Moffatt & Nichol (M&N) is pleased to submit the attached qualifications package in response to
your Request for Qualifications (RFQ) for a consultant to support the City of Sunny Isles Beach
(City) on the Marine and Coastal Professional Engineering Consulting Services contract. The
package is organized into the format requested in the RFQ.
Scope of Work: M&N has a clear understanding of the RFQ scope of work, and is committed to
perform the work in accordance with the terms of the response herein. The M&N team has the
expertise and experience to provide all engineering and supporting design, permitting, funding
procurement and management, construction phase, and other technical services associated
with marine and coastal engineering projects. M&N has extensive experience with the types of
contracts anticipated by this RFQ, including coastal erosion risk and mitigation assessments,
shoreline erosion/accretion and other modeling, project financial planning and management,
design and permitting for potential solutions such as beach nourishment projects and erosion
mitigation structures. M&N staff have a comprehensive understanding and experience with the
FDEP Coastal Construction Control Line (CCCL) permitting program, Erosion Control Lines,
and the federal, state and county permitting process required for marine and coastal projects.
Project Team: M&N has been in business for over 71 years, and the firm currently employs
670 professional staff in 36 offices throughout the U.S., Latin America and Europe. There are

experience in numerical modeling of the physical processes that challenge all manner of waterfront projects in these settings.
We offer the City access to the latest technologies and the industry’s leading practitioners, solving complex problems using
state-of-the-art technologies, but with a practical approach that has been developed over decades of experience on constructed
projects. The firm employees over 90 coastal engineers, which is one of the largest in the U.S. for coastal engineering. Recent
projects include beach nourishment and inlet projects, coastal shore protection structures, flood protection and other climate
change/resiliency planning/mitigation projects, complex FDEP CCCL permitting projects and flood code compliance consulting.
City of Sunny Isles Beach Experience: M&N and their subconsultants have demonstrated project experience in the City,
and key staff have worked on local projects including the Residences by Armani/Casa project with beach fill component that is
scheduled to start construction next week, the Jade Signature project FDEP CCCL permitting and beach fill project (with a prior
firm), and numerous other coastal projects. M&N has an in-depth understanding of beach management in the City based on
staff experience working on oceanfront projects over the past 20 years, including recent truck haul beach nourishment projects
and CCCL permitting projects.
Capability to Perform Work: If selected, M&N is willing to meet any project location, with no limitation on budget amount (large
or small) or task orders. While the firm currently has a strong backlog of work, it is at the same time sufficiently staffed with
qualified personnel of all types that will be required to perform the work associated with contracts/task orders resulting from this
RFQ within the required time frame. Projects will be managed out of the Miami office, with production support out of other M&N
offices, as appropriate.
Firm Licensure and Representations: M&N will warrant that at all times during the term of the Agreement we shall maintain in
good standing all required licenses, certifications and permits required under federal, state and local laws necessary to perform

Project Approach & Understanding
Project Understanding
We understand that the City of Sunny Isles Beach (City) is seeking a qualified engineering consultant to provide marine/
coastal, civil, geotechnical, environmental engineering along with regulatory permitting, marine biology, surveying, construction
administration and architectural services. Moffatt & Nichol (M&N) and our subconsultants have a proven track record with public
sector clients for creative, efficient and cost-effective delivery of coastal and marine engineering projects that are similar in scope
to those included in this RFQ.
Key personnel in M&N’s Miami office – Ms. Christy Brush, Ms. Laura Shepherd, and Mr. Timothy Blankenship - have directly
contributed to several coastal projects in the City. These projects have included Florida Department of Environmental Protection
(FDEP) Coastal Construction Control Line (CCCL) projects for oceanfront development. Ms. Brush is currently coordinating with
the City to facilitate implementation of truck haul beach nourishments in the City on behalf of private developers. These projects
have resulted in beach management within the City at no cost to the County or to the City. Ms. Brush and Ms. Shepherd have
managed the CCCL permitting of many of the private redevelopment projects over the past 20+ years along the oceanfront
within the City while employed at their previous firm, and currently M&N has four active CCCL permitting projects within the
City. While employed at their previous firm, Mr. Blankenship and Dr. Yong Chen were the lead coastal engineers in the “Phase
I - Shoreline Stabilization Study Report” prepared for the City in 2009. M&N staff have direct project experience in the City and
along the coast of Miami-Dade County.
The following proposed approach and methodology is based on our team’s experience and working knowledge in the City as
well as from other successful South Florida coastal/marine projects.
Firm Organization
Our entire project team has extensive experience with a variety of public and private sector clients, including work with and
within the City. We are routinely engaged in, fully understand, and can efficiently manage multi-disciplinary projects, ensuring
that quality, schedule, and budget needs are fully realized.
M&N will plan and manage all work from our Miami office, and perform the greatest practicable extent of work within that office.
Likewise, our subconsultants will perform their work in their local/regional offices. Firms have been selected as subconsultants
based on working relationships developed over many years. CSA Ocean Sciences and M&N are teamed on large NOAA
contracts, with values exceeding $10M, and the firms are currently teamed on coastal engineering contracts with the City of
Hollywood. Morgan & Eklund, a subsidiary of CSA, is currently working on the Hillsboro Beach Nourishment project designed
and permitted by M&N, and they also worked on the Key Biscayne Nourishment in 2017 with M&N. M&N works regularly with
Revuelta Architecture, and their office is across the street from M&N’s Miami office. M&N has subconsulted four geotechnical
projects to HP Consultants for a similar marine/coastal engineering contract with City of Miami, and HP is a CBE firm within
Miami-Dade County. Key personnel with M&N have worked extensively with EE & G in the past on environmental assessment
and remediation projects for both private and public sector clients.
M&N is accustomed to managing projects with many multi-disciplined team members, both in-house and subcontracted. M&N
will retain full and ultimate responsibility for successful project management and completion, and will maintain full accountability
for all assignments undertaken by our highly-qualified subconsultants. We will draw on our Team resources to meet the specific
needs of the site investigations, strategy/design report preparation and preliminary design, agency involvement and permitting,
funding applications and management, final design, and construction support and construction inspection services. We will
conduct regular Team meetings to review progress and facilitate communication.
Strategy and Work Plan
For each assigned project/task order, a kick-off meeting or discussion will be held with the City to review the scope, key project
goals and elements, schedule, responsibilities and resources, risk/benefit variables, costs, and other items that are pertinent for
success. M&N will collaborate with the City to establish a custom strategy that is tailored to the needs of each project/task order.
Furthermore, we pride ourselves in looking at all aspects of a project during the strategy development stage, considering matters

