HomeMy WebLinkAboutAdd No 1Wednesday, April 25, 2018 Addendum No. 1 CITY OF SUNNY ISLES BEACH North Bay Road Drainage Improvements CITY ITB NO. 18-04-01 To All Bidders: Bidders for the above-referenced project shall take note of the following changes, additions, deletions, clarifications, etc. to the Plans and Specifications, which in accordance with the Contract Documents shall become a part of and have precedence over anything shown or described otherwise.  Response to Questions 1. What’s the engineer’s estimate for the above referenced job? / Do you have an Engineer’s Estimate for the referenced project? Response: Engineer’s cost estimates have not been submitted to the City. Furthermore, the budget is not finalized for this capital improvement project. 2. How will the determination for bid award be made? Based solely on low bid or based on bid price and qualifications? Response: Please refer to section 2.5, Method of Award, which includes price, qualifications, references, scheduled work commitment, early completion, etc. 3. Will bid award be based on the base bid items only or will the alternate items be considered for bid award? Response: Alternate items will be considered in determination of award. 4. Is it required that the prime contractor be a certified well contractor? Response: All well related work shall be performed by a certified well contractor. 5. Since the majority of the alternate items involve work not typically performed by a well contractor, but rather an underground utility or general contractor, would bids Wednesday, April 25, 2018 be accepted from a qualified utility underground or general contractor with a qualified well subcontractor to complete the “well” related work? Response: Yes, this would be considered, as long as the General Contractor attended the mandatory pre-bid conference. 6. Grout Section 01000 Part 1.5 subpart H. Grout 20-lnch Liner: Following liner placement, CONTRACTOR to grout the annular space between the 20-inch diameter liner and the existing 24-inch diameter well casing with neat cement using the "tremie" method. Section 03400-Part 3.1 subpart F F. During grouting, the casing is to be filled with water and pressurized to 60 pounds per square inch (psi). This pressure shall be maintained during cement emplacement and the cement set up period for 8 hours following the grout stage completion. Clear water shall be circulated within the casing from bottom to top to cool the casing during the set-up period. If tremie pipe method will be used to grout the liner casing. Can a K- Packer be used with a minimum of two grout lifts? Also, if cool water is to be introduced into the liner to avoid excessive heat it will not be possible to pressurize the well to 60PSI. Please confirm final line casing size. Response: K-packer can be used with a minimum of two lifts. Final liner size is 18-inch in lieu of the 20-inch diameter. 7. Grout Section 03400 Part 1.2 B. Provide bulk cement units weight tickets for verification of cement quantities pumped. Section 03400 Part 2.1 B. Ready-mixed cement will not be allowed for this project unless otherwise approved by the OWNER or ENGINEER. Bulk weight tickets are provided by ready mix services. Please clarify if we are able to use to use bulk mix cement? Response: Contractor is allowed to use bulk mix cement. 8. Section 03200 Section 1.2 Subpart B B. Casing liner and dimensions are provided in the well construction specifications or details. The well casing liner shall be at a minimum, poly vinyl chloride (PVC) Schedule 40 where PVC casing liner is required. Wednesday, April 25, 2018 Section 2.2-part A Certa-Lok SOR 17 locked coupling PVC casing or equivalent. Any equivalent casing selected must be shown to have sufficient joint and tensile strength, internal pressure rating, resistance to collapse and ability to withstand all stresses of construction. Any alternates must be approved in advance by the ENGINEER. Reference is made to two different types of casing. Can we assume SCHD 40 PVC bell end casing will be used? This type of pipe will reduce cost and will be sufficient for the casing depths at the site. Also note the largest diameter SOR 17 has a pipe of ID of 15" while 18" DIA SHCD 40 PVC has an ID of approx. 16.8". Response: 18" DIA SHCD 40 PVC shall be used. 9. Can wire brushing be substituted for water jetting to clean existing steel casing? Response: Wire brushing can be substituted for water jetting to clean the existing steel casing. 10. Regarding well cleaning. Common industry practice for cleaning stormwater wells in South Florida is to circulate water back to the well this provides sediment control while limiting impact to road traffic and residents. Typically drill rods are used to drill each well back to original depth utilizing flooded reverse air drilling method. Sand and debris will settle in the drillers sludge tank while continuously circulating water back to the well/well box. Used in conjunction with mechanical surging produces tremendous gains in capacity. Can this method be used for the well cleaning? Response: Yes, above described method can be used. 11. Pay Item #15 Design-Build services that may include but not limited to engineering design, testing, permitting with all applicable agencies, materials, labor, and equipment to convert selected drainage wells to injection wells. There is not enough available information at this time to price alternate item #15. We recommend the city includes an allowance for this item. Response: Alternate 15 is excluded. Contractors are not required to provide bid for this alternate 15. Upon further investigation, should the addition of injection wells be deemed necessary, further negotiations will be conducted with successful contractor. 12. Section 03500 Section 3.2 Part E E. The CONTRACTOR shall employ Best Management Practices (BMPs) to mitigate potential turbidity and/or solids from entering any surface water body receiving discharge water. The CONTRACTOR shall install and maintain silt booms, curtains, or other means required to protect any surface water body receiving the discharge water. Surface water receiving discharge water shall not Wednesday, April 25, 2018 exceed 29 nephelometric turbidity units (NTU) above background conditions. Where applicable, the CONTRACTOR shall maintain appropriate water quality monitoring records demonstrating compliance with turbidity requirements in the receiving water body. a. Biscayne Bay is a protected body of water. Water quality standards to discharge into the bay are very difficult to impossible to attain. Can we assume that development discharge will go into nearby wells? Response: Yes. Please refer to response #9. b. What is the protocol for development water if the 29NTU standard is not r eached? The wells on the project have been used for stormwater discharge for approx. 10 years it might not be possible to reach this level of water clarity. Can the city qualify a maximum # of hours of development time?
