A & P Consulting Transportation Engineers (APCTE) in association with our Team members is pleased to submit this Statement of Qualification / Technical Proposal to the City of Sunny Isles Beach for the Consulting Engineering Services for Golden Shores Pump Station Rehabilitation. Our Team recognizes the importance of the existing Storm Sewer Pump Station that serves the Golden Shores Neighborhood and the positive steps the City is taking to improve the performance of this structure. To accomplish this task, the City requires a technically proficient and committed partner with extensive experience delivering complex design of Storm Sewer Pumping Stations, including planning, design, permitting and post-design services. Such a partner must be familiar with the technical challenges of these types of projects; the APCTE Team is that partner. Our technical capabilities will ensure the development of a rehabilitation program that will guarantee the completion of this project in schedule and within the planned budget.
Our Team has already started the evaluation process, and as shown in this Technical Proposal, has already identified the most critical deficiencies of the Golden Shores Drainage System. A preliminary proposal on how to mitigate these deficiencies is already stated in this document for the City’s consideration. The Golden Shores Neighborhood drainage system is based on swales with catch basins located at several locations that collects runoff generated by roads and adjacent properties. The total drainage area estimated is approximately 70 Acres. It is observed that some of the existing inlets were recently replaced and upsized. These drainage structures are connected to a storm sewer transmission system, which ultimately discharges into the existing Stormwater Pumping Station. The existing Station is located at the northwest corner of this neighborhood and could be accessed through N. bay Road. The Pump Station has four (4) main structures: Trash Rack Structure, Wet Well, Control Structure and a Generator Room. There is also a level recording gauge installed at the trash rack structure. The stormwater is pumped to a drainage well located at the control structure. This well overflows into another existing drainage well that overflows into another drainage well, which is 200 feet from the station. The existing control structure has a weir that overflows into the Intracoastal Waterway.
Based on information provided by the City of Sunny Isles Beach, the existing drainage system provides the level of service required for this neighborhood and no flooding complaints have been reported. However, the entire drainage system, including the existing pumping station needs to be inspected, repaired and improved or retrofitted. Conditions of catch basins, drainage pipes, wells, pumps, electrical system, mechanical system and outfall structure will be accurately assessed, and relevant recommendations will be provided to the City. Our team will develop a complete rehabilitation plan to improve the conditions of the existing drainage system. At the pump stations site several deficiencies were observed including but not limited to:

• Existing driveway needs to be regraded based on FEMA Flood Elevation requirements• Existing drainage structures at the pump station site should be raised• Accessibility to the existing pump station equipment is from the top of the existing structures• Roof of the existing station is leaking• Existing Sluice Gate is leaking• There is no automatic control system to control the existing pump station • Scada system or similar needs to be added to the existing station• The existing back flow prevention (check valve) at the outfall pipe is not working
All of these deficiencies will be addressed, and several alternative solutions will be discussed with the City’s Project Manager through a Basis of Design Report (BODR) as APCTE has successfully done in the past for many projects. Cost and benefits of all alternatives will be documented in order to define the best rehabilitation solution for the Golden Shores Pump Station. Our Team has already developed four (4) preliminary rehabilitation alternatives that are described in Section D of this Technical Proposal:
• Alternative 1: Consists of refurbishing the entire building structure; installing two louver doors; replacement of metal roof and relocating generator outside the building. • Alternative 2: Consists of refurbishing the entire building structure; demolish electrical room; Installing one louver door; replacement of metal roof and relocating generator outside the building.• Alternative 3: Consists of refurbishing only the northwest portion of the building (Control structure); demolishing the above ground portion of the existing wet well structure and electrical/generator room and relocating generator outside the building. • Alternative 4: Consists of refurbishing only the northwest portion of the building (Control structure); demolishing the above ground portion of the existing wet well structure and electrical/generator room and relocating generator outside the building.
In order to successfully accomplish the proposed rehabilitation plan, we have assembled a Team based on proven records in delivering complex pump station projects. Our professionals will provide the City the expertise in all

required disciplines for this type of contract, including: Surveying, Geotechnical Investigation, Structural, Mechanical, Electrical, Civil and Hydraulic Engineering. Our Team is also capable of assisting the City in the procurement process and will provide Construction Administration and Inspection Services during the execution of this project. Our in-depth understanding of the City’s stormwater system and unmatched technical experience in the permitting process facilitates our streamlined approach to evaluate the entire drainage system serving the Golden Shores Neighborhood. We will assign our best engineers to develop technical solutions that meet the challenges of this project. The experience of the proposed task leaders of our team is summarized below:
Mr. Arnelio Alfonso, P.E., will serve as Project Manager. Mr. Alfonso has over 32 years of experience in stormwater management design and has successfully designed several complex stormwater pumping systems.
Mr. Antonio G. Acosta, P.E., C.G.C., will serve as Principal-in-Charge for the project. He will be responsible for the allocation of resources and ensuring that a quality product is delivered on time and within budget.
Ms. Angela Baron-Ruiz, P.E., will serve as Drainage Engineer for the rehabilitation of the drainage system and as a permit coordinator. Ms. Baron-Ruiz has also 10 years of experience in stormwater management system.
Mr. Eduardo Martinez, P.E., will serve as Electrical Engineer. Mr. Martinez has 39 years of experience as Electrical Engineer of several pump station projects as well as several projects for South/North/Central Miami Dade Waste Water Treatment Plants desgined at APCTE.
Mr. Osmany Alfonso, P.E., will oversee the Structural Design required for the pump station improvements. Mr. Alfonso has 22 years of experience in the structural engineering field and has been the Structural Engineer of Record for the design of several of the pump station projects designed at APCTE.
Mr. Lazaro Ferrero, P.E., will serve as Drainage Engineer for the stormwater pump station. Mr. Ferrero has also 32 years of experience in stormwater management system design and has been the Engineer of Record for the design of several of the drainage projects at APCTE.
Mr. Erik Sibila, P.E., M.S.C.E, C.G.C., will be in charge of the Construction Management of the project. Mr. Sibila has 14 years in the Construction Administration Field in major drainage and infrastructure projects, including several pump stations.