such as construction vs. maintenance costs, permitting feasibility, and legal risks. Evaluating a wide range of perspectives and
variables allows us to provide our clients with better alternatives that meet their needs. Due to this diligence, the City will be
presented with options to vet and determine which parameters are critical to your project and as such, cost savings are realized
during project development.
The M&N team has experience in the City that will provide valuable perspective and a broad base of existing knowledge from
which a project strategy and work plan will be developed. M&N personnel are keenly aware of beach management north
of Bakers Haulover Inlet as well as the coastal processes south of Port Everglades that influence beach management. Mr.
Blankenship was engineer-of-record for several of the active truck haul beach nourishment projects permitted by Miami-Dade
DERM since a 2005 timeframe. He is currently engineer-of-record for the scheduled beach nourishment in the City relative to
the Armani Development as part of the project’s CCCL permitting. Mr. Blankenship was the Project Manager for the 2009 study
while employed at his former firm, and this study evaluated the existing artificial reef designed/constructed by the U.S. Army
Corps of Engineers. He has also completed designs for several artificial reefs in southeast Florida, and utilized “Reef Balls” for
various projects. Ms. Brush and Mr. Blankenship are intimately familiar with all of the biological conditions and regulations that
affect marine project design and construction in Miami-Dade County – such as for shoreline stabilization and docking facilities
on the Intracoastal Waterway and in canals – are currently in the process of securing permits for shoreline improvements for a
private client in Sunny Isles Beach.
Based on this knowledge and our initial conversations with the City for each task order, we will develop a concise and focused
project work plan tailored to the needs of each phase of the assignment. The project-specific work plan will identify the Team
members, their roles and responsibilities, project objectives, phasing, deliverables, project budget, our communication plan,
quality assurance and quality control procedures, and project administration requirements.
Scheduling, coordination, and communication procedures will be fully described in the work plan, to ensure secure and efficient
communication and coordination for all involved parties throughout the course of project development, review, and execution.
Our work plans provide detailed project schedules that encompass all project activities and milestones, from the initial kickoff
meeting to the certification of completion submitted at the end of each task assignment. Milestones included in the project
schedule include those for meetings, field activities, status review, quality control submittals, client review periods, and interim
submissions as needed to validate work progress and conformance to standards.
M&N is committed to providing quality and cost-effective planning, engineering, architecture, permitting and construction support
services, with a focus on the objectives of the client, the preferences of the stakeholders, and the needs of the user groups. We
will consider both short-term and long-term ambitions of the City and establish a clear path for successful performance. Our
fundamental project management philosophies include:

Attendance at Commission Meetings
The M&N team regularly participates in public workshops/meetings, including City/County Commission meetings for a variety of
public sector clients. These meetings are often attended with short notice and during the day and/or evening. Miami-based staff
strive to be responsive, and multiple staff are involved with Projects to ensure staff are available on short notice. Presentations

