This °`a' y first hand, present-day knowledge is invaluable to the entire team, and ' a. . ensures smooth and timely construction. 4,2* • Because RDC specializes in recreational facilities, we have an extensive ^ ---DI portfolio of parks and recreational projects. Through relationships with some of the Nation's top field manufacturers, as well as local contractors, RDC can provide the city with an abundance of design and construction options for the proposed facilities. • RDC has a very successful working relationship with many of the area's top designers and engineers. We look forward to repeating that success in this project. SCHEDULE OF PROPOSED SERVICES non tra ID Recreational Design and Construction proposes to design, purchase and install the athletic fields described in the Request for Proposal. Our experience has shown that artificial turf fields are much more intricate than many observers would suspect. The success of a field begins in the early stages of design, and is ensured by the thoroughness of the execution of the assembly. In the pre-construction phase RDC and its design team will, in conjunction with the City and end-user department, design a field which will meet the City's needs for years to come. The design will include material specifications, color selections, drainage and assembly details. The project will then proceed to permitting, where RDC will deliver all documents required to obtain the relevant permits, prior to commencement of construction. Once permits have been received, product submittals approved and delivery dates established, the construction team will take the lead role and proceed with the clearing and grubbing activities, thereby minimizing impact to the community. Our crews and contractors will then proceed with infrastructure and underground work, prior to preparing the base. Finally, once the base has been properly leveled and compacted, the field assembly will be installed, including drainage systems, liners, turf and infill. During the post-construction phase, RDC will coordinate all training and commissioning activities, and will deliver all warranty and care documentation. We will be available to the City of Sunny Isles Beach ® and the user department throughout the turn-over and preliminary operations activities to resolve any concerns, and, together with the turf manufacturer, ensure the proper training and maintenance protocols are observed and implemented. RFP NO. 1 2-10-03 128 APPROACH/METHODOLOGY I Q APPROACH/METHODOLOGY Proposers approach methodology to providing the services requested in this solicitation. Suitability of the methologies and approaches used in achieving tasks RDC utilizes Microsoft's Project and Primavera's Surtrak Project Manager 2.0 for its construction scheduling software. All Project Managers are well versed in the use of this tool. Our schedules are updated on a bi-monthly basis unless the project warrants more frequency; then we will update the schedule to keep the project on track. This requires us to schedule and track the project's critical path and assist in foreseeing ' potential delays. A detailed project schedule utilizing the Critical Path Method (CPM) will be generated from the first day of the project, which will identify all milestones and key events of each project. Each project schedule will detail major activities for the different phases till final completion, owner occupancy and project closeout. RDC utilizes Microsoft's Project to properly schedule the shop drawing process. By doing this, we make sure the review of shop drawings can occur without impacting the project's critical path. The approval of the artificial turf will be the critical path of the shop drawing process. The scheduling program is integrated with the Meridian Project Systems "Prolog" project management software program to track shop-drawings, ® RFI's and any ASI's pertaining to a specific project. Shop drawings are obtained from the various subcontractors and/or vendors, processed into "Prolog", reviewed in-house, transmitted to the applicable architect and/or engineer for their review approval, returned to RDC and then submitted as required to agencies having jurisdiction (i.e. Building Department, etc.). Once the shop drawings are approved then the scheduling program is updated, always keeping in mind the project's critical path. Overall organization to completing the - - — project / a Procurement, approval and delivery of — the artificial turf is the key component .-. i#` \-` `,.- for completing both parks. The other key ..- ,J;,,c t.• component for the project is organizing the _-r ; _ c.>, _ staging area for PELICAN COMMUNITY 2 \ - ,. - PARK. RDC is intending to use the batting 'Jr-7,t..,.:>- :% - : cage area as a staging area for the Pelican iy.......2/F/. i ,i I Community Park. Procurement of the artificial turf is a major component in meeting the desired timeline. Our expertise with this type of project gives us the ability, in conjunction with the design professional and the owner, to plan for the various construction activities, and more importantly, for the many peripheral activities. RDC meets with the design professional and the owner to review the project planning and implementation, and later re-visits the project construction plan to ensure that each park's conditions have not altered the plan. Work plan explaining how intend on meeting the established deadlines Recreational Design & Construction and its team will approach and permit each of the parks separately. RDC will develop an overall sequential project schedule encompassing both projects but each project will have its own construction schedule. This will enable a parallel track of construction so even if one of the parks requires extended regulatory