A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH,FLORIDA,APPROVING A PAY PLAN FOR
SWORN POLICE OFFICERS; APPROVING THE SALARY SURVEY
PURSUANT TO THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE CITY OF SUNNY ISLES BEACH AND THE
POLICE BENEVOLENT ASSOCIATION ("PBA"), ATTACHED
HERETO AS EXHIBIT"A";AUTHORIZING THE CITY MANAGER
TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on October 20th, 2016 via Resolution No. 2016-2618 the City Commission
entered into a Collective Bargaining Agreement with the Police Benevolent Association regarding
terms and conditions of employment; and
WHEREAS, pursuant to Article 10 of the Collective Bargaining Agreement, the City is
required to conduct a Step Program Salary Survey every two (2) years which will be implemented
retroactively from the date of approval of the Collective Bargaining Agreement; and
WHEREAS,the City now wishes to approve the Step Program Salary Survey for the Police
Salary Step Plan effective October 1, 2018 to September 30, 2020, attached hereto as Exhibit"A".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval and Implementation. Pursuant to Article 10 of the Collective Bargaining
Agreement, the City Commission hereby approves the Step Program Salary Survey for the Police
Salary Step Plan effective October 1, 2018 to September 30, 2020, attached hereto as Exhibit "A".
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 3. Effective Date. This Resolution will become effective upon adoption.

MEMORANDUM
TO: The Honorable Mayor and City Commission

RE: PBA Salary Survey/New Step Plan
RECOMMENDATION:
It is recommended that the City Commission approve the attached
Salary Survey and Step Plan update, as required by the Collective
Bargaining Agreement with the PBA.
REASONS:
The City entered in to a collective bargaining agreement with Dade
County Police Benevolent Association on March 15, 2012 and
subsequently on October 1, 2016. In Article 10, Section 5 of the
contract, the City was to undertake a Step Program Survey to include
Aventura, Bai Harbour, Surfside, and Hallandale Beach. This survey
was conducted in the same manner as it was in 2012, 2014 and 2016.
All through this process and over the past several months , I have met
with representatives of the Police Union to review the proposed plan,
and to solicit their input on all matters of comparability and other
issues that may'have had.
I cannot emphasize enough the collaboration that took place for which
I thank the representatives and members of our Police Union.As such,
the new step plan is outlined in Attachment A. The survey with the four
(4)cities is outlined in Attachment B.