Quality Assurance/Quality Control
The M&N team has also established a formal quality assurance/quality control (QA/QC) framework that will be followed to
promote the highest quality of work possible. The primary goal of the proposed project is to provide a planning document or
project design that can be executed or constructed so it will function successfully. M&N operates under the requirements of a
Quality Control Manual that sets the requirements for internal QA/QC. The plan requires a QA/QC plan to be prepared at the
outset of each project identifying the staff responsible to perform the review, the documentation to review, and the review dates.
It requires a portion of the project budget to be allocated to the review, and allows for an internal review audit to occur on any
project at any time. The QA/QC process for this project will involve the following elements:
Subcontract agreements with clearly defined scope, due dates for each deliverable, fee, and contractual terms consistent
with the prime contract;
A detailed project schedule that is jointly developed and coordinated with all team members (as well as the City;
Labor hours allocated by task and by staff;
Monthly, at a minimum, progress reports showing status to budget; and/or
Less formal processes include meetings and frequent email and telephone communications.
All project managers must adhere to this requirement for every project. This process has formally been in place at M&N for
many years and works well to identify potential errors or faulty assumptions and methods. Our designs have been successfully
constructed and our work has withstood the highest level of scrutiny by “blue ribbon” panels due to this QA/QC procedure. In
addition, construction plans and engineering calculations are regularly packaged and sent to another one of M&N’s 30+ offices
for an independent QA/QC check. This independent check is fully documented and the project team is debriefed on the results
which further strengthens the quality control requirements of a project. In addition, this independent check also evaluates
constructability relative to available materials, equipment and labor.
Data Collection
The M&N team will work with the City to collect available background/technical data that is needed for planning, design,
permitting and other tasks. The City will provide past and current project documents and technical reports, and M&N will pull
data from internal reference files, other public agencies, and other available sources to minimize the time and cost of new data
collection. The team will also confirm the scope for collection of any missing data or additional investigations that may be critical
to the project design/function or evaluation of compliance with applicable environmental and other regulations.
For projects/task orders requiring in-water data collection, M&N will collaborate with the City and fellow team members Morgan
& Eklund, a surveying firm with whom we have worked with regularly who has extensive experience with beach-dune system
topographic and hydrographic surveys that meet the stringent regulatory requirements of the U.S. Army Corps of Engineers
(Corps) and FDEP. Detailed surveys of existing/pre-construction conditions are critical for design and permitting of dune
restoration and beach renourishment projects, as well as seawall, marina, estuarine enhancement, park and other marine
projects. M&N environmental personnel will work with the City and CSA Ocean Sciences for detailed mapping of existing native
and exotic vegetation in beach-dune, mangrove and other ecosystems that may be affected by proposed projects. M&N will
coordinate with CSA to provide marine biological mapping services required for beach renourishment, shoreline stabilization,
marina and other in-water works. Based on key personnel experience in the area, Miami-Dade DERM biological data can also
be utilized where appropriate to save on costs. Mapping of these resources in accordance with regulatory agency requirements
is essential for project design and permitting.
CAD base files will be generated for all mapping efforts for use in Project design by the M&N team and the City. CAD base files
may also, as appropriate, incorporate the latest high resolution rectified aerial photography available from the City or from Miami
Dade County GIS.
Sea Level Rise/Resiliency Planning
Our coastal engineers have routinely evaluated local and global sea level as part of coastal flood protection projects, and they

are very familiar with risk-based probabilistic methods used in project life cycle analysis and risk assessments. M&N has unique
capabilities to provide flexible designs in the marine environment that can be adapted for sea level rise. Over the years we
have developed innovative approaches to address complex issues such sediment transport, storm surge, beach erosion, water
qualify and sea level rise (SLR) attributable to global climate change. We are particularly qualified to assess the vulnerability to
SLR and to develop adaptation/mitigation strategies in a manner that responds to the needs of project sponsors, owners, and
public sector clients. M&N has provided resiliency consulting services in other parts of the U.S. including New York, Norfolk, VA,
San Francisco and New Orleans. M&N has been a subconsultant for two resiliency infrastructure projects locally in the City of
Miami Beach.
Coastal Process Modeling
M&N’s reputation for excellence in the coastal engineering field has been built on years of experience working on complex and
challenging projects along the world’s coastlines. Today, the firm offers clients an elite, influential staff of engineers, planners,
and scientists who are recognized for solving global issues related coastal, estuarine, and riverine systems. M&N also brings
unmatched experience in numerical modeling of the physical processes that challenge all manner of waterfront projects in these
settings. The firm employs over 90 coastal engineers in 36 offices, and the firm utilizes a wide array of numerical models for
site specific applications. The firm regularly utilized MIKE by DHI tools, as well as DELFT3D for complex sediment transport
modeling. At our Long Beach office, the firm operates and maintains a core of processors dedicated to numerical model
simulations for efficient processing of complex numerical models. These tools allows us to efficiently run more simulations and
scenarios efficiently to facilitate coastal engineering projects and resource allocation. M&N will provide any coastal process
modeling services required for the City’s beach management planning and project design/permitting needs. These models have
also been applied for estuarine projects throughout the U.S.
Design
Shoreline protection is one of our firm’s core disciplines and includes planning, permitting, design and construction services
for beach nourishment, coastal structures, erosion and flood protection, as well as resource enhancement. Recognition of our
marine expertise is evident through repeated top rankings by Engineering News Record as one of the top Marine and Port
facility firms in the US. Design efficiency is provided through the collection of appropriate field data; for example, geotechnical/
geological investigations, benthic resource surveys, and topographic/hydrographic data can provide an optimized engineered
design for coastal and waterfront projects. M&N will be providing engineering and environmental permitting services with in-
house technical staff, and therefore the engineering design will progress concurrently and efficiently with the environmental
permitting process. For coastal/waterfront projects, initial schematic design is completed through the development of permit
sketches. The project may be modified through the environmental permitting process and the sketches will include the required
information, along with specific information required by the agencies, to expedite the permitting process.
Once the Project permitting is progressing, M&N will complete the design development and preparation of construction
documents. Key staff at M&N have compiled construction documents for past beach management projects that were
successfully implemented. The team will also prepare technical specifications for the specific trades applicable to the project
such as dredging, beach fill, marine structures, floating docks environmental protection, vibration monitoring, turbidity control/
monitoring, and construction surveying. M&N utilizes the Unified Facilities Guide Specifications (UFGS), which are consistent
with the specifications utilized by the U.S. Army Corps of Engineers. These specifications comply with Construction Specification
Institute (CSI) standards, and can be incorporated into the City’s standard construction documents.
Should the City select the design/build method of procurement for implementation of a project, M&N has extensive experience
throughout the U.S. working with contractors on design/build projects. This experience and capability facilitates M&N compiling
design/build criteria documents for public sector clients to procure the design/build delivery of projects.
Funding Grant Coordination
The M&N Team has a proven track record with obtaining grants for public projects. Our grant writers help to identify available
grants and can work with the City to develop a winning grant application strategy. Winning grants often requires understanding
and optimizing the scoring system by demonstrating public benefit, public partnerships, and local involvement through partial
matching funds or other means. Our Team finds the most efficient combination of these items and prepare a custom grant