approvals the work at the other park will continue on schedule. RDC will produce and present a detailed construction schedule, utilizing Microsoft Project, where the critical path item, the artificial turf procurement and installation is identified. The owner's representative will be consulted when developing the schedule to determine and document the project's overall goals. The construction schedule will then be developed in close collaboration with the artificial turf supplier. The ® remaining construction activities will be scheduled once the delivery date of the artificial turf is established. This will ensure that the deadlines are met with minimal impact to the community. Recreational Design & Construction, Inc. The sub base shall be roll tested to find "soft spots", compacted and rolled to as close as possible to a 95% proctor density and be sloped 0.5% - 1% from the centerline "ridge" of the playing field towards both sidelines. NOTE: The ridge on baseball and softball fields shall run from home plate, through second base and out to centerfield. CONCRETE CURBING / NAILER — A trench shall be excavated around the perimeter of the playing field to accommodate a wide x 1 2" deep concrete curb. The concrete shall be 3500 psi minimum, to a uniform specified grade. After a minimum 2-day cure time, a pressure treated (PT) nailer board shall be secured to the concrete curb using mechanical fasteners (Ramset, or equivalent). The fasteners shall be spaced on 24" centers. The fasteners nearest to the ends of the nailers shall be no more than 6" from the end. PERIMETER TRENCH (Collector Drain) —The perimeter trench shall be installed around the field, adjacent to the inside edge of the concrete curb. The trench shall be approximately 2' wide at the top, tapering down to an adequate size that will accommodate a 010" (min) pipe. The depth of the trench shall be sufficient to allow the pipe to be properly sloped (0.25% minimum) to ensure a positive outflow of water. ® Recreational Design & Construction, Inc. I RFP NO. 12-10-03 132 APPROACH/METHODOLOGY I Q i II ■ GEOTEXTILE (Trench) —The first item installed in the perimeter trench shall be a non-woven geotextile fabric Mirafi® 140N (as manufactured by TenCate), or equivalent. The geotextile fabric shall cover the nailer board, the concrete curb, the bottom and both sides of the trench and extend onto the adjacent sub-grade of the field by a minimum of 12". GEOTEXTILE (Main Field) — The first item installed on the field shall be a non-woven geotextile filter fabric. Adjacent sections of geotextile shall be overlapped 15"-18" and shingled in the direction of the slope of the field. The geotextile shall cover the entire field. TRENCH PIPE — There shall be a 010" (minimum) High Density Polyethylene (HDPE) perforated pipe at the bottom of the trench for conducting water runoff from the field to a local water management system. The entire length of the trench pipe shall be wrapped in a fabric "sock". TILED DRAINFIELD — 1" x 12" Composite flat drain pipe shall be laid out on the geotextile fabric on the body of the field in a herringbone patter. The rows of flat panel pipe shall be set at a 45° angles extend- ing from the ridge of the field to the trenches and connected directly to the perforated pipe in the trenches. The rows of flat drain pipe shall be spaced on 15' centers. The ends of the flat drain at the ridge of the field shall be capped. OUTLET DRAIN CONNECTION —There shall be an outlet pipe that connects the trench pipe to a local water management system, or an existing outflow pipe. The length and depth of the outlet drain connection pipe ® shall be as required per installation. The outlet pipe shall be a 010" (Minimum) solid schedule 40 PVC pipe. STONE BASE (Bottom Layer) — The first stone to be installed in the trenches shall be 3/4" (#56 or#57) Crushed / Clean / Washed Road Stone. The trench stone should be installed in 3" lifts and compacted to a 95% proctor. When the trenches are filled up to the level of the sub-base of the main field, four more inches (min) of the same stone shall be added over the trenches and the entire surface of the playing field. All of this shall be compacted to a 95% proctor. This layer shall be top-graded at a 0.5%-1.0% from the center ridge of the field. After the first layer of stone meets these criteria, the second layer can be installed. STONE BASE (Top Layer) — The top 2" (max) of stone over the trench shall be 1/4-3/8 CLEAN, WASHED, CRUSHED STONE and compacted to 95% proctor. It is most important that the top surface of the second layer is as flat as possible. This layer is where the base work shall be fine-tuned to ensure a uniform planar surface for the playing field. The tolerance for the finished top surface of this layer of base shall be a 1/4 inch in ten feet. An electronic or staked grade grid, of not more than 25' separation will be used, to establish finished grade of the aggregate base, before installing the synthetic grass. The aggregate base should not deviate from specified finish grade by more than V/4" in ten feet. 0 Recreational Design & Construction, Inc. I RFP NO. 12-10-03 033 APPROACH/METHODOLOGY 43 ®SYNTHETIC TURF: NOTE: Prior to the turf installation, the synthetic turf contractor shall submit a drawing of the overall field layout (showing all in situ lines, markings, etc.) to the owner for approval b the owner. Turf installation shall not begin until the owner's written approval of the field layout drawing has been turned over to the contractor. The artificial turf shall be installed directly over the finished stone base in rows that run completely across the field from sideline to sideline. Utilizing standard state-of-the-art seaming procedures, the entire side of each