To All Bidders:
Bidders for the above referenced project shall take note of the following changes, additions,
deletions, clarifications, etc. to the Plans and Specifications, which in accordance with the
Contract Documents shall become a part of and have precedence over anything shown or
described otherwise.
Questions/Clarifications:
1. Can you provide your anticipated budget?
Response: A budget is intentionally not provided and we ask that proposers price the
project accordingly based on their expertise.
2. Is there any page limitation for the response to this RFP?
Response: Emphasis is to be made on the quality of the response and not quantity.
3. Under Section 5, Item 5 – Cost of Services, it does not reference whether the price should
be in a sealed envelope. Please clarify.
Response: All price proposals shall be in a sealed envelope.
4. Asphalt Thickness: While reviewing the borings, I was unable to find the thickness of the
existing asphalt. Please provide depth for pricing purposes.
Response: Noted. According to the geotechnical report, 3” – 4” of pavement thickness
was encountered in the borings as stated on Page 5 of Wingerter Laboratory’s report.
Please refer to Attachment B of the bid documents.
5. Muck Removal: The borings shows that muck is existing throughout the
neighborhood. However, I was unable to find any details regarding muck removal. Could

you please advise how much muck removal will be required when it is encountered – 30‐
inches, 36‐inches, complete removal, etc.
Response: Please refer to Attachment B and Technical Specifications provided.
6. Bid Proposal Form: Is the bid proposal form available in either excel or word format?
Response: No. However, those with Adobe writer should be able to copy and convert the
table to an Excel sheet for their in‐office use. The bid shall be submitted in the form
provided by the City. Any attempt to alter, modify, or enhance this form may result in a
disqualification of your bid.
7. Off‐Duty Officers: Please add an allowance line item for off‐duty officer, since the
requirement for this service is unknown at this time.
Response: The estimated cost per hour has been provided in the RFP. The need for off‐
duty police support is at the sole discretion of each prospective bidder based on their
proposed construction methodology and MOT plan to be implemented. Bidders are
advised to carefully consider these factors and make the necessary allowances within the
line item provided for Maintenance of Traffic currently provided in the bid form. Note that
all road closures, full and partial, shall require coordination with first responder services.
8. In reading the Bid Proposal Form Page 36 Notes, the note seems to indicate that it is both
a lump sum project and unit price project. Could you please clarify whether this will be
a unit price project, lump sum project or Guaranteed Maximum Price?
Response: The bid has unit prices as well as lump sum prices. Lump sum prices are fixed
and unit prices can have over or under‐runs. Furthermore, payment for pipe will be based
on field measured‐installed quantities; from inside wall to inside wall.
9. On the summary of the Prebid meeting, the City is requesting an Off‐Duty Police Officers
but the Contractor does not know, when, where, how many and how much time the city
will request it. It is very difficult to calculate the number of hours and some Contractors
assumes a few and others a lot. We believe that is fair that the City include an item with
an Allowance or Estimate a number of man hours for Police Officers and use them a
discretion of the City, thereby everybody is in the same page .

10. The Item # 74 says, “Installation of Bus Shelters….” ( C‐31 ). That means, Furnish and
Install, right? And reinstall the existing benches and waste trash, right? (Sta 36+00 and

26+00 approx.). The existing shelters needs to be removed and salvaged to the City?
Please advise.
Response: Installation of bus shelters does mean furnish and install. The Contractor shall
be responsible for coordinating with the Bus shelter provider for provision of any and all
engineering services required for installation of the proposed shelters. Existing benches
and trash bins are to be protected and reinstalled. All shelters removed from within the
project area shall be hauled away by the successful Contractor to the City’s Public Works
facility located beneath the William Lehman Causeway.
11. Under Section 5 Qualifications, it references proposer’s relevant experience. Should
experience in coastal projects be a requirement to qualify?
Response: It is not a requirement. However, such experience would be looked upon as a
plus though it will not be the determining factor.
Please be advised that Civil plan sheets C‐14 to C‐16 and C‐30 have been revised.
RER permit Number CLII‐20140027 for the project has been included herein.
Landscape and Irrigation Plan sheets have been revised and are included as part of this RFC for
contractor reference.
A revised bid form has been provided.

The lump sum (LS) price for (phased) clearing & stripping shall include but not be limited to temporary storage, removal

as necessary to perform the work stipulated in these contract documents. The lump sum price shall also include but not
be limited to removal, protection, storage of existing signs, decorative stone, landscaping, and sprinkler systems existing

plans.

Any discrepensies concerning the materials or

drawn shall be brought to the attention of the owners
representatives. Issues found prior to bid will become a

pre-existing conditions at the site shall not be a reason

installer is not relieved of his responsibility to provide proper irrigation coverage by

The work under this section includes furnishing and installing materials to construct
an automatic irrigation system and maintaining that system until final completion

GENERAL: The Contractor shall be responsible for full and complete coverage of all
irrigated areas and shall make any necessary adjustments at no additional cost to the
power. Wiring from the controller to the valves shall be installed in same trench as the
mainline where possible. All splices shall be made with Rain Bird snap-tite connectors,
or approved equal. All wire shall be furnished in minimum 2,500' reels and spliced