application that highlights why a particular project is the most deserving of funding. M&N has extensive experience with FDOT
Local Agency Program (LAP) grants that have funded oceanfront and waterfront paths in the past since they are means of
alternative transportation. Key personnel in the Miami office have extensive experience with projects funded by the Florida
Inland Navigation District (FIND) in southeast Florida. In addition, key staff have assisted Florida municipalities with LGFR
beach management funding requests through the Florida DEP. Currently staff are providing FDEP funding assistance for two
municipalities in southeast Florida, and one beach management project has qualified for FEMA assistance after Hurricane
Mathew. M&N have continued to meet with FEMA and provide appropriate documentation to maximize the amount of funding
for design, construction, and monitoring of the engineered beach project. M&N has also served as a subconsultant for FEMA’s
response to 2017 hurricane impacts in Texas, Georgia, U.S Virgin Islands and Puerto Rico. This experience with FEMA
performing assessments and assisting the communities with funding for recovery can be applied to the City projects as well as
coordination with Miami-Dade County.
Regulatory Analysis and Permit Approvals
For all projects/task orders, M&N will review the pertinent regulations and provide feedback to the City and the project team
regarding implications of applicable permitting criteria to the project’s planning and design. M&N typically holds consultation-
level discussions with jurisdictional permitting agency staff during the project conceptual design process and as part of the
diligence for any planning/design criteria document to ensure that the project meets regulatory criteria, and will advise the City
at the earliest opportunity of any potential opportunities or issues. M&N will prioritize and execute effective communication with
the City, regulatory agency staff and stakeholders to bring consensus to the final product and permit approvals.
Key M&N personnel have extensive experience and strong working relationships with FDEP and Corps permitting staff, as
well as commenting agencies, which may include the Florida Fish and Wildlife Conservation Commission (FWC), the U.S. Fish
and Wildlife Service (FWS), the National Marine Fisheries Service (NMFS), and/or the U.S. Environmental Protection Agency
(EPA), depending on the project/task scope. To minimize Requests for Additional Information (RAI), the team will communicate
strategically and clearly with the permitting agencies during all phases of the project and will work closely with the City to
prepare comprehensive permit applications. M&N key personnel have a deep understanding of Joint Coastal (JCP), Coastal
Construction Control Line (CCCL) and Environmental Resource (ERP) permitting in Florida.
The City will be provided regular permitting strategy and progress updates, and key agency communications will be reviewed
with the City project manager prior to transmittal. The M&N team will work with the permitting agencies to provide procedural/
policy input and technical responses, as applicable, to expedite the permitting process and yield the most beneficial result for
the project. M&N staff also have experience in processing emergency/expedited permit authorizations, whether due to coastal
storm impacts under a State-issued Emergency Order, or for a site-specific situation, and are familiar with the applicable laws
and procedures.
Once the major regulatory compliance issues are addressed for any given project/task order during the conceptual design
phase, the M&N team can progress to Design Development plans concurrently during the permitting process. The project
implementation schedule will be optimized with permitting and engineering design.
Environmental Assessments
EE&G will be responsible for environmental assessments under this contract. The firm has 30 years of experience in consulting
related to hazardous waste management and remediation, asbestos, lead-based paint, industrial hygiene and indoor air quality,
environmental audits, compliance audits, property acquisition/cleanup, resource recovery/recycling services, and emergency/
disaster response. Their environmental service staff includes Engineers, Scientists, Geologists, Certified Industrial Hygienists,
and Support Professionals. For environmental engineering assignments, EE & G will provide the City with Phase I and II
Assessments, Site Environmental Design and Permitting, Environmental Remediation, and Underground/aboveground Storage
consulting. Many coastal and waterfront projects require these environmental assessments and processing with DERM’s
Pollution and Remediation (POLREM) division, and key personnel at M&N have worked extensively with EE & G on remediation
projects in Miami-Dade County. In addition, HP Consultants provides drilling/sampling services to support EE & G efforts. They
can also install groundwater monitoring wells if needed.

