HomeMy WebLinkAboutAdd No 3  Addendum No. 3 CITY OF SUNNY ISLES BEACH Government Center Repairs CITY RFP No. 14-07-01 To All Bidders: Bidders for the above referenced project shall take note of the following changes, additions, deletions, clarifications, et cetera to the Plans and Specifications, which in accordance with the Contract Documents shall become a part of and have precedence over anything shown or described otherwise.  Please remove and replace Attachment ‘A’ – Performance Specification in the Bid Specifications. The revised attachment is attached. END OF SECTION. Performance Specifications Attachment A 1 Base bid Building envelope and water proofing and painting Building has numerous cracks and points of water intrusion throughout the envelope. The contractor is required to examine the building and provide services to install and repair new paint and caulking on all previous painted surfaces and caulked joints on the building exterior and in the parking garage including the interior and exterior of stairway #4 and #5, Includes painting entire parking garage and exterior of administrative building (previously painted surfaces only including stairs and rails) Caulking around edges of previously caulked parking garage) Parking garage 3rd floor expansion joint remove and replace in area near owner installed gutter Apply Tremco or equivalent on levels 2 and 3 and on the ramps (previously sealed areas) Clean, repair or recaulk (as may be required) joints in granite panels and precast panel joints Clean, repair or recaulk windows joints metal to glass and metal to masonry A. All Areas Showing Signs of Mildew Will Be Treated With an Approved Mildewcide and Water Solution. B. All Exterior Stucco Surfaces Will Be Pressure Cleaned Using A Minimum Of 3,000 P.S.I. C. All Other Surfaces Will Be pressure Cleaned Using The appropriate Pressure For The Surface. D. All Exterior Stucco Surfaces Will Be Sealed Using Sealer Conditioner / Masonry Primer/Sealer. E. All Areas Showing Signs Of Rust Will Be Wire Brushed And Primed As Needed Using: Rust Inhibitive Primer And Then Finish Coating. F. All Stucco Stress Cracks Larger Than 1/16 Inch Will Be ” V” Open Apply A Bead Of Caulk In Gap, Apply Textured Knife Grade Elastomeric Patching Compound Over The Top And Over Lapping The Edges By Two Inches On Each Side. G. All Window Perimeters (Stucco To Metal), Will Have Loose And Deteriorated Caulk Removed. Re-Caulk H. All Exterior Vertical Stucco Surfaces To Be Waterproof Will Be Finish Coated Using One (1) Coats 100% Acrylic Super Paint by Sherwin Williams or equivalent as specified in attached. I. All Precast walls apply Xyloxon Water repellant Clear Sealer. J. All Wood Surfaces Shall Be Spot Primed, As Needed, Than Finished With 100% Acrylic Gloss included 2 Base bid Concrete Repairs Vertical Surfaces Beams, parapets, walls, columns Cast in place concrete on building exterior and garage interiors shall be inspected for cracking and spalling and repaired nte 6 inches deep includes rebar, repair , priming, patch of concrete, Sika materials or equivalent for crack filling, concrete restoration. Bonding, priming of rebar NTE 75 lf of concrete repair included 3 Base bid Concrete repairs horizontal Surfaces Slabs, concrete driving surfaces Shall be repaired including applying low viscosity epoxy filler to crack in parking garage 2nd floor coming up to third floor NTE 200 LF of crack to be filled Sika or equivalent included 4 Base bid Stucco and finish repairs Contractor is required to provide “sounding of Stucco” in areas of known delamination and mark areas for repair or removal and replacement. Owner’s staff or designee shall provide field review of areas to determine total area and scope of repairs using unit prices and allowances provided as part of bid attached here-to NTE 350 SF of delaminating stucco removal and repair included 5 Base bid Precast vertical panel stains Contractor is to repair stains or “burn-outs” on pre-cast panels caused by isolated surface contaminants located on vertical surfaces throughout Office building. Contaminants are thought to be on surface or within 1/4inch deep or less. The owner may request petrological analysis to determine the underlying cause of stains. Contractor shall remove stains by chemical treatment, grinding or other appropriate method, patch as maybe required. If underlying metal structure is exposed it shall be cleaned of all rust and treated with appropriate primer and the concrete repaired NTE 25 locations of stain repair included 6 Base bid Stainless steel stair rail replacement Remove and replace existing stainless steel stair rails on east end