A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,
APPROVING APPOINTMENTS TO THE CITY
ADVISORY COMMITTEE FOR THE CALENDAR YEAR
2012; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 74-8 of the Code provides that there shall be as many standing
committees of the City Commission as the Mayor or City Commission deems necessary and that
the City Commission may establish or terminate such Committees from time to time; and
WHEREAS, on December 18, 2008 via Resolution No. 2008-1354, the City
Commission created a new advisory committee entitled the "City Advisory Committee"; and
WHEREAS, the City Advisory Committee ("Committee") is responsible for advising
the City Commission on matters pertaining to the following:
1. Capital Projects;
2. Long Range Technical matters;
3. Planning& Zoning matters;
4. Social Welfare issues;
5. Tourism/Development;
6. Procurement;
7. Ethics;
8. Public Safety;
9. Cultural and Fine Arts Enrichment; and
WHEREAS,the number of Committee members will decrease from ten (10) members to
seven (7) who shall be appointed for one-year terms to commence January 1 and end December
31 of each year and which may be renewed by the City Commission as often as desirable; and
WHEREAS, the Mayor shall appoint the Chairperson and one additional member, the
Vice-Mayor shall appoint two (2) members, and the Commission shall appoint one member each
for a total of seven(7) members; and
WHEREAS, Committee members shall be governed by the Rules of Procedure that
govern the City Commission, the Florida Sunshine and Public Records Laws, and the terms of
this Resolution.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH,FLORIDA,AS FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified
and confirmed as being true and the same are hereby made part of this Resolution.
Section 2. Appointment of Committee Members. The Mayor shall appoint the Chairperson
and one additional member, the Vice-Mayor shall appoint two (2) members, and the

Commission shall appoint one (1) member each for a total of seven committee members (7).
Additionally:
(a)No person shall serve as Chairperson of more than two (2) Committees.
(b)No person shall serve on more than two (2) Committees.
(c) Should any appointee resign during the term of the Committee, the Commission,
by majority vote, shall select another appointee.
(d) Members shall be appointed to serve for a one year term, but that term may be
renewed as often as desirable.
(e) Attendance Policy: The City's attendance policy for members of boards and
committees provide that, if a member fails to attend three (3) duly noticed
meetings of such groups without being excused for good cause, the member may
be removed from his or her seat automatically. A board member or committee
member may not be removed from his or her seat unless the City Clerk certifies
that the member has failed to attend three (3) duly noticed meetings. Committee
duly noticed meetings of the board and committees include regular scheduled
meetings and any special meetings. The City Commission finds that personal
illness, family emergencies, military absences, family weddings, family
graduation exercises, and bona fide business and vacation trips constitute good
cause for nonattendance at a duly noticed meeting.
Section 3. Selection of Committee Members. The City Commission hereby approves the
following appointments to the City Advisory Committee for calendar year 2013:

Section 4. Annual Reporting Requirements. The Committee shall provide the City
Commission with a report regarding the activities of the Committee, as deemed necessary or
appropriate by the City Commission, from time to time.
Section 5. Rules of Procedure. The Committee shall be governed by the Rules of Procedure
that govern the City Commission, and subject to Florida's Sunshine and Public Records Law and
Financial Disclosure requirements.

Section 6. Effective Date. This Resolution shall become effective upon passage.

RE: City Advisory Committee Appointments
RECOMMENDATION:
The attached resolution is presented for your consideration.
REASONS:
It is being proposed that the number of committee members be decreased from
ten (10)to seven (7). All members shall be appointed for a period of one year,
but may be reappointed as often as desired.The Mayor shall appoint the
Chairperson and one additional member, the Vice-Mayor shall appoint two (2)
members, and the Commission shall appoint one member each for a total of
seven (7) members. The nominations are as follows:
Dennis Stubbolo, Dana Goldman, Suzanne Spiliotis, Marianna Talalaevsky, Ari
Steiger, Arlene Koenig, and Howard Gordon.
ADDITIONAL INFORMATION:
The Committee is governed by the City of Sunny Isles Beach Code of
Ordinances, Chapter 74 titled "Rules and Procedures", and subject to Florida's
Sunshine and Public Records Laws, and the terms of this Resolution.