Architecture
Revuelta Architecture International will provide architectural services required under the contract. The firm has completed
the design of some of South Florida’s leading landmark residential, commercial, hospitality, and mixed-use projects. M&N’s
office is across the street from Revuelta’s office in Miami, and the firms regularly collaborate on projects in southeast Florida.
The architectural assignments under this contract are anticipated to be small; however, Revuelta’s firm has full architectural
capabilities to support contract assignments. Although not specified in the RFP, the Revuelta team may need to retain other
consultants such as structural and mechanical/electrical/plumbing (MEP) engineers to provide the full range of services inside
the building envelope, as applicable.
Construction Planning and Administration
M&N will assemble the bid documents for the Project to assist the City with the bid process. M&N has implemented a variety
of construction projects throughout Florida for public sector clients using client-provided “up front” contract documents. M&N
will work with the City to ensure the “Best Value” procurement process is implemented that will result in the “lowest, most
responsive bidder.” A “low bid” selection process can result in an unqualified contractor being awarded the contract, and this type
of process can result in claims, schedule delays, and construction that is not in accordance with the plans/specifications. M&N
has implemented bidding processes on a fast-track process that has included incorporating all environmental permit conditions
in the construction documents prior to final environmental permit issuance.
M&N monitors the unit prices and trends in the marine, dredging and coastal construction industry. Timing of project bidding
can result in significant cost savings, especially relevant to mobilization of marine construction equipment. The M&N team will
provide updated construction cost estimates at every phase of the project design from initial schematic design (environmental
permitting) through design development and preparation of construction documents. M&N has former marine contractors on
staff in Florida that assist in constructability reviews and cost estimating.
M&N provides a “hands-on” approach to construction administration with regular site visits, and Representative Project
Representative (RPR) services (full time inspection) have been provided to public sector clients. These services are currently
being provided on the Town of Hillsboro Beach’s beach nourishment, and will also be provided in Sunny Isles for the beach
nourishment project associated with the Armani development. M&N regularly utilizes web-based construction management to
facilitate construction documents control utilizing the NewForma software. In addition, the Engineer-of-Record for the coastal
and marine projects will make representative site visits and oversee any of the construction inspection. M&N strongly supports
the active participation and oversight of the professional engineer that completed the design work throughout construction.
Project Environmental and Physical Monitoring
Beach management projects require physical and biological monitoring for FDEP and Corps permit compliance usually for
a period of 3 years post construction. This monitoring could include benthic or wetlands surveys to monitor potential effects
from the Project or the required monitoring of a mitigation project to ensure success of the mitigation. M&N will assist the
City in reviewing biological monitoring reports and assist with processing through the agencies for permit compliance. Beach
management projects will require physical monitoring, and the team has extensive experience with this monitoring. Morgan &
Edklund will provide the required hydrographic/topographic surveys and provide data in the FDEP-standard formats as overseen
by M&N. M&N will prepare the physical monitoring reports that assess beach project performance.
Estuarine Enhancement
The firm has extensive experience throughout the U.S. in developing habitat creation and mitigation projects. The firm recently
designed and managed construction for 820 acres of coastal wetlands restoration of the Barataria Basin in Louisiana. This
work involved a 13-mile dredge discharge pipeline. Key personnel at M&N have Miami-Dade County experience with the
environmental restoration, and CSA is one of the leading firms in the country with the design and implementation of environmental
enhancement projects.

Emergency Storm Response
M&N has held contracts with FEMA for many years and has responded to a number of named storms to provide coastal
assessments and to assist communities for Requests for Public Assistance (RPA) specifically for qualifying engineered beaches.

Mr. Blankenship has over 20 years of experience with waterfront/marina, port infrastructure, and coastal engineering consulting projects throughout the U.S., Caribbean and Central America. He has completed over 50 marina and associated waterfront improvement projects. The marinas have included facilities for both wet and dry slips, and services have ranged from due diligence, planning, and feasibility studies, through engineering design, environmental permitting and

Chief Scientist, Project Manager, Ichthyofaunal Expert, and Chief Statistician for an evaluation of ecological function and
mitigation of nearshore hardbottom in southeast Florida. CSA managed a literature search and synthesis project to identify th e
area’s key ecological functions of nearshore hardbottom. The synthesis examined functions of algae, invertebrates, fishes, and
marine turtles. CSA worked with a multi-agency Technical Advisory Committee to investigate how specific ecological functions
vary with respect to water depth in the nearshore environment. After the information gathering phase of the project, CSA
conducted assessments of ecological function by sampling biota over time and across a gradient of water depths at artificial
and natural hardbottom features in two areas of Palm Beach County: Singer Island and Ocean Ridge. The experimental
design consisted of three categorical factors: depth, reef, and survey. During the six field surveys, epibiota were assessed for
percent cover from 0.5 m-2 quadrats; macroalgae and associated invertebrates were suction-sampled for estimating species
richness and abundance. Microhabitat use by newly settled fishes was assessed by visual survey and 0.3 m-2 photo quadrats,
and newly settled fishes were captured with hand nets for identification. Visual transects for sea turtles were used to determine
the presence/abundance of sea turtle species. In-depth statistical analysis accompanied the data in a comprehensive report.

purpose of the monitoring program was to assess 1) how the equilibrium toe-of-fill for the proposed project performs compared
with the predictions, and 2) possible direct and indirect impacts to biota. Hardbottom features that support epibiotic
assemblages occurring near the offshore borrow sites and nearshore fill sites were monitored for impacts related to
sedimentation, turbidity, and other dredge-related stressors. CSA also monitored proposed corridors for dredging pipelines
prior to dredging to ensure the pipelines would not directly contact hardbottom and after dredging to document any impacts
that may have occurred. In addition, CSA was responsible for pre-construction monitoring of shorebirds and migratory seabirds
and their behavioral activity and nests. CSA evaluated the monitoring data and prepared reports that presented monitoring
results and compared predicted versus actual impacts. CSA also monitored the nearshore artificial mitigation reef constructed
offshore of Venice Beach for colonization and community stabilization following construction. Project Cost: $1,322,197.