of building in vicinity of fountain, with an architecturally similar stainless rail , repair damaged precast concrete stair, pressure clean and seal concrete with clear sealer. Reuse existing embedment for attachment if possible or core precast stair and install posts with compatible grout. Rails and posts to be Type 316 brushed #4 satin finish. Hardware and fasteners are to be of compatible material suitable for marine exposure. Include repair of concrete in area of railing replacement NTE 3- 6 inch square areas. Signed and sealed shop drawings shall be provided and permit obtained if required. included 7 Base bid Garage and driving surface Ramp and level 2 and 3 and 4 Remove existing sealant at joints in slab to slab, slab to expansion joint, slab to wall and other joints necessary to provide a seal to prevent water from penetrating joints. Use Tremco Dymeric 240 two part urethane sealer or equivalent Remove parking lines using pressure cleaning. Prep existing coated areas using solvent wipe and prime with Tremco vulkem tremco 191 or compatible primer install Vulkem 350NF/346/346 according to manufacturer’s specifications, Medium and Heavy Duty Traffic Coating System. At high traffic areas including driveways, turns and ramps apply second coat of vulkem 346 with sand. Expansion joints Remove and replace expansion joint at third floor parking deck Install new trough floor drain in front of stairway entrance on second floor of parking garage one location NTE 3 feet long. Connect to existing drain system include cast iron pipe and all hangers, fasteners, connections and drains. NTE 25 feet of connecting pipe. Remove and replace existing trough drains in front of the stair way doors 2 locations, stair #4 and # 5 on 4th floor of parking garage, include drain, caulking and NTE 3 feet of BIP to match existing. included 8 Base bid Sprinkler head and escutcheon replacement Remove and replace existing fire sprinkler heads and escutcheons on open atrium areas around the commission chambers and in front of library and other spaces on the south side outside of office areas (first floor only) and over pre-cast stairs on east end of building. New sprinklers and escutcheons to be corrosion resistant, designed for outdoor use. Contractor to re-use existing risers, fittings and pipe. Repair of hidden pipe and fittings, and exposed pipe that is not identified here-in not included Include NTE 15 sprinkler heads and escutcheons included 9 Base bid Door hardware, Repaint doors Repair rusted exterior metal doors and hardware on rear of commission chambers and other locations throughout garage and government center Remove rust from hardware or replace with SST hinges as may be required. Paint All previously painted exterior hollow metal doors including all stair doors in garage painted 2 sides, prime with rust neutralizing primer and paint to match original door. included 10 Base bid Camera housing Remove and replace corroded camera housing with corrosion resistant housing suitable for exterior application in coastal exposure. Reuse existing included wiring, connectors and camera. Programming and new cameras, wiring or connectors, if any to be provided by the CSIB. NTE 2 locations in area outside the library and commission chambers 11 Base bid Commission Chambers Repair/reinstall acoustic panels and finishes inside commission chambers below 8 feet in height and above the floor including various sound insulating panels and decorative wood finishes, molding etc. Labor only, reuse existing material. Includes minor spot touch up and patching, painting and refinishing, reattachment of various wall panel areas NTE 100 sf included 12 Base Bid Remove and replace 3 wall pac light fixtures and 3 exit light fixtures with new or equivalent to match existing NTE 6 total locations combined included 13 Base bid Remove and Replace existing emergency/Standby Generator Contractor shall provide 1 new generator to top deck of parking garage north side of 4th floor and disconnect and move existing generator and external radiator to City garage first floor for storage on blocks, covered with a secured tarp: New 500 KW or equivalent diesel generator to replace existing Emergency /standby Generator currently housed in first floor generator room, NTE existing load. New generator shall be in a sound attenuated, aluminum UL listed marine enclosure capable of withstanding rooftop exposure, with integral radiator and muffler. Generator shall be wired into existing Emergency circuits and must meet the existing electrical loads and characteristics of the system it replaces. Perkins or equivalent. The generator shall be fueled from