Availability:APCTE has more than 85 local employees (26 Registered PE’s and 61 Graduate Engineers) dedicated exclusively to drainage, transportation and pipeline design projects. APCTE’s workforce and availability is high at this time since we are just finishing a big project which will be done prior to us obtaining the NTP for this project. We currently have 12 dedicated personnel in our Water Resources Department, 13 dedicated personnel in our Civil/Highway Department, 10 dedicated personnel in our Electrical, Lighting Department, 5 dedicated personnel in our Structural Department and 17 dedicated personnel in our Construction Engineering and Inspection Services Department. UNDERSTANDING OF SCOPE OF SERVICES
The City of Sunny Isles Beach sits along the Atlantic Ocean threatened by rising seas and major tropical storms. The sea level around the City has risen steadily in recent decades and flooding in the streets has become more frequent and severe. Most of the City sits just four to five feet above sea level, and on a foundation of porous limestone, making it especially susceptible to tidal flooding and surging oceans. In order to mitigate these nuisances, the City is taking positive and unprecedented steps to protect itself from sea level rise.
The Golden Shores Neighborhood is located on the northwest corner of the City of Sunny Isles Beach, bounded by the William Lehman Causeway on the north; 185th St on the south; Collins Ave on the east; and the Intracoastal Waterways on the west. This neighborhood is mainly residential and cover an area of approximately 70 acres. The existing drainage system is based on swales with catch basins located at several locations that collects runoff generated by roads and adjacent properties. It is observed that some of the existing inlets were recently replaced and upsized. These drainage structures are connected to a storm sewer transmission system, which ultimately discharges into the existing Stormwater Pumping Station. The existing Station is located at the northwest corner of this neighborhood and could be accessed thru N. Bay Road.
Existing Golden Shores Pump Station: The existing Pump Station has the following components:
Trash Rack Structure: This structure collects the stormwater from the Golden Shore drainage system and discharges into the station wet well. It has a steel trash rack that trap any floating debris carried carried by the water. Trash rack has visible corrosion issues.
Wet Well Structure: Wet well has two chambers; the bottom chamber includes all the influent and effluent pipes as well as pump intakes, while the top chamber includes pump motors, controls, electrical connections, etc. The two chambers are divided by a steel grate. Access to the wet well is from the top of the building thru a hatch. The top of the wet well is metallic and has leakage. There is an emergency by-pass sluice gate that discharges into the downstream structure; which is also leaking.
Pumps: The existing 2 pumps are axial pumps manufactured by Couch Pump Company. There are two sizes of pumps within the wet well. The larger pump is Model NW 320 x 20 with a nominal capacity of 12000 gpm. Pumps are installed in a steel casing that connects into the control structure via two check valves. According to the City’s staff, the existing pumps were recently refurbished.
Control Structure: This structure receives the storm water from the pumps and discharges by gravity in two drainage wells, one located at the bottom of the structure and the second located 200 feet from the pump station. The existing control structure has a weir that overflows into the Intracoastal Waterways via an outfall pipe. Back flows are prevented with a Tideflex valve.
Generator Room: This part of the building is also accessible from the top, thru a hatch. The existing generator is outdated and has a capacity of 252 KW. The City expressed its desire to move the generator outside the building. Most of the electrical control panels are inside the generator room. Issues of accessibility, safety and ventilation should be addressed.
Level Gauge: Located at the trash rack, records the water level upstream of the existing pump station.

Existing Drainage System Performance
Based on information provided by the City of Sunny Isles Beach, the existing drainage system provides the level of service required for this neighborhood and no flooding complains have been reported. However, the entire drainage system, including the existing pumping station needs to be inspected, repaired and improved or retrofitted. Conditions of catch basins, drainage pipes, wells, pumps, electrical system, mechanical system and outfall structure will be accurately assessed, and recommendation will be provided to the City.
List of Deficiencies Observed:
As a result of a field visit to the Pump Station site, our Team identified the following deficiencies: • Existing driveway needs to be regraded: Grade elevation of driveway need to be elevated to comply with FEMA Flood Elevation requirements and also to improve access from the north area of the station. • Existing drainage structures at the pump station site: There is an existing drainage manhole at the site that is part of the FDOT drainage system, this structure should be also elevated as requested by the City staff.• Trash Rack or Intake Structure: The existing trash rack is made of steel and has visible corrosion issues. A new trash rack made out Aluminum or Stainless Steel should be installed.• Accessibility to the existing pump station equipment: The existing structures have no access from driveways. Maintenance staff currenlty needs to access the building thru the access hatches at the top, which require safety equipment due to the height.• Roof of the existing station is leaking: Existing metal roof is in bad conditions and it is leaking. This roof needs to be replaced. • Existing Sluice Gate is leaking: There is an existing sluice gate that serves to by-pass the flow from the wet well to the weir structure when the pups are not working. This sluice gate is leaking and needs to be replaced as well.• Monitoring System: The existing pump station does not have an updated monitoring system according to the latest technologies. Station should be provided with a complete new automatized monitoring system that can send alert notices to smart phones and emails when there is a malfunction of the station. Monitoring System should be able to record and track the performance of the station. • Scada system or similar: The existing station should also be provided with a Scada system or a similar.• Drainage Wells: drainage capacity of existing drainage wells is reduced, therefore these wells need to be cleaned, evaluated and redeveloped if need.• Outfall Structure: The outfall structure is provided with a back flow prevention valve (TideFlex) that according to City staff is not working. Our Team will evaluate the conditions of this valve and propose a repair or replacement if needed.

METHOD OF APPROACH TO THE PROJECT
Rehabilitation of Existing Pump Station
The goal of the APCTE Team is to provide a stormwater pump station that is both easily operated and maintained and consistent with the City’s quality standards. For this work, we have taken into consideration site and hydraulic constraints, and all key technical issues that apply to this particular pump station. Knowing that the hydraulic conditions define the flow and total dynamic head (TDH) conditions that will be required, if the decision is made to replace the pumps, then selecting the right pump will be critical. Noise levels will be measured to verify background noise during day and nighttime conditions. Acoustical features will be incorporated into the facility design to manage noise levels to the maximum extent possible. Another component of a successfully designed project is visually blending the infrastructure with the surrounding area. In a way this is more art than science, and involves the use of appropriate architectural and landscaping features to screen a facility from view and make it aesthetically pleasing. Equally important aspect is to consider maintenance and equipment removal. Our design approach to maintenance of equipment is to provide an adequate clearance between adjacent equipment, provide lifting capability for each piece of equipment that will need to be removed, establish a clear path to remove a given piece of equipment from the facility and provide easy access to frequent maintenance items such as lubrication points. Also, our team will recommend the City’s staff to establish a secure facility consistent with the City’s requirements. This can be accomplished by providing security cameras, fire detection and alarm systems.
Lastly, we will take into consideration the effects of Sea Level Rise. The City of Sunny Isles Beach is considered one of the most vulnerable areas to climate change and especially susceptible to impacts such as rising sea levels. To mitigate these effects, we will design the mechanical and electrical components of this pump station taking into consideration the potential of sea level rise to ensure that this facility will function properly for the estimated design life of the project.
The work to be performed includes site preparation, earthwork, storm drainage infrastructure cleaning and inspection, and refurbishing of the existing pump station. In addition to the construction related services, the project will require engineering design, permitting, surveying services, utility locations, landscape architecture, and potentially geotechnical services. The project needs to be substantially completed before the next rainy season. All required performance testing, training, installation certification, and acceptance by the City shall be performed prior to substantial completion. The storm water pump station design will follow federal, state and local laws to be in full compliance with the City’s RFQ, governmental ordinances and regulations.
To prevent flooding, the lowest elevation of the control panels will be evaluated and reset 2 feet above of the base flood elevation (BFE). These panels will include an emergency generator receptacle of sufficient amperage to allow operation of the pump station in the event of a power failure, and in addition it will include adequate space and connections to warrant the installation and integration of future SCADA equipment to be installed by others. Prior to installation, our team will coordinate the integration of the SCADA system with the City of Sunny Isles. The control panels will be screened, and the areas surrounding the control equipment will be beautified with a suitable landscape buffer. The control panels will have an enclosure that is being currently being designed by the City and it is expected to be complete during construction. We will coordinate the enclosure completion and installation with the City.
Our proposed design will include a new pump controller with local override capability. Normal pump station operation will be based on new transducer levels while float switches will be provided for back-up operation. We will propose a SCADA RTU enclosure, antenna and required devices to allow for remote monitoring and control of the pump station. RTU selection will be coordinated with the city to deliver real-time alarms via phone, text message, email, etc. Communication of the RTU with the SCADA computer system will be wireless via cellular radio unless the city has any copper or fiber optic network available in the area

