RFP No. 12-10-03 5.3 Staffing Medallion has a full-time staff at its Mooresville, North Carolina headquarters made up of the company owner, General Manager, and Marketing, Sales, Estimating, Operations and Accounting departments. The company also employs experienced base and drain construction and turf installation crews, each led by a crew superintendent. Medallion has a full-time professional engineer on staff who specializes in site, civil and storm water management. In addition to artificial turf, Medallion also specializes in the installation of synthetic sports surfacing (weight room flooring), athletic equipment and track surfaces. Sunny Isles Project Team The Sunny Isles project will be staffed by a project team consisting of the following Medallion personnel: • Project Manager — responsible for overall project planning and scheduling, resource coordination (material, labor and equipment), compliance with contract specifications, overall job quality and completeness, and customer interface. Will interface daily with base and turf installation superintendents to ensure appropriate construction methods are applied, monitor construction progress, and keep the customer abreast of project status. • Project Coordinator— responsible for the flow of project documents throughout the initiation and completion of the executed contract; the ordering, expediting and delivery of materials and equipment; and supporting the project manager in various stages of contract execution. • Superintendent — responsible to the project manager for providing daily work direction, monitoring completion progress and quality, and managing the field installation crew. Medallion will utilize two specialty crews (and superintendents) for this project — the first will focus on site excavation and base and drain install, the second will focus on turf install. • Installation Crew — crews of 5-8 Medallion equipment operators, general laborers and installers trained and experienced in site excavation, base and drain install, and turf install. • Medallion Athletic 4 Products, Inc. RFP No. 12-10-03 ® Project Personnel: Lance Rosenberger Medallion Sr. Construction Project Manager/Superintendent Mr. Rosenberger oversees all Medallion turf construction projects, and is a product development and construction project manager/superintendent. Lance joined Medallion in 2006 after ten years in the steel industry. He managed a large team of employees responsible for maintenance, production, and engineering. At Medallion, he leads supplier and sub-contractor relations for Medallion construction projects, while also addressing quality control and communications. Mr. Rosenberger holds a Degree in Industrial Technology from Iowa State University and spent the following two years studying construction management at Colorado State University prior to his ten year career in steel. Mr. Rosenberger is a member of ASBA (American Sports Builders Association) Field Certification Committee and is a Certified Turf Builder. Construction / Installation Crews, Crew Superintendents Under the direction of Mr. Rosenberger, Medallion maintains in-house crews for base construction and turf installation. The base crew is led by Rodney Little and ® Sgt. Maj. Michael T. Sator (ret); the turf installation crew is led by Scott Hamrick. In 2012, Medallion's base and turf crews completed over 600,000 sq. ft. of turf installation at the following jobsites: NC State University, Marine Corp Air Station Camp Lejeune, Marine Corp Air Station New River, North Carolina Central University, Providence Day School, Hayesville High School and DW Daniel High School. Medallion Athletic 5 Products, Inc. RFP No. 12-10-03 • 5.4 Approach / Methodology The following methodologies and practices are utilized to fulfill project requirements: • Site work and excavation: Medallion uses experienced in-house construction crews to install erosion control and perform mass excavation. While installing erosion control, crews utilize methods determined to be the most effective, practical means of preventing or reducing pollution from nonpoint sources. Mass excavation is performed using the widely accepted practices of setting elevations using a surveyor and a rotary laser level. • Drains and aggregate base: Medallion uses the same in-house construction crews who perform the erosion control work and mass excavation to install the field's drainage and base components. Similar to excavation, crews use survey points, rotary laser level, and a pipe laser to accurately install drainage components. Before installation of aggregate base, a proof roll is performed on the entire field to ensure the sub-base meets specified stability and compaction. Any bad spots are dug up and repaired by backfilling with stone and dry dirt, and rolled and compacted to meet specified compaction. The aggregate base is installed in "lifts" beginning with the installation of the first layer of #57 stone (specification name may vary in state of Florida). This is followed with installation of a layer of #78 stone. Lastly, a layer of fine crush stone is applied as a leveling and choke layer. All stone is installed by bulldozers and box blades all that have dual slope lasers attached for accurate grade and slope. Planarity