systems and procedures, environmental concerns, Crime Prevention Through Environmental Design (CPTED), lighting levels, availability of electrical power for equipment, facility construction, distance to the intended subjects, current threat levels, prior incidents, client personnel levels and many other factors that need to be understood to adequately design the best solution. System Design Iron Sky is responsible for the design of every system offered to the client. Iron Sky personnel use the data obtained during the site walk to match the appropriate equipment and installation methods with the level of coverage necessary for each camera location. Iron Sky designs systems for schools, critical municipal infrastructure applications, cities/counties, military bases, transportation agencies, judicial centers, detention facilities, commercial buildings, wireless applications and many others. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 2 Page 1 L,, Installation Iron Sky provides complete installation services for all components on the system. Depending on the location of the project, Iron Sky may utilize employee installation crews or subcontract the work to qualified contractors. Subcontractors undergo an extensive qualification process and are continually evaluated to ensure compliance with Iron Sky installation standards. All installation projects are managed by full-time Iron Sky employees, not subcontractors. Iron Sky is able to allocate resources around the country as needed to ensure project timelines are met and is able to scale up its resources for multi-site projects on short deadlines. Project Management Full-time Iron Sky employees are responsible for managing every phase of a client engagement and have extensive experience with large-scale projects. At no time are subcontractors used to manage projects or interact with clients. Ongoing Service and Support A major part of Iron Sky's partnership with the client is ongoing maintenance and support. To ensure minimal downtime and impact to the client's staff and resources, Iron Sky has designed an aggressive and proactive support plan that incorporates automated remote monitoring procedures with remote technical support representatives and onsite technicians. Iron Sky's corporate offices, located in Houston, Texas, will provide remote technical support to all end users, remote monitoring of the software and hardware to proactively determine potential issues, and remote diagnostics to ensure maximum system uptime with a minimal impact to L client personnel. When an issue with a component requires an onsite visit an Iron Sky technician will be dispatched from Iron Sky's local office. User Training Once the LPR system has been installed, Iron Sky provides onsite user training on every aspect of the system in a train-the-trainer model. All users have access to the help document and 1- 800 Customer Service number. As-Built Drawings Upon the client's request, Iron Sky can provide as-built CAD drawings of the LPR system identifying the location of devices, cable routing, IDF/MDF locations, legend for the drawing and other pertinent information. Drawings will be furnished after the installation is complete. Every employee at Iron Sky, from the President to the accountant, understands their specific role in enabling Iron Sky to deliver Better Tools To Fight Crime and every employee at Iron Sky was hired because they are the best at what they do. coo) C Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 2 Page 4 SECTION 3 STAFFING PROJECT TEAM QUALIFICATIONS Iron Sky has completed numerous projects around the country of similar and larger scope. Below are the resumes for the team members that will be responsible for the success of the City of Sunny Isles Beach project. Jay Thompson Director of Special Projects Mr. Thompson will function as the overall Project Manager Iron Sky believes in a One-Throat-To-Choke model of project management and this project will be assigned to Jay Thompson, Iron Sky's Director of Special Projects. Mr. Thompson has significant experience managing projects containing more moving parts than this project for Ballenlsles. Mr. Thompson will manage the team that coordinates all Iron Sky and subcontractor activities to ensure the successful delivery of this project on-time and on-budget. To maintain consistency after the project has been delivered Mr. Thompson will also be the On- Site System Subject Matter Expert. Jay Thompson has been with Iron Sky for over 2 years and brings extensive, successful project management experience to the Ballenlsles video surveillance project. He is a Registered Communications Distribution Designer(RCDD) and a Network Transport Specialist (NTS)with L the Building Industry Consulting Services International (BICSI). He is a Limited Energy License holder for Florida, Georgia and Tennessee and holds all manufacturer certifications for the equipment contained in this proposal. Summary of Experience: Mr. Thompson has been involved in all projects for Iron Sky's Southeast clients from design to deployment to subcontractor management. Mr. Thompson began his career with Electronic Data Systems in Detroit, MI. Assigned primarily to the General Motors account, Mr. Thompson spent 17 years helping maintain state of the art communication technology in General Motors plants and office environments. Advancing quickly in responsibilities and authority, Mr. Thompson held positions in engineering, project management and leadership. Noteworthy accomplishments are the design and implementation of a method to provide for a LAN room environment and cabling method on the factory floor through the use of NEMA-12 enclosures. The solution was implemented in all GM factory environments and is still in use today. Rapid advances in networking technology in the late 1990's required network upgrades at the layer 2 and 3 level in the factories at a rapid pace. Mr. Thompson was instrumental in the design and implementation of a network staging center in Madison Heights MI. At this facility the plants entire communication network was created and configured. Proof of concept and customer acceptance occurred at this facility. The equipment was then packaged as a complete solution, shipped to the factory and installed. Meanwhile the fiber optic and copper infrastructure was being installed in the plant. This unique method of implementation provided for an estimated 30% increase in implementation efficiency. Mr. Thompson continued his career in 2000 with Custom Cable Industries in Tampa Florida. As Director of Operations Mr. Thompson