HomeMy WebLinkAboutAdd No 2Monday, June 12, 2017 Addendum No. 2 CITY OF SUNNY ISLES BEACH Emergency Debris Clearing and Removal Operations CITY BID NO. 14-06-02 To All Bidders: Bidders for the above-referenced project shall take note of the following changes, additions, deletions, clarifications, etc. to the Plans and Specifications, which in accordance with the Contract Documents shall become a part of and have precedence over anything shown or described otherwise.  Reponses to questions:  On page 10, Section 2 “Special terms and conditions 2.3 OPTIONS TO RENEW” says that prior to completion of each exercised contract term, the city may consider an adjustment to price based on changes in the following pricing index: consumer price index for “All Urban Consumers for Miami-Fort Lauderdale, FL” as published by the U.S. Department of Labor Statistics for the twelve (12) months ending July of each year to be effective for the next contract period. On page 11, “2.4 PRICE” it states that prices shall remain fixed and firm through the initial term as well as any optional renewal terms under this contract. Which one is the correct one? The contract shall be based on the consumer price index for “All Urban Consumers for Miami-Fort Lauderdale, FL”  The specifications state that a local Business Tax Receipt is required. Can that be submitted if we are chosen as the successful bidder and upon contract execution? Also, is it a City or County Business Tax receipt that will be required? Yes, this can be taken care of after NTP.  Bid line items #2&3 required that the price include tipping fees. Would the City consider excluding the tipping fees from the price and paying those fees as a “pass through” item? This requires the contractor to pay the fees at the time of dumping, based on the actual fees at the facility, and billing those fees back to the City, without markup. The City then claims reimbursement on the subsequent project worksheets. This is industry standard and does not lock the City or the Contractor into a cost that could go up or down over the term of the contract. Further, we have no way of knowing what facilities will actually be available to Monday, June 12, 2017 receive materials until the time of an event and largely based on the magnitude of the event. The facility that we use for our bid may not be available if and when an event happens. No, the tipping fees should be included in each line item and not separately.  The last page of the bid sheet (Attachment A), requires a Grand Total of the bid based on the estimated quantities. There are no estimated quantities on the bid sheet. Please clarify. Please disregard the Estimated Quantities section.  The ITB demonstrates a situation in 3.2.3 Debris Management Strategy where debris will be taken to the North Dade Debris Management Site. In the extreme circumstances when North Dade or any surrounding sites within 20 miles will not be able or willing to take mixed debris, what would be the procedures or course of action for pricing further hauls? Anything over 20 miles as stipulated in the contract. Additional compensation will be considered.  Please explain specifically how the pricing of one proposal will be evaluated against the pricing from another proposal, including the answer to these questions: Will each pricing proposal be analyzed and refined to become one total number which can then be compared to the other proposals, and if so, what is the formula that will be used to derive that total number? Will extended totals (unit price multiplied by estimated quantity) be used to evaluate pricing, and if so, what estimated quantities and what line items will be used to derive the extended totals that will be evaluated? Will all pricing line items be evaluated equally or will some line items receive more importance in the evaluation? If some line items will be evaluated as more important, what is the formula that will be used to weight the importance of each line item? Review of Proposals For Responsiveness Each proposal will be reviewed to determine if the proposal is responsive to the submission requirements outlined in the solicitation. A responsive proposal is one which follows the requirements of this solicitation that includes all documentation, is submitted in the format outlined in this solicitation, is of timely submission, and has the appropriate signatures as required on each document. Failure to comply with these requirements may result in the proposal being deemed non- responsive. The contract will be awarded to the lowest responsible and responsive Proposer whose proposal best serves the interest of and represents the best values to the CITY in conformity with section 62-8 of the CITY code. Monday, June 12, 2017 Qualifications Proposals will be evaluated on the criteria listed below. Technical Qualifications 1. Proposer’s relevant experience, qualifications and past performance 2. Relevant experience and qualifications of key personnel, including key personnel of subcontractors that will be assigned to this project and experience and qualifications of subcontractors 3. Proposer’s approach methodology to providing the services requested in this solicitation 4. Proposed solution functionality, implementation and other objectives and requirements as stated Price 5. Proposer’s proposed price  Do you have locations of the Debris Management sites (DMS) available for your use within the County? Yes, see section 5 for specific locations  Must tipping fees be included as part of our unit prices? Or is it allowable to note on the pricing sheet that tipping fees will be negotiated at the time of the event and will be charged at cost (with no markup) to City? Yes, tipping fees must be included.
