HomeMy WebLinkAboutRFC 1 Request for Clarification No. 1 CITY OF SUNNY ISLES BEACH CONSTRUCTION OF WALL UNDER THE WILLIAM LEHMAN CAUSEWAY CITY RFP NO. 13-10-02 To All Bidders: Bidders for the above referenced project shall take note of the following changes, additions, deletions, clarifications, etc. to the Plans and Specifications, which in accordance with the Contract Documents shall become a part of and have precedence over anything shown or described otherwise.  Questions/Clarifications: 1. Is there a construction duration set by the City? This ties into the Liquidated Damages. Response: Yes. All bids shall be based on the following construction duration:  90 days for substantial completion of work in accordance with the bid documents  30 days for completion of work identified by City punch list 2. Is the size (diameter) of the helical piles specified (10” Ø) dictated by the over- turning moment on the wall/footing? If so, what is the magnitude of that moment? What is the actual vertical load per LF on the footing? Response: The lateral load due to wind is 4.8 k and factored moment on top of pile 42.24 k-ft. Assuming concrete wall, the vertical load on the footing per one foot wide of wall is 0.8 kips per foot of footing. 3. These 10” piles are rare (special order) and will be extremely expensive with long lead time to get them made specially for this. Will other pile shaft sizes and corresponding pile layout (configuration) be considered for use in lieu of these? We know we can accomplish the req’d load requirements with perhaps more but less expensive and more readily available smaller pile materials. So will other solutions be considered? Response: The Contractor may provide alternative quantity and size of piles, provided that the proposed alternative design still meets the load requirements. The Addendum No. 2 - Bidder Questions and Responses CONSTRUCTION OF WALL UNDER THE WILLIAM LEHMAN CAUSEWAY CITY RFP NO. 13-10-02 2 Contractor/Manufacturer are required to provide signed and sealed shop drawings showing that the loads have been satisfied (moment and vertical load). 4. Looks like a pretty narrow footing is being used to be supported by the 10” piles. Are there any lateral space constraints that the piles have to be installed within? Would battering the alternate piles outward slightly from the centerline of the footing be allowed? Response: The ideal location, per the design, is the center line of the pile (center line of the footing) to avoid eccentricity. Allowable offset during construction is less than one (1) inch. 5. For the 15 tons compression/tension, is that considered the working (unfactored) load on the piles? A typical factor of safety (FOS) is usually applied to working loads. Don’t want to add that again if a suitable FOS has already being applied to this 15 tons. Response: The service capacity for each pile is 11 tons. 6. Is all landscaping to be removed and replaced by the City’s contractor? Response: The City will have trees and shrubs along the route of this project removed prior to construction. The route for the future wall will be clear of vegetative obstructions within 5 feet minimum on each side of the wall. Replacement of sod and vegetation within the above specified limits shall be the sole responsibility of the City’s landscape contractor. The City’s contractor shall also be responsible for all permits associated with the removal and replacement of landscape material within the project boundaries. 7. Are there construction easements for access to the north side of the proposed wall? Response: Yes, the City is processing obtaining temporary construction easements to allow for the contractor to install the wall per plan as well as to place erosion control measures next to the existing private garages. The easements may not be used for staging or storage of materials and the area is to be restored to its preconstruction state or better at no additional cost. These easements will be included as a part of the conformed contract documents. Can excess earthen material be placed between the existing gravity wall and the proposed wall? Response: A large segment of the existing gravity wall will be removed along length of the proposed screen wall. If alternate on-site areas are identified by the Contractor for placement of excess earthen fill, the contractor is required to coordinate with the City prior to placement. If authorized by the City the following guidelines for use of fill material are to be observed: Where suitable earthwork is utilized, contractor to ensure that the finished grade (including sod in landscape areas) is a maximum of 6” below the existing building finished grade and at level of curbs and/or edge of sidewalks. A uniform transition shall be provided where new grades blend into existing grades and manhole rims in landscape areas. If impacted, it will be the responsibility of the contractor to coordinate with the utility owners and adjust all existing manhole and structure rim elevations to match new grade elevations, at no additional cost to the project. All slopes and areas disturbed by construction shall be graded at 5 (horizontal):1(vertical) or flatter. The existing drainage pattern shall not be altered by use of fill material. 9. Can alternate wall designs (i.e. precast wall) be proposed while still meeting structural requirements? Response: Contractor may propose design alternatives for consideration. Signed and sealed shop drawings and structural calculations will be required to demonstrate conformance with design intent and project specifications. 10. Will a contractor staging area be allowed within the existing surface lot? Response: The contractor shall submit a staging plan to the City of Sunny Isles Beach for review and approval prior to starting work. Staging and storage areas shall be properly fenced and secured by the contractor. During construction, these areas shall be maintained in a neat and clean manner, and upon final clean up, shall be left clear of all surplus material or debris. Paved areas shall be broom swept. The contractor shall restore or replace, when and as directed, any public or private property damaged by his/her work, staging, equipment and/or employees, to a condition at least equal to that existing immediately prior to the commencement of operations and to the City’s satisfaction. 11. Has a building Permit been obtained for the proposed work? Response: All permits shall be obtained by the contractor prior to the start of work. Please refer to Section 2.21 Licenses, Permits and Fees on page 15 of the RFP. Response: At the completion of the project, the contractor shall submit at least three (3) 24X 36 signed and as-built drawings,  As-builts must be signed and sealed by a Florida registered land surveyor  The as-built shall be clearly captioned “AS-BUILT” in large letters on the top center of the sheet  Provide a location map at scale 1”=300’ and section-township-range should be shown  Preferred scale to be 1”=20’ horizontally  The as-built drawings shall indicate Street nomenclature  Identify all control lines (i.e. Bldg line, property line, right-of-way line etc)  Stationing starts at 0+00 at permanent reference point (i.e CL, SL etc) and to run continuously to end of wall  Easements, if any, tied to permanent reference point  Where the proposed improvements cross underground utilities, provide the station, top of pipe/duct elevation, utility material and clearance from bottom of wall  If existing grade elevations are altered within project limits, the contractor shall provide top of ground spot elevations every at every 100’ station  If existing utility rim or structure elevations are altered, identify utility and provide rim elevation and station The contractor shall also provide electronic as-builts delivered in AutoCAD 2013  The drawing file is to be in model space utilizing the NAD83/Florida State Planes, East Zone,(ft US)  The drawing shall be layered in accordance with National CAD standards (NCS)  Separate layer names should be used for all distinct objects surveyed. Do not group dis-similar items together on the same layer. For example, do not place line work and annotation on the same layer.  All properties of the AutoCAD entities in the drawing are to be BYLAYER (Absolutely No Exceptions Here). In other words do not change the properties of individual entities. For example, do not place wall items on the electrical layer and just change the color, linetype, or lineweight of the entity. Any user defined blocks used in the drawing shall have all entities created on layer 0, and all other properties shall be set to BYLAYER. END OF SECTION
