STAFFING Staffing Plan & Resumes: We have developed a staffing plan that provides high level management attention to the account through the initial stage of implementation and stabilization(anticipated to be no more than 90 days). During this initial stage, Rob Mainguy will serve as Initial Program Manager and Eddie Bingham will serve as Initial Field Supervisor. This ensures senior level, experienced leadership and management of the account in order to ensure services are provided in a manner consistent with the specifications set forth in the RFP and to the complete satisfaction of the City of Sunny Isles Beach. As Initial Program Manager, Rob Mainguy will ensure that all services are organized and provided consistent with the requirements set forth in the RFP and will ensure that all reporting protocols are in place as required. In addition, Rob will be available to meet with City representatives as needed and/or requested to facilitate rapid stabilization of the program. As Initial Field Supervisor, Eddie Bingham will direct and manage all aspects of the daily provision of services within the City of Sunny Isles Beach. In the course of the initial implementation and stabilization phase, we will present permanent successor Program Manager and Field Supervisor candidates to the City. Provided the City agrees, we will assigned these successor managers in service under the guidance and supervision of the Initial Program Manager and Initial Field Supervisor. It is our expectation that the Successor Program Manager and Field Supervisor will transition into permanent management of the account within the first ninety (90) days. Pre-service training typically consists of the following topics: • Orientation to Company • Review of Job Description • Orientation to Equipment and skills • Review of Employee Manual • Review of Safety Manual • Code of Conduct& Expectations In-service training occurs on a continuous basis and covers a wide variety of topics; including customer service skills, technical performance skills, safety considerations and recurring problem identification and resolution. In addition, depending upon the circumstances, an employee will receive in-field ® training for skills development(either remedial or in conjunction with a new job assignment). We encourage and promote an atmosphere of continual learning and self-improvement. Safety Program: The company has a Safety Program that is extensively set forth in the corresponding Safety Manual. The Safety Manual covers such topics as: • Safety Policy Statement • Designation of Safety Coordinator • Employee Reporting & Conduct • Inspection Procedures • Hazard Correction Procedures • Accident Investigation • Disciplinary Procedures • Employee Training • Recordkeeping The safety program is emphasized in staff meetings conducted each morning before dispatching the crews for the day's work. The M&S Plan will set forth our overall strategy for providing all services and will continue specific procedures related to the provision of services and the quality control mechanisms as well. Therefore, everything that follows is subject to the M&S Plan approved by the City. As an overview, however, our intention will be to provide the services by and through the following crew structure: Routine Landscape Maintenance Services As set forth in the RFP, we will provide a full-time dedicated maintenance crew consisting of 6.8 Full Time Equivalents (FTE's) as follows; Monday through Friday—6 full time employees Saturday and Sunday—2 full time employees This dedicated maintenance crew will perform all routine maintenance activities; including daily policing of all park facilities and beach paths, mowing, edging, weed- eating, trimming of shrubs, and ongoing installation of mulch. All work will be directed and supervised by a full-time Field Supervisor, of course, as set forth in the RFP. Fertilization and Pest Control We will provide a separate crew to perform all fertilization and pest control activities. This crew will be headed by an experience Pest Control Technician, who will conduct all monthly inspections and perform all necessary treatments. In addition, all fertilization will be completed by this crew; members of which possess Best Management Practices certification and Urban Commercial Fertilization certification. Irrigation System Maintenance We will provide a separate crew to provide all irrigation services; including ongoing wet- test inspections of the irrigation system and completion of all adjustments/repairs needed. This crew has experience and specialized equipment to perform all necessary landscape installation projects. Tree Trimming We will provide a separate crew to perform all tree trimming and removal services. This crew has specialized equipment and training to perform all necessary pruning and/or • removal activities. We believe that the specified minimum staffing requirement for routine landscape maintenance is certainly sufficient and, in fact, excessive. Based upon our inspection of the locations and careful analysis of the labor requirements to provide the services set forth in the RFP, we believe it is possible to meet the requirements of the RFP and the expectations of the City with a smaller full-time maintenance staff thereby rendering a lower program cost to the City. Nevertheless, and notwithstanding this, we have based our bid upon the staffing requirements clearly set forth in the RFP.