Innovative Concepts / Rehabilitation Alternatives:
As a result of the analysis of all of current deficiencies, our Team has developed 4 different proposed alternatives. These alternatives are innovative concepts that will be discussed and evaluated with the City’s personnel to select what should be the best option for the proposed improvements of the Golden Shore Pump Station. Since this is just a preliminary analysis, more deficiencies can be added and these alternatives can be modified according to the City’s needs. Here are the proposed alternatives:
Alternative 1: Alternative 1 consists of refurbishing the entire building structure. This alternative will include the following improvements:
• Remove the metal roof on top of the existing wet well and the electrical/generator room and replace it with a new concrete slab and new access hatches.• Install a new stand-by generator with a sub-base fuel tank outside of the existing building at northwest side of the pump station. Sub-base tank will be sized as per City requirement for the number of hours required for continuous operation.• Convert the existing electrical/generator room into an electrical room only. • Replace the existing trash rack which is in poor condition due to corrosion.• Replace existing sluice gate.• Install two (2) new louver doors in front of the wet well and the electrical room to facilitate access for maintenance and operation to the both rooms.• The front exterior ladder will remain to maintain access to the roof as well as the handrail on the roof.• Raise the top elevation of the existing well structure northeast of the pump station site with a separate outfall.• Regrade the asphalt driveway area to a higher elevation, adjusting all existing top of structures.• Coordinate with FP&L to provide a dedicated electrical service.• Remove and replace the existing electrical equipment such as Main Disconnect Switch, Transfer Switch, Motor Pump Control Panel, etc.• Provide a new Motor Pump Control Panel with local override capability. Normal pump station operation will be based on new transducer levels while float switches will be provided for back-up operation.• Provide a SCADA RTU enclosure, antenna and required devices to allow for remote monitoring and control of the pump station. RTU selection and procurement will be coordinated with the City to deliver real-time alarms via phone, text message, email, etc. Communication of the RTU with the City SCADA computer system will be wireless via cellular radio unless the City has any copper or fiber optic network available in this area.
This option includes a minor demolition and maintaining the same electrical enclosures.(See rendering)

Alternative 2: Alternative 2 consists of refurbishing only the north portion of the building (Wet Well - Control structure) and demolishing the existing electrical/generator room. This alternative will include the following improvements:
• Remove the metal roof on top of the existing wet well and replace it with a new concrete slab and new access hatch.• Demolish existing Electrical/Generator room. • Install all new electrical equipment such as, Main Disconnect Switch, Transfer Switch and Motor Pump Control Panel on a free-standing structure at the south wall of the remaining building.• Install a new stand-by generator with a sub-base fuel tank outside of the existing building at northwest side of the pump station. Sub-base tank will be sized as per City requirement for the number of hours required for continuous operation. (Wet Well and Control structure).• Replace the existing trash rack which is in poor condition due to corrosion.• Replace existing sluice gate.• Install one (1) new louver door in front of the wet well. • The access hatch on top of the wet well and the front exterior ladder will remain to maintain access from the roof as well as the handrail on the roof.• Raise the top elevation of the existing well structure at the northeast of the pump station site with a separate outfall.• Regrade the asphalt driveway area to a higher elevation adjusting all existing top of structures.• Coordinate with FP&L to provide a dedicated electrical service.• Provide a new Motor Pump Control Panel with local override capability. Normal pump station operation will be based on new transducer levels while float switches will be provided for back-up operation.• Provide a SCADA RTU enclosure, antenna and required devices to allow for remote monitoring and control of the pump station. RTU selection and procurement will be coordinated with the City to deliver real-time alarms via phone, text message, email, etc. Communication of the RTU with the City SCADA computer system will be wireless via cellular radio unless the City has any copper or fiber optic network available in this area.
This option includes demolition and upgrade of all the electrical equipment to the lasted NEC version. (See rendering below).

Alternative 3: Alternative 3 consists of refurbishing only the northwest portion of the building (Control structure) and demolishing the above ground portion of the existing wet well structure and electrical/generator room. This alternative will include the following improvements:
• Demolish existing Electrical/Generator room and the above ground portion of Wet Well structure.• Install a new concrete slab on top of the wet well with an access hatch.• Install all new electrical equipment such as Main Disconnect Switch, Transfer Switch and Motor Pump Control Panel on a free-standing structure at the south wall of the remaining building.• Install a new stand by generator with a sub-base fuel tank outside of the existing building at northwest side of the pump station (Control structure). • Demolish existing Electrical/Generator room and the above ground portion of Wet Well structure.• Install a new concrete slab on top of the wet well with an access hatch.• Install all new electrical equipment such as Main Disconnect Switch, Transfer Switch and Motor Pump Control Panel on a free-standing structure at the south wall of the remaining building. • Install a new stand-by generator with a sub-base fuel tank outside of the existing building at northwest side of the pump station (Control structure). Sub-base tank will be sized as per City requirement for the number of hours required for continuous operation. • Replace the existing trash rack which is in poor condition due to corrosion.• Replace existing sluice gate.• Install a new exterior ladder at the west side of the control structure, to maintain access from the roof as well as the handrail on the roof.• Raise the top elevation of the existing well structure at the northeast of the pump station site with a separate outfall.• Regrade the asphalt driveway area to a higher elevation adjusting all existing top of structures.• Coordinate with FP&L to provide a dedicated electrical service.• Provide a new Motor Pump Control Panel with local override capability. Normal pump station operation will be based on new transducer levels while float switches will be provided for back-up operation.• Provide a SCADA RTU enclosure, antenna and required devices to allow for remote monitoring and control of the pump station. RTU selection and procurement will be coordinated with the City to deliver real-time alarms via phone, text message, email, etc. Communication of the RTU with the City SCADA computer system will be wireless via cellular radio unless the City has any copper or fiber optic network available in this area.
This option will have more demolition work, upgrade all the electrical equipment to the latest NEC version, and provide more accessibility to equipment. (See rendering below)

Selection of Best Alternative
In order to evaluate all proposed alternatives and their respective advantages and disadvantages in fair fashion, it is necessary to develop a scoring system that assigns a value to each of the many parameters. APCTE has developed a scoring matrix that will assist on the selection of the best alternative. Below is a preliminary version of that Matrix, which will be modified during the actual design phase of this project.
Rehabilitation of other elements of the Drainage System
Although the City of Sunny Isles Beach boasts an existing drainage system with the capacity required for the neighborhood it services, APCTE’s goal is to provide the most up-to-date and improved pump station that will cost-effectively endure for many more years to come. In order to do so, it is critical that the existing system be thoroughly analyzed and accurately assessed to evaluate their hydraulic and structural condition. The existing drainage wells and pipes should then be cleaned after which any necessary developments or rehabilitation can be undertaken for a complete and satisfactory new pump station.
The existing drainage system serving the Golden Shores Neighborhood is based on swales with catch basins located at several locations that collects runoff generated by roads and adjacent properties. It is observed that some of the existing inlets were recently replaced and upsized. These drainage structures are connected to a storm sewer transmission system, which ultimately discharges into the existing Stormwater Pumping Station.
Drainage Pipes
The existing system, mainly the pipes and drainage wells, must be inspected in order to acquire a sense of their current condition and what, if any, rehabilitation must be done. While there are certain structures and sections of the drainage that can be inspected visually, the most cost-effective and efficient method is to use a CCTV system that can record depth and physical location of any defects or obstructions that may be encountered.
The CCTV System consist of PIG (pipeline inspection gauge) with a camera and high-powered lights on a swiveling head connected to display equipment via long cable wound upon a winch that traverses the pipeline. Displaying in real-time what is encountered within the pipeline, it simultaneously records to an external source so that the footage can also be reviewed later.
This inspection will allow for the understanding of the condition of the existing drainage pipes and will provide the data for evaluation and desired improvements.
Hydraulic EvaluationThe existing drainage system will be evaluated using a computer Hydraulic Model ICPR in order to determine its capacity. The evaluation will be based on the Level of Service required for a residential neighborhood. Different design storms will be used according to the City standards.

