HomeMy WebLinkAboutAdd No 3 Addendum No. 3 City of Sunny Isles Beach NEW HVAC CHILLER SYSTEMS FOR GOVERNMENT CENTER CITY ITB NO. 16-09-02 To All Bidders: Bidders for the above referenced project shall take note of the following changes, additions, deletions, clarifications, etc. to the Plans and Specifications, which in accordance with the Contract Documents shall become a part of and have precedence over anything shown or described otherwise.  Questions: 1. Do you have a chemical treatment vendor? Will they provide chemicals for start-up? Response: Drawings currently specify a Griswold “Wave” Electronic water treatment system (chemical free). Other systems will be acceptable but initial installation, startup, and operation of the system for the warranty period must be included in the bid proposal. 2. Specifications state that the city is tax exempt – please clarify, do we include sales tax in the bid for material, equipment and labor? Response: The bidder should prepare their bid including all sales tax. If mutually agreeable to the selected bidder and the City, direct purchase orders can be prepared during the project to specific equipment/materials providers in order to lower the overall cost to the City (i.e. savings of sales tax), also thereby reducing the contract total for the bidder. This is commonly done on large projects such as this. 3. Is lighting protection required? Response: Lightning protection is not required. 4. Is fire protection required? Response: Fire protection is not required. 5. Clarify which license is required to bid the project, Florida General Contractor license? Addendum No. 3 - Bidder Questions and Responses NEW HVAC CHILLER SYSTEM FOR GOVERNMENT CENTER CITY RFP NO. 16-09-02 2 Response: The prime on the job must hold a Florida GC license. All sub-contractors must also be licensed in their respective trades. 6. Sheet AC-2 is not legible, can bigger drawing be issued? Response: The standard sheet size is 36x24. Please ask your printer to print the PDF’s on this sheet size. 7. 120 days’ time is not enough considering the submittal and procurement time of the equipment. Can you separate submittal and procurement time from actual field erection time? Response: The total contract time has been extended by 60 days to 180 days. 8. Will the controls contractor assist in the control of the temporary chiller? Response: No. The controls contractor will only handle the new chiller, cooling power, pumps, etc. 9. Is PVC acceptable for new chilled and condenser water piping or is Sch 40 black steel pipe and flanges to be used? Response: Schedule 80 PVC pipe will be acceptable to us. Condenser water pipe to be painted with 2 coats of UV protective paint. 10. Crane will need to set up in front of building. Can this entrance be closed on a weekend? Are crane permits required? If so, from who? Response: The City does not require a crane permit. However, if any traffic lanes are blocked, a lane closure permit will be required from the City and FDOT (if lane closure extends to Collins Ave). Although the Government Center offices are closed on weekends, the first floor of the Government Center is home to the library, which is open on Saturday’s from 10Am-6PM. 11. Is Test and Balance required? Response: Yes test and balance of the pumps, towers, and chillers will be required Addendum No. 3 - Bidder Questions and Responses NEW HVAC CHILLER SYSTEM FOR GOVERNMENT CENTER CITY RFP NO. 16-09-02 3  Clarifications: 1. The roof of the government center is home to a large amount of equipment which is currently mounted to the building parapet. Please be advised that the existing equipment CANNOT be removed or relocated at any time during the construction. Bidders are advised to carefully consider their means, methods and crane placement to avoid impact to this critical infrastructure. Any damage to the existing equipment or structure during construction will be the sole responsibility of the contractor.
