A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, RATIFYING THE
PURCHASE OF TWO (2) NETWORK FIREWALLS AND
SWITCHES FOR THE POLICE DEPARTMENT'S COMPUTER
NETWORK, IN AN AMOUNT NOT TO EXCEED ONE
HUNDRED FIVE THOUSAND ONE HUNDRED THIRTY-ONE
DOLLARS AND TEN CENTS ($105,131.10); AUTHORIZING
THE PURCHASE OF TWO (2) NETWORK FIREWALLS FOR

THE COMPUTER NETWORK AT GOVERNMENT CENTER, IN
AN AMOUNT NOT TO EXCEED SEVENTY THOUSAND EIGHT
HUNDRED THIRTY-NINE DOLLARS AND THIRTY-SIX
CENTS ($70,839.36); AUTHORIZING THE CITY MANAGER TO
DO ALL THINGS NECESSARY TO EFFECTUATE THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, due to a recent network failure, the IT Department determined that is was
necessary to expedite the replacement of the Police Department's computer network firewalls;
and
WHEREAS, the City Manager authorized the purchase of two (2) network firewalls and
two (2) network switches to ensure the stable operation of Police services and the protection of
sensitive and restricted data; and
WHEREAS, the IT Department has also been evaluating options to replace the computer
network security devices at Government Center and recommends replacement of the two (2)
network firewalls; and
WHEREAS, Palo Alto Networks, Inc. has submitted a quote using the pricing and terms
found in the State of Utah - State Cooperative Contract No. AR626, attached hereto as Exhibit
"A"; and
WHEREAS, pursuant to the City's procurement code provisions, any purchases made
under state, county or other governmental contracts, or competitive bids with other governmental
agencies are exempt from the City's competitive bidding procedures; and
WHEREAS, the City now wishes to ratify the purchase of two (2) network firewalls and
two (2) network switches for the Police Department's computer network, in an amount not to
exceed One Hundred Five Thousand One Hundred Thirty-One Dollars and Ten Cents
($105,131.10). The City Commission further authorizes the purchase of two (2) network
firewalls for the computer network at Government Center, in an amount not to exceed Seventy
Thousand Eight Hundred Thirty-Nine Dollars and Thirty-Six Cents ($70,839.36), for a total
expenditure in an amount not to exceed One Hundred Seventy-Five Thousand Nine Hundred
Seventy Dollars and Forty-Five Cents (175,970.45).

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORDA, AS FOLLOWS:
Section 1. Ratification and Approval of Purchases. The City Commission hereby ratifies the
purchase of two (2) network firewalls and two (2) network switches for the Police Department's
computer network, in an amount not to exceed One Hundred Five Thousand One Hundred
Thirty-One Dollars and Ten Cents ($105,131.10). The City Commission further authorizes the
purchase of two (2) network firewalls for the computer network at Government Center, in an
amount not to exceed Seventy Thousand Eight Hundred Thirty-Nine Dollars and Thirty-Six
Cents ($70,839.36), for a total expenditure in an amount not to exceed One Hundred Seventy-
Five Thousand Nine Hundred Seventy Dollars and Forty-Five Cents (175,970.45).
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 3. Effective Date. This Resolution shall take effect immediately upon adoption.

Ratification of Police Department Firewall Purchase and
RE: Purchase Authorization for Firewall Replacement at
Government Center
RECOMMENDATION:
It is recommended that the City Commission adopt the attached
resolution.

REASONS:
Due to a recent network failure, the IT Department determined that it
was necessary to replace the Police Department's Firewalls
immediately. The City Manager subsequently approved the purchase
2 Network Firewalls, 2 Network Switches, and all associated
equipment to ensure the stable operation of Police services and the
protection of sensitive and restricted data. The total amount that was
expended in this replacement was$105,131.10.
Additionally, the IT Department has been evaluating options to replace
the City's network security devices and is recommending replacement
of all Firewalls (total of 2 devices) with devices from Palo Alto
Networks, the leader in Gartner's Magic Quadrant for enterprise
network firewalls.
The expenditure amount to replace the City's firewalls is $70,839.36,
for a total amount of $175,970.45 which includes the $105,131.10 of
• forfeiture funds that was used to purchase the Police Department's
Firewalls and Network Switches.
