A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER TO UTILIZE GENERAL CONSULTING FIRMS ON
THE APPROVED LIST TO PROVIDE PROFESSIONAL
ENGINEERING AND SURVEYING SERVICES FOR VARIOUS
CITYWIDE PROJECTS, IN AN AMOUNT NOT TO EXCEED ONE
HUNDRED THOUSAND DOLLARS (S100,000.00), PROVIDED THAT
CONTRACTS WITH THE CONSULTING FIRMS ARE REVIEWED
AND APPROVED BY THE CITY ATTORNEY; AUTHORIZING THE
CITY MANAGER AND THE CITY ATTORNEY TO DO ALL
THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach issued Request for Qualifications No. 12 -04 -02
for Continuing Professional Architectural & Engineering Services Firms Only (CCNA) for the
provision of general architectural and engineering services to the City; and
WHEREAS, on November 15, 2012 via Resolution No. 2012 -1997 the City Commission
approved the following shortlisted qualified firms to perform engineering, architectural, landscape
architectural and land surveying services: Bermello Ajamil & Partners, Inc., Calvin Giordano &
Associates. Inc., RJ Behar & Company, Inc., and CES Consultants; and
WHEREAS, the current City policy limits the amount of payments to a single vendor in a
single fiscal year to $25,000.00 in aggregate, and once this limit is reached, all purchases must be
presented to the City Commission for approval delaying projects or portions of projects; and
WHEREAS, the City Commission wishes to authorize the City Manager to utilize these
General Consulting Firms to provide professional engineering and surveying services for various
Citywide projects in an amount not to exceed One Hundred Thousand Dollars ($100,000.00).
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authorization of City Manager. The City Commission hereby authorizes the City
Manager to utilize General Consulting Firms on the approved list to provide professional engineering
and surveying services for various Citywide projects, in an amount not to exceed One Hundred
Thousand Dollars ($100,000.00), provided that contracts with the Consulting Firms are reviewed and
approved by the City Attorney. This authority provided to the City Manager shall sunset on October
1, 2014.
Section 2. Authorization of City Manager and City Attorney. The City Manager and the City
Attorney are hereby authorized to do all things necessary to effectuate this Resolution.

Section J. Effective Date. This Resolution %will become effective upon adoption.

RE: A Resolution Authorizing the City Manager to Utilize General
Consulting Firms on an Approved List to Provide Professional
Engineering and Surveying Service for Various Citywide
Projects
RECOMMENDATION:
We recommend City Commission approve the resolution.
REASONS:
Current City policy limits the amount of payments to a single vendor in a single
fiscal year that can be approved administratively by the City Manager to $25,000
in aggregate. Once this limit is reached, all purchases must be presented to City
Commission for approval including ratification of funds expended on previously
approved work, materials, or services. In order to implement either capital or
repair and maintenance projects, the City processed an RFQ for professional
consulting services for companies to perform professional engineering, land
surveying, architectural and landscape architectural services. Four firms were
selected and subsequently approved by City Commission to perform related
services and include Calvin, Giordano & Associates, Bermello Ajamil & Partners,
Inc., RJ Behar & Company Inc. and CES Consultants, Inc. We have found that
current City policy may result in delays to projects or portions of projects pending
formal Commission approval of various professional services contracts; the delay
could be as much as six weeks. Increasing the current $25,000 threshold will
facilitate more rapid implementation of projects or portions of projects. This

request is to increase that threshold to $100,000.
In this fiscal year, the following Work Authorizations have already been approved
administratively:
Calvin Giordano & Associates totals $23.502.50 and includes:
Engineering services related to utility service line design, permitting and
installation at the Public Works modular under the Lehman Causeway in the
amount of $5,675.25.
Preparation of an Elevation Certificate for the Public Works Modular under the
Lehman Causeway as required by Florida Building Code in the amount of
$625.00.
Engineering services related to electrical and lighting design for area lighting at
Gwen Margolis Park for installation by the contractor installing artificial turf at the
park in the amount of $6,373.50.
Land surveying services for the preparation of a route survey in support of the
solid wall under the Lehman Causeway in the amount of $5,027.50.
Field Inspection, Construction Administration and Closeout services for the utility
line installation from Collins Avenue to the pier project in the amount of
$5,801.25.
CES Consultants. Inc. totals $3.450.00 includes:
Geotechnical investigations, laboratory evaluation and engineering analysis and
report for soils conditions on the Intracoastal Park in support of foundation design
(by others) in the amount of $3,450.00.
COST:
None at this time.
FUNDING SOURCE:
Funding is available in the respective capital projects budget.
