HomeMy WebLinkAboutReso 2017-2717 RESOLUTION NO. 2017- 2 711 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO SIGN OR RENEW ALL REQUIRED CONTRACTS, AGREEMENTS, AND PURCHASE ORDERS THAT AFFECT THE HEALTH, SAFETY, OR WELFARE OF THE CITY, DURING THE SUMMER RECESS PERIOD FROM THE LAST CITY COMMISSION MEETING IN JULY 2017 THROUGH THE FIRST REGULAR COMMISSION MEETING IN SEPTEMBER 2017, SUBJECT TO AFTER-THE-FACT RATIFICATION AT THE SEPTEMBER 21, 2017 CITY COMMISSION MEETING; REQUIRING LEGAL REVIEW BY THE CITY ATTORNEY FOR SAID CONTRACTS AND AGREEMENTS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Sunny Isles Beach City Commission is not scheduled to meet between July 20, 2017 and the next regular meeting September 21, 2017; and WHEREAS, there may be new or existing contracts that require approval during the time period between the last City Commission meeting in July 2017 and the first regular meeting in September 2017; and WHEREAS, the City Commission wishes to assign certain powers to the City Manager to enable him to sign all required contracts, agreements, and purchase orders that affect the health, safety, or welfare of the City, during the time period between the last City Commission meeting in July 2017 and the first regular meeting in September 2017, and requiring legal review by the City Attorney for said contracts and agreements'prior to execution by the City Manager; and WHEREAS, the City Manager will report back to the City Commission at the first regular City Commission meeting on September 21, 2017, seeking after-the-fact ratification of any actions relating to the foretasted authorization. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, THAT: Section 1. Authority of City Manager and City Attorney. The City Manager is hereby authorized to sign or renew all required contracts, agreements, and purchase orders that affect the health, safety, or welfare of the City during the summer recess period, from the last City Commission meeting in July 2017 through the first regular City Commission meeting in September 2017, subject to after-the-fact ratification at the September 21, 2017 City Commission meeting, and requiring legal review by the City Attorney for said contracts and agreements prior to execution by the City Manager. Russo, City Manager FROM: Mauricio Betancur, CMC,Acting City Clerk DATE: 7/20/2017 Resolution Authorizing the City Manager to Approve RE: Required Contracts,Agreements, and Purchase Orders During the Summer Recess RECOMMENDATION: It is recommended that the City Commission adopt the attached Resolution. REASONS: The City Commission is not scheduled to meet between July 20, 2017 and the next regular meeting of September 21, 2017, and there may be new or existing contracts that require approval during that time period. This Resolution authorizes the City Manager to sign or renew all required contracts, agreements, and purchase orders that affect the health, safety, or welfare of the City during the summer recess period, and it requires legal review by the City Attorney for said contracts and agreements. The City Manager will report back to the City Commission at the first regular City Commission meeting of September 21, 2017, seeking after-the-fact ratification.