Cleaning and Video InspectionAfter an assessment of the existing system, it may be necessary to remove any accumulated sediment, trash, or other substances from various components of the storm drainage system. Some common pollutants found in storm drains include: trash and debris, sediments, oil and grease, antifreeze, paints, cleaners and solvents, pesticides, fertilizers, animal waste, and detergents. This cleaning is necessary to eliminate amount of pollutants, trash, and debris both in the storm drain system and in receiving waters. Clogged drains and storm drain inlets can cause the drains to overflow, leading to increased erosion. Cleaning increases dissolved oxygen, reduces levels of bacteria, and supports in-stream habitat.
One of the main methods of cleaning utilized in storm sewers is involves jet/vacuum vehicles which can be used to remove debris from stormwater catch basins and pipes. This equipment breaks up clogged/accumulated material with high-pressure water jets and vacuums the material from the sewer. Water used in storm drain cleaning must be collected and properly disposed of, typically at a sanitary wastewater treatment facility.
Pipe RehabilitationIf the drainage pipes are found to be in poor condition due to wear or structural damage, there are several methods that can be utilized depending on the condition or situation presented. The original assessment of the pipes should determine if there is any unwanted leakage, worn out joints, etc. A repair process can then be recommended. Below are some examples along with summaries of what the process entails.
1. Chemical Grouting: Ideally suited to stopping leakage and reducing soil loss, grouting consists of injecting a self-setting grout into structurally sound leaking joints or small wall cracks2. Sliplining: When existing capacity is sufficient, sliplining is a relatively cost-effective rehabilitation method in which a pipe is inserted into an existing line by either pulling or pushing continuous or short-length pipes.3. Cured-in-Place Pipe: A polyester flexible sock or sleeve impregnated with resin is inverted or winched into the pipe.4. Fold-and-Formed Pipe: This method uses deformation to reduce the pipe diameter of conventionally formed pipe. The new pipe is then pulled into the existing pipe in the manner of traditional sliplining. Once winched into place, the pipe is expanded back into its original shape, forming a close fit with the existing pipe.5. Pipe Bursting: Pipe bursting uses a pneumatic or hydraulic bursting mandrel to crush an existing pipeline while pulling a new pipe into place. The crushed pipe is forced into surrounding soils, acting as bedding material for the new pipe.
Drainage WellsBecause of the nature of drainage wells and their form of operation it is essential that the groundwater table be analyzed to determine if operation as is may be continued.
Cleaning of Drainage WellsThe well should have all retained water removed, so that it can be cleaned well physically. The well lining can be cleaned manually using a brush and chlorinated water, or by using jetting or surging techniques also applied for well development.
The reason drainage wells and its parts should be cleaned regularly is that when enough sediment flows into the dry well, it will begin to leach into the surrounding soil and affect the well’s capacity to filter and drain the water. When built-up sediment within a dry well is left too long, it will eventually degrade its performance and cause failure, even if the utility was sized and installed correctly. The drainage wells should be cleared of any debris or obstruction to ensure continued operation.
Redevelopment/RehabilitationWhen drainage wells are found to be in need of redevelopment to ensure proper operation, there are several methods that can be used to accomplish this.
• Over-pumping: This method entails pumping the well at a rate greater than in normal operation and generally develops the more permeable sections of the surrounding environment

• Surging: This very common method flushes water backwards and forwards, as to prevent any bridging behind the screen and moving fines through into the hole.• Jetting: This development method uses the injection of high-pressure air or water to break up any filter cake and agitate and flush the adjacent gravel pack or formation• Hydro-fracturing: This is a second level of development in which high-pressure pumps are used to inject fluid to overcome the overlying rock pressure and open up existing and new fractures that will enable water movement and filtration
Outfall Structure
The existing outfall structure includes a 24” pipe that discharges into the Intracoastal Waterways there is a back flow prevention valve (TideFlex) at the discharge point. Our Team will perform an assessment of this outfall and will propose recommendations to the City. As proof of our experience on this field; APCTE is currently in charge of the Outfall Assessment Program of FDOT-District Six and has evaluated close to 200 outfalls structures in Miami Dade County, most of them discharging into the Intracoastal Waterways.
Pipe conditions, environmental concerns, obstructions, presence of barnacle, back flows preventions, etc are among the parameters that should be evaluated in an outfall structure.
Outfall Rehabilitation:Based on preliminary observations of the existing outfall; the following recommendations will be considered as part of the rehabilitation of this system:
• Pipe Cleaning• Pipe Rehabilitation,• Barnacle Removal• Replacement of TideFlex Valve
IMPLEMENTATION OF THE REHABILITATION PROGRAM:
Basis of Design Report (BODR)
Our Team will develop the Basis of Design Report (BODR) as the first phase of this task. the BODR will include the analyses of the different alternatives of the rehabilitation of the existing pump station. every alternative will be associated to a cost of implementation. BODR will include activities such as: site review narrative, public involvement plan, field observations and conversations/interviews, site photographs, right-of-way designation / easement identification, identification of municipal jurisdictions and special requirements, identification of all permitting requirements, materials to be used for the improvements, environmental concerns, installation methods, etc. As a result, our team will develop the BODR, which will be submitted to the City for review and approval. The BODR will justify what should be the most cost effective solution for the rehabilitation of the Golden Shores Pumping Station.
Survey and Geotechnical Services
The APCTE Team will identify the additional survey and geotechnical services required after reviewing the survey and geotechnical data provided by the City if any. Our surveyor sub-consultant, Longitude Surveying will be tasked with reviewing and vetting the existing topographic survey data and providing any additional measurements necessary to complete the design. They will have the responsibility of reproducing or crating “As-Built” drawings of the existing station; which is one of the main tasks at the pre-design phase of this contract. They will also follow our construction crews

