To All Bidders:
Bidders for the above-referenced project shall take note of the following changes,
additions, deletions, clarifications, etc. to the Plans and Specifications, which in
accordance with the Contract Documents shall become a part of and have precedence
over anything shown or described otherwise.
¾ Attached are the responses to questions submitted by various prospective
submitters. Please be advised that the city will no longer accept any
questions.
¾ As a reminder, the opening will be held on Wednesday, December 12, 2012 at
10:00 a.m. Proposals submitted after this time will not be accepted.

ARTIFICIAL TURF FOR SENATOR GWEN MARGOLIS AND PELICAN COMMUITY PARKS
RESPONSES TO BIDDER INQUIRIES December 6, 2012
1. Question: The RFP requirement for Comprehensive General Liability is equivalent to a $15,000,000.00
project budget. Is it possible to amend the RFP requirements for Comprehensive General Liability to a
lesser amount, equivalent to the project budget, 1 to 2 million dollars?
Answer: The insurance requirements are as stated in the RFP.
2. Question: The insurance requirements as stated below are not generally required for this type of
project. Is it possible to amend the RFP requirements to omit the Broad Form Contractual Coverage, and
Personal Injury Coverage with Employee and Contractual Exclusions as stated?
• Broad Form Contractual Coverage applicable to this specific Contract, including any hold
Harmless and/or indemnification agreement.
• Personal Injury Coverage with Employee and Contractual Exclusions removed, with minimum
limits of coverage equal to those required for Bodily Injury Liability and Property Damage
Liability.
Answer: The insurance requirements are as detailed in the RFP.
3. Question: Please clarify what type of similar insurance coverage is required for Sub‐vendor(s) selected
for this project?
Answer: Subcontractors are required to maintain the same levels of coverage as the prime.
4. Question: Is the city going to purchase items above a certain dollar amount in order for the contractor
to utilize the “exempt” status? If not the bidder will still be liable for Florida use tax, correct?
Answer: The City is not going to purchase items for contractor use on this project. Contractor must pay
any and all applicable taxes and fees.
5. Question: At Pelican Community Park is the bidder responsible for the “natural clay areas” or is the city?
Answer: This is a turnkey project. The bidder is responsible for rehabilitating the natural clay areas.
Excess suitable material from the infield can be used for this purpose. The baseball field is designed for
use by 12 years old and younger.
6. Question: Section 5, Proposal Format, Labeled Part #7 – Site Affirmation, The instructions state one for
each site, is this required even though the provided one states both locations?
Answer: Since both fields will be awarded to a single bidder, one affirmation listing both parks is
sufficient.
7. Question: Section 5, Proposal Format, Labeled Part #8 – Please clarify this is the section where all other
bid forms are to be placed, specifically bid sum?
Answer: Section 5 details the information and forms that must be submitted for the proposal to be
considered responsive.
8. Question: Is the city providing a unit cost bid form? If not where does the bidder provide the lump sum
price?
Answer: The City is not providing additional forms for the submittal. Bidder shall include sufficient
information and detail, including cost, as required by Section 5 to be considered responsive.
9. Question: The specifications state in Section 3, the use of a “Pre‐manufactured shock pad”, however I
have not been able to locate a minimum thickness nor a type of pad?
Answer: The thickness of the pad must be sufficient to achieve the G‐max value stated in the RFP.
10. Question: The specifications states that the batter boxes and pitcher’s mound will remain clay.
Regarding the Batters boxes, are you referring to the entire home plate circle area to remain clay?
Answer: The entire home plate circle is to remain clay.
11. Question: The specification note that the turf length is 1 and ¾ inch but I have not been able to locate a
minimum specified turf weight.
Answer: The specifications do not include a minimum required turf weight.
12. Question: Section 3.10 Scope of Services calls for the field to have a The G max rating of less than 110
after completion. Please not that this requirement is to “soft” for an open recreation field in a park and
will be field will be like a cushion. The best G max industry ratio for this type of field would be better
suited to be between 125 to 135. Please clarify.
Answer: Bidders need to be responsive to the specifications of the RFP. Refer to Sections 2.14 for
alternate materials.
13. Question: Section 3.2 Intent item # 3 Calls for the pile height to be 1‐3/4”. This pile height resembles
more a playground turf than a sport field turf. The best suite piles height for this project would be a 2”
mono filament for the soccer field and a 2” slit film for the baseball field. Please advise.