existing site tank by means of a new pump and piping extending the existing point of connection in or near the generator room. Wiring switch gear and conduit, labor, piping required to install and connect new generator to the first floor equipment locations shall be included. It is expected that no new conduit or wiring is required from the existing generator in the old generator room to the loads. Exterior Switch gear, junction boxes and devices, conduit, piping required for proper connection must meet roof top exposure requirements, including NEMA III as may be necessary. System must be added to lightning protect loop Generator shall be equipped with a double walled steel base tank capable of 8 hours minimum continuous operation on diesel fuel. Entire system must be connected to existing main storage tank through existing plumbing in the current emergency generator room. All controls, switches, valves, pumps must be installed to provide the same operation and intent of the existing day tank and system configuration as shown in attached diagram. Work will include tie downs, and generator and associated equipment and shall be installed on a level Aluminum frame or suitable slab capable of included distributing the weight across the foot print of the generator and adjacent area required for weight distribution, meeting all wind load and building code requirements. The generator will be protected on driving side of the parking garage by a 4 inch schedule 40 steel bollard painted yellow - minimum 2 locations City may elect to exercise a direct purchase option to save on sales tax expenses. 14 New 1000 500 KW diesel stand-by generator In an aluminum or marine enclosure capable of withstanding rooftop exposure, with integral radiator and muffler. Generator must have the capacity to power parts of the Administrative building 4th floor and miscellaneous loads. The included loads are TBD during shop drawing development process but shall include air conditioning of fourth floor, lights and facilities NTE 900 450 KW. Generator system is to be equipped with, ATS installed in or near the old generator room, and accessory controls and distribution sub panels and wiring to provide standby capacity for the fourth floor of the Government Center including providing air conditioning and task lighting. Generator shall be compatible with existing voltage, and wiring in the building. The generator shall be fueled from existing tank by means of a new pump and piping extending the existing point of connection in the generator room. Generator to be fueled from point of connection in old generator room, work shall include, pumps, piping and control valves. Perkins or equivalent. New Wiring, switch gear and conduit, labor, piping required to install and connect generator from its location on the garage roof to the first floor electrical room shall be included. Switch gear, junction boxes and devices required for proper connection must meet exposure requirements, including NEMA III as may be necessary Work shall include but is NTE the addition of up to 1- 400 amp panel and circuit breaker in main electrical room and 2-100 amp Sub panels (or equivalent) on the administrative building fourth floor or enclosures and associated wire, wiring labor and rewiring, junction boxes and controls to create a standby capacity to serve the fourth floor. It is expected that all standby loads will be picked up in the first floor electric room or nearby space on the first floor located in the garage. If load control devices are required to prevent overloading the generator capacity they can be installed at the most cost effective location. Work will include the connection of the roof top Chiller utilizing existing load management controls sufficient to provide a working system to serve the administration building 4rd floor. It is expected that any additional wiring or home runs from the fourth floor in the administrative building to the main generator room, the main electrical room on the 1st floor or the old generator room will use the excess capacity in existing conduit. New included conduit from the load on the loads on the 4th floor to the existing generator room or main electrical room is not included. Chiller and AHU , controls modification repairs or replacement or New chiller demand load management equipment is NIC Redistribution of loads to new generator may be done in the most cost effective location. The structural load capacity of the parking garage deck is approximately 50 PSF, the weight of each generator is TBD, the contractor and engineer shall verify structural loads and reinforce the structure if required.
