HomeMy WebLinkAboutReso 2018-2812 RESOLUTION NO. 2018- 2-i( 2- A A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING A SECOND AMENDMENT TO THE AGREEMENT WITH PERKINS+WILL FOR ARCHITECTURAL DESIGN SERVICES FOR THE GOVERNMENT CENTER ANNEX AT 18080 COLLINS AVENUE, TO INCLUDE THE DESIGN OF A PEDESTRIAN BRIDGE LOCATED ON THE SAME SITE, IN AN AMOUNT NOT TO EXCEED THREE HUNDRED SEVENTY THOUSAND DOLLARS (S370,000.00), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE MAYOR TO EXECUTE SAID AMENDMENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on April 30, 2015 the City issued Request for Qualifications No. 15-04-01 for Architectural Design Services for a New Facility at 18080 Collins Avenue, of which eight (8) responses were received; and WHEREAS, on September 17, 2015 via Resolution No. 2015-2459 the City Commission ratified an agreement with Perkins+Will to provide Architectural Design Services for the Government Annex Building at, 18080 Collins Avenue in an amount not to exceed $2,222,000.00; and WHEREAS, On December 17, 2015 via Resolution No. 2015-2504 the City Commission approved a First Amendment to the agreement to include interior design and consultant design fees for a 250-seat Community Theater integrated within the design of the Government Annex Building, in an amount not to exceed $229,300.00; and WHEREAS, the City Commission now wishes to approve a Second Amendment to the Agreement with Perkins+Will for Architectural Design Services for the Government Center • Annex at 18080 Collins Avenue, to include the design of a Pedestrian Bridge integrated within the design of the Government Annex Building, in an amount not to exceed Three Hundred Seventy Thousand Dollars ($370,000.00), bringing the total contract amount not to exceed Two Million Eight Hundred Twenty-One Thousand Three Hundred Dollars ($2,821,300.00), attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Second Amendment to the Agreement. CONTRACT NO. 080-6009 This Second Amendment to the Agreement between the CITY OF SUNNY ISLES BEACH ("City") and PERKINS & WILL ARCHITECTS, INC., ("Architect") executed this Ao..day of ,A0 ,2018, is made a part of the original Agreement between the parties dated August 21, 2015, Contract No. C1415-087, (the "Agreement"), and the City and Architect hereby agree to amend the Agreement as follows: 1. ADDITIONAL SERVICES. Pursuant to Section 1.3 of the Agreement, the City hereby wishes to amend Article 3 of the original Agreement ("Architect's Basic Services") to include Architectural and Engineering Design Services for a Pedestrian Bridge connected to the Government Center Expansion Project, as more particularly described in Attachment"A", which is attached hereto and-incorporated herein by reference. The Architect shall provide upon request by the City a schedule for the design services for the Pedestrian Bridge. 2. ADDITIONAL COMPENSATION. Article 2 of the Agreement between the parties is hereby amended to include additional compensation for the Additional Services in an amount not to exceed Three Hundred Seventy Thousand Dollars ($370,000.00), bringing the total contract amount not to exceed Two Million Eight Hundred Twenty One Thousand Three Hundred Dollars ($2,821,300.00). Reimbursable Expenses shall be governed by Article 8 of the Agreement. 3. OTHER PROVISIONS REMAIN IN EFFECT. Except as specifically modified herein, all terms and conditions of the original Agreement between the parties, dated August 21, 2015, shall remain in full force and effect. 4. CONFLICTING PROVISIONS. The terms; statements, requirements, and provisions contained in this Second Amendment shall prevail and be given superior effect and priority over any conflicting or inconsistent term, statement, requirement or provision contained in any other document or attachment, including but not limited to the Agreement. Christopher Russo City Manager, City of Sunny Isles Beach Sunny Isles Beach Government Center 18070 Collins Avenue, 4th Floor Sunny Isles Beach, Florida 33160 Via e-mail: crussoc sbfl.net Re: Architectural and Engineering Scope and Fee Proposal for a Pedestrian Bridge Design along Collins Avenue at Government Center Expansion,Sunny Isles Beach, Florida Dear Chris, Perkins+Will is extremely pleased to present this proposal for Architectural and Engineering Design Services, for a Pedestrian Bridge in Sunny Isles Beach at Government Center Expansion; this bridge design w ill cross above Collins Avenue between the Raza of Government Center Expansion eastward to the dedicated area adjacent to the existing Beach access.This document, upon approval and signature, w ill serve as an agreement in understanding pending development of a formal agreement, w hich w ill be executed