to prepare the “As-built” plans to be submitted to the City. Our geotechnical sub-consultant, Nadic Engineering Services will evaluate the existing geotechnical data and will make recommendations regardign the need for any additional data. At a minimum, the geotechnical investigation will identify soil types, soil characteristics and properties and provide geotechnical recommendations for engineering design, and ground water table elevation.
Design Phase
We will start the pump station design as soon as we receive the NTP from the City. The engineering drawings and specifications will be refined to include specific equipment, layouts, mechanical, electrical, structural, instrumentation and controls, and SCADA. The engineering documents and technical specifications will be presented to City’s staff for review and comments. Our team members will develop with the City an efficient procedure to carry out this review. We will be available for a design review with the City staff to go over the submittal and obtain comments from staff. The comments will be incorporated in the plans and at 60%, the plans are submitted to the permitting agencies for permit review and approval. Then, the pump station design will be advanced to the 90% level of completion. This level of completeness will include a more refined specific equipment, layouts, mechanical, electrical, structural, instrumentation and controls, and SCADA sufficient to allow the contractor to build the project. The 90% engineering documents and technical specifications will be presented to City staff for review and comments. After their review, their comments will be incorporated in the 90% plans. This task results in the preparation of complete design documents pending receipt of permitting documents. Once permit activities are completed, any changes to the drawings and specifications required for approval by the permitting agency will be incorporated into the engineering drawings and specifications. Thereafter, 100% signed and sealed construction plans will be finalized and submitted to the City electronically as well as hard copies to allow the commencement of construction.
Contract Documents
The APCTE Team will prepare a set of contract documents in compliance with the specifications established by the City of Sunny Isles Beach. In addition, all materials and workmanship shall meet the requirements of the latest editions of the following publications:
1. Miami-Dade County Public Works Manual “Design and Construction Standards;2. The Florida Department of Transportation “Standard Specifications for Road and Bridge Construction, and its supplements;3. Permitting
The APCTE Team has over 20 years of experience in procuring and obtaining Right-of-Ways (R/W) and permits within the Miami-Dade County and its Municipalities and regulatory agencies. We are intimately familiar with the permitting procedures, requirements and typical timeframes to obtain permits approval. Our approach for permit procurement is to provide early coordination with every applicable agency, including pre-permit review meetings and post-submission peer review meetings to facilitate permit approval, specifically within the City of Sunny Isles Beach.

The following agencies have jurisdiction over the construction of the proposed stormwater pump station:
• City of Sunny Isles Beach• Miami-Dade County Department of Regulatory and Economic Resources (RER). • South Florida Water Management District. • Florida Department of Environmental Protection.• U.S. Army Corps of Engineers. • U.S. Environmental Protection Agency.
Our Team will assist the City in filling documents required to obtain all necessary approvals of Permitting Authorities having jurisdiction over the Project. To expedite the procurement of permits required for this project, which may have a significant impact in the critical path, we have prepared a permit matrix that includes all required permits and the corresponding jurisdictional agencies.
Procurement Phase
During the Procurement process, APCTE will assist the City in preparing the Bid Documents for the advertisement. Then reviewing the Bids and making recommendations to the City to select a contractor for the Pump Station Rehabilitation. Contractor’s Qualification, Historical Records, Similar Experience, Insurance, Bonding Capacity, etc will be carefully verified. Finally, the selection recommendation will be based on the lowest qualified bidder.
Construction Administration
During Construction, Our Team will provide Construction Administration and Inspection Services. The City will have our support to perform full construction management services for this project. Typical engineering services during construction to be provided under this contract include but are not limited to:

The APCTE Team perfectly knows the construction management and related services needed. We are currently involved in several major programs performing the role of agency secondary staff and full construction management services. Furthermore, we have also provided engineering services during construction while serving as the Engineer of Record.
The APCTE Team will work with the City of Sunny Isles Beach to schedule the preconstruction meeting shortly after the project is awarded to the contractor. We will provide the contractor with the standard templates for all submittals (invoices, shop drawings, transmittals, schedules, 3-week look ahead, change orders, progress reports, among others); provide the contractor with the program construction protocols and procedures; define the project’s chain of command; review contract documents/specifications and plans
Request For Information (RFI): RFI’s are originated during the construction process when discrepancies arise between the construction documents and design drawings with the actual field conditions. Our team is committed to review and respond to any Request for Information in a timely matter. Through our significant expertise gathered in similar projects, we will provide the City with the right response to the contractors concerns effectively.

Shop Drawings Review: Our team has a vast experience in processing and reviewing shop drawings, product data, and samples for all disciplines involved in this type of projects. We are committed to ensure that all requirements are addressed by the Contractor prior installation of any component. Our records of experience in reviewing shop drawings over the last decade reveals that the construction works are completed without any significant issues relating to the design/drawing which prevents significant exorbitant economic claims against architects, engineers, and contractors. We will ensure that all shop drawings are processed within five (5) days in accordance with the City’s standard procedures.
Weekly Construction Progress Meetings: We believe weekly construction progress meetings are the best mechanism to discuss and address all issues that arise during the project, and ensure smooth progression of the job. Our professionals are very much proactive in conducting the weekly construction meetings. We will discuss all aspects of the ongoing project including submittals, shop drawings, RFIs, change orders, as built and closeout documents. Meeting minutes will be prepared and distributed to all parties involved in the project to provide continuous tracking until construction is completed.
Review of Change Orders: Our team is uniquely prepared to assist the City with the review of Change Orders to protect the City’s best interest. We realize that these evaluations are among the most crucial components in the Construction Phase and we are committed to work closely with the City, to ensure that all concerns are addressed.
Site Inspections: Our team will conduct site visits as required by the City to guarantee that all aspects of the projects are performed as stated in the Contract Documents. Construction Observation Reports and project photos will be prepared for every Site Visit performed and distributed to the Department to document the progress of the Contractor and keep track of the project based on the approved Baseline Schedule. Site inspections will be coordinated with the City’s construction manager as required.
Project Closeout: When the project is nearing completion, our team will prepare a punch list documenting all the work that does not conform or satisfy the terms of the contract documents prior to perform the project closeout and commissioning. We will also ensure that the Contractor provides all the required warrantees on their project items, and that there are no outstanding claims with the City or internally with their sub-contractors. All project documentation including logs of quality control testing will be filed for the City’s records.
Agency Certification: The APCTE team will perform the following services for the City during the final certification phase of the contract:
• Attend Final Inspection of the project with applicable agencies and contractors• Prepare certification forms for all agencies and submit all pertinent documentation to any other governmental authorities• Others as required by the City of Sunny Isles Beach

