ARLEN HOUSE RIGHT-OF-WAY IMPROVEMENT
CITY RFP NO. 14-04-01
To All Bidders:
Bidders for the above referenced project shall take note of the following changes, additions,
deletions, clarifications, etc. to the Plans and Specifications, which in accordance with the
Contract Documents shall become a part of and have precedence over anything shown or
described otherwise.
Questions/Clarifications:
1. Is there a budget for this project?
Response: The “City of Sunny Isles Beach Fiscal Year 2013-2014 Comprehensive Annual
Budget and Five Year Capital Improvement Program” allocates an amount of $500,000 for
the project.
2. Section 2.12 states that the proposer shall furnish adequate supervision. Please define
“adequate” supervision. Is it the City’s intention to have a full time Superintendent and
Project Manager?
Response:
The Proposer provide shall provide staffing and resources as they deem fit to ensure that
the project is completed in accordance with the contract documents/specification, contract
terms and schedule.
3. Section 2.13 states that all unusable material and debris shall be removed from premises at the
end of each workday.
a. Please define unusable material and debris.
b. Will stock piling of demo material or fill be allowed over night?
Response:
a. “Unusable material” refers to any substance unsuitable to be incorporated in the work
as described in RFP No 14-04-01.
b. Stock piling of discarded material will not be permitted overnight. Contractor shall
ensure that stockpiling of all surplus materials, equipment, usable forms etc be limited

to dedicated staging areas. The City accepts no liability for any loss of materials, by
theft or otherwise, or for any damage to the stored materials. The site directly abuts a
residential community, and as such should be maintained in a clean and orderly manner
throughout the entire length of work under this Contract. Contractor shall not dispose
of materials of any character, rubbish or equipment, on abutting property or public
right-of-way, with or without the consent of the property owners.
4. Section 2.21 states that the proposer shall obtain and pay for all licenses, permits and inspection
fees required for this project.
a. It is not clear as to who will be responsible for the cost associated with densities.
b. If the proposer is responsible please provide information as to how many densities will
be required by the City for sidewalk and footers/wall.
Response:
a. All fees associated with this project, including but not limited to densities shall be the
sole responsibility of the contractor. Proposer shall also be aware that the execution of
a Certified Maintenance of Traffic Plan (MOT) may require off-duty City of Sunny Isles
Beach Police Officer(s) and FDOT Certified Flagman/Flagmen, the cost of which will be
the sole responsibility of the successful Proposer.
b. The contractor will be required to submit certified copies of density tests prior to
concrete/paver placement. All testing shall be completed and meet minimum density
requirements on each lift prior to additional backfilling. Horizontal distribution of density
testing shall be as follows
Subgrade: Tests shall be performed at randomly selected locations within each
200-ft interval (max) along the length of the sidewalk for each lift of fill (12”
max).
Base: Tests shall be performed at randomly selected locations within each 200-

Contractors shall also be required to submit copies of batch tickets for 3000 PSI concrete
batch samples.
5. Section 3.1 paragraph 2 speaks of the removal and reinstallation of existing trash receptacles,
bus shelters, and other existing elements.
a. Will the City be temporarily storing these elements when removed to perform the
improvements?
b. It was observed that some of these existing elements are rusting and have some existing
damage. What measures will be taken to assure that the selected contractor is not held
responsible for the existing damage?