w ith a Standard AIA B103-2007 Agreement. PROJECT SCOPE The project scope includes a covered pedestrian bridge spanning Collins Avenue with both a stair and elevator at each end of the bridge design for full ADA compliance. Our project understanding includes the following: • Architectural and Engineering design fora bridge design at Government Center Expansion. • This design defines a bridge of approximately 180 feet in length; w e w ill need further conversation with the City regarding the location of the bridge and defined areas east and west of Collins Avenue for the required stair and elevator elements. • The ability of this bridge to span Collins Avenue column-free is unknown;that w ill be a function of the depth of structure and cost and the availability of a median in w hich to place a supporting column. • We have assumed that the bridge is covered to protect pedestrians from sun and rain but not air-conditioned • The bridge design w ill be set at or above minimum heights required for emergency and other high clearance vehicles • The design of the pedestrian bridge w ill be commensurate with the design and material quality of Government Center and w ill provide the City of Sunny Isles Beach with unique branding and signage opportunities at each location. • We w ill use as the basis of design the conceptual bridge plan provided to the City in May of 2015 and attached w ith this proposal. • This proposal includes assisting the City of Sunny Isles Beach in efforts to seek and gain approval for potential grant funds associated with this pedestrian bridge through the Miami Dade County School Board, Department of Transportation or other agencies. • The design w ill follow FDOT Design Manual (latest addition) • This proposal includes plan review submissions per attached schedule to FDOT /LAP at 30%,60% and 90% ATTACHMENT "A" AMERICAS I ASIA I EUROPE I MIDDLE EAST I AFRICA • PERKINS+WILL SCOPE OF SERVICES The following scope items are intended to clarify, but not limit, the services proposed in this scope and fee proposal. This architectural proposal shall include, as a minimum, the following scope of services. A)Architectural,Structural Engineering,Bectrical Engineering and Civil services B) Schematic Design Develop Documentation and presentation of a design concept based upon the program, budget and schedule. The Schematic Design package will include drawings and engineering narratives to allow the Ow ner to conceptual price the project at this stage. C)Design Development Develop Design Development documentation based on the client-approved Schematic Design. This set of documents w ill develop in greater detail the schematic design and w ill incorporate the engineering disciplines and required accessory spaces. D) Construction Documents&Construction Administration Preparation of a corrplete set of construction documents developed from the client approved Design Development set. The Construction documents w ill be sufficient for complete and accurate pricing, permit submission and construction of the intended building. Documents shall be complete, thorough and well-coordinated between consultants and disciplines. • We w ill attend General Contractor bid review meetings as requested. • We w ill review and approve required shop drawings,samples, product information, as required to facilitate completion of the project. Review period to be within 2 weeks for any single subrr ssion • We w ill visit and w alk the premises during construction as to monitor progress of the work and verify that w ork is proceeding in accordance w ith the contract documents. These Construction Administration visits w ill be a maximum of 1 visit every 2 weeks for the duration of construction. • We w ill prepare periodic field reports as necessary • The Architectw ill be responsible for hiring and managing the, Bectrical and Structural Engineers as w ell as Civil for the improvements related to this project. q Permitting We w ill respond to any necessary comments through all required disciplines and City Departments, including but not limited to the City of Sunny Isles Beach Department and the Miami Dade County Department of Environmental Resource Management (DERM). In addition, w e w ill coordinate with DOT and City representatives during the permitting of this pedestrian bridge at Government Center Expansion. SCHEDULE Greater clarification regarding schedule is required with regard to DOT coordination, permitting and construction but w e w ould present the following design schedule as: Schematic Design 5 weeks Client review and approval of Schematic Design, conceptual cost estimate and certification of constructability by the client-retained construction manager 4 weeks Design