Upon receipt of the notice to proceed (NTP) the APCTE Team will schedule a meeting with the City Project Manager, to discuss the proposed scope of services and will go to the field to fine tune the different items included in the scope of services. This initial field review will include video recording/pictures of existing conditions to help in defining project issues and deficiencies. One week after the field meeting, the APCTE Project Manager, Mr. Arnelio Alfonso, P.E., will coordinate with the City’s Project Manager to finalize the scope. Described below is a set of management activities that the APCTE Team will deploy to manage this contract.
Project Kick-Off Meeting: We will begin with a kick-off meeting to identify the key participants, to discuss the project purpose and scheduling of the implementation conference will be the responsibility of our Project Manager, working in conjunction with the City of Sunny Isles Beach Project Manager.
Project Reporting: APCTE will distribute meeting minutes within 3 working days of the conclusion of any meeting. Action items resulting from the meeting will be identified, including a responsible individual for the action and a date when the action is to be completed. Action items will be entered into a tracking database and will be reviewed by the Project Manager on a weekly basis. Monthly status reports will be the primary method for officially communicating the status of the project. The preparation of these reports will be the responsibility of the Project Manager with support from the project staff. The report will include cost and schedule updates, variance analyses, recommended corrective actions, and updated forecast. The status report will also include an executive summary with narratives regarding the accomplishment for the month, projected activities for the following month, and identification of any issues that may have arisen along with suggested approaches and resolutions.
Project Coordination: Our team understands the importance of coordination with all project stakeholders – including affected stake holder and permitting agencies, among others – and the need to plan ahead for upcoming projects along the routes. The APCTE team members will be proactive in meeting and contacting any affected stake holders. This task’s scope of work includes Municipality/Agency Coordination, a Governmental Affairs Program, Industry Forums, public project webpage updates, and Schedule of Implementation, among others. The identification of permitting requirements in advance is also a critical effort our team members are very familiar with. With over 30 years of experience of coordinating, issuing and verifying permits for similar projects, the APCTE team brings unique knowledge of permitting requirements, processes and procedures, specifically relative to drainage and pump stations.
Sub-Consultant Coordination: APCTE planning, design and construction management capabilities have been augmented with local sub-consultants for surveying and geotechnical services and a public involvement firm. Each firm will be given a specific scope, budget, and schedule. Our Project Manager will meet with each sub-consultant on a monthly basis to coordinate key technical issues, schedule requirements, and upcoming work. If the sub-consultant falls behind schedule, the firm will be required to add staffing until the progress meets the schedule.
Budget Monitoring and Control
The APCTE Team will develop and implement a Project Cost Breakdown Structure (PCBS) based on a logical organization of the work with flexibility to adjust to evolution of the project. The PCBS will include all tasks and any overall management tasks, but will be primarily directed towards deliverable products. The PCBS will form the basis for identifying schedule activities and monitoring cost. The PM will identify Task Leaders responsible for administering each PCBS. For example, PCBS for each project will include each discipline, and the Task Leader will be responsible for that PCBS. We will also develop standard cost control reports for every level of the PCBS, consistent with the schedule and will track original budget, earned value, approved changes, current budget, current expenditures, estimate to complete, pending changes, and anticipated changes. The cost reports will compare planned versus actual expenses and will identify variance at the cost account level. Explanation of the variances will be the responsibility of the PCBS managers. Regular monitoring will allow the Project Manager to identify negative cost trends, determine the root cause of the variances, and establish corrective actions to rectify the situation.

The APCTE Team recognizes that 90% of a project’s cost overruns and delays occur during the construction phase. As such, we have implemented a management system that aims to:
• Avoid claims during the Bidding and Design phases by performing constructability at the pre-design phases, and preparing detailed bid documents that contain clear project scopes, quantities and cost estimates.• Manage claims during the construction phase by performing claim analysis to identify opportunities for change orders, and claim mitigation measures that may include redesign, deletion of construction scope, and postponement of the projects if necessary.
We have successfully implemented this budget control system in our Needs Assessment Program (NAP) for other agencies, and have successfully procured and constructed projects with minimal change orders.
PROJECT SCHEDULE
The APCTE Team will develop a logical and achievable design schedule for each task/project assigned to us. Our team will meticulously review this schedule based on our manpower availability and ensure that the schedule is within the team’s capability. The Project Design Schedule (PDS) will be reviewed on a bi-weekly basis, as a product of project team coordination meetings. Some of the events/activities that must occur very early in the design process to comply with the schedule are:
• Project Kick-off Meeting• Survey of Existing Structure• Geotechnical Investigations• Basis of Design Report• Design Phase• Permits• Value Engineering Workshop• Procurement• Construction Phase
Beside these tasks, our team will prepare a full schedule in Primavera P6 or Microsoft Project containing the detailed breakdown of all project’s main phases: pre-design, design, permitting, procurement and construction. The schedule will be reviewed on a bi-weekly basis and adjusted as the project progresses.
QUALITY CONTROL PLAN
“Quality Assurance and Control begins with the APCTE Team’s commitment to the City to provide qualified professionals that are experienced in all required disciplines”. An important characteristic of a strong, functioning organization is the establishment of well documented procedures and means to ensure compliance with those procedures. Project Manager, Arnelio Alfonso, PE, will rely on Carlos Gil-Mera, P.E., to review APCTE’s corporate procedures, and the City-specific quality measures being implemented on APCTE’s current projects. They will adjust the procedures as necessary for this project and conduct regular audits to assess the degree of compliance. Carlos is well versed in QA/QC procedures and will help to ensure that proper communication and acceptable practices are used to warrant quality of the planning, design, and construction services. Continuous QA/QC through internal review efforts will be woven into the design process. In-house coordination meetings with all Team members will be frequent and will allow for continual review of progress. Below is our QA/QC process in details:
Design Quality Assurance (QA) / Quality Control (QC): The Team will prepare all documents in accordance the QA plan to assure accountability, accuracy, completeness, legibility, application of design criteria and best engineering practices. The plan specifically addresses the importance of accurate construction cost estimates throughout the design-build process. constructability. Copies of all QA/QC forms are located at the end of this section.
Project Schedule Quality Assurance (QA) / Quality Control (QC): The Design Project Manager will receive input from the various company support sections to ascertain the true and accurate time period required for each activity as well as the order of precedence of said activities. With this information in hand, the Design Project Manager will create the Project Schedule. Any subsequent changes to the Project Schedule must consider activity durations and order of precedence requirements; all changes must be approved by the Project Manager. It is the responsibility of the Project Manager to guarantee the Team adheres to the Project Schedule throughout the entire project. The Team will coordinate with The City early and often to obtain the requisite permits on this project. The APCTE Team has the experience and resources to effectively complete this project on or before the estimated completion date as demonstrated in previous projects.
Plans Quality Control: As per The Quality Control Plan, plans, specifications, and estimates will be independently checked by professionals other than those preparing them. The independent professionals will check to assure accuracy, completeness, legibility, proper application of engineering criteria and compliance with all applicable Manuals and Standards. The independent review will be documented in the project file and will be accomplished and reflected prior to the phase review submittal to Quality Control Engineer. The Project Manager is responsible for ensuring adherence to the Quality Control Plan.
Phase Submittal and Review Procedures: The Quality Control Plan will guide production of all plans and specifications. Quality Control will be part of the all production processes; initially by the Design Team. The routine Quality Control reviews will be performed to allow company units to provide their own input regarding the project plans at every step of the process. The Project Manager will submit the plans and specifications at each phase of completion. The Project Manager must solicit the involvement of any outside individual or agency that has a legitimate stake in the project. The Project Manager needs to anticipate the necessary involvement of outside groups and local governments throughout the life of the project. All plans, specification and estimates submitted for phase review will be reviewed for completeness and conformance to current Manuals and Standards. The technical accuracy for the design is the sole responsibility of the Design Engineer. The Company Review Team is required to review each phase submittal and inform the Project Manager, in writing, as to any questions or concerns that might arise. The Project Manager will also be informed in writing if no questions or concerns arise during the phase review process. The Project Manager will then distribute the Phase Review Document to the Quality Control Manager, as well as all other reviewers involved in the process; the information exchange between the reviewers and the rest of the Team will ultimately benefit the Project.
Review Schedules, Completeness and Motivation: The Quality Control Plan is intended to be a dynamic document, subject to change with the goal of promoting a quality result. To that end, it is essential that all plans, specifications and estimates fully comply with the completeness requisite for each phase. All reviews must also be complete, comprehensive and consistent with the requirements of that phase. All reviews will adhere to the allotted time to ensure that adequate time is given to all parties and so that they remain personally invested and motivated in creating a quality product.Constructability Reviews: In addition to the types of reviews mentioned prior, the plans will be reviewed specifically for constructability. This particular review provides assurance that what is designed is feasible from the perspective of constructability. Items to consider are location, traffic control plans, making use of conventional construction techniques and equipment and materials. Constructability will be reviewed by DMSI staff; their substantial experience in both design and construction makes them perfectly suited for this task.
Quality Control Organization: The Team’s organizational chart, included in this proposal, describes the authority, accountability, and responsibility of each member. Our QA/QC Manager will be Mr. Carlos Gil-Mera, P.E., who will ensure that each staff member that works on this project performs his or her duties to the highest level.

