HomeMy WebLinkAboutReso 2017-2706 RESOLUTION NO. 2017- -noCo A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AMENDMENTS TO THE CITY'S PERSONNEL POLICY MANUAL ATTACHED HERETO, IN SUBSTANTIALLY THE SAME FORM AS, EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach Personnel Policy Manual provides guidance on procedures, benefits, and the general operation of the City; and WHEREAS, the Personnel Policy Manual is a living document that is subject to change on an as-needed basis; and WHEREAS, the City is in the process of doing a comprehensive review of the Personnel Policy Manual as many of the personnel policies that are currently in place need to be updated in order to reflect the currently established practices of Human Resources, and new ones need to be added; and WHEREAS, the City Commission now desires to amend the City's Personnel Policy Manual, in substantially the same form as attached hereto as Exhibit "A". NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of the Personnel Policy Manual. The City Commission hereby approves the updated policies to the Personnel Policy Manual, in substantially the same form attached hereto as Exhibit "A". Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate the terms of this resolution. Section 3. Effective Date. This Resolution will become eff-- lye upon adoption. The seal and logo are considered symbols of the authority and jurisdiction of the City and, as such, are valuable assets of the City and its citizens. This policy desires to ensure that only appropriate uses are made of the City's seal and logo. POLICY: 1) The City of Sunny Isles Beach seal and logo are the property of the City, used for the purpose of certifying official records and to identify City programs, initiatives, partnerships and sponsorships. 2) The City seal and logo shall be used for official purposes only, or as authorized by the City Manager. 3) No employee shall use a symbol that imitates the City seal or logo, or that may be mistaken therefore, that is designed, intended or likely to confuse, deceive or mislead the public, for private or commercial purposes, or for any purpose other than for the official business of the City, without written authorization from the City Manager. 4) No employee shall use the City seal or logo for purposes of supporting or opposing the nomination or election to any City or other public office of himself or herself or any other person, or for purposes of supporting or opposing any ballot measure, nor include such City logo or seal on any writing distributed for purposes of influencing the action of the electorate or any part thereof, in any election. 5) The City seal may be used on City buildings, elected official pins, City business cards, City letterhead, resolutions, awards and other formal places. 6) Use of the official City seal or logo may be used in general connection with official City of Sunny Isles Beach brochures, publications, insignias, postings, Policy 903:1 — Use of City Seal and Logo Page 1 of 2 website, painting, pamphlets and City of Sunny Isles Beach promotional materials. It will also be used on vehicles, equipment, uniforms and fixtures such as signage. 7) If used by an outside organization upon the approved, written consent of the City Manager, the logo or seal must remain in its entirety with no alterations. Elements may not be isolated and/or used alone or in combination with any other art. Specific sections may not be highlighted with other colors. Resolution must be clear when enlarged or reduced for reproduction. 8) All non-City usage of the logo and seal, including non-profit usage, requires City authorization. 9) On occasion, the City will authorize the usage of the City seal or logo for signature events or other promotional measures that benefit the community. Any such approval should be considered for the specific event, time, and use so approved. Prior approval of a use shall not constitute approval for any future or recurring use. 10) Misuse of the City Seal and/or City Logo will be subject to disciplinary action up to and including termination. The City believes strongly in promoting the safety of its employees and their assets in the workplace. Most City facilities are equipped with a card entry security system that limits access to employees who have a business reason to enter. Employee ID cards will grant access to facilities to which the employee has access. A security system is only effective when all employees handle and protect their ID cards properly and management has established, and maintains, proper security access for each employee. Following the provisions and guidelines outlined in this policy will maximize the efficacy of the security system. POLICY: 1) All employees are required to wear the ID card at City work areas during official capacity. ID cards are to be prominently worn so the photo is clearly visible to others. The requirement may be temporarily waived at the department's discretion when wearing the ID presents a safety issue (e.g. Police Officer or Ocean Rescue Officer). However, the employee must carry the ID at all times during work hours or when acting in an official capacity. It can be placed in a pocket or wallet. Human Resources will issue an ID card to all new employees. 2) The ID card is to be worn between the shoulders and waist on a clip or lanyard. Each department will provide a clip, chain or lanyard for each employee to wear the ID. The ID shall not be defaced or altered with pins, stickers, decals, etc. 3) The ID card may grant access to areas other than work areas assigned as authorized by their Supervisor. In this event, an employee who works for the City shall comply with the ID card procedure of identifying themselves and stating their - i - , , Policy 904:1 — Employee Identification Card Page 1 of 2 purpose when entering departments other than those they are assigned during normal business hours. 4) Each department director will be responsible for working with the Human Resources Department to establish and set forth the appropriate security access for each employee based on their respective job functions. The possession and proper use of the ID card is the responsibility of the employee and shall be safeguarded at all times. 5) In the event of a lost ID card, Human Resources will deactivate and issue a new ID card. An administrative fee of $10.00 will be charged for all lost cards. 6) In the event of a damaged ID card, Human Resources will deactivate and issue a new employee ID card. Damaged ID cards must be turned in to Human Resources. There will be no fees for a replacement ID card. 7) When an individual terminates employment, or otherwise ends their assignment with the City, the ID card shall be returned it to the Human Resources Department. In cases where an individual is put on administrative leave or suspension, the Human Resources Department shall disable the individual's ID Card. 8) ID Card Holder Responsibilities: a. Do not lend your ID to anyone. b. Do not allow unauthorized individuals into any secure area (i.e. visitors, former employees, etc.) c. Do not hold or prop secured doors open or leave doors open after you leave. d. Do not leave ID on dash of vehicle or other locations where exposed to extreme temperatures. e. Do not fold, bend pry open or mutilate your ID. f. Do not use your ID improperly. g. Do not leave your ID unattended. h. Immediately notify your supervisor if your ID is no longer in your possession. i. Immediately notify your supervisor of any difficulties or problems with any ID. 9) Because the policy and procedures described herein are intended to provide for the safety and security of City employees, all employees are expected to fully comply with all provisions of this policy. The employee shall be given an initial warning if the employee has failed to comply with this policy. Any employee who is found to be in violation of this policy after the initial warning may be subject to disciplinary action up to and including termination. REASONS: We are in the process of doing a comprehensive review of the Personnel Policy Manual. Many of the personnel policies that are currently in place need to be updated in order to reflect the currently established practices of Human Resources as well as changes to State and Federal Laws, and new ones that need to be added. In the future, additional policies will be brought to the Commission for ratification on a periodic basis.
