We have carefully reviewed the requirements and have responded with a complete solution that addresses all aspects of an efficient ALPR system. L-3 Mobile-Vision has provided in-car equipment to law enforcement agencies for over 25 years. We have the financial resources, engineering capabilities, support structure and knowledge to help the City implement the most advanced ALPR system available. We have provided equipment to many agencies throughout the world, including, but not limited to the: Tampa Police Department, FL; Tucson, AZ Police Department; New Orleans, LA Police Department; Shreveport, LA Police Department and the Orange County, CA Sheriffs Department. We can provide a level of support and service to the City that other manufacturers and resellers simply can or will not. Arguably more important than the fact that we have been in the law enforcement equipment industry longer than most of our competitors, and perhaps more relative to today's economic situation, is the fact that we have the financial resources to provide the City with service and support not only now, but in the future. We understand that the City will perform its due diligence to ensure its investment is made with a company that is the strongest in the industry. The deliverables proposed include our AIertVU fixed ALPR System. The AlertVu system provides: • The L3 Camera has the proven unique ability to read the difficult Florida plates accurately at the required ranges and angles. It is enclosed in milled metal housing, nitrogen sealed and robust. L -3com . com/mv Company Information Sunny Isles Beach ALPR RFP 9-27-2012 • The industry's Premier Back Office solution that allows the "Plate Read" information to be easily used (automated alerts, automated hotlist management, etc.) without administrative overhead. • Interoperability: Multi-agency data sharing. • Automated Database updating via wireless communications (802.11 or cellular). • A complete solution: Includes the AlertVU Roadside Equipment (cameras, CPU, ALPR application) as well as the AlertVU Server Hardware and Software. • L3 will fully manage the project; configure, mount, install the solution and provide training. Sunny Isles need only provide communications power and the mounting platform (pole). • This represents a complete solution for 23 lanes of traffic installed for $238,629.50. The system cost (HWR/SWR) is $215,981.75 ($9,390.51 per lane). The installation, project management, shipping (special discount considered) adds another $984.68 bringing the installed total cost per lane up to $10,375.20. See cost of services. In 2008 we expanded our line to include our exclusive MV1 T" Mobile Data Computer. This mobile computing platform is the result of an engineering effort between three (3) of L-3 Communications' public safety and military divisions and includes hardware that has been specified for, and is currently in use by, the US military. In 2009 we introduced our VoiceLink Plus 2TM 2.4GHz wireless transmitter. This upgrade to our original VoiceLink Plus transmitter utilizes 2.4GHz technology, has a smaller form factor and includes an Officer Emergency alert button. 2010 saw the introduction of our AlertVUTM Automatic License Plate Recognition System for fixed and mobile applications. In 2011 the MV1 T" was transformed into our 2-piece V-OneTM Mobile Data Computer which consists of Solid State Drive, Intel Core i7 processor and 4GB of ram standard. Pending Litigation: L-3 Mobile-Vision is not currently involved in any pending litigation. Implementation: After notification of award along with the associated purchase order we anticipate initiating production of equipment within 30 days. L -3com . com /mv Qualifications Sunny Isles Beach ALPR RFP 9-27-2012 1 BACK OFFICE: Description: Back Office solution provides a seamless COMPLY automatic management/interface point for the systems (meaning that all updating/communications are performed through a single central server) but also facilitates the simple query of the collected data through any LAN connected PC. All data will be forwarded live from the remote cameras to the back office server. Server will be provided by the awarded proposer. 2 System shall provide the ability to continuously and automatically scan, COMPLY capture, store, display, process and interpret images of license plates within range of the equipment without any action by the patrol officer. This means that the system shall continue to operate in the background when the operator is dealing with any 'alarm' or other function of the system. The system shall capture and store the following data for any and all license plates scanned: vehicle license plate image (infrared), interpreted license plate number, color license plate image, color overview of the identified vehicle, date stamp, time stamp, GPS location of vehicle, type of offense or database (if a match or hit occurs against one of the target databases containing vehicles of interest), this data shall be stored in an encrypted format. 3 System shall be capable of reading license plates from all cameras COMPLY simultaneously. Vendor will provide all the necessary software, equipment and infrastructure to monitor vehicle traffic. 