A&P Consulting Transportation Engineers Corp. (APCTE), was established on January 1995, with its Corporate office located at 10305 N.W. 41st Street, Suite 115, Doral, Florida 33178 and is a local multi-disciplinary consulting engineering firm with their headquarters in Miami-Dade County, 100% of our employees live and work in the Miami Dade / Broward County limits. During the last 15 years, APCTE has expanded and developed a highly specialized expertise in infrastructure pipeline and pump station rehabilitation projects. Our qualifications and vast experience in pump station design and upgrades makes us one of the best candidates to provide the engineering services required by the City in this contract. The APCTE Team has a thorough understanding of the key project issues which focuses the rehabilitation of the pump station. We realize that every pump station design is unique with its own set of challenges and requirements. The APCTE Team is prepared to work with the City to deliver the highest quality product while minimizing costs. APCTE has more than 85 local employees (26 Registered PE’s and 61 Graduate Engineers) dedicated exclusively to infrastructure and pipeline design / transportation projects. APCTE’s workforce and availability is high at this tie since we are just finishing a big project which will be done prior to us obtaining the NTP for this project. To ensure the successful implementation of this challenging contract, APCTE has a combined local pump station design experience of more than 100 stations. Our qualifications and vast experience in pump station and pipeline design make us the ideal candidate to provide the services required by the City of Sunny Isles Beach in this contract. Within the last ten (15) years APCTE has designed several sanitary lift stations for M-D WASD. One example is the Convention Center Drive Pump Station: includes the design of a 80,000 G.P.M. Stormwater Pump Station. Other similar pump stations which have been designed by our firm include the total reconstruction and relocation of the Regional Pump Station #101, located in front of the Miami International Airport, that was replaced with a new state of the art station furnished with Variable Frequency Drive (VFD) pumps and electric generator for alternate power supply in case of a power outage. Palmetto Bay (Perrine/Cutler Ridge), Miami Gardens, and the Port of Miami. All of our pump station projects also included the relocation and/or upgrades of the sewer collection systems serving the project area. In fact, APCTE has designed over 40,000 LF of sewer collection and transmission systems, including pipes ranging from 6” to 48”, and several different installation methods including Open Cut, Microtunneling, and Horizontal Directional Drilling (HDD). APCTE is one of the engineering firms with the most pipeline South Florida design experience.

The implementation of the Pump Station Rehabilitation Project requires a Project Manager (PM) with proven sanitary sewer system design experience who will deliver this contract on schedule. The Project Manager of our Team will be Mr. Arnelio Alfonso, P.E., who has over 33 years of experience in design of sanitary sewer pump stations and pipelines and has been the Engineer of Record and Project Manager for several sanitary Lift Stations, most of them for the Miami-Dade Water and Sewer Department. As Project Manager, Mr. Alfonso will be responsible for the technical design elements of this project as well as the required coordination of the different disciplines to ensure the timely completion of the project within the proposed schedule. Mr Alfonso’s availability is high for this contract and he will be the single point of contact between APCTE, its sub-consultants, and the City of Sunny Isles Beach. Mr. Alfonso will be supported by top notch professionals who will be responsible for their areas of expertise. One of our design leaders is Mr. Lazaro Ferrero, P.E., a Senior Project Engineer who has over 33 years of experience performing work for Miami-Dade Water and Sewer Department. In addition, we have assembled a team tailored to meet each aspect of this contract. PAST PERFORMANCE OF APCTE TEAM The APCTE Team has a strong reputation in providing its client with construction documents that have, to the highest degree possible, avoided claims, supplemental agreements, and construction delays. The performance by our firm for local agencies and MD WASD over the past 15 years has NOT resulted in a single “unsatisfactory” project performance rating. The APCTE Team is well respected for successfully delivering quality projects on time and within budget exceeding the satisfaction and expectation of Miami-Dade County. Table 1 includes the evaluation/grades that APCTE received from MD-WASD for the Perrine-Cutler Ridge Pump Stations Project. Our company received an average of 3.9 points out of a possible 4.0, which is an excellent score. On another WASD Project E07-WASD-08(A) Reclaimed Water System, APCTE received a perfect score of 4 out of 4. APCTE has provided design services to several Miami-Dade County Departments for a myriad of project within the last fifteen (15) years. During that period, and in connection with those projects, our Principals and Senior Project Managers had the opportunity to interface and interact with several Water and Sewer Department managers from the Administration, Engineering, Contracts, and Utilities Sections. In our dealings with Department representatives, our ultimate goal has always been to meet our client’s needs to the best of our ability. We believe to have succeeded in that commitment.
The proposed project within the Golden Shores community will include an evaluation and rebuilding of the storm drainage pump station, and system hydrologic and hydraulic analysis. This is the City’s only pump station which services the Golden Shores neighborhood and was inherited from the County at the time of incorporation. Since then the City performed one major overhaul that was completed in 2003. This project is planned to assess the performance of the pump station and rebuild the pump station to ensure its continued use. The analysis will be composed of all system drainage, lines, wells, generator, piping and outfalls, backflow prevention devices and check valves, catch basin and the stormwater pump station with a monitoring system.
The APCTE’s Team has extensive experience in all aspects of familiarity with the permitting process, especially in Dade County. Our permit capabilities cover different types of projects that extend from: Stormwater Management Master Plans, Water Distribution Systems, Sanitary Sewer, Force Main and Sanitary Lift Stations, Roadway, Infrastructure, Signalization, Signing and Pavement Marking.
As an example: Infrastructure and Water Resources projects call for several permits from a number of regulatory agencies. This will require in-depth and close coordination between the design team and various agencies, and will involve several activities, which include: agency coordination, permit sketches, permit applications and responding to the RFI letters sent by the agency’s reviewer. Similar Project Experience
The project consists of furnishing all materials, labor, and equipment necessary to upgrade Sewage Pump Station
No. 0351, including, but not limited to, providing uninterrupted by-pass pumping capabilities for the existing pump
station flow during all construction times and until the proposed improvements for the pump station are completely
operational and accepted by the Owner; demolition of existing force mains; refurbishing the existing wet well top slab,
furnish and install new dual 7.5 HP submersible pumps and all associated piping, fittings, equipment, hardware, and
appurtenances for new discharge and emergency connection; furnish and install new control panel, meter can, main
disconnect, motor connection box, new electrical service, power and control conduits and wiring, and the required
concrete slabs and mounting structures; install the RTU enclosure (provided by the Department) and the SCADA
antenna; connection of new electrical service to the pump station. Complete installation of 2700 LF of 8” F.M. along
NW 39 Ave from 175th St to NW 181st St, including the connection to the existing manhole on NW 181st St as
indicated in plans.
A&P Engineers’ team, on behalf of the City of Miami Beach, recently finalized the construction of one of its biggest
stormwater pump stations. This pump has the capacity to move 80,000 gallons per minute (gpm) and is just one of 80
stormwater pump stations the City will construct within the next 8-10 years in order to combat the tidal events and
sea level rise. This design was intended to serve as the prototype for the other pump stations that t he City plans to
construct in the future. In the initial phase of the pump station, trash racks capture solids that are 1” or larger before
the flow reaches the Collins Canal. The remaining flow is split into trains, with a capacity of 40,000 gpm, and is directed
to a water treatment structure and then a wet-well equipped with 2 20,000 gpm axial pumps. The pump station has
been designed with overflow structures for redundancy and to prevent intrusions from tidal events. This project
also saw the construction of a higher seawall, with a minimum top elevation of 5.70’ NAVD, to ensure our design’s
resiliency against future conditions.

