The Honorable Mayor and CityCornnission FROM: Christopher J Russo, City Manager DATE:: : 4/19/2018` Approving Change Order No 3 with Ebsary Foundation`• ` - RE: .Company for the North Bay Road " • • Emergency/Pedestrian'Bridge • RECOMMENDATION: This Resolution is presented for your consideration. REASONS: • The Salem House Condominium's._.cooperation;in the construction and completion of the North Bay Road Emergency/Pedestrian Bridge was instrumental to this project. The City Commission previously approved a license agreement with the Salem House to utilize a portion of their property as a mobilization.and staging site. As part of the agreement, the City agreed to the following: 1. Repaving and restriping of the surface parking lot, complete with new storm sewer access and vehicle bumpers; 2. Inspect and clean the existing drainage system; 3. Install a manhole lid and grate on the existing underground storm water storage tank. Additionally, other work outside of the original contract to complete the Bridge project, not related to our agreement with Salem House, include: 1. Decorative surface material that was needed to the North bridge approach due to adjustments in existing underground facilities; 2. Additional railings, fencing and gates were requiredin.consideration of pedestrian safety and to utilize unidentified storage areas under and adjacent to the bridge; 3. Reflective roadway ,,delineators, were installed at the .174 L*St" intersection to prevent unauthorized vehicular access to the 'North bridge approach; — , 4. US Coast Guard regulations required .certain. navigational.aids to. usable waterways; 5. To accommodate pedestrianswith special=needs, additional metal grating is being incorporated into the bridge surface. ADDITIONAL INFPRMATION: The relocation of the FPL transformer, which is currently in the City bridge easement, is coming to fruition on a traat.Of Cityowned land abutting the Salem House property in which an access easement has been granted by them. At that time, the east side d the south bridge landingjampz require, work in orderto have the finished look of the rest of the bridge. This, and the traffic engineering and implementation at the crosswalk of the intersection of the bridge at 172 and North Bay _ Road, remain to be done and will require additional funding in the future.