was responsible for the day-to-day operation and Eassi Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 3 Page 1 leadership of the installation division. The division consisted of three locations in Florida and approximately 75 people. Mr. Thompson was quickly promoted to Vice President and joined the Executive Leadership Team (EMT). As a member of the five-person EMT, Mr. Thompson was responsible for the strategic direction, vision and profitability of the entire company. While still retaining responsibility for the installation division, Mr. Thompson accepted the responsibility of direct account leadership for two of the company's most valued accounts, Walt Disney World and Publix Supermarkets. A strong understanding of customer service has provided for rapid growth of both of these accounts under Mr. Thompson's leadership. Armed with his strong customer, leadership and business skills Mr. Thompson accepted the challenge from the president and CEO to lead the sales team. Mr. Thompson brought a structured sales process, methodology and accountability to the sales team. Sales results improved by 40% under Mr. Thompson's leadership. Noteworthy accomplishments are hundreds of successful infrastructure implementation projects in and around Florida. Including the Fort Myers airport, the massive Saratoga Springs time share resort in Orlando, and the Publix headquarters in Lakeland FL. Mr. Thompson was also a significant contributor in the process to obtain ISO9001 and TL9000 certification for the company. Now with Iron Sky as Director of Special Projects, Mr. Thompson has brought his talent, experience and credentials to an already talented team to help ensure that Iron Sky's solutions are in complete alignment with customer's requirements. Mr. Thompson is a Registered Communications Distribution Designer(RCDD) and a Network Transport Specialist(NTS) with the Building Industry Consulting Services International (BICSI). He is a Limited Energy License holder for Florida, Georgia and Tennessee and is certified in Firetide. Being committed to lifelong education, Mr. Thompson returned to school and obtained his Degree in Business Administration in 2011 from Nova Southeastern University. Relevant Past Performance for which Jay had direct responsibility: Disney SIMBA project This project involved 802.11 wireless surveys and AP installation at nearly every gift store on the Walt Disney World property. Approximately 500 total 802.11 access points were installed with associated active surveys at approximately 60 locations. The project was extremely fast paced and posed significant logistical challenges concerning access and "theming" of the devices. Disney wireless Moves, Adds and Changes (MAC) Accommodating the moves, adds and changes to the wireless infrastructure at Disney is an on- going process. To date approximately 1,000 total 802.11 access points have been implemented at Walt Disney World under my leadership on various projects. The work always involves strong coordination between the network teams, end users, security and Disney Imagineering. Disney 802.11 Coverage Documentation Disney began implementing 802.11 solutions using their own personnel in their parks around 2000. Their early implementations where poorly documented and were installed without a master coverage plan. In 2004 Disney's 802.11 network had grown to over 2,000 access points. I managed a project to survey all four major parks for coverage and performance of their 802.11 network. Findings were documented graphically and statistically. The findings were then analyzed to formulate a coverage plan to maximize both new and future access point installations. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 3 Page 2 Disney Saratoga Springs Resort This three-phase project consisted of 15 buildings each with 50 apartment-style guest rooms. The low voltage aspect of this project involved all inside and outside plant cabling for each building. The systems included CATV, Voice and Data. This two-year project remained on schedule and on budget through completion. Fort Myers Airport This project entailed the installation of all voice and data cabling for the entire airport. LAN rooms were constructed and copper and fiber optic cable was installed throughout the facility and to nearby buildings. This 18-month project involved thousands of communication outlets and miles of cable. Publix Data Centers Publix built a new data center in Atlanta and modernized their data center in Lakeland. Under my account leadership, all copper and fiber optic cabling was designed, installed and tested. These highly critical locations support all of Publix data process needs. Publix Headquarters This extremely fast paced project involved the installation of all voice and data cabling at their new 600,000 square foot headquarters building. The architecture involved zone cabling with consolidation points at the cubical clusters. Occupants were moved in stages requiring strict completion deadlines every weekend for approximately three months. Navy Federal Credit Union Navy Federal is the world's largest credit union with 39 billion dollars US in assets and 3.2 million members. Navy Federal built a new facility in Pensacola, Florida to house customer service, collections, real estate and many other critical functions. To date three of the four buildings are complete. Each building is approximately 60,000 square feet. Under my account leadership, Custom Cable has installed all the copper and fiber optic cabling to support the entire campus. Scott comes to Iron Sky after seven years at LenSec where he was the General Manager responsible for operations and sales in the mid-Atlantic region. When LenSec hired Scott they had only one client in the mid-Atlantic region. They focused exclusively on the public school market. Under Scott's leadership LenSec's clients in the mid- Atlantic grew to encompass cities, counties, police departments, emergency preparedness agencies, healthcare facilities, colleges and universities, detention centers, transportation agencies and critical infrastructure sites. Scott also expanded LenSec's vision to include true, enterprise-wide projects that integrated several departments and agencies within an entity onto a single surveillance platform. This increased adoption of the technology and the client's return on investment. At LenSec, Scott continuously pushed the company to enhance its offering and take advantage of the latest technologies that would enable public sector clients to be more effective and efficient in their operations. Scott led