roll shall be attached to the side of the adjacent roll. Head seams shall not be allowed on the playing field area. When all of the rolls of the playing field surface have been installed, the rolls on the sideline areas shall be installed. The sideline rolls shall be at right angles to the rolls that are on the playing field. All turf seams shall be taped and glued, unless sewn seams are specified by the customer/owner. After all seams are completed, the perimeter of the turf shall be attached to the nailer boards using rustproof carpet staples. The staples shall be place on 6" centers. Recreation Design & Construction (RDC) was awarded the challenge of helping the City of Doral fulfill its mission of providing world class parks for the community. RDC was eager to be a pan of our history, proposing state of the art designs, the latest in recreational equipment, high quality products and service. The 14 acre Doral Park and Doral Meadow Park were transformed from minimally developed land to state of the art facilities providing a variety of recreational opportunities for all. This project included the complete removal and replacement of the football field, including drainage, curbs, asphalt aprons and goal posts. This project was made more complex by the fact that the project required close coordination, for interconnection of drainage, utilities and systems, between Recreational Design and Construction and the stadium contractor. Total cost for this project exceeded 1.2 million dollars, and was ongoing for approximately 3 months. It is my opinion that Recreational Design and Construction was an instrumental part of the success of the Stadium and Field projects, allowing us to have the facility ready in time for football season, and the University's first home game in the new stadium. ® Ownership, management and staff alike, offered not only their expertise, but also committed to extensive personal effort in order to aid with the completion of the project. They were consistently available to assist and consult all those involved in the project. Throughout this project, Florida International University experienced nothing but respect, teamwork and dedication. It is a rare pleasure to work with a contractor who places such a high priority on integrity, teamwork, workmanship and deadlines. I understand that an"affiliate" as defined in Para. 287.133(1)(a), Florida Statutes, means: a.) predecessor or successor of a person convicted of a public entity crime; or b.) Any entity under the control of any natural person who is active in the management of the entity ® and who has been convicted of a public entity crime. The term "affiliate" includes those officers, directors, executors, partners, shareholders, employees, members, and agents who are active in the management of an affiliate. The ownership by one person of shares constituting a controlling interest in another person, or a pooling of equipment or income among persons when not for fair 0ECEMaER 28,2010 2 of 10 market value under an arm's length agreement, shall be a prime fade case that one person controls another person. A person who knowingly enters into a joint venture with a person who ® has been convicted of a public entity crime in Florida during the preceding 36 months shall be considered an affiliate. 11.5. I understand that a "person" as defined in Para. 287.133(1)(e), Florida Statutes, means any natural person or entity organized under the laws of any state or of the United States with the legal power to enter into a binding Contract and which Bids or applies to Bid on Contracts for the provision of goods or services let by a public entity, or which otherwise transacts or applies to transact business with a public entity. The term "persons" includes those officers, directors, executives, partners, shareholders, employees, members, and agents who are active in management of any entity. 11.6. Based on information and belief, the statement which I have marked below is true in relation to the entity submitting this sworn statement. (Indicate which statement applies.) X Neither the entity submitting this sworn statement, nor any of it's officers, directors, executives, partners, shareholders, employees, members, or agents who are active in the management of the entity, nor any affiliate of the entity has been charged with and convicted of a public entity crime subsequent to July 1, 1989. The entity submitting this sworn statement, or one or more of its officers, directors, executives, partners, shareholders, employees, members, or agents who are active in the management of the entity, or an affiliate of the entity has been charged with and convicted of a public entity crime subsequent to July 1, 1989. The entity submitting this sworn statement, or one or more of its officers, directors, executives, partners, shareholders, employees, members, or agents who are active in the management of the entity, or an affiliate of the entity has been charged with and convicted of a public entity crime subsequent to July 1, 1989. However, there has been a subsequent proceeding before a Hearing Officer of the State of Florida, Division of Administrative Hearings and the Final Order entered by the Hearing Officer of the ® State of Florida, Division of Administrative Hearings and the Final Order entered by the Hearing Officer determined that it was not in the public interest to place the entity submitting this sworn statement on the convicted vendor list. (Attach a copy of the final order.) I UNDERSTAND THAT THE SUBMISSION OF THIS FORM TO THE CONTRACTING OFFICER FOR THE PUBLIC ENTITY IDENTIFIED IN PARAGRAPH 11.1 (ONE)ABOVE IS FOR THAT PUBLIC ENTITY ONLY AND, THAT THIS FORM IS VALID THROUGH DECEMBER 31 OF THE CALENDAR YEAR IN WHICH IT IS FILED.