a. The contractor may temporarily store these elements within the Public Works facility
located beneath the William Lehman Causeway for the duration of the project. The
contractor will be responsible for transferring these elements to and from the storage
facility.
b. Prior to construction, the contractor shall document the condition of existing of the
elements specified above through photo/video logs to be submitted to the City before
commencing on-site activities. Add alternates have been provided in the bid form to
account for any additional costs associated with the replacement of some of the existing
elements, if required to facilitate reinstallation. It is assumed that replacement of the
existing bus shelter will not be required.
6. Will a permit be required for the temporary fence?
Response:
Yes. A building permit will be required for the temporary construction fence. The successful
contractor will be required to submit plans, details and the pertinent applications to the City
building department for review and approval prior to the start of work.
7. Please clarify the difference between Line Item #5 and Line Item #6
Response:
All Bidders are directed to eliminate item #5 – Furnish and Install temporary 6-ft tall security
fence along the Arlen House property. Bid item #6 – Temporary construction fencing shall include
ALL temporary fencing required for the project duration, including security fencing along the
Arlen House limits.
8. Line Item #18 is a Lump Sum about for Existing Utility Investigation of Project Limits. (Private
and Public) Will the City require this information to be added on the As-Builts?
Response:
Yes. The contractor will be required to depict this information on the final project as-builts, in
accordance with the as-built requirements outlined in the bid specifications.
9. Line Item #19 – Turnout Construction; please confirm this line item is for the restoration of the
proposed staging area on Bayview Drive. The line item does not call for the restoration of the
existing striping within the proposed staging area.
Response:
This line item refers to the construction of the vehicular access drive to the Arlen House property.
Bidders are directed to line item 80 – Mill and Resurface of Bayview Drive from Collins Ave to
guard house, for restoration of Bayview Drive.

10. Line Item #21 through 23 appears to be for the proposed striping on the Collins Avenue
driveway entrance. The plans illustrate a right hand turn arrow but there is no line item for the
arrow.
Response:
Line item #21A has been added to the attached bid form (Revised 2014/05/01) to address the
turn arrow described above.
11. There are two line items identified as line item #27.
Response:
Noted and revised. Please refer to attached Bid Form.
12. Line Item #31 does not identify the rebar having to be galvanized and there’s no mention of
grouting. This line item also calls for a limestone veneer. On sheet LM-02 of the plans it calls for
6”x8” Stone Veneer – Florida Oolite. Can you please provide a picture or an example of the
proposed 6”x8” Limestone veneer?
Response:
Please refer to Addendums 2 and 3 previously posted to Demand Star with regards to rebar and
grout. Bidders are directed to the City’s Intracoastal Park located at 16000, 16050, 16100 and
16200 Collins Ave for examples of the proposed columns and cupola. A further clarification – the
limestone veneer is not 6” X 8”, but rather, 6” to 8”.
13. Line Items 32 through 34
a. Does not mention stucco. Shall the price of the stucco be included in these line items?
c. The line item also mentions a cast in place cap. Can you please confirm if this is the
8”x8” reinforced concrete cap or the 4” decorative concrete cap.
Response:
a. The perimeter wall construction includes all the cost to deliver a finished, code compliant
product from the foundation to the 4” concrete wall cap. The stucco shall be considered
a part of these costs
b. The cast in place cap referred to is the 4” concrete wall cap, as depicted on sheets ST-02
LM-03, Detail 8. The cap shall also be considered a part of the wall construction costs.

14. Sheet CC-01 shows the existing pedestrian gate being removed by the proposer but there was
no line item provided for the removal.
Response:
Bidders shall refer to FDOT pay item notes/details for all bid items which for which an FDOT Pay
Item # is provided. The removal of the existing pedestrian gate shall be considered a part of the
clearing and grubbing activities – Bid item #1.
15. Sheet ST-02 Detail 3 – ST-02 calls for a calls for a 4”x4” concrete reinforced cupolas. Are these
meant to be pre-casted or is it the City’s intention to have them formed on site with the oolite
and grout?
Response:
Construction methodology is at the discretion of the contractor. The final deliverable should be
in keeping with the Contract documents and all applicable local, state and federal agency
requirements.
16. Has the City applied for an FDOT permit?
Response:
The City has obtained a Landscape Permit from the Florida Department of Transportation for
the proposed work within the right-of-way, as depicted on the Contract Documents. A copy of
the permit (permit # 2014-L-691-6) has been provided herein for reference. The successful
proposer shall be responsible for obtaining all construction permits necessary for execution of
the design intent.
17. Can existing East side drive way be closed during construction?
Response:
The existing driveway to Collins Ave serves as a vehicular egress/ingress for residents as well as
garbage pick-up for the community. As such, access must be maintained at all times for the
duration of the project.
18. Will City’s Landscape Architect provide acceptance letter of final approval for landscaping?
Response:
Final approval of the installed landscaping will be subject to inspections by the City’s Landscape
Architect, FDOT, Miami-Dade County RER and the City of Sunny Isles Beach.