Mr. Schoonmaker is a marine construction specialist with more than 37 years of experience in construction management and

The Residences by Armani/Casa project is a 56-story high-
rise oceanfront condominium project in the City of Sunny
Isles Beach, Florida. Moffatt & Nichol (M&N) conducted an
initial permitting feasibility analysis and agency
consultation to confirm the maximum feasible development
envelope for the project design, which includes a large
parking pedestal and tower with amenity/pool deck. M&N
worked with the Owner to develop a permitting strategy
that was coordinated with the overall Project development
schedule. M&N worked with the design team to produce
project plans in compliance with the appropriate
regulations, and processed/secured a Florida Department
of Environmental Protection (FDEP) Coastal Construction
Control Line (CCCL) Permit for this 3.1-acre development.
The project includes a significant below-grade parking
garage, and the permit negotiations included authorization
of the associated excavation and management of sandy
material seaward of the CCCL and partial demolition of the
existing seawall structure onsite. M&N worked closely with
the City, Miami-Dade County, and FDEP to secure
approval of a sand management plan that includes the
construction of a vegetated dune seaward of the site and
placement of approximately 36,000 c.y. of sand in a local
truck haul beach maintenance project. This nourishment
project will facilitate beach management in the City.
A site-specific 30-year erosion projection setback analysis was also completed and approved by the FDEP CCCL Engineering Section
to optimize siting of the garage pedestal. M&N also guided the design team relative to compliance of proposed structures with
Sections 3109 (Coastal Construction) and 1612 (Flood) of the Florida Building Code. M&N is coordinating exterior lighting approval
with compliance with Florida Fish and Wildlife Conservation Commission marine turtle protection regulations.

Moffatt & Nichol (M&N) is providing physical and biological monitoring services for the Town of
Hillsboro Beach’s 2015 beach nourishment project in accordance with the regulatory permits.
Monitoring services include coordinating tilling prior to marine turtle nesting season. Physical
monitoring includes comprehensive beach profiles along with shoreline erosion/accretion
evaluations and volume comparisons. Engineering reports are compiled summarizing the
performance of the beach nourishment project on an annual basis. M&N is managing the
biological monitoring required for the project, including nearshore hardbottom mapping along
with transects in accordance with the approved biological monitoring plan. Physical and
biological monitoring reports are compiled on annual basis and submitted to the U.S. Army
Corps of Engineers (Corps), Florida Department of Environmental Protection (FDEP), and
Broward County Environmental Protection and Growth Management Department (EPGMD) for environmental permit compliance. In
addition, M&N is providing coastal engineering consulting services to help the Town address downdrift erosion from groin fields in
Deerfield Beach.
M&N performed a post-storm assessment of the beaches after Hurricane Mathew impacted the Town in October, 2016. Beach profiles
were performed and an erosion summary prepared. M&N prepared preliminary beach nourishment plans for restoration of the
northern portion of the Town’s shoreline based on the estimated erosion. The firm consulted with the Federal Emergency
Management Agency on behalf of the Town to obtain approval of the Public Assistance as an Engineered Beach to provide federal
reimbursement for design, construction and monitoring of the planned truck haul nourishment (38,000 cubic yards of material). M&N
completed the environmental permitting through the Corps, FDEP and EPGMD and assisted the Town with the construction bidding
process on an accelerated schedule after additional erosion occurred due to Hurricane Irma. Construction of the truck haul beach
nourishment was completed in March, 2018, and continued physical/biological monitoring of the project will be provided by M&N.

While at a previous firm, Tim Blankenship, Christy Brush, and Yong Chen designed, permitted, and supervised beach
management projects including:
Beach Nourishment (2002): The project expanded the beach and created a dune, which required approximately 120,000
cubic yards of sand obtained from an offshore borrow area. Marine resource and hydrographic surveys conducted, along with
sand source search, jet probes, vibracores, and marine archeological surveys were conducted. The newly constructed dune
was vegetated with a variety of native dune species and now connects the dune systems of the State and County parks north
and south of the project site. Construction took place in 2002, and construction administration services were provided.
Physical monitoring was conducted for the project, and the biological monitoring was provided by Miami -Dade Division of
Environmental Resources Management (DERM). From 2007 to 2009, Tim and Christy also worked with the Village and the
environmental permitting agencies to resolve impacts to approximately 0.62 acre of seagrass bed that resulted from
movement of the dredge pipeline during construction. CSA Ocean Science completed the mitigation.
Truck-haul Beach Dune Repair (2008): This project was undertaken due to hurricane impacts in 2004 and 2005. The dune
repair project involved placing sand from an upland sand mine on approximately 1,000 feet of beach in two hot spot areas.
Sand source alternatives were reviewed, and construction staging plans were developed. Tim worked closely with the Village
to coordinate for funding reimbursement from FEMA.
Marine Turtle Protection Ordinance (2009): Christy and Laura Shepherd additionally consulted with the Village to educate
their staff relative to enforcement of their Marine Turtle Protection Ordinance, which included surveys of oceanfront properties
for lighting compliance to prevent nesting and hatchling turtle disorientation. Tim and Laura participated in public workshop s
and worked with the Village attorneys in drafting the turtle lighting ordinance.
Truck-haul Beach Nourishment (2012): Design and permitting of a truck haul beach nourishment project with
approximately 37,500 cubic yards of sand from an upland mine. Assisted Village with fast-track procurement process utilizing
previously bid construction unit prices from another municipality. Yong Chen was coastal project engineer for the design of
the beach nourishment. Provided Resident Project Representative (RPR) and construction surveys throug hout the project
construction. Provided physical and biological reporting. This project was also funded by FEMA.
Moffatt & Nichol (M&N), as a subconsultant to EAC Consulting, Inc., provided coastal engineering and environmental
permitting services for the 2017 truck haul beach nourishment in the Village of Key Biscayne, Florida. The Village was
impacted by Hurricane Matthew in October, 2016, with extensive beach erosion that extended into the coastal dunes. Beach
profiles were conducted to assess the storm impacts, and a maintenance beach nourishment project designed. The design
required Equilibrium Toe of Fill (ETOF) estimated to optimize the beach fill template design along 6,000 feet of shoreline. A
coastal engineering analysis was performed utilizing two independent methods to estimate the ETOF to avoid impacts to
adjacent nearshore seagrass beds.
Prior to construction, M&N coordinated and managed updated biological mapping of the adjacent seagrass beds as well as
monitoring transects along the from the project limits to include control transects outside of the project area. This data was
utilized along with beach profile surveys to design the beach fill template.
Construction plans and specifications were compiled, and M&N assisted the Village with procuring a qualified construction
contractor on an expedited schedule. M&N provided construction administration services for the duration of the project in 2017
for conformance with plans, specifications, and permit conditions. Pre- and post-construction profile sections were reviewed
and volumes estimated to verify beach fill quantities as construction progressed. M&N prepared the post-construction
engineering report required by the environmental agencies for permit compliance.

