Hines welcomed everyone noting that this is a mandatory meeting and that everyone must sign in. Staff present included City Manager Alan J. Cohen, Consultant Joel Wadsworth of Calvin, Giordano and Associates, City Clerk Jane A. Hines, Assistant City Attorney Fernando Amuchastegui, Purchasing Agent Marcanthony Tulloch, Assistant City Clerk Mauricio Betancur, and Buyer Clifford Lamm. City Consultant/Project Manager Joel Wadsworth said that the Skate Park opened in February 2011 and it is well attended on a scheduled basis. Early on there were complaints of noise being emanated from the wheels of the skateboards, from the surrounding Condominiums, mainly Winston Towers. Kimley Horn did a Noise Assessment Report about a year ago, which will be posted under an Addendum on www.demandstar.com. The purpose of the RFP is to come up with options to provide an assessment of and a solution to mitigate or eliminate the noise emanating from the Skate Park according to the Scope of Services in the RFP (page 14). The RFP is really in two phases: the First Phase is to review the Kimley Horn Noise Assessment Report and then come up with your different options on the feasibility of acoustic barrier system or enclosure to help acoustic conditions. Provide computer modeling of existing conditions and possible solutions, and cost estimates for alternate solutions. Provide an analysis of noise transmitted to adjacent sites and recommendation on how to control it. Review existing Skate Park and provide recommendations of how modifications to the Park will decrease noise levels. The Second Phase is after a solution is agreed upon, the consultant shall propose a price to design the accepted solution, and prepare a scope of work and engineers estimate that will be used to go out to bid for the construction of the accepted solution, and enter into an agreement with you. The deadline for submission of Request for Proposals documents is Tuesday, May 1, 2012, at 10:00 a.m., at which time those sealed responses will be publicly opened. Any additional questions are required to be in writing and may be submitted up to five (5) days before the opening (at the close of business, Thursday, April 26, 2012), which will be answered and placed on Demand Star. You may email them to City Clerk Jane A. Hines, at jhines@sibfl.net, or fax them to 305-949-3113. QUESTIONS AND COMMENTS FROM PROSPECTIVE BIDDERS 1. How do we go about the bidding process? You should visit the site, and come up with your initial evaluation of different recommendations of products, systems, or implementation of the actual structure, etc., and come up with a computer model and a fee based on time to address problem. 2. Then we are to bid on the First Phase. Mandatory Pre-Submittal Conference QA 041612.doc Page 2 of 2 Yes. 3. Then our goal is to get the noise down to a legal level. We want more than Code minimal, come up with challenging ideas. 4. What is the budget for this project? No, don’t know if there is a particular budget, they have been looking at it for months. The most expeditious way to address it is to enclose it, however the City Commission does not want this due to on-going maintenance costs, air conditioning costs, expenses, etc. We are looking for different options. 5. Would the City think about changing the hours of usage? We have been doing that in response to the issues. It does help but it is not a solution to the problem. 6. This is a mandatory meeting, and there are only three bidders here. There is no minimum, we will look at each bid. 7. Is there a record of where the noise is coming from? As part of the evaluation process, you will be allowed access to the different apartments, balconies, etc. The noise comes from the entire site, the complaints are coming from surrounding condos, including Winston Towers 600, Winston Towers 300, and from Salem House across the canal. The complaints are coming from north of the Park but be sensitive and evaluate the complete area. 8. Are you getting complaints from residents and businesses? No, just from residents. In the Study that was done it was suggested to install a wall to reflect the noise from Winston Towers, but then the noise goes to the Salem House. That is still a problem as we need redirection and absorption. When you come up with your estimates include aesthetics considerations because it will be visible from a number of locations. We will post an Addendum on Demand Star which will include the Kimley-Horn Noise Assessment Report, the Sign-In Sheet, and the Minutes from today’s meeting. The mandatory Pre-Submittal Conference was concluded at 10:20 a.m.
