HomeMy WebLinkAboutReso 2018-2790 RESOLUTION NO. 2018- 2?10 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE SELECTION OF MEMBERS TO THE PUBLIC ARTS ADVISORY COMMITTEE CALENDAR YEARS 2018 AND 2019; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Section 74-8 of the Code provides that there shall be as many standing committees of the City Commission as the Mayor or City Commission deems necessary and that the City Commission may establish or terminate such Committees from time to time; and WHEREAS, on October 19, 2017 via Resolution No. 2017-2750, the City Commission created a new advisory committee entitled the "Public Arts Advisory Committee"; and WHEREAS, the Public Arts Advisory Committee ("Committee") is responsible for advising the City Commission on matters pertaining to the following: 1. Public Art Policy; 2. Selection of Locations for Public Arts Projects; 3. Providing Recommendations to the City Commission for Public and Private Art Projects; and 4. Tasks relating to the purpose of the Committee as determined by the City Commission or City Manager. WHEREAS, the Committee shall be composed of five (5) members who shall be appointed for two-year terms and which may be renewed by the City Commission as often as desirable; and WHEREAS, the Mayor shall appoint the Chairperson and the members of the City Commission shall appoint one member each and the Vice Chairperson shall be selected by majority vote of the members of the Committee; and WHEREAS, Committee members shall be governed by the Rules of Procedure that govern the City Commission, the Florida Sunshine and Public Records Laws, and the terms of this Resolution. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified and confirmed as being true and the same are hereby made part of this Resolution. Section 2. Appointment of Committee Members. The Mayor shall appoint the Chairperson and members of the City Commission shall each appoint one member to the Committee, and Vice Chairperson shall be selected by a majority vote of the members of the Committee. R2018 Paac Appointments 2018-20198 Page 1 of 3 Additionally, a member of the Committee forfeits his or her right to serve on the Committee if such member fails to comply with the requirements of the City Code, County Code and state law for serving on the Committee. The City Manager or designee shall create an application process for the selection of Committee members. The City Commission shall appoint applicants from the application process created by the City Manager or designee. Additionally: (a) Should any appointee resign during the term of the Committee, the Commission, by majority vote, shall select another appointee. (b) Members shall be appointed to serve for a two-year (2) term, but that term may be renewed as often as desirable. (c) Attendance Policy: The City's attendance policy for members of boards and committees provide that, if a member fails to attend three (3) duly noticed meetings of such groups without being excused for good cause, the member may be removed from his or her seat automatically. A board member or committee member may not be removed from his or her seat unless the City Clerk certifies that the member has failed to attend three (3) duly noticed meetings. Committee duly noticed meetings of the board and committees include regular scheduled meetings and any special meetings. The City Commission finds that personal illness, family emergencies, military absences, family weddings, family graduation exercises, and bona fide business and vacation trips constitute good cause for nonattendance at a duly noticed meeting. Section 3. Selection of Committee Members. Rules of Procedure. The Committee shall be governed by the Rules of Procedure that govern the City Commission, and subject to Florida's Sunshine and Public Records Law and Financial Disclosure requirements. By the first week in January, we received twelve (12) applications from talented individuals, eleven of whom were residents of the City and wishing to. serve. On January 25, 2018, the City Manager, Assistant City Manager Susan Simpson and I individually met with nine (9) of these applicants' and after reaching a consensus, we can recommend the following five (5) qualified candidates as well as two (2) alternates, who may vote when any one of the five is not present, and, provided they have seen all the presentations, been privy to the debate, and are, therefore, prepared to vote. As mentioned before, and, in accordance with our CMP, art in public spaces in this City has more than an aesthetic purpose. We seek the development of community identity and engagement- whether the art is provided by developers in accordance with the Art in Public Places Ordinance, or,whether the art sited on public properties by the City or any governmental agency. Therefore, it is this committee that will evaluate and debate each selection and make its recommendation to the Commission. All art selections should meet whatever criteria is finally recommended by the PAAC and approved by the Commission. Just as a reminder, in the case of art in public spaces associated with private development,please recall the recommendation of art will be treated as a condition subsequent to any zoning approval.2 In these cases, the PAAC selection process may occur at any time of a developer's choosing but prior to the issuance of the TCO. The first item on the agenda for the PAAC, once constituted, will be to establish specific criteria to be applied in the selection of art for recommendation to the Commission. The second agenda item will be to discuss potential projects and public art placement locations in furtherance of implementation of the CMP. It is therefore recommended the aforementioned individuals be selected as committee members for the Public Art Advisory Committee. 2 Just as a reminder and as an example,the approval of the project is not dependent on the art selection but once the project is approved,the proposed piece of art itself provided by the developer will be reviewed by the PAAC applying our criteria and making recommendations to the Commission.As an alternative,if any developer chooses to avoid this process,s/he has an option to provide funds to the Public Art Trust rather than providing the art itself. I am an artist who has been trained at such prestigious institutions as The Corcoran School of the Arts and Design and Trinity Washington University in Washington DC,and the Rhode Island School of Design and Brown University,both in Providence.RI where I earned rnv undergraduate degree in Visual Art. I continued my training in drawing and painting at the The University of Southern Mississippi.in Hattiesburg Mississippi where I also earned a Masters of Art Education and Doctorate of Special Education with an emphasis in Gifted Studies. As a professional artist. I have been trained in all forms of production,presentation,and exhibition of fine art.as well as museum design. I have prepared individual works of art for presentation in both The Corcoran Gallery of Art and the National Gallery of Art in Washington DC. My work has been included in group shows as well as several individual shows at David Winton Bell Gallery at Brown