LenSec's transition from being an installer of analog surveillance systems to being a systems integrator of IP-based solutions with a 700-camera, 33- facility deployment in 2004. Scott also implemented the company's first city-wide wireless solution that enabled police to better manage their response to incidents by remotely monitoring multiple public housing communities around the city in real time from any computer on the city's network. In his career Scott has provided enterprise-wide technology solutions to public, private and federal clients. He has chosen to focus Iron Sky's efforts exclusively on public sector clients. Wireless connectivity was provided by 21 Firetide wireless radios. This project continues to expand as additional camera locations are identified. Phase I installed new IP cameras in the Police Department Building which included cameras that recorded audio for the interview rooms. Phase I also installed new IP cameras in the Department of Utilities Building. Phase II integrated existing analog camera and installed new IP cameras in the 3 of the City's public schools. Phase III integrated existing analog cameras at the Manassas Regional Airport. From a single interface any authorized user (Airport director, Police officer, Utilities personnel, Emergency Responders, School District staff, etc) can view any of over 100 cameras they are authorized to view from any computer on the City's LAN/WAN. This project continues to expand as more agencies are brought online. City of Richmond Police Richmond, Virginia Scope of Project: Designed, implemented and supported a multi-phased, multi-agency City- Wide wireless surveillance initiative for the City of Richmond Police and Richmond Sheriffs Office. The system deployed for the Police included the installation of IP Pan/Tilt/Zoom cameras and Firetide mesh radios in three housing projects and IP cameras that captured the audio in interview rooms. The system deployed for the Sheriffs Office included the installation of IP cameras in the John Marshall Courts Building. The system continues to expand as more precincts and agencies are brought online. Spotsylvania County Spotsylvania, Virginia Scope of Project: Designed, implemented and supported over 700 IP cameras in 32 county facilities including the Judicial Center, all public schools and the School District Administration Office to create a County-Wide surveillance platform. From a single web page, any Spotsylvania County Sheriffs deputy can view any camera in any facility from anywhere in the county using his wireless mobile data terminal and the county's CDMA network. With the system, law enforcement, fire, emergency response and the school district are able to take a proactive stance on public safety and can collaborate with any agency at any location in response to an incident while viewing the cameras in real time. Northern Virginia Community College Annandale, Virginia Scope of Project: Designed, implemented and supported a college-wide surveillance solution for six campuses involving over 250 IP cameras that allowed any authorized user to view any camera at any campus from any computer on the College's LAN. The project utilized wireless mesh radios to connect remote camera locations. George Mason University Fairfax, Virginia Scope of Project: Designed, implemented and supported a university-wide surveillance solution that would enable any authorized user to view any camera at any campus from any computer on the University's LAN as well as enabling remote access to emergency responders in response to an incident. Phase I integrated existing analog and IP cameras at the Fairfax campus, Prince William campus and the Freedom Aquatic and Fitness Center into a single surveillance management platform. Phase II encompassed the installation of new IP-based cameras at the Fairfax, Arlington and Loudoun campuses. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 3 Page 10 Virginia State University Petersburg, Virginia Scope of Project: Designed, implemented and supported a university-wide surveillance solution that integrated existing analog cameras and installed new IP-based cameras to create a university-wide surveillance platform with over 100 cameras. The system leveraged the University's extensive fiber optic infrastructure and utilized a 20TB+ storage solution for image archival. Community College of Baltimore County Baltimore, Maryland Scope of Project: Designed, implemented and supported a college-wide surveillance solution for four campuses to create a college-wide surveillance platform that allowed college police to view any camera in any building at any campus from any computer on the College's LAN. Saint Joseph Medical Center Towson, Maryland Scope of Project: Designed, implemented and supported a phased approach to upgrading the Center's analog surveillance solution. Phase I installed 43 new IP-based cameras, including Megapixel cameras, in the employee parking garage and established the enterprise-wide surveillance management platform. Phase II replaced the existing analog cameras with 133 new IP cameras, including Megapixel cameras. The Center could not afford a loss of surveillance capabilities so a detailed cut-over plan was implemented to ensure the Center experienced no down time of the camera systems. Harford County Public Schools �• Bel Air, Maryland Scope of Project: Designed, implemented and supported over 500 IP-based cameras and retrofitted existing analog cameras in 18 schools and offices throughout the district. The surveillance solution established a district-wide surveillance platform from which the school district, five law enforcement agencies and multiple emergency response offices could independently and simultaneously manage all cameras remotely. Anne Arundel County Public Schools Annapolis, Maryland Scope of Project: Designed, implemented and supported over 1,000 IP cameras in over 30 schools and administration buildings throughout the district. Each camera will capture one lane of traffic. At each location the following equipment will be installed: • One (1) Vigilant Video LPR camera • One (1)Vigilant Video Digital Signal Processor • One (1) environmentally-rated enclosure • Wireless connectivity equipment (either Ubiquity radios or client-provided cellular modems) Since no specific installation locations were identified in the RFP, and no direction was given to the vendors as to the type of assets that were available to vendors for installation of equipment, Iron Sky designed this system using current best practices from other Miami-area cities. Iron Sky is