M&N processed the maintenance project environmental permit authorizations through the U.S. Army Corps of Engineers,
Florida Department of Environmental Protection, and Miami-Dade County Department of Environmental Resources
Management. The Village has existing 10-year federal, state, and local environmental permits that facilitate beach
maintenance projects. Beach nourishment plans, as well as updated monitoring and construction methodologies, were
processed through the agencies. Construction extended a few weeks into marine turtle nesting season in Miami-Dade County;
M&N managed the daily nesting surveys required prior to the season and extending into the nesting season.

The City of Hollywood (City) Beach Community Redevelopment
Agency retained Moffatt & Nichol to prepare a Dune Master Plan
(Plan) that addresses dune maintenance and creation goals of
the of March 15, 2017, Hollywood Sustainability Action Plan. The
Plan outlines a management approach that addresses both
improvements to existing dune features and new dunes /
vegetation. The entirety of the City beach was evaluated and the
dunes categorized by physical/geographic characteristics and
existing condition. The management approach was developed
utilizing information obtained through onsite reconnaissance,
input from City officials and staff, and initial regulatory agency
outreach. An important focus of the Plan is to foster projects that
can have both immediate and long-term benefits, while also
developing a feasible program in terms of design, permitting, and
maintenance. In general, the Plan focuses on the initial goals
outlined below:

Prioritize new dune locations for storm protection, enhanced
ecology/aesthetics, and increased property values

The Dinner Key North Mooring Field consists of 25-moorings along
with associated channel realighmnet and vessel exclusion zones.
M&N managed the marine resource and hydrographic surveys
conducted, and the mooring field layout was established based on
minimum water depths required for mooring of vessels as stipulated
Miami-Dade County Department of Envornmental Resources
Management (DERM). The area has long been utilized as an
unregulated anchorage, and the managed mooring field will facilitate
the enforcement by City of Miami and other authorities to minimize
the presence of derelict vessels.
Environmental permits are being processed by M&N fhrough DERM,
Florida Department of Environmental Protection (FDEP) and the U.S.
Army Corps of Engineers. For the mooring field, permits are also
being processed through the Florida Fish and Wildlife Conservation
Commission (FWC) as well as the U.S. Coast Guard.
A geotechnical investigation was performed by HP Consultants
consisting of jet probes along with anchor pull testing of the proposed
helical anchors for the moorings. They mooring field is designed by
M&N with these helical anchors to minimize environmental impacts to
the seagrass beds, and therefore the project is considered “self
mitigating” by the regulatory agencies. The moorings consist of a
“Stormsoft” downline with appropriate mooring buoy and pennant.
The project is being partially funded by the Florida Inland Navigation
District (FIND) with the initial phase of the grant for design/permitting and the second phase of the grant for construction.
Environmental permits are being processed, with construction of the mooring field anticipated in 2019.

Morgan & Eklund, Inc. provided pre- and post- construction
surveys for Eastman Aggregate Enterprises LLC who was under
contract with the US Army Corps of Engineers together with the
City of Miami Beach and Miami-Dade County as part of the Miami
Beach Hotspots Beach Renourishment Project. Initially our field
crews verified horizontal and vertical control monuments and set
additional control points as required for RTK basestations.
Additionally, our firm provided construction staking for fill
placement and pre-and post-fill cross sections to determine fill
volumes. We also performed offshore pre-fill cross-sections at the
55th Street and 46th Street Hot Spots utilizing our 26’ Parker
Survey Boat and computed volumes with template and
specifications.
Our survey crews set grade stakes for fill placement within the
design template and collected elevation data along cross-sections spaced at 100’ intervals before fill and immediately after fill to compute
pay volumes.