Development 6 weeks Construction Documents 8 weeks Client review and approval of Construction Documents and final cost estimate 2 weeks Fbrmitting (City of Sunny Isles Beach, Miami-Dade County, DOT) TBD Construction Administration TBD TEAM ORGANIZATION Lawrence Kline will serve as the Design Principal with Carlos Vilato as Project Manager /Project Architect providing daily oversight and managerrent of the project throughout service delivery. In addition, Pat Bosch as Design Director of the Miami Office w ill provide critical design peer review and critique during the design process and George Valcarcel w ill provide Quality Review and peer review of the construction documents. perkinswill.com PERKINS+WILL MEETING SCHEDULE Based on the proposed design schedule described above, we have assumed the following maximum number of greetings. and presentations calculated into our fee: Schematic Design 1 Meeting with the City, 1 Commission Resentation Client Review and Approval of Design and Cost 1 Meeting with the City Design Development 2 Meetings with the City Construction Docurrents 1 Meeting with the City, Review and Approval of Design and Cost (final before permit) ri Meeting with the City, I Commission Resentation *A minimum of 6 additional Skype/Conference calls with the client during the design process The City of Sunny Isles Beach Owner's Representative w ill be included in all correspondence and meeting schedules related to this project including City, County and DOT agencies having jurisdiction. BUDGET Our intention regarding budget would be to conceptually design the pedestrian bridge using quality materials and sympathetic with the design direction of the existing Government Center and the proposed Expansion. The Construction Manager would then estimate the cost of the design and w e w ill present the design solution and cost estimate to the client for review,corrment and approval. 1-Its AND EXPENSES We w ill provide the architectural and engineering services for the pedestrian bridge based on the follow fee schedule: Architectural Design Fee Concepts through Construction Documents and Including Construction Administration $185,000* Engineering and Landscape Consultants Fee MEP Engineering $40,000* Structural Engineering $100,000* Civil Engineering $20,000* Landscape Architecture NA Total Architectural and Engineering Fee $345,000* Note:We estimate reimbursable expenses for printing,mileage,messenger services,etc.at$7500 FEE PERCENTAGES PER PHASE: Schematic Design 25% Design Development 25% Construction Documents 25% Permitting (City of Sunny Isles Beach, Munro-Dade County, DOT) 5% Construction Administration 20% Total: 100% *Coordination with the Department of Transportation (DOT) and other regulatory agencies having jurisdiction over Collins Avenue w ill be billed as an hourly expense for the Architect and Engineering Consultants as these traditionally carry longer durations and multiple meetings throughout the design process. The Civil fee does not include utility relocation fees w hich w ill be quoted once locations are established. The Client shall compensate Perkins+Will for professional services rendered in connection with this specific project for the stipulated lurrp sum. All services shall be billed upon percentage of completion. Payments shall be made to Perkins+Will within 30 days of the receipt of invoices. Services required and requested by the Client w hich are outside the scope of this proposal w ill be billed hourly or as mutually agreed. The above professional fees do not include reimbursable expenses. Reimbursable expenses include all expenses incurred in connection with the project w hich include travel, lodging, meals, printing, long distance phone calls in connection with the project, photos, models, renderings, and any fees paid to authorities having jurisdiction over the perkinswill.com PERKINS+WILL project. Mileage in personal vehicles w ill be logged at current IRS guidelines. Reimbursable expenses shall be billed monthly plus a multiplier of 1.1. INFORMATION FROM OWNER The scope of services requires all site and program information be provided in order to start the project; this information includes a client-approved program along w ith a current survey in digital format of the property along with current geotechnical information required by the structural engineers. If any specific desires or standards exist beyond the basic building codes enforced by the Authorities Having Jurisdiction, those w ill also need to be provided as w el by the client. Additionally, the ow ner w ill provide information from the ow ner's direct consultants in a timely manner to enable the design team to properly plan for those elements within the project.