proposing to install the LPR equipment on a combination of City-owned buildings, privately-owned buildings, Miami-Dade County light poles and new poles to be installed by the City of Sunny Isles Beach. Based on Chief Gomez' ability to secure authorization from Miami- Dade County to install equipment on their poles, Iron Sky believes replicating that model will provide the required locations while reducing the overall cost of the project. Chief Gomez has offered numerous times to make the introductions between his contacts at Miami-Dade County and other municipalities. Iron Sky also assumed that there would be constant and available 120VAC electrical power within 10' of the equipment location on the pole or building and that no new electrical circuits would need to be installed. If any of these assumptions are incorrect Iron Sky will work with the City to determine alternate locations. An exception to this is Location 7 which will utilize a long-range LPR camera to capture the 3rd lane. Communications for Locations 1-9 will be provided by 5GHz wireless radios from Ubiquity Networks. The City of Sunny Isles Beach is already successfully using these radios. Communications for Locations 10 and 11 will be provided by 3G or 4G cellular modems to be provided by the City. This blend of 5GHz radios and cellular modems will deliver the greatest throughput to a majority of the LPR locations while reducing monthly and annual cellular contract fees. All LPR data will be centralized on a server to be installed in the City of Sunny Isles Police Department. This server will analyze the data in real time and trigger alerts when a wanted license plate is read. Patrol officers will be able to monitor LPR alerts from inside their vehicles using the CarDetector Fixed software installed on their mobile data terminals. Any authorized City of Sunny Isles Beach user will be able to log onto a web page to run reports and gather intelligence from any computer. In addition to the license plate data that is captured by the twenty-four(24) City of Sunny Isles Beach LPR cameras, the City will also have access to nearly one billion LPR reads in south Florida and across the nation. Vigilant Video's Law Enforcement Archival Reporting Network (LEARN) is the most depth data sharing platform available and ensures that the City of Sunny Isles Beach will gain the most intelligence from its LPR system. Currently, LEARN is ingesting LPR data from numerous other LPR providers (NDI, PIPS, etc) at other Florida law enforcement agencies (LEA)which is then made available to City of Sunny Isles Beach officers and investigators. The public safety impact of LEARN uniting LEAs across the country within a common LPR data sharing framework should not be underestimated. This interoperability is included in this proposal to the City of Sunny Isles Beach. As is evident by the pictures and details in the following design, Iron Sky personnel walked every equipment location searching for the most effective location for equipment taking into account the amount of work required of the City. Iron Sky believes this is the best design and will result in an extremely effective LPR system with the highest uptime, lowest maintenance and lowest total cost of ownership. Scalability and Future Camera Integration Iron Sky is aware of the City's vision to deploy video surveillance cameras in its parks in the near future. Iron Sky has developed its own Video Management Software (VMS)which will fully integrate all video surveillance cameras and LPR cameras onto a single platform enabling any authorized user to view any camera on any device (PC, laptop, tablet, phone) anywhere in the world. In response to an incident the City of Sunny Isles Beach would simply need to give a 3rd party agency, such as County or State emergency responders, a web page, username and password. There is no software to install or maintain and users navigate all cameras using a very simple and intuitive Google Maps interface. The following images are snapshots from one of Iron Sky's clients, Sandy Springs, GA. Iron Sky has full integrated their surveillance cameras, traffic cameras, LPR cameras, 911 CAD data and Vehicle Location data. In addition, two neighboring police departments, Dunwoody and Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 3 Johns Creek, are using the Iron Sky interface also which allows all systems for all three agencies to be displayed on the Iron Sky VMS. This is a fully licensed Google Maps interface which enables Iron Sky to integrate and display any kind of data the client wants to see. In the Iron Sky interface, cameras are represented as red Google Maps pins, LPR cameras are labeled `LPR', fire trucks are shown as miniature red trucks, patrol vehicles are represented by their badge, 911 calls are shown as blue shields and emergency/medical calls are shown as red crosses. RESPONSE TO SECTION 3.2 TECHNICAL REQUIREMENTS BACK OFFICE SYSTEM Description: Back Office solution provides a seamless automatic management/ interface point for the systems (meaning that all updating/communications are performed through a single central server) but also facilitates the simple query of the collected data through any LAN connected PC. All data will be streamed from the remote cameras to the back office server. Server will be provided by the awarded proposer. System shall provide the ability to continuously and automatically scan, capture, store, display, process and interpret images of license plates within range of the equipment without any action by the patrol officer. This means that the system shall continue to operate in the background when the operator is dealing with any 'alarm' or other function of the system. The system shall capture and store the following data for any and all license plates scanned: vehicle license plate image (infrared), interpreted license plate number, color license plate image, color overview of the identified vehicle, date stamp, time stamp, GPS location of vehicle, type of offense or database (if a match or hit occurs against one of the target databases containing vehicles of interest), this data shall be stored in an encrypted format. • System shall be capable of reading license plates from all cameras simultaneously. Vendor will provide all the necessary software, equipment and infrastructure to monitor vehicle traffic. IRON SKY RESPONSE Iron Sky fully meets and exceeds this requirement. Iron Sky is proposing Vigilant Video's fixed-location License Plate Recognition (LPR) system for this project. Vigilant Video has been developing analytic and license