of base and final grades are checked upon completion by a 10'x 10'. • Turf and underlayment: Medallion uses specialized in-house turf installation crews who assume installation responsibility once the stone base work is complete to install the synthetic turf. Installers are trained to work carefully on the laser graded stone base to ensure base integrity. Medallion uses the double- lock stitch sewing method to seam the main field (or belly) panels together. Head seams and butt seams are glued using a 2-part adhesive supplied by the turf manufacturer. Medallion orders the turf panels such that the maximum number of game lines are tufted into the panels. For inlayed game lines installers use the widely accepted sheer and glue method. Medallion uses top of the line turf sheers and hot melt device to install game lines. Lastly, turf installation crews install the infill using turf brooms to stand up fibers, broadcasting top dressers to install the infill, and drag brooms to level and settle the infill product. • Medallion is committed to maintaining a high degree of quality assurance throughout the construction and installation processes. The project manager and crew superintendents are constantly monitoring construction to ensure specifications are met or exceeded. Project managers track installation quality with in-house quality assurance documents that ensure each step of the job is fully completed before crews move onto the next phase of work. Medallion Athletic 6 Products, Inc. RFP No. 12-10-03 ® As defined in section 5.3, Medallion will utilize a project team consisting of a project manager, project coordinator and base and drain construction and turf installation crews, each with a crew superintendent. See this section for a description of the roles and responsibilities of each member of the project team. Medallion utilizes various project scheduling / project management software tools and techniques to 1. develop in depth milestone based project plans working backward from desired completion dates, 2. schedule material, labor and equipment in line with the project schedule, and 3. track progress daily against the schedule and make adjustments as necessary to ensure timelines and deadlines are met. Schedules are built based of years of experience and understanding of how long it takes to perform the various tasks. Medallion has the ability flex its resources as required to ensure timelines and deadlines are met. The initial project schedule for completing the excavation, base and drain and turf install for the two City of Isles fields is shown below. At the point of contract execution, Medallion's project manager will sit with the appropriate customer representative to finalize the project schedule. Proposed work to include replacing the entire playing surface within the fenced enclosure at Senator Gwen Margolis Park with artificial turf, permanently lined for soccer play. Proposed work also includes replacing the playing surface within the fenced baseball field enclosure at Pelican Community Park with artificial turf. Upon acceptance of this proposal, Medallion will provide all materials, equipment and/or labor as outlined below. The scope of this proposal shall include the following: SCOPE OF WORK • • Professional services include initial survey, field design and layout, construction and erosion control permitting. • Supply and install required construction entrances and erosion control measures. • Medallion to excavate soil to 0.5% crown. Spoils to be relocated off-site. • Medallion to fine grade sub-base at proposed artificial turf areas only. Sub-base to be quality assured with proof roll. ® • Medallion to install collector pipe at perimeter of turf areas (Assumes that Medallion can tie into existing storm drain within 50ft of each field). • Supply and install non-woven fabric over entire sub base and under perimeter trench drains at fields. Back-fill trenches with stone. • Install concrete curb and nailer board at perimeter of each field. • Supply and install Safety Curbing along perimeter of pitching mound and batter's box at baseball field. These areas are to remain day soil. • Supply and install layers of 2"and 4" laser graded stone base at each field. • Supply and install 20mm Sport Drain Max shock and drainage pad over stone base • Install approximately 55,750sgft of Shaw Sports Turf Powerblade Elite 45 (1.75" pile) with combination SBR (crumb rubber) and sand infill at Senator Gwen Margolis Park. Turf color to be chosen from standard color line. • Supply and install inlaid gamelines for soccer at Senator Gwen Margolis Park. Color to be determined from standard color line. • Install approximately 40,650sgft of Shaw Sports Turf Powerblade Elite 45 (1.75" pile) with combination SBR (crumb rubber) and sand infill at Pelican Community Park. Pitching mound and batter's box shall remain clay soil. Interior infield, outfield, and bordered areas shall be green turf. Infield baselines, infield foul area, and warning track shall be clay tone turf. Colors shall be chosen form standard color line. Clay tone turf color for infield, warning track, and baselines shall be chosen from standard color line. • Supply and install inlaid gamelines for baseball at Pelican Community Park.