4 System shall be capable of simultaneously reading images from all COMPLY camera combination of color and infra red cameras. Client places MVI server on ACEGIS network. Server is configured with URL username/password for access to the list. MVI server will automatically detect updates to the list and pull them into the system when changes are detected. 25 Describe in detail how the Police Departments custom hot files are The server allows integrated with the FCIC/NCIC Hot files, efficiently. for custom lists to be created. These lists can be configured for the same update change detection as is in place for the FCIC/NCIC lists. All hotlists are compared against incoming plate reads. He has also held executive positions within Eastman Kodak (Vice President) and Lockheed Martin where he held key positions in large scale endeavors to provide digital solutions for Law Enforcement (FBI and Scotland Yard) and several Defense Agencies. If a vehicle is wanted for a crime it is highlighted for action, if a crime has occurred, then the vehicles that were in the area can be evaluated. Sunny Isles Beach is uniquely configured to provide ALPR Geo-Fencing, this will enable the system to provide enhanced security for the residents by continuously monitoring the plates entering, leaving and traversing the area. It is proposed that all entry / exit points in each city be ALPR monitored with various other strategic points within the cities to be considered for future enablement with ALPR systems. Roadside Systems: As Florida requires only rear plates on the vehicles, the ALPR systems must be configured to "view the rear of the vehicles". Each lane of traffic will require one camera, as each camera will be mounted on an existing light pole and can find plates in excess of 100 feet from camera. The camera system(s) consist of two cameras in a single sealed IP68 housing (infrared camera for reading the plates and a color camera to provide a reference overview of the vehicle) and a roadside processor (CPU in an environmental W\R`a.ev`eW Feaa ReddOyery�ewin, enclosure). eN Q�e W a8e The system will also need a communication mode back to the Police Department. We will utilize existing electrical circuits at the proposed equipment locations. It is presumed that power "at the pole" will be provide by the City (the City will provide power to the pole inside a pullbox following NEC Spec & Code). Installation of new electrical circuits is beyond the scope of this proposal. Equipment L-3 will provide the ALPR camera systems (cameras, roadside CPU's, mounting hardware, camera cabling and application software) as well as the back office server and management application. Communications L-3 have not included communications infrastructure in this initial offering. The communications will be responsibility of the City. It is assumed that the city shall provide all cellular communications devices and services for this project. This includes L3 specified Cellular Modems, and all associated Cellular provider service fees and costs. 20 J L-3 Mobile-Vision PROJECT PLAN AND SCHEDULE The L-3 Communications team has installed enterprise solutions in all types of environments and facilities across the country and is able to successfully install systems in this environment. The L-3 project manager and the designated client Point of Contact (POC) will develop a project schedule during pre-construction meetings which will be scheduled after the execution of the purchase order. The L-3 will work with the department to determine the project schedule. The details of scope and schedule will be established in the initial meetings with the Project manager and Project Team. Until such time L3 can make no firm implementation scope or schedule commitment. S 21 1 L-3 Mobile-Vision ALER17. TRAINING AND ACCEPTANCE System Training L-3 will provide one (1), four-hour training session to train up to ten (10) client personnel as trainers using a "train the trainer" model. The training includes system operation procedures and maintenance information for all system components. The client will designate three of those users as system administrators to undergo more extensive training. Training of all users will occur on one day to be determined by the client once the system has been installed. Testing and Acceptance The L-3 Project Manager and the designated Client Project Manager will develop a set of testing and acceptance criteria to be documented and signed by both parties within two (2) weeks after the Project Kickoff Meeting. These acceptance criteria will be utilized to determine that A) the equipment has been installed according to this Scope of Work and B) that the entire system has been completely installed and is acceptable by the Client. Client agrees that testing and acceptance shall be according to the component manufacturer's specifications. In the event that acceptance criteria cannot be agreed upon between the parties, the project will be suspended and no work will be performed until such issues have been resolved. Installation Acceptance 116 Installation Client will take full ownership and responsibility for any equipment immediately as any component has been delivered to client property. Client will provide a designated