plate recognition software for 17 years and has the most impressive LPR solution on the market. Their fixed-location License Plate Recognition solution, CarDetector Fixed System (CDFS), was developed as a response to the wide adoption of their CarDetector Mobile system which has been installed in over 1,200 vehicles across the country. Vigilant Video is the sole developer of their software and does not rely on any 3rd party software which ensures the system maintains the highest operational standards and allows Vigilant Video to be extremely responsive to end user requests for new functionality. Vigilant Video has developed several innovative and industry leading applications such as its Mobile LPR App which allows officers to take pictures of license plates using their smartphone and run them instantly against hot lists for real-time analysis in the field. More importantly, Vigilant Video developed a solution that allows law enforcement agencies to share LPR detection data with other law enforcement agencies via the hosted LEARN server that is located in a Level One FBI Audited Data Center. Currently the LEARN server contains over 633 million license plate records. Ongoing training is also included at no extra charge to ensure that new users are up to speed on the system quickly. Timely Updates To ensure that the product the City of Sunny Isles Beach purchases will continue to have the most up-to-date software, remote updates will be performed to include the most up-to-date code, patches and software upgrades. Iron Sky offers a comprehensive software Site License Agreement (SLA). The advantages of the Software Site License Agreement are endless: • Unlimited Technical Support • Complete software maintenance • All software upgrades • Unlimited LEARN User accounts • No Cost LPR data managed/hosted accounts • Unlimited Mobile Companion Use kkor • Unlimited use of TAS alerting software • Access to all Vigilant Video software The software SLA is an ongoing subscription program, whereby the client'subscribes'to software usage. The software usage, and therefore the ongoing subscription fees, are charged on a basis of consumption measured by the total number of physical LPR cameras 'plugged in' to the enterprise software package. Currently over 90% of Vigilant Video's LEA clientele are active software SLA program participants. On-Site Support Iron Sky will provide complete onsite service and support for as long as the City of Sunny Isles Beach renews the Annual Service and Support Agreement. Iron Sky is able to remotely evaluate the health of the system and diagnose issues that arise remotely. For any issues that require an onsite response Iron Sky will dispatch a local technician, usually the next business day, depending on the nature of the issue, between the hours of 8am-5pm ET Monday through Friday. Warranties This proposal includes a two-year warranty on all hardware, software and installation. The Town is able to extend the warranty to five years for an additional $24,720.00 at any time before the two-year warranty expires. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 59 Project Schedule Iron Sky has installed physical security solutions in all types of environments and facilities across the country and is able to successfully install systems in any environment. Our installation experience allows us to provide a quick, clean and complete installation with little to no disruption in daily activities. The Iron Sky project manager and the designated client Point of Contact (POC) will develop a project schedule during the pre-construction meeting which will be scheduled fifteen (15) days after the execution of the purchase order. Iron Sky will work with the department to determine the project schedule. A typical schedule for a project of this scope would be: Day 1: Client accepts the proposal and issues a Purchase Order. Week 2: Iron Sky schedules a pre-construction meeting with the relevant Client staff members to review scope of work, project assumptions, Client deliverables and timeline. Iron Sky orders equipment and coordinates subcontractors once all items have been agreed upon. Week 7: Installation is estimated to begin 5-6 weeks after the pre-construction meeting and should take 3-4 weeks onsite to complete. (Note: Installation will not begin until all IT information has been provided and Client has given full remote access to Iron Sky Technical Support personnel.) Iron Sky expects to install one equipment location per day with contingencies for weather and other unforeseen delays. Week 10: Once installation is complete, the system is turned on and tested for 1 week. Client personnel will not have access to the system during this time. Week 11: Once the system has been fully tested, it is released to the Client, training is conducted and a punch list is compiled. Users will not have access to the system until testing and final configuration has been completed. Once the punch list items have been addressed, the client will sign off that the system is 100% to its satisfaction and the final invoice will be submitted. Upon completion of installation and acceptance by client Iron Sky will supply full system documentation to included manufacturers data sheets, operating manuals and "as built" system diagrams in .PDF or AutoCad format (as built diagrams are an additional cost option). The above timeline is an estimate based on Iron Sky's experience on similar projects, but Iron Sky is able to accelerate or decelerate the project as needed to comply with any unique circumstances the City of Sunny Isles Beach may have. An example of Iron Sky's Project Planning capabilities are demonstrated in the following Project Plan for the Town of Golden Beach project that is currently being installed. The project is on schedule and no change orders have been initiated by Iron Sky. The training includes system operation procedures and maintenance information for all system components. The client will designate three of those users as system administrators to undergo more extensive training. Testing and Acceptance The Iron Sky Project Manager and the designated Client Project Manager will develop a set of testing and acceptance criteria to be documented and signed by both parties within two (2) weeks after the Project Kickoff Meeting. These acceptance criteria will be utilized to determine that A)the equipment has been installed according to this Scope of Work and B)that the entire system has been completely installed and is acceptable by the Client. Client agrees that testing and acceptance shall be according to the