19. On sheet LM-03 detail 8 & 9, can these be precast and set in mud on top of wall as stated in
detail 4 same page?
Response:
Exact construction methodology is at the discretion of the Contractor, however, the structural
requirements outlined on sheet ST-02 Section 3 must be satisfied.
20. Please clarify in which line item the cost associated with connecting into the existing irrigation
main line/backflow should be allocated or please provide a separate line item.
Response:
Exact construction methodology is at the discretion of the Contractor, however, the structural
requirements outlined on sheet ST-02 Section 3 must be satisfied, as well as any other
requirements outlined by the City Building Department.
21. How will we handle the replacement of any Collins Avenue Asphalt, curb or gutter required by
FDOT?
Response:
The current contract documents and FDOT permit assume that the existing curb and gutter will
remain in place. If damaged by the contractor during the construction operation, existing curb
and gutter shall be replaced by the Contractor at no additional cost to the project.
22. Line item #29 is requesting a Lump Sum to replace and restore existing electrical within Arlen
House impacted by proposed project. Can you please provide plans illustrating existing
electrical?
Response:
Line item # 29 has been eliminated in lieu of a lump sum (LS) contingency to account for this line
item. See contingency item # 87 – Electrical Systems Contingency. Prior to start of work on any
contingency related items, the Contractor must submit an itemized breakdown to the City for
review and approval.
23. Line Item #80 is for the replacement and restoration of the existing irrigation within the Arlen
House. Can you please provide plans illustrating existing irrigation?
Response:
Line item # 80 has been eliminated in lieu of a lump sum (LS) contingency to account for this line
item. See contingency item # 86 – Irrigation Systems Contingency. Prior to start of work on any
contingency related items, the Contractor must submit an itemized breakdown to the City for
review and approval.

24. Will we need to provide the final survey of the easement for FDOT requirements?
Response:
Yes. A final survey of the easement will be required.
25. Can you provide a list of materials to be included with the gates being provided, i.e. openers,
tracks, detection devices, and loop/card key sensor?
Response:
The following items will be furnished and installed by the gate manufacturer:
i. Two (2) decorative aluminum sliding gates (9’ L x 8’ H) including mounting posts,
guide roller, gate wheels and a V-groove gate track
ii. One (1) decorative aluminum pedestrian gate (40” W x 8’H) including mounting
posts, self-closing hinges and door handles
iii. Gate operators including loops, battery backup units and radio receiver
iv. Wire terminations at each gate operator
v. Concrete pad for gate operator
vi. Concrete foundation for each gate track
vii. Wire terminations at breaker panels
Under this RFP, the successful contractor will be responsible for the following with regards to
the gate systems:
i. Installation and/or rerouting of conduits and wiring for the necessary high voltage
power to each gate operator.
26. The Proposal/Bid Docs require all underground utility work within the right-of-way to be
installed using directional bore. Please clarify in which line item this cost should be allocated
per utility or please provide a separate line item per utility.
Response:
Directional bore within the right-of-way should be allocated as follows:
i. Electrical: Bid item # 27 - Furnish and install all equipment, materials and labor
necessary to connect proposed and existing electrical components to existing Load
Center on the north side of Bayview Drive.
ii. Irrigation: Bid item # 79A - Furnish and install all equipment, materials and labor
necessary to connect proposed and existing irrigation components to existing
irrigation backflow preventer on the north side of Bayview Drive.

27. Is there any waterproofing required on the concrete stem wall ST-02 where the grades are
different elevation? This will prevent moisture transmission through the wall and creating
mildew.
Response:
At all vertical poured and CMU/retaining walls that are below grade, provide minimum 150 mils
thick bentonite (or approved equal) dual sheet waterproofing membrane.
28. Sheet LM-01 the Hardscape Finish Schedule refers to the pavers being 8” x 8” x 80 mm are not
available. The previous walkways were done with 60mm pavers. Please advise if we can use
60mm pavers on top of the concrete sub slab.
Response:
Yes. 60mm pavers may be utilized.
29. On sheet EE-01 please clarify the power source for the gate openers? How far is the panel &
what type?
Response:
The gate power source is located inside the Arlen House condo building, approximately 400 ft
from the gates. The panel type is unknown. The successful bidder will need to coordinate further
with the Arlen House.
