A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH,FLORIDA,QUALIFYING AND APPROVING THE SHORT
LIST OF PROFESSIONAL ARCHITECTURAL&ENGINEERING FIRMS
TO PERFORM ENGINEERING, ARCHITECTURAL, LANDSCAPE
ARCHITECTURAL, AND LAND SURVEYING SERVICES FOR THE
CITY,IN RESPONSE TO RFQ NO. 12-04-02; AUTHORIZING THE CITY
MANAGER OR HIS/HER DESIGNEE TO NEGOTIATE CONTINUING
CONSULTANT AGREEMENTS WITH SAID ARCHITECTURAL AND
ENGINEERING FIRMS, PROVIDED SAID AGREEMENTS ARE
APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE CITY
ATTORNEY; FURTHER AUTHORIZING THE CITY MANAGER TO DO
ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach issued Request for Qualifications No. 12-04-02 for
Continuing Professional Architectural & Engineering Services Firms Only (CCNA) for the provision of
general architectural and engineering services to the City; and
WHEREAS; the City received thirty-three(33)responses to said RFQ,which have been reviewed
by staff; and
WHEREAS; staff recommends the following shortlisted qualified firms to perform engineering,
architectural, landscape architectural and land surveying services: Bermello Ajamil&Partners,Inc.,Calvin
Giordano & Associates, Inc., RJ Behar& Company, Inc., and CES Consultants; and
WHEREAS, the City wishes to negotiate Continuing Services Contracts with these firms to give
the City flexibility to select the firm deemed best suited for a particular project if needed and when needed;
and
WHEREAS,any future project specific Work Authorization or Task Assignment will be processed
and approved in accordance with City procurement rules noting there is no guarantee of future work to any
or all of the firms.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Firms Qualified and Approval of Short List. The City Commission hereby qualifies and
approves the short list of the following firms to perform engineering, architectural, landscape architectural
and land surveying services: Bermello Ajamil & Partners, Inc., Calvin Giordano&Associations,Inc., RJ
Behar& Company, Inc., and CES Consultants.

Section 2. Authorization of City Manager. The City Commission hereby authorizes the City Manager
or his/her designee to negotiate separate continuing consulting agreements with selected firms,provided
said agreements are approved as to form and legal sufficiency by the City Attorney.
Section 3. Further Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 4. Effective Date. This Resolution will become effective upon adoption.
PASSED AND ADOPTED this 15th day of November 2012.

RE: A Resolution Approving the Short List of Prequalified Engineering,
Architectural, Landscape Architectural and Land Surveying
Companies
RECOMMENDATION:
It is recommended that City Commission approve the short list of companies for
negotiation of Continuing Services Contracts.
REASONS:
Florida State Statute Chapter 287 requires that engineering, architectural, landscape
architectural, and land surveying/mapping consulting services for projects with a
construction cost in excess of $325,000 but less than $2,000,000 or fees for study
activities in excess of $35,000 but less than $200,000 be procured by a qualifications
based selection process; services are delivered via a Continuing Services contract.
Professional services for projects lower than the limits listed above can be awarded to a
firm of the City's choice and professional services for projects in excess of the limits
stated above must be procured via a separate solicitation or RFQ.
Earlier this year, the City issued RFQ 12-04-02 to qualify firms for Continuing Services
Contracts, however, no official action has been taken to date related to the responses
received. This request is for authorization to negotiate Continuing Services Contracts
with several firms to give the City flexibility to select the firm deemed best suited for a
particular project if needed and when needed. Any future project specific Work
Authorization or Task Assignment will be processed and approved in accordance with
City procurement rules noting there is no guarantee of future work to any or all of the

firms. Of the many firms that were determined to be responsive and responsible in RFQ
12-04-02, City Commission approval of the following shortlisted firms is as follows:
Bermello Ajamil & Partners, Inc.
Calvin Giordano & Associates, Inc.
RJ Behar& Company, Inc.
CES Consultants
