A. CALL TO ORDER
The meeting was called to order by Assistant City Manager Jorge Vera at 3:00 p.m., with the
following officials present:

B. DISCUSSION REGARDING A S250,000 APPLICATION FOR A RECREATIONAL
TRAILS PROGRAM (RTP) TO FINANCE RECREATION TRAILS IN THE
INTRACOASTAL PARKS:
Assistant City Manager Vera discussed the 2010 Recreational Trails Program(RTP) Grant
for $250,000 for improvements in The Intracoastal Parks. He provided a power-point
presentation on The Intracoastal Parks that are composed of several lands that the City has
purchased along Collins Avenue, and south of Sunny Isles Boulevard. The Parcels the City
purchased are south of Atlantic Avenue/Atlantic Isles entranceway. There are fountains,
shade areas,walkways,and the walkways along Collins Avenue will interconnect all the way
north as per our Master Plan that we have in the City. It is basically open space for people to
enjoy next to Collins Avenue. The Parks overlook the Intracoastal Waterway, and along
Collins Avenue will be a wide sidewalk, about 10-feet, for pedestrians to walk or ride a bike
on. The idea is to go from the south end of the City, which is at the end of Haulover Park,
and interconnect throughout these sidewalks all the way north to Heritage Park. That idea is
already set in our Comprehensive Plan, and we are purchasing properties until we can
establish the whole thing. The grant money is going to be used for improvements to The
Intracoastal Parks. We are planning on doing the sidewalk where parking with the
Associations and see if we can eo ahead and use some more of their area as easements for
landscaping and widen that whole area.
C. QUESTIONS:
• Are the Manatee and Dolphin and Sailfish Park all one Park? Mr. Vera presented a
rendering of a map of the City. They are not one Park.
• There are two separate Parks? Yes, there are two Parks which are divided by

Poinciana Drive. •
• Which side is which Park? On the South side is Manatee Park,and on the north side
is the Dolphin and Sailfish Park. We are still in the process of purchasing that one,
of the properties which is the surface parking. Manatee Park will be the two parcels
together.
• Is the surface parking part of Manatee Park? Correct,but we could develop the other
Park(Dolphin/Sailfish). Depending on the modification if we want to continue with
this idea, and it all depends on the cost, but we could start on the portion of land that
we purchased for Manatee, and have the sidewalk continue on the regular sidewalk
until we own the other parcel.
• Where is Dolphin/Sailfish Park? We could bring in the other one. These are the
other two parcels to the north of Poinciana, and to the north of this is a very small
piece called the Oceania.
• How wide is the sidewalk? It is 10-feet and is wide enough to use for bikes, skaters,
etc. It is the same thine that we have in Central Island in the back. Once Haulover
does their Master Plan you will be able to walk all the way down to Haulover.

B. DISCUSSION REGARDING A S200,000 APPLICATION FOR A LAND AND WATER
CONSERVATION FUND GRANT (LWCF) FOR IMPROVEMENTS IN BELLA
VISTA BAY PARK:
Grants Coordinator George Fisher discussed the 2010 Land and Water Conservation Fund
(LWCF) Grant for $200,000 for improvements and development of Bella Vista Bay Park
located at 500 Sunny Isles Boulevard. There are three major phases of the development: 1)
Replacement of the Seawall; 2) Minor repair and refurbishing of the docks; and 3)
Development of the Park. Right now the Park is open space with grass. Next to the Park is
the Sunny Isles Drawbridge, and the City has a lease with the Florida Department of
Transportation (FDOT) for the land under it. The City has improved it, made it a park-like
setting, and provided 65 parking places that will serve the traffic that we hope will use the
Park.
Mr. Fisher said that the next function is the concession and restroom area which is going to
be installed, and there is going to be an area that the City hopes to contract out for
refreshments with a vendor, etc. There are park benches, extensive landscaping, and a
gazebo which is suitable for picnicking. The docks are structurally sound, they need some
minor planking, etc., and we are hoping to do that at the same time that we reconstruct the
seawall. This started out as a repair to the seawall, but now it has collapsed,and we have to
completely reconstruct it. At the same time the docks will be brought up to current ADA
standards, etc. He noted one correction, we are showing a kayak launching facility next to
the docks, we had later been told that the United States Army Corp. of Engineers does not
allow launching and using kayaks in the Intracoastal Waterway, and so that will be changed
into something else.
Mr. Fisher said that the most important is the restroom concession area and what little green
area there is, approximately half an acre, it is suitable for picnics and walking. Next to it in
the parking area, since it has been landscaped with medians, etc., it is suitable for bicycles.

Mr. Fisher said we are hoping to get money from two sources: 1) The Florida FRDAP the
DEP entity that gives out money for trails, parks, and recreational facilities; and 2)we hope
to get another$200,000 from the Land and Water Conversation Fund,that used to be known
as the Inland Waterway District. Both of those grants requires matching, and so assuming
that we get both, and that is $400,000, the City will be required to put up $400,000, with a
total of$800,000, which is a pretty good chunk for the size of the development in question.