Answer: Bidders need to be responsive to the specifications of the RFP. Refer to Sections 2.14 for
alternate materials.
14. Question: Section 3.5 Post Project Submittals calls for the contractor to furnish a 10 year warranty for
products: Please note that the maximum years for the warranty of the Artificial Turf industry is 8 years
and that the requested 10 years will is not the standard. Please clarify.
Answer: An eight (8) year warranty is the minimum that will be considered responsive to the RFP.
Section 4 addresses the basis by which submittals will be evaluated. The City prefers the additional two
(2) years for the warranty to extend it to ten (10) years and will consider the additional warranty period
as an enhancement to the contract.
15. Question: Could you please advise how many copies need to be submitted along with the original bid
for the above referenced RFP.
Answer: Refer to Section 5.
16. Question: Will the City obtain the South Water Management and DERM permits?
Answer: No, this is a turnkey project. The successful bidder is responsible to obtain and pay for any and
all permits.
17. Question: Under page 19 of the RFP article 3.3.3 “SCHEDULE OF WORK”, it states the parks will be
available from June 17, 2012 through August 16, 2012. Is this the allowed time frame (2 months) to
complete the work and liquidated damages based on this?
Answer: Liquidated damages will be based upon any calendar days beyond August 16, 2013 that the
fields are not complete and ready to be placed in service.
18. Question: The attached page 25 from the RFP has a note at the bottom stating “Failure to sign page 27
of Section 4 Bid Submittal will render your bid non‐responsive”. Section 4 is Evaluation Process, Bid
Submittal is Section 6, and page 28 seems to be the correct page. Please clarify.
Answer: All forms requiring signature must be included in your response.
19. Question: The bid bond form in the specs; the top of the bid bond says “State of Florida, County of
XXXXX.” Since my company is located in Texas, can I just cross this part out and write “State of Texas,
County of Travis…”?
Answer: The bonding company must be licensed to conduct work in the State of Florida.
20. Question: We are requesting a change or clarification for the warranty period that the “10 year” period
is for the material. The artificial turf typically comes with such a guarantee but 10 years on “labor” is not
industry standard and most sureties will not issue bonds for a period longer than one year.

21. Question: The RFP states that the fiber will be a polyethylene monofilament and a polyethylene
texturized blend. We are not sure if the preference is for a Monofilament only or a Monofilament and
Slit Film combination fiber. Can you tell us if there is a preference? We were not familiar with the
polyethylene texturized blend language.
Answer: Bidders need to be responsive to the specifications of the RFP. Refer to Sections 2.14 for
alternate materials.
22. Question: Please advise if it is mandatory the site visit prior to submitting its offer.
Answer: Refer to Section 2.13. Failure of a bidder to be in compliance with this requirement of the RFP
may result in the City determining the submittal is non‐responsive.
23. Question: It isn't quite clear what area the synthetic turf should cover for the soccer field. Should the
turf go to the existing fence line?
Answer: The limit of the synthetic turf is to go to the landscape buffer on the inside of the fence. Trees
and shrubs/groundcovers are to remain.
24. Question: Please provide site drainage as‐built for both park locations.
Answer: The City does not have storm drainage as‐built. Additional file documentation is attached
hereto.
25. Question: At the Margolis park field there are 6‐7 storm manholes on the playing surface inside of the
fence. Please provide the thoughts and intent of the City for these manholes.
Answer: The manholes are to remain.
26. Question: Will the current landscaping inside of the fence at Margolis remain or is it to be removed as
part of the project?
Answer: The limit of the synthetic turf is to go to the landscape buffer on the inside of the fence. Trees
and shrubs/groundcovers are to remain.
27. Question: What is the intent for the clay separator synthetic turf installation at Pelican if anything?
Answer: The existing clay separator located at the southeast corner of the field is to remain.
28. Question: As there is no pre bid for this project and there is a MANDTORY site inspection: will this site
inspection “sign in” be a requisite to provide a proposal for the project?
Answer: Section 2.13 of the RFP details the requirements for the mandatory site visit including the
required notification of the City representative.
29. Question: The technical specifications do not specify if there will be a requirement for a geotechnical
fabric or an impervious liner to separate the “draining gravel blanket” from the subgrade soils. Please
clarify if a geotechnical fabric or impervious liner will be required between the subgrade and the
“draining gravel blanket”.