component manufacturer's OEM specifications. In the event that acceptance criteria cannot be agreed upon between the parties, the project will be suspended and no work will be performed until such issues have been resolved. Installation Acceptance Client will take full ownership and responsibility for any equipment immediately as any component has been delivered to client property. Client will provide a designated inspector to inspect, accept, and sign a delivery acceptance document provided by Iron Sky. If the equipment is deemed unacceptable, Iron Sky shall remedy any problem to bring the installation into compliance with the manufacturer's specifications. After delivery, client shall be responsible for the cost of replacing and reinstalling any equipment that may become damaged, vandalized, or stolen. Unless force majeure conditions apply, delivered equipment that is not inspected or accepted by Client within four(4)calendar days after delivery will be deemed to be accepted by Client. Client will bear any additional costs incurred by Iron Sky for the replacement of equipment. Operational Acceptance The parties understand that certain components, once installed and connected, can become active and operational for their intended purpose. Such activation may thereby provide client with "beneficial use" of that component. Upon activation of a component of the system and demonstration that such component satisfies the applicable criteria in the acceptance test plan, client agrees to inspect, accept, and sign an operational acceptance document provided by Iron Sky. If the component is deemed unacceptable for a reason other than improper installation or handling by the Client, Iron Sky shall remedy any problem to bring the equipment's operation into compliance with the testing and acceptance criteria. If the component is operational and provides beneficial use for its intended purpose but, for any reason, does not meet certain criteria listed in the acceptance test plan, client and Iron Sky may agree that such component is operational and therefore complete. Final Acceptance Final project acceptance will occur when Iron Sky has demonstrated that all equipment and components are installed and operational and the training session has been completed. At this time the client will sign the Customer Acceptance Document and the final invoice will be submitted. Iron Sky is not responsible for issues that arise with the client's installation, client's network, electrical power or other systems that are owned by the client but impact the performance of the camera system. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 61 Project Organization Project Management Methodology Iron Sky's experience working on projects of this scope for municipal agencies has enabled it to develop a highly efficient Project Management process that ensures the project is delivered on- time and on-budget with a minimum of surprises. Our Project Management Process is built around the equipment staging and delivery requirements of large projects and has evolved into the following thorough and orderly steps: 1) The client issues the purchase order. 2)The Iron Sky Project Manager schedules a project kickoff meeting with key Iron Sky and client personnel. This meeting will serve to confirm final details and capture any changes to the original scope. 3) Project Manager creates a Project Workbook. The workbook will include: • Information and detail on every piece of equipment required for the project • Subcontractor information • Network information required to configure cameras/servers/storage/switches • Installation specifics and details • Maps and floor plans w/equipment locations • Detailed project plan • Delivery schedule. A schedule based on site audit, sales meeting, client expectations and equipment availability. The schedule shall include lead-time to receive equipment, system staging, shipping and installation. The installation shall be broken down into tasks that include vehicle scheduling, camera installation, server installation, testing and final acceptance. Scheduling is critical. Project will not be started without a baseline schedule being completed. 4) Project Manager, Delivery Manager and client project manager to coordinate and agree on workbook approach and content. 5) Upon completion of the workbook, the Delivery Manager, Staging Manager& Project Manager will coordinate to ensure all parties are aware of the system components, tasks, schedule and any special conditions. 6) Delivery Manager will order all equipment and identify the items will be drop shipped to the subcontractor and what will be received by client for staging by the Staging Manager. 7) Staging Manager receives cameras/radios/servers/storage/switches and conducts the System/Application Configuration and Validation process: • Remove from packaging • Plug in to power and network • Connect all devices to each other • Configure all devices • Load software onto server • Verify continued proper operation of all equipment through one week burn in period. • Breakdown all equipment and kit up according to PM's workbook detail and installation plan (ie. Camera #3 is an Axis 233D camera w/T95 housing, 277VAC Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 62 kapr power transformer, wireless radio, Omni-directional antenna, pole mount, 3' coax antenna cable, NEMA enclosure). Each kit is complete and clearly labeled to enable the installation contractor to bring one box to Camera #3's location on the map and install at one time. This approach ensures all the material is present and ready for install. • Ship and track all equipment according to workbook and inform subcontractor of delivery timeframe. 8) Subcontractor receives all equipment. 9) Project Manager confirms all equipment is received and schedules installation with Subcontractor and Client. 10) Project Manger supervises installation to completion addressing any issues that may arise. 11) Project Manager conducts user training. 12) Project Manger will submit system to client for testing and acceptance. 