A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, PROVIDING• FOR THE CITY OF SUNNY
ISLES BEACH TO JOIN AND BECOME A MEMBER OF THE SEAWALL
COALITION; AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, flooding during high tides is already a nuisance and a problem that if
unaddressed will grow worse as sea levels continue to rise; and
WHEREAS, sea level is estimated to have risen 8 inches since 1950 and its speed has
increased in recent years, with scientific projections forecasting continued sea level rise in the next
20 years; and
WHEREAS, sea level rise of just 4 inches in the last 10 years has increased flooding state-
wide significantly; and
WHEREAS, sea level rise poses a unique threat to all Florida given the limestone bedrock
beneath much of the state which allows rising sea water to infiltrate inferior sewage systems and
could threaten groundwater supplies via salt water intrusion; and
WHEREAS, proactively investing to prevent flooding is a wiser use of resources than
spending on flooding recovery, as exemplified by FEMA research showing that for every $1.00
spent on disaster prevention saves $4.00 in recovery costs; and
WHEREAS, national coordination and support are necessary for coastal cities to fully
address the challenge of sea level rise and flooding, and the Seawall Coalition provides a platform
advocating for national solutions to sea level rise and flooding that invest in and protect our coastal
communities; and
WHEREAS,the Seawall Coalition is a forum for best practices and support in developing
local and state-level responses to sea level rise and flooding that will enhance the City's sea level
rise effort; and
WHEREAS, sea level rise and flooding are important issues that our residents deserve to
understand and the Seawall Coalition provides opportunities and tools to communicate with
residents on sea level rise challenges and solutions; and
WHEREAS, joining the Seawall Coalition will aid the City's efforts to protect against
flooding without requiring any financial support or dues from the City Commission; and
WHEREAS, the City has been cognizant of this issue since incorporation and has
systematically and continuously been working to improve the storm drainage system throughout
the City, rehabilitated our stormwater pumping station in the early 2000's, and currently planning
a complete refurbishing of this vital facility; and

WHEREAS, the City Commission finds that joining the Seawall Coalition will promote
the welfare of City residents and ensure the prosperity of the City economy by accelerating
solutions to sea level rise and flooding; and
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Joining the Seawall Coalition. The City Commission, recognizing the need to
advance national solutions to sea level rise and flooding, hereby wishes to join and become a
member of the Seawall Coalition and help safeguard the welfare of our residents.
Section 2. Authority of City Manager. The City Manager is hereby authorized to do all things
necessary to effectuate this Resolution.
Section 3. Effective Date. This Resolution shall become effective upon adoption.

RE: Join/Become a member of the Seawall Coalition
RECOMMENDATION:
This resolution is sponsored by Vice Mayor Goldman and is presented
for your consideration.
REASONS:
The City has always been cognizant of the implications of sea level
rise and has been proactive in improving its storm drainage system
throughout and continuously rehabilitating the stormwater pump
station as mitigation measures. However, national coordination and
support are necessary to fully address the challenge of sea level rise
and flooding.
Sea level rise is a threat given the limestone bedrock beneath much of
the State of Florida. This limestone allows for rising sea water to
infiltrate sewage systems and threaten groundwater supplies.
The Seawall Coalition is a non-for-profit organization that provides a
platform advocating for national solutions to sea level rise and flooding
that invest in and protect our coastal communities. Joining the Seawall
Coalition will aid the City's efforts to protect against flooding, promote
the welfare of City residents, and ensure the prosperity of the City
economy by accelerating solutions to sea level rise and flooding.