inspector to inspect, accept, and sign a delivery acceptance document provided by L-3. If the equipment is deemed unacceptable, L-3 shall remedy any problem to bring the installation into compliance with the manufacturer's specifications. After delivery, client shall be responsible for the cost of replacing and reinstalling any equipment that may become damaged, vandalized, or stolen. Unless force majeure conditions apply, delivered equipment that is not inspected or accepted by Client within four (4) calendar days after delivery will be deemed to be accepted by Client. Client will bear any additional costs incurred by L-3 for the replacement of equipment. Operational Acceptance The parties understand that certain components, once installed and connected, can become active and operational for their intended purpose. Such activation may thereby provide client with "beneficial use" of that component. Upon activation of a component of the system and demonstration that such component satisfies the applicable criteria in the acceptance test plan, client agrees to inspect, accept, and sign an operational acceptance document provided by L-3. If the component is deemed unacceptable for a reason other than improper installation or handling by the Client, L-3 shall remedy any problem to bring the equipment's operation into compliance with the testing and acceptance criteria. If the component is operational and provides beneficial use for its intended purpose but, for any reason, does not meet certain criteria listed in the acceptance test plan, client and L-3 may agree that such component is operational and therefore complete. 22 I L-3 Mobile-Vision ALE117 " Final Acceptance Final project acceptance will occur when L-3 has demonstrated that all equipment and components are installed and operational and the training session has been completed. To ensure minimal downtime and impact to your internal resources, we have designed an aggressive and proactive support plan for our clients. Timely "Pushed" Updates The software code running on your servers is kept up-to-date by remote updates from L-3'S Technical Support office. This ensures the product you purchased will continue to have the most up-to-date code and patches. Software upgrades are not included. On-Site Support Most organizations cannot afford to allocate precious technology personnel and resources to the support of third-party equipment. By using remote access methods, L- 3 makes every attempt to eliminate the impact to your IT and operational staff. Service on roadside equipment may be performed by L3 approved subcontractors. Remote Support Requirements L-3 has very high standards of client service. In order to hit these marks, we request a baseline amount of access to the Client's networks. We understand that this type of access is a very sensitive area for most organizations, and rightly so. However, we have taken every step possible to manage risk and bring it to the absolute minimal levels possible. (1) Year If a valid claim is received within the Warranty Period, at its option and to the extent permitted by law, L-3 Mobile-Vision will either repair the defect at no charge, using new or refurbished replacement parts, or exchange the product with a product that is new or which has been manufactured from new or serviceable used parts and is at least functionally equivalent to the original product. A replacement product or part assumes the remaining warranty of the original product or ninety (90) days from the date of replacement or repair, whichever provides longer coverage for you. The purchaser must return failed component(s) to the factory or a factory-authorized service center. Purchaser is responsible for shipment to L-3 Mobile-Vision and assumes all costs and risks. If onsite implementation was not purchased with the server (typical of software-only products), the (1) year warranty commences on the original factory ship date. Sole responsibility under this warranty shall be to repair, adjust, or replace (at L-3 Mobile-Vision's option and according to the manufacturer's warranty conditions) any software, equipment, and peripheral that is part of the originally installed system that fails during this period and is not subject to any of the exclusions listed herein. In most instances, server hardware that requires Next Business Day Onsite Service will be coordinated through L-3 Mobile-Vision and provided by Dell Computer. The L-3 Mobile-Vision Technical Support Engineer will determine if an onsite service technician must be dispatched to support a qualified repair. For Next Business Day Onsite Service, a technician will typically arrive onsite the next business day. Generally, calls received by L-3 Mobile-Vision before 4:00 p.m. local (EST) will qualify for next-business L day service, however, L-3 Mobile-Vision has no liability should the provider (DELL) postpone, cancel, or �r delay the service. In the event that additional parts/resources are required once the onsite technician is at the Customer's site, work may be temporarily suspended until the additional parts/resources arrive. NON-WARRANTY REPAIR WORK Note: excludes RIMAGE, PRIMERA and DELL (server and storage) branded products as well as associated