HomeMy WebLinkAboutReso 2012-1993 RESOLUTION NO. 2012- cm 0, A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE PURCHASE OF A 2013 GLAVAL ENTOURAGE DIESEL TRANSIT BUS AND UPGRADES TO TWO (2) ADDITIONAL BUSES FROM NATIONAL BUS SALES & LEASING INC., IN A TOTAL AMOUNT NOT TO EXCEED ONE HUNDRED ELEVEN THOUSAND DOLLARS ($111,000.00), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach desires to replace an existing shuttle bus that is over eight (8) years old and is continuously in need of repair hampering the quality and consistency of the service to our residents; and WHEREAS,National Bus Sales & Leasing, Inc. has submitted a quote for a 2013 Glaval Entourage Diesel Transit Bus, that will seat twenty (20) passengers plus two wheelchair stations, and it is equipped with a wheelchair lift to meet ADA regulations as well as two foldaway seats for a potential total capacity of 24 passengers, in an amount of Ninety-Seven Thousand Five Hundred Forty-One Dollars ($97,541.00), which is a piggyback based on pricing established through a bid from Miami-Dade County Transit for buses built to the exact same specifications; and WHEREAS, the City is also the recipient of two new buses through the American Resource and Reinvestment Act of 2009 (ARRA) Program through Miami-Dade County with the standard equipment to comply with the grant requirements which can be upgraded with security camera systems and passenger counters through National Bus Sales & Leasing, Inc., in an amount not to exceed Thirteen Thousand Two Hundred Thirty-Two Dollars ($13,232.00); and WHEREAS, the City wishes to purchase the bus from National Bus Sales & Leasing, Inc. and upgrade two additional buses, in a total amount not to exceed One Hundred Eleven Thousand Dollars ($111,000.00), attached hereto as Exhibit"A". NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA,AS FOLLOWS: Section 1. Authorization of Purchase. The City Commission hereby authorizes the purchase of one (1) shuttle bus and upgrades to two (2) new buses from National Bus Sales & Leasing, Inc. in a total amount not to exceed One Hundred Eleven Thousand Dollars ($111,000.00), attached hereto as Exhibit "A", which is a piggyback based on pricing established through a bid from Miami-Dade County Transit. Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Sanders, Director of Public Works DATE: 11/15/2012 RE: Approval of the Purchase of a New City Shuttle Bus and the Upgrade of Two Shuttle Buses Provided to the City through the ARRA RECOMMENDATION: It is recommended that the City Commission adopt the attached resolution approving the purchase of a new shuttle bus and upgrades to two additional buses from National Bus Sales and Leasing, Incorporated in a total amount not to exceed One Hundred Eleven Thousand Dollars ($111,000.00) REASONS: The City provides free community shuttle service to residents and visitors seven days per week with up to four (4) buses operating simultaneously. At present, the city owns five (5) shuttle buses. Staff recommends the purchase of a new shuttle bus, designed to our specifications to replace the City's existing shuttle bus #04-77. Shuttle bus #04-77 is 8 years old and is frequently in the shop for repairs, costing the City thousands in repairs annually. This will ensure reliable service to our residents. The proposed bus will seat twenty (20) passengers, plus two (2) wheelchair stations for our wheelchair passengers, and equipped with a wheelchair lift to meet ADA regulations as well as two (2) foldaway seats for a potential total capacity of 24 passengers. The attached quote is a piggyback based on pricing established through a bid from Miami-Dade County Transit for buses built to the exact same specifications. These buses are provided to the City with the standard equipment to comply with the grant requirements. These are two components for each bus that can be added at the time of production through National Bus Sales. The additional items are the security camera systems and the passenger counters. There is a cost savings to install these items at the time of production. These additional items will be invoiced separately by National Bus Sales at an estimated amount of Thirteen Thousand Two Hundred Thirty-Two Dollars($13, 232.00) • Installation of cameras, at a cost of$2,591.00 each. ($5,182.00) • Installation of an automatic passenger counter at a cost of $4,025.00 each. ($8,050.00) The anticipated acceptance date of the three (3) buses should be no later than April 23, 2013. These items together total an estimated expenditure to National Bus Sales and Leasing, Incorporated in an amount not to exceed One Hundred Eleven Thousand Dollars ($111,000.00) ADDITIONAL INFORMATION: The bus purchase will replace the City's existing shuttle bus #04-77. Shuttle bus #04-77 is 8 years old and is frequently in the shop for repairs, costing the City thousands in repairs annually and inconveniencing passengers. Old shuttle buses will be disposed via auction on GovDeals.com or as directed by the City Commission as per City policy. The purchase and installation of the Angel Trax video surveillance cameras will be compatible with existing video surveillance system installed in some of the City's existing buses insuring continuity in coverage on all buses. The purchase and installation of the passenger counters will insure compliance with the federal regulations and reporting requirements as specified in the grant awarding the two (2)buses.