Answer: This is a turnkey project. All required plans that include all necessary materials to obtain all
applicable permits are required to be prepared by the bidder including appropriate details for
installation.
30. Question: It is unclear from the language in this paragraph what labor and/or materials will be included
in the 10‐year warranty coverage. Please clarify if the warranty covers only the synthetic turf or if it
covers the labor and materials supplied to construct the subgrade and draining gravel blanket as well, or
any other portions of work incidental to the contract.
Answer: The warranty is required for the project.
31. Question: A G‐max maximum of 110 is specified at time of substantial completion. Normally the G‐max
of the synthetic turf field will degrade over the life of the field. Please clarify what the maximum
allowable G‐max over the 10‐year life of the warranty.
Answer: Bidders may include information on the expected degradation of the G‐max value over the
warranty period.
32. Question: The technical specifications do not specify a drainage pipe in conjunction with the 6” of
“draining gravel blanket”. Normally the design would call for a perforated collector pipe at the edge of
the synthetic turf area to collect the water that drains through the gravel layer. This pipe would be
connected to an existing storm water system utility. If a perimeter pipe is not required, the existing
subgrade material under the synthetic turf area would need to be quite porous to allow water to drain
away from the underside of the synthetic turf. If there is not a collector pipe and the subgrade layer is
not porous, when the “draining gravel blanket” becomes fully charged with water in a heavy rain the
synthetic turf rubber infill will float and be washed away with any surface drainage. Please clarify the
following: Will a perimeter collector pipe be required for each site? Is there an existing storm water
utility system at each site? If so, please provide the location and depth of exiting storm water utility
system (depth to the invert pipe outlet from the ground surface).
Answer: This is a turnkey project. All required plans necessary to obtain all applicable permits are
required to be prepared by the bidder including appropriate details for installation. The design
prepared by the contractor and submitted to the City for permits must address drainage considerations.
Storm drainage as‐built are not available for either site however, record drawings that may provide
additional guidance are attached hereto.
33. Question: The technical specifications do not provide a specification for the Shock Pad. Please clarify
which pre‐manufactured shock pads will be acceptable for this project.
Answer: Bidder shall specify the shock pad proposed to meet G‐max requirements contained in the RFP.
34. Question: The face weight (weight of the synthetic turf fiber per square yard) of the synthetic turf
product is not specified. The face weight of differing synthetic turf product is highly variable and will
greatly impact the longevity and playability of the synthetic turf surface.
Answer: Bidders need to consider warranty requirements regarding the longevity of the product and
installation.
35. Question: Normally the turf edging required is a continuously reinforced concrete curb, usually 6” wide
by 12” high, with a continuous pressure treated 2” x 4” nailer attached to the concrete curb.
Answer: The contractor is to furnish and install all required elements of the work to result in a complete
project.
36. Question: The RFP states that the fiber will be a polyethylene monofilament and a polyethylene
texturized blend. We are not sure if the preference is for a Monofilament only or a Monofilament and
Slit Film combination fiber. Can you tell us if there is a preference? We were not familiar with the
polyethylene texturized blend language.
Answer: Submittals must be responsive to the RFP. Refer to Section 2.14.
37. Question: Will the contractor be responsible for the removal and disposal of all spoils coming off the
fields as required for excavation to subgrade etc. prior to installation of drainage and the stone base?
Answer: Yes
38. Question: A site visit of Pelican Park reveals that there is existing artificial turf at the infield portion. Is
this existing turf to remain or be replaced? Please clarify.
Answer: The existing turf is to be replaced.
39. Question: A site visit of Gwen Margolis Park reveals that the existing fence line indicated on the drawing
issued in Addendum No. 1 is not representative of the actual conditions that now exist at the park. This
drawing is a landscape drawing and seems outdated. Is there an existing survey of the park that is
represents actual conditions?
Answer: There is not a more current survey of the park; however additional record information is
attached for reference.
40. Question A: Attached is a PDF printout showing the soccer field in Green and a perimeter runoff
(assumed) in yellow as depicted on your drawing from Addendum No. 1. The soccer field measures
approximately 270’ long x 147’ wide, which would be fine for youth soccer. Is this your intent to provide
fields for youth soccer?
Answer: Yes,
Question B: Is the runoff area depicted in yellow correct? If not, please indicate the correct area.
Answer: The City is not providing additional information regarding the runoff area beyond documents
issued with the RFP or attached hereto.