is generally comprised of single-family residential streets with some pockets of multi-family uses. Major institutional
uses include Mount Sinai Medical Center, Miami Heart Institute, Nautilus Middle School, and North Beach Elementary
School. Arthur Godfrey Road (41st Street), a State roadway, is a major commercial corridor to the southern border of
this neighborhood. Alton Road is a state minor arterial on the west side. The improvements to the stormwater system
were limited to the three priority drainage basins (92, 97 & 99) identified in the City of Miami Beach Stormwater
Management Master Plan for the Nautilus Neighborhood. Project included milling and resurfacing, new drainage,
including six (6) stormwater pump stations, injection and gravity wells, new water main system betterment, decorative
lighting, signing and pavement marking, landscape and irrigation upgrades, and intersection bump-outs.

The project consisted of several levels of ramps providing proper connections between both expressways. This required a new lighting system
for SR-826, from S.W. 4th Street to N.W. 22nd Street, and for SR-836, from N.W. 92nd Avenue to East of N.W. 72nd Avenue. Due to the
construction of new on and off ramps, additional lighting was installed on impacted side streets including, but not limited to, Flagler Street and
87th Avenue. The new lighting system consisted of approximately one thousand lighting poles along both highways and more than one
hundred under bridge deck luminaires, mounting heights between fifteen and forty-five feet. The entire lighting system required seven
service points with an average of 200 amps each, and it was designed to comply with FDOT and MDX criteria. Special conditions and
considerations were given to design the section of SR-826 in the vicinity of Miami International Airport to comply with Federal Aviation
Authority regulations

station flow during all construction times and until the proposed improvements
for the pump station are completely operational and accepted by the Owner;
demolition of existing force mains; demolition of the existing pump station
including, but not limited to the following: refurbishing the existing wet well top

necessary to be removed for the successful installation of the new pump station

A&P Engineers team, on behalf of the City of Miami Beach,
recently finalized the construction of one of its biggest
stormwater pump stations. This pump has the capacity to
move 80,000 gallons per minute (gpm) and is just one of 80
stormwater pump stations the City will construct within the
next 8-10 years in order to combat the tidal events and sea
level rise.
As part of this drainage improvement project, a 96” trunk
line was also constructed in this initial phase. The pipe was
designed as a collector pipe to receive flows from Collins
Avenue and the surrounding streets; this will completed in
the near future in the final phase.
This design was intended to serve as the prototype for the
other pump stations that the City plans to construct in the
future. In the initial phase of the pump station, trash racks
capture solids that are 1” or larger before the flow reaches
the Collins Canal. The remaining flow is split into trains, with
a capacity of 40,000 gpm, and is directed to a water
treatment structure and then a wet-well equipped with 2
20,000 gpm axial pumps. The pump station has been
designed with overflow structures for redundancy and to
prevent intrusions from tidal events. This project also saw the construction of a higher seawall, with a minimum top
elevation of 5.70’ NAVD, to ensure our design’s resiliency against future conditions.

The Nautilus Neighborhood includes all of the area
from Surprise Lake to the south end of the 41st Street
right-of-way, and from Biscayne Bay east to the Indian
Creek waterway, inclusive of the Orchard Park sub-
neighbor- hood. The area is generally comprised of
single-family residential streets with some pockets of
multi-family uses. Major institutional uses include
Mount Sinai Medical Center, Miami Heart Institute,
Nautilus Middle School, and North Beach Elementary
School.
Arthur Godfrey Road (41st Street), a State roadway, is
a major commercial corridor to the southern border of
this neighborhood. Alton Road is a state minor arterial
on the west side. The improvements to the stormwater system were limited to the three priority drainage basins (92, 97
& 99) identified in the City of Miami Beach Stormwater Management Master Plan for the Nautilus Neighborhood.
Project included milling and resurfacing, new drainage, including six (6) stormwater pump stations, injection and gravity
wells, new water main system betterment, decorative lighting, signing and pavement marking, landscape and irrigation
upgrades, and intersection bump-outs.

A&P was incorporated in the State of Florida in January 1995 as an “S” Corporation FEID # 65-0770583); it started as a
three-employee company to provide plans production services to the Florida Department of Transportation (FDOT) eight
offices. Currently we are multi-disciplinary, consulting engineering firm with our headquarters located in the City of
Doral. A&P specializes in roadway design, traffic and transportation engineering, water resources and wastewater
disposal, civil site planning and design, electrical and mechanical engineering design for commercial and industrial
projects, structural design, ITS design, construction management, and construction engineering and inspection (CEI)
services. Today we have ninety-five (98) employees of which sixty-four (64) are graduate civil engineers. Thirty (30) of
our engineers are registered in the State of Florida. The primary markets that our firm serves are governmental agencies
in South Florida (Palm Beach, Broward, Miami and Monroe Counties). Our staff has a combined one-hundred (100) years
of experience working as employees of FDOT. Three of our engineers started working in FDOT in the Professional
Engineers Training Program, then worked as Project Engineers, Project managers, and later on transitioned to the
consultant world. Currently we have open contracts with District IV and VI offices of FDOT, Miami-Dade Water and
Sewer Department, Miami-Dade Department of Transportation and Public Works, Miami-Dade Expressway Authority,
and as sub-consultants with several other prominent engineering firms. We have also been recently selected by the City
of Doral, City of Miami Beach, and the City of Miami to provide services to their Capital Improvements Program.
The Traffic Engineering Department at A&P Engineers is committed to improve and ensure the safety of our roads and
pedestrian paths. Our senior staff brings over 25 years of experience to ensure the success of your next transportation
safety project. We collaborate with government agencies to develop municipal, county, district, and state-wide projects
and programs. Our department has been involved in over ten district-wide contracts and has conducted more than 80

The undersigned Firm proposes and agrees, if this submission is accepted, to enter into an agreement with
the City of Sunny Isles Beach to perform and furnish all Services as specified or indicated in the Contract
Documents.
The Firm accepts all of the terms and conditions of this Request for Qualifications. This RFQ will remain
subject to acceptance for 90 days after the day of RFQ opening. The Firms agrees to sign and submit the
Agreement and other documents as required by the Bidding Requirements within ten days after the date
of the City’s Notice of Award.