13) Upon client acceptance the system is turned over for customer operation and support. Project Approach Iron Sky is a firm believer in the importance of a methodical plan to successfully execute a project the size and complexity of this project. The foundation of the plan is a complete and thorough technical design. The design is first created by Iron Sky and then validated by the krir equipment vendors and the customer. This includes the cameras, the RF communications equipment, fiber provider and the computing and storage hardware. Once validated, the implementation plan is enacted. A key element of the implementation is the configuration and staging of the equipment before being installed. Staging further validates the design, ensures proper equipment operation and configuration and increases efficiency in the field. The staging plan closely parallels the installation plan to ensure equipment is ready for installation at the time and place most efficient to the installers. Proper coordination at this stage significantly reduces the impact to normal city operations and traffic flow. Throughout the process, the Iron Sky project manager oversees all aspects of the installation and stays in frequent communication with stake holders. As the physical installation nears completion, the critical aspect of system testing and validation begins. It is at this stage all aspects of the system are tested. The customer does not yet have control or access to the system. This stage is for Iron Sky and their vendors to completely align and tune the system before the system is relied upon for normal operation. Once validated by Iron Sky, select users are trained and given access to the system. As comfort with the system increases, additional users are trained and provided access. It is at this stage that final as-built documentation is created and delivered to the customer for on-going maintenance and support. Project Management Effective and accurate communication for a project the size and complexity of the City of Sunny Isles Beach ALPR project will be essential for success. Iron Sky proposes a project management hierarchy for decision making and communication for both the Sunny Isles Beach Police Department and Iron Sky. Both organizations shall designate an individual which has the authority, capacity and ability to speak for both organizations. Primary communication concerning the project shall occur either through, or with the full knowledge of these individuals. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 63 In addition to event driven ongoing communication, weekly project status reports shall be used to communicate progress, issues and upcoming tasks. Face to face meetings shall occur as necessary to solve project challenges while still retaining efficiency. Iron Sky's project manager will submit a Project Status Report and Project Change Control form every Friday documenting Iron Sky's progress against task assignments. The Project Status Report provides the following information: • Overview of tasks completed during the report period • Overview of tasks in process • Problems encountered and steps to resolution • Corrective action if project is not on schedule The Project Change Control form provides the following information for each change request: • Reason for change request • Impact to schedule, cost or any other aspect of project • Signatures of the authorizing client party These forms can be found in the Attachments section of this response. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 64 Terms and Conditions • The pricing contained in this proposal is valid for a period of 90 days from the proposal date. Iron Sky can, at its discretion, provide an addendum to this document extending the proposal pricing period. • Any enhancements to, or modifications of, any software or hardware utilized in the support of the "Project" not covered in this proposal will be negotiated as a separate price. • Client will provide information and permission to connect to IT networks as necessary for installation and completion of this project. Information may include locations of network closets and utility rooms, descriptions of network infrastructure, providing static IP addresses, etc. Permission to connect may include co-location of equipment in network closets, creation of subnets or Virtual Local Area Networks (VLANs), opening certain ports on the firewall, etc. To accomplish these tasks, the Iron Sky Team would like to communicate and coordinate with the Client's IT staff early in the project planning process. Iron Sky reserves the right to delay commencement of work, at no penalty to Iron Sky, until questions have been answered, permissions have been granted, and requested information has been provided. • Client will provide static IP addresses, subnet mask, and default gateway information for all surveillance system equipment, as necessary. Client is responsible for maintaining the camera system IP address schema documentation and making updates as necessary. • Client will provide a sufficient number of network ports ("network drops") at designated telecommunications closets ("hub rooms")within the facilities and locations where surveillance system equipment will be installed. • In order to control costs, server redundancy and failover capability has not been designed into this camera system. Client understands that video is being stored only on the primary server, and failure of that server's hardware will degrade the system or cause it to stop operating. • Client is responsible for granting permission or obtaining permits to install any cameras, network equipment, mounting hardware, etc., described in this proposal. This includes permission and/or permits for installation of equipment within rooms, hallways, stairwells, and on exterior walls, on rooftops, etc., as necessary and within the scope of this proposal. • This project may contain tasks or deliverables that will depend upon client taking actions to include, but not limited to, providing information, approvals, and deliverables in order for the project to progress or be completed in a timely manner. If the project schedule is delayed in this fashion, the Iron Sky project manager will inform client and record such impact in the weekly report. • Iron Sky assumes that there will be only one client Point of Contact assigned to lead this project and who will have full support from client senior management. Under this arrangement it is assumed the appropriate client personnel will be available on a timely basis to work with Iron Sky representatives, and that management will provide authority to the POC sufficient to support the full scope of the project. