A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, URGING THE UNITED
STATES CONGRESS TO PASS THE ISRAEL ANTI-BOYCOTT
ACT TO COMBAT THE BOYCOTT, DIVESTMENT, AND
SANCTION MOVEMENT AGAINST ISRAEL; DIRECTING THE
CITY CLERK TO SEND THIS RESOLUTION TO UNITED STATES
SENATORS FOR THE STATE OF FLORIDA, CONGRESSIONAL
HOUSE REPRESENTATIVE FOR THE CITY OF SUNNY ISLES
BEACH, AND ISRAELI CONSULATE GENERAL IN MIAMI;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on March 24, 2016, the United Nations Human Rights Council proposed
by resolution a measure which urged countries to pressure companies from engaging in new
contracts, or break existing contacts with Israel; and
WHEREAS, on March 23, 2017, Congress introduced Senate Bill 720, the Israel Anti-
Boycott Act, which opposes such divestment, amends the Export Administration Act of 1979
which prohibits boycotts either fostered or imposed against countries friendly to the United
States, and encourages full implementation of the United States-Israel Strategic Partnership Act
of 2014; and
WHEREAS, the Israel is long-time ally of the United States; and
WHEREAS, the City of Sunny Isles Beach ("City") wishes to express support for the
United States Congress to pass the Israel Anti- Boycott Act, and urge our Senators and other
Congressional Representatives to support this legislation that will combat boycotting,
divestment, and sanctions against Israel; and
WHEREAS, the City of Sunny Isles Beach, through the Sister Cities International
program, has a collaborative relationship with our sister city Netanya, Israel; and
WHEREAS, the Commission wishes to adopt this Resolution urging the United States
Congress to act by passing the Israel Anti-Boycott Act that will declare U.S. opposition to the
imposition of boycotts and restrictive practices against Israel.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA AS FOLLOWS:
Section 1. Recitals. The foregoing Whereas paragraphs are hereby ratified and
confirmed as being true, and the same are hereby made a specific part of this Resolution.
Section 2. Urging Congress to Pass the Israel Anti- Boycott Act. The City
Commission of the City of Sunny Isles Beach urges the United States Congress to pass the Israel
Anti-Boycott Act.
Section 3. Directions to the Clerk. The City Clerk is hereby directed to send a certified
copy of this Resolution to the following representatives, United States Senator Bill Nelson, United
States Senator Marco Rubio, Congressional House Representative for the District of the City of
Sunny Isles Beach Debbie Wasserman Schultz, the Members of the Florida Congressional
Delegation, and Consular General of Israel Lior Haiat.
Section 4. Effective Date. This Resolution shall take effect immediately upon its final
passage.

RE: Resolution Urging the United States Congress to Pass Israel Anti-Boycott Act
RECOMMENDATION
This Resolution is presented for your consideration.
REASONS
The United States and Israel have a longstanding partnership and collaborative history. On
March 24, 2016, the United Nations Human Rights Council proposed a resolution which urged
countries to pressure companies from engaging in new contracts, or break existing contacts
with Israel. The negative effect on Israel's economic relations from potential boycott and
divestment could be substantial.
On March 23, 2017, Congress introduced Senate Bill 720, the Israel Anti-Boycott Act, which
opposes such divestment, amends the Export Administration Act of 1979 which prohibits
boycotts either fostered or imposed against countries friendly to the United States, and
encourages full implementation of the United States-Israel Strategic Partnership Act of 2014.
The Partnership Act of 2014 declares Israel a major strategic partner with the United States and
Israel and we should continue collaborative efforts to enhance Israel's economic trading,
domestic and cyber security, and national military capabilities. As you know, the City of Sunny
Isles Beach, through the Sister Cities International program, has a special collaborative
relationship with our sister city Netanya, Israel. The City of Sunny Isles Beach wishes to
express support for Israel and urge Congress to pass the Israel Anti- Boycott Act that will
combat boycotting, divestment, and sanctions against Israel. As such, I ask my colleagues on
the City Commission to approve this resolution to support Israel and our sister city Netanya.