University and the C.W. Woods Gallery at the University of Southern Mississippi.As an art educator. I have designed,juried. and presented numerous shows of student art work including serving as a Juror for the nationally recognized Scholastic Art and Writing Awards. My academic writing and communication skills further qualify me to serve on this committee dealing with art policy and public art. My hook. My extensive interest started in college where I studied education but my minor was art education. I graduated from the University of Illinois, Champaign in 1968.1 subsequently taught art in K-5 in the inner city schools of Chicago. I saw immediately how much joy and excitement could come from our art field trips introducing to children textures, colors and new ideas. So many children were visual learners and art opened new creative experiences. I became very active in the Museum of Contemporary Art, Chicago for the next twenty years. I served on the board in fund raising, programming and planning the•opening of our major Art Fair Vernissage.. Art Vernissage is comparable to Art Basel in the Midwest. I was chair for many years. This involved lots of planning and fund raising for the opening nite event which benefits the Museum of Contemporary Art Chicago. I was also past president of the Woman's Board of the Museum Contemporary Art Chicago 2001-2003: My love of art lead me to become part of the docent program where you learn extensively about the art exhibition and teach through discussions to Museum visitors. I always to this day visit galleries, exhibitions here and wherever we travel. In 2001 we came to Sunny Isles and bought at Ocean Two. I am a full time resident and have been Vice President of Ocean Two for the past three years. I have attended meetings at our government center. Mayor Bud Scholl may remember me as the ".sand lady".I was persistent in getting the issue noticed and pleased with our new sand brought onto our beaches. Since living here ,I have had time to pursue my oil painting classes with a local teacher the last four years. I believe art enhances a community and brings people together. It tells a lot about the values of the. Community. Public Art can open the eyes of many residents ,engage their curiosity ,and be a source of civic pride. Public art allows families to experience art together without going to museums which sometimes get costly and difficult for some families.Art is a common equalizer that can bridge cultural and social differences. When you see a great piece of art everyone smiles enjoying the experience .It is a pleasure that makes the day a little brighter.) would love to be part of the process and participate as a member of the Art Advisory Board. C bir?1 November 25, 2017 To Whom it May Concern: As a current Sunny Isles Beach resident I am enthusiastically interested in becoming a member of the Public Arts Advisory Committee (PAAC). One of the reasons I moved to Sunny Isles Beach was the amount of care that the City Commission took in creating beautiful spaces for its residents and allowing for resident input in these decisions. Art is a love of mine as it led to a Bachelors degree with a major in Art History and.a minor in Art. I continue to create art personally as well as professional oversee the Fine Arts department at Cooper City High School, where I am an Assistant Principal. In this position I also oversee the activities, events and clubs of the entire school. I collaborate with our art teachers, art club and community members to beautify spaces on campus where students can find'solace-and peace through art. Currently we are in the process of creating a labyrinth with adjacent painted walls. We have two peace poles, a butterfly garden and a reading garden and will be creating a herb and vegetable garden in the future. I am very passionate about providing spaces for students to enjoy in°a meditative manner as well as collaborating with all stakeholders to make these ideas become realities. In addition to the creating of the spaces, I am skilled at organizing the dedication events of such spaces, in which the community comes together to appreciate the creation and honor the artists involved. Off campus, the AP art teacher and her students have an annual art show in Hollywood where students hang their art as well as hold a gala opening . which showcases community involvement. I am grateful to be able to bring my experiences and expertise to Sunny Isles Beach in order to exercise a continued collaboration between PAAC and the City Commission. • One of the reasons I would like to be a member of PAAC is that I would like to give young and local artists chances to display their work both temporarily and permanently throughout the city. With a doctorate degree in Educational Leadership and as an assistant professor at Florida.International University.I am a strongproponent for supporting upcoming. leaders in the art as well as the education world. I am a member of the Ocean Two Board of Directors as well as chairman of our condominium association's CARE (Common Area Renovation and Enhancement) Committee. As chairman of the CARE Committee, I am responsible for implementing, directing and overseeing our building's current $3M common area improvements project. I hold a Bachelor of Architecture degree from Louisiana State University and have over 30 years of professional experience in the fields of architecture and interior design. Prior to settling in South Florida and establishing a design practice here, I was associated with the Washington, DC office of the renowned architectural firm of Skidmore, Owings and Merrill. Over the course of my professional career, I have had the opportunity to work on a variety of large-scale, high-end projects from their initial design stage through construction. In addition to designing buildings and interiors, I have participated in projects involving historic preservation as well as urban planning projects. I have worked alongside real estate developers, general contractors and other design professionals to successfully coordinate and complete complex projects. This experience gives me the background to assist the City Commission in recommending, initiating and implementing its public art policies and projects and city beautification programs. 1 I am currently semi-retired and available to devote time to other pursuits. For some time now, I was thinking about the way to better serve my city, and when I saw your request for this Committee, I understood that this is the exact place where I will be able to do my best. I am an Architect and Urban Planner, having studied for the degree at the University of Architecture and Urban Planning in Cordoba, Argentina. I worked as such for many years, and also specialized in landscape architecture,which was my pet interest. All along, I also studied painting, and painted as a hobby. I presented my works in many exhibitions in Buenos Aires as well as in Miami, and continued painting and then also teaching the art, till my working ours as a property manager/realtor were too demanding,so I had to leave this art. Nowadays I work with flexiblehours,which give me the possibility of Organizing my own timetable.