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 65 LIndemnification Client agrees to indemnify and hold Iron Sky, Inc. harmless from all claims, losses, expenses, fees including attorney fees, costs, and judgments that may be asserted against Iron Sky, Inc. that result from the acts or omissions of Iron Sky's and/or the Town of Palm Beach's employees, agents, or representatives. Injuries The Client acknowledges their obligation to obtain appropriate insurance coverage for the benefit of the client. The Client waives any rights to recovery from Iron Sky, Inc. for any injuries that the client (and/or the client's employees) may sustain while performing services under this Agreement and that are a result of the negligence of the client. Limited Warranty Iron Sky represents and warrants that its services will be performed in a professional and workmanlike manner, and in accordance with the specifications, terms, and conditions of this proposal. Work performed under this proposal will conform to the OEM requirements. Standard manufacturer warranty will apply to all products, and will commence at the time of shipment by manufacturer. Except as otherwise expressly described in this proposal, Iron Sky makes no representations or warranties, either verbal or written, expressed or implied, regarding any matter, including the merchantability, suitability, originality, fitness for a particular use or purpose, or results to be derived from the use, of any technology service, software, hardware, or other materials provided under this agreement, or that the operation of any such service, software, hardware or other materials will be uninterrupted or error-free. Warranty Conditions Iron Sky warranties this system to the original purchaser to be free from defects in material under normal use during the warranty period. This period will be as follows: • Materials: Products that have failed as a result of manufacturer's defect, not improper handling or installation, will be repaired or replaced, at Iron Sky's discretion, without charge for a period of 24 months. Any repaired or replaced items immediately become the property of Iron Sky and the disposition, salvage, or disposal of such items will be determined by Iron Sky. • Labor: Labor is warranted for 12 months. • Clarification: Consumable items will be warranted in accordance with the original manufacturer's warranty only. Devices including, but not limited to, fuses and/or power and/or lightning transient protectors/suppressors, which are designed to fail in order to protect the security system equipment are not included in the warranty. • Software: All software is warranted to perform and operate in accordance with published specifications at the time of sale. In the event of a program defect, the sole obligation of Iron Sky shall be to make available all published modifications that correct program problems which are published within 18 months from date of purchase, provided Client has returned the Registration Form delivered with the software package. The warranty will not apply to any product or installation, which has been misused, abused, or altered. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 66 Coy The only warranty provided by Iron Sky is the limited warranty stated above which shall not extend beyond the period stated in this proposal. Iron Sky makes no other warranties, expressed or implied, of merchantability or fitness for a particular purpose. No responsibility is assumed for any incidental or consequential damages, even if Iron Sky has been advised of the possibility of such damages. Iron Sky does not promise that the system or the services cannot be compromised or that they will always provide the intended signaling, monitoring, or other services. If a court decides that Iron Sky has given the Client any implied warranty, it will extend only for the length of the limited warranty period. Some states do not allow limitations on how long an implied warranty lasts or the exclusion or limitation of incidental or consequential damages, so the above limitation or exclusion may not apply to the Client. This limited warranty Ives g the Cli ent specific legal rights. The Client may also have other legal rights that vary from state to state. This warranty will be voided if, during the warranty period, the Client connects to or interconnects with, subsequent to the initial installation, devices not supplied or installed by Iron Sky. The warranty will also be voided if warranted equipment is serviced by a non- Iron Sky authorized organization. This warranty period shall commence when the client has beneficial use of the system, or completion of system installation, whichever occurs first. Iron Sky Response to the City of Sunny Isles Beach Request For Proposal#12-09-01 Section 4 Page 67 ,, SECTION 5 COST OF SERVICES The itemized Sales Quotation for this project can be found on the following pages containing all software, hardware, professional services and ongoing maintenance required to accomplish the tasks outlined in this proposal. Ongoing Costs and Expansion The only ongoing cost for this system are the Iron Sky Annual Service and Support contract and the Vigilant Video Site License Agreement. These contracts will renew at the stated rates and will be billed at the beginning of the year term (i.e.-Year 2 Service would be billed 1 month prior to the expiration of the Year 1 service contract). Additional equipment purchased within one (1) year from the date of this executed contract may be purchased at the prices contained in this sales quotation. Contingencies No contingency allowances were included in this proposal to address unforeseen conditions encountered during the installation of the project. Maintenance of Traffic Maintenance of Traffic (MOT) requirements were not articulated in the RFP. If MOT is required under the scope of the FDOT permit then an additional $600/day will be billed in the final invoice for the installation locations requiring it. Payment Milestones 50% of the total project value will be invoiced upon issuance of the purchase order. 35% of the total project value will be invoiced upon delivery of equipment to client. 15% of the total project value will be invoiced upon completion of project and acceptance by client. There are not many companies that I would highly recommend to any city seeking a technology project, but our experience with Iron Sky and their responsiveness to our video surveillance project deserves this recommendation. The Hawthorne Police Department was experiencing a high number of calls for service at Eucalyptus Park and we needed a technological solution to assist in attacking the problem. Iron Sky laid out a plan to decrease crime in Eucalyptus Park by installing interactive cameras to enable officers to watch what was happening in real time from remote locations. One of the challenges that prevented the City from installing cameras in the park previously was the lack of network connectivity.