network (access points, switches, UPS) equipment. We will assist your agency in facilitating repairs for these products through the provider. The customer may return a product for repair that is not covered by warranty. A standard repair fee, specific to the product, is charged for any product that is repaired outside of the warranty period. Repairs performed on products out of warranty carry a 90-day warranty, which begins the day the repaired item is shipped back to the customer. For items classified as "No Trouble Found" (NTF): the customer is notified if, after examining and testing a returned product, L-3 Mobile-Vision concludes that the product is not defective. L-3 Mobile-Vision provides on-line diagnosis and support for our Back Office video management systems. Most service requests can be handled through this remote method. If the problem is determined to be related to any of the L-3 Mobile-Vision provided hardware, then L-3 Mobile-Vision will coordinate the service with the appropriate hardware provider and facilitate the fix or replacement. Should an agency not be able to, or prefers not to provide the support necessary for our technicians to repair the equipment remotely, onsite service may be required. L-3 Mobile-Vision does not guarantee a specific response time if onsite service is required. Your organization will be responsible for the cost of onsite service calls performed by L-3 Mobile-Vision. Please note: We will attempt to contact your representative (3) times, If we do not hear from your representative 24 hours after we place the 3rd call, the issue will be deemed resolved and we will close the ticket. Note: Some component parts are specifically designed for customer removal and replacement. Service Level Objective: While L-3 Mobile-Vision does not guarantee resolution time, we strive to resolve all cases in a fast and efficient manner to ensure customer satisfaction. Non-critical issues will be acknowledged within 1 business hour, Monday-Friday only, excluding holidays. Resolution will begin within 24 hours followed by on-going daily status updates until resolution is confirmed with the POC. Critical Support issues (Priority 1) will be acknowledged within 1 business hour. Resolution will begin within 4 business hours followed by ongoing daily status updates until the resolution is confirmed with the POC. After- hours requests for critical support will be handled in the same manner. However, response will start within 4 hours of the call. After hours/Holiday/Weekend support: If the request for a support call is made outside the aforementioned normal hours, a callback will be made no later than the next business day. If you have a Priority 1 issue, you will need to state the issue and severity in your e-mail or voicemail. Your issue will be escalated to the on-call Technical Support Engineer and will be addressed within (4) hours. Support Classifications Priority 3 — Product feature and/or administration questions. Low severity. Priority 2 — Minor feature/product failure, convenient workaround exists. This may require servicing or repair of one or more components. If service or repair is required, we will issue an RMA number and instruct your representative to return the defective components to us or a designated service center or third party provider. Advance replacement of components will be at the discretion of L-3 Mobile-Vision. Priority 1 - Product or major feature failure or data corruption. The system is not operational or useable by your organization. Resolution times may vary depending on the nature of the problem and your representative's availability. We will continue to provide updates until the ticket is closed 29 1 L-3 Mobile-Vision �•- COST OF SERVICES/SALES QUOTATION The Sales Quotation for this project can be found on the following page(s) containing all software, hardware, professional services and ongoing maintenance required to accomplish the tasks outlined in the Scope of Work. Each component is itemized by price and quantity on the attached Sales Quotations. Cost is based on certain work / implementation assumptions that will be addressed in pre-construction discussions with the project manager. Assumptions Camera locations, distance to intended targets, direction of travel and fields of view identified on the Google Earth maps were estimated. L-3 makes no guarantee that the specified locations will provide the necessary fields of view. All equipment, hardware and software will be provided by L3. Number of CPU's is assumed to be correct for each Location. If due to mounting and location constraints additional are required additional installation costs will be incurred. L-3 estimates the installation pace to be 1 pole installed per day L-3 assumes that the Client owns, or will gain written authorization to mount equipment to all proposed installation assets/poles at the specified Locations. L-3 assumes that permits, if any, will be pulled by the client. This proposal does not include interaction w/ FP&L, FDOT or other non-client entities. L-3 assumes that each Location has constant and available AC electrical service. No trenching, directional boring or concrete pad installation are included in this scope of work.