Architect of Record for a new 52-story residential high-rise condominium with over 800,000 sq.
ft of gross area with 541,194 sq. ft. of sellable area comprising of 248 residential units and
constructed at a cost of about $118 million dollars.
The Building included such amenities as a sunrise pool and a sunset pool, children play room,
fitness center and spa, saunas, business center, media room, pool bar, and private storage
rooms.
The building is located on an ocean front property overlooking the Atlantic Ocean in the City of
Sunny Isles Beach, Florida and was partially constructed eastward of the Coastal Construction
Control Line (CCCL); as such, the structural design complies with the following RELEVANT
FEATURES:
Meets the Parallel Shore requirements for coastal construction for structures located east of the Coastal Construction Control Line (CCCL).
Breakaway walls for construction below the wave crest elevation.
Sand displacement regulations for excavation material eastward of the (CCCL) and negotiated with State and City for relocation of sand

etc…) from becoming compromised from flood waters.
The augercast pile foundations were used to provide uplift resistance to the ground
floor slabs.
Adequate water proofing was provided on the underside of the ground floor slabs and
behind below grade walls to prevent water damage and intrusion.

The Reports were prepared for Mana Wynwood (the Client). The Phase I ESAs were
prepared in accordance with the requirements set forth in the American Society of Testing
and Materials (ASTM) Practice Designation E 1527-13. The Phase II ESAs were prepared
in general accordance with ASTM 1903-11. The information and conclusions presented in
the Reports were subject to inherent limitations identified in the ASTM E 1527-13 and ASTM
E1903-11 guidelines. The two regulatory reports, TCAR and SAR, were prepared in
accordance with Chapter 62-761, Florida Administrative Code (FAC) and Chapter 62-780,
FAC, respectively. EE&G has developed a remedial strategy to removal another set of USTs
that are currently obstructed by a utility corridor, and address petroleum-affected
groundwater using in-situ chemical attenuation. The remedial activities will facilitate the site
preparation and eventual construction of a mid-rise retail shopping plaza and condominium
in the Wynwood Arts District of Miami, Florida.

CSA conducted a baseline pre-construction survey in 2010, an immediate post-
construction survey in 2013, and four annual post-construction surveys from 2014 to
2017 to characterize, monitor, and map nearshore hardbottom habitats offshore Martin
County, Florida in relation to beach nourishment associated with the Martin County
Shore Protection Project. Surveys were conducted in accordance with a biological
monitoring plan approved by Florida Department of Environmental Protection (FDEP).
Twelve permanent, cross-shore monitoring transects were established from the
project’s equilibrium-toe-of-fill (ETOF) to the east a distance of 152 m. CSA scientists
collected quantitative and qualitative video data along each transect. Percent cover of
substrate, wormrock, macroalgae, corals, sponges, and other benthic fauna were
determined from analysis of quantitative video data using random point count software
(CPCe).
Along each transect, percent cover of substrates, wormrock, macroalgae, corals,
sponges, and other benthic fauna were also visually estimated in situ by sampling 0.25-
m2 quadrats at up to 12 point-intercept locations. Within each quadrat, individual
counts were made of all corals, sponges, tunicate colonies, urchins, and holothuroids;
maximum and mean heights of the two dominant algal species were measured; and
maximum vertical relief of hardbottom was measured. Sediment accumulation was
measured at five random locations within each quadrat and at each meter along the
length of each transect.
The nearshore edge of exposed hardbottom was mapped by divers to document
position relative to the shoreline and to characterize the benthic community along the
edge within the survey area. Comprehensive annual biological monitoring reports and
data deliverables (including GIS mapping products) were submitted to the client
pursuant to FDEP Joint Coastal Permit application requirements. This project was
conducted as a subcontract to Taylor Engineering, Inc. and Ecological Associates, Inc.
Annual Project Cost: $112,000 to $135,000.

CSA was contracted by the Village of Key Biscayne (VKB) to develop and implement a
seagrass restoration and mitigation plan to satisfy the Florida Department of Environmental
Protection (FDEP) special conditions requiring seagrass mitigation to offset authorized and
unauthorized impacts to seagrass from beach nourishment projects. CSA conducted
hydrographic surveys using shallow water hydrographic survey systems and telemetry to
identify and map over 2 acres of seagrass injuries and blowholes for potential restoration
and to locate donor seagrass beds.
CSA directly restored over 1.0 acre of seagrass injuries using structural augmentation
(sediment addition), seagrass planting, and fertilization (bird stake placement to encourage
natural seagrass in-growth). CSA obtained the necessary state and federal permits,
designed the mitigation approaches, and developed the mitigation and monitoring plans for
approval by regulatory agencies. The standard methodologies employed were developed
by Florida researchers and practitioners and are published in the Final Programmatic
Environmental Impact Statement for Seagrass Restoration in the Florida Keys National
Marine Sanctuary (FKNMS). It is anticipated that the indirect benefits to the seagrass
habitat encompass a much larger acreage and will continue to provide critical ecological
services in perpetuity, in absence of further impacts.
CSA also conducted the long-term monitoring program, performing multiple surveys of the
seagrass planting sites from 2008 through 2015. CSA scientists conducted Braun-Blanquet
quadrat surveys of selected mitigation and reference sites. Based on 60 months o f
monitoring, the seagrass restoration exceeded success criteria with >30% density and
>60% seagrass coverage. Finally, in 2015, CSA removed all bird stakes associated with
the project.
Total Project Cost: $637,902.

DEFEND, INDEMNIFY AND HOLD HARMLESS” in General Terms & Conditions 1.34 be modified to comply with Florida Statutes Section
725.08 governing indemnification obligations in design professional contracts.
• Special Terms & Conditions 2.9.4: Requires evidence of professional liability of at least $1 million on a per occurrence basis. Please
note that our Professional Liability insurance is written on a per claim basis, not